Abstract The loss of inflectional categories is often thought of as a type of simplification. In this paper we present a survey of phenomena involving the reduction of adjective agreement in Scandinavian, using examples from Norwegian, and discuss their diachronic origins, including a new account of the development of indeclinability in adjectives such as kry ‘proud’. These examples each involve lexically restricted non-canonical inflection – syncretism, defectiveness, overdifferentiation and periphrasis – in particular paradigm cells or syntactic environments. They show that the loss of inflection does not necessarily simplify grammar, and in some cases, can increase grammatical complexity by adding lexical exceptions to general rules. This excludes simplification as the motivation, even if it is the eventual result. We argue from these historical developments that speakers are liable to analyse idiosyncratic patterns of inflection as lexically specified, even where more general (but perhaps more abstract) alternatives are possible. Thus speakers do not always operate with a maximally elegant, reductionist approach to inflection classes.

Abstract. Introduction: With advances in medicine, our understanding of diseases has deepened and diagnostic criteria have evolved. Currently, the most frequently used diagnostic systems are the ICD (International Classification of Diseases) and the DSM (Diagnostic and Statistical Manual of Mental Disorders) to diagnose alcohol-related disorders. Results: In this narrative review, we follow the historical developments in ICD and DSM with their corresponding milestones reflecting the scientific research and medical considerations of their time. The current diagnostic concepts of DSM-5 and ICD-11 and their development are presented. Lastly, we compare these two diagnostic systems and evaluate their practicability in clinical use.

SummaryIn 1995, the management of the University Clinic Hamburg-Eppendorf proposed to establish a total quality assurance (QA) system. A revised QA-system has been introduced stepwise in the department of nuclear medicine since 1997, and certification was achieved in accordance with DIN EN ISO 9001:2000 on February 14,2001.The QA-handbook is devided into two parts. The first part contains operational (diagnostic and therapeutic) procedures in so-called standard operating procedures (SOP). They describe the indication of procedures as well as the competences and time necessary in a standardized manner. Up to now, more than 70 SOPs have been written as a collaborative approach between technicians and physicians during daily clinical routine after analysing and discussing the procedures. Thus, the results were more clearly defined processes and more satisfied employees.The second part consists of general rules and directions concerning the security of work and equipment as well as radialion protection tasks, hygiene etc. as it is required by the law. This part was written predominantly by the management of the department of nuclear-medicine and the QA-coordinator. Detailed information for the patients, documentation of the work-flows as well as the medical report was adapted to the QM-system. Although in the introduction phase of a QA-system a vast amount of time is necessary, some months later a surplus for the clinical workday will become available. The well defined relations of competences and procedures will result in a gain of time, a reduction of costs and a help to ensure the legal demands. Last but not least, the QA-system simply helps to build up confidence and acceptance both by the patients and the referring physicians.

The paper appraises current progress in establishing the Customs Union and the Eurasian Economic Union (EAEU). Although the progress has slowed down after the initial rapid advancement, the Union is better viewed not as an exception from the general rules of regional economic integration but rather as one of the functioning customs unions with its successes and stumbling blocs. The paper reviews the state of Eurasian institutions, the establishment of the single market of goods and services, the situation with mutual trade and investment flows among the member states, the ongoing work on the liquidation/unification of non-tariff barriers, the problems of the efficient coordination of macroeconomic policies, progress towards establishing an EAEU network of free trade areas with partners around the world, the state of the common labor market, and the dynamics of public opinion on Eurasian integration in the five member states.

Редукционистский подход в медицине рассматривает живые системы в качестве закрытых (замкнутых) образований, функции которых полностью детерминированы свойствами соответствующих материальных компонентов. Каждое нарушение функции объясняется предшествующими изменениями структур, реализующих эту функцию. Из этого следует, что любая патология структурно-функциональна по своей сути, а понятие «функциональные заболевания» - принципиально ошибочно из-за искажения причинно-следственных отношений. По мере прогресса медицины ожидается открытие собственно первичных структурных маркеров «функциональных» заболеваний, что будет иметь решающее значение для их ранней диагностики и патогенетического лечения (ориентированного прежде всего, на устранение первичного звена расстройств). Вместе с тем, в медицине существует более общий холистический (функционально ориентированный) подход, формирующий иной стереотип клинического мышления. В этих рамках любая патология объясняется недостаточностью адаптивных функций организма в изменившихся условиях существования. Обычно сложный характер функциональных взаимодействий делает невозможным их описание на основе текущих характеристик материальных компонентов системы, особенно при воздействии на организм внешних патогенных факторов. Именно внешние воздействия способны инициировать первичный дефицит адаптивных механизмов с заведомо вторичными структурными изменениями, что позволяет перестать рассматривать «функциональные болезни» как принципиально ошибочное понятие. Первичный дефицит функций наиболее нагляден при информационной патологии, идеальная природа которой не сводится к соответствующим материальным носителям. Все это ставит под сомнение возможность обнаружения собственно первичных структурных маркеров некоторых заболеваний, особенно если в их основе лежит информационная патология (невроз, нервная анорексия, психическая аменорея, морская болезнь, некоторые формы фантомных болей и др.). Reductionist approach in medicine considers living systems as closed (closed) formations whose functions are completely determined by the properties of the corresponding material components. Each disturbance of the function is explained by previous changes in the structures that realize this function. From this it follows that any pathology is structurally functional in its essence, and the concept of «functional diseases» is fundamentally erroneous because of the distortion of cause-effect relationships. As medicine progresses, the actual primary structural markers of «functional» diseases are expected to be discovered, which will be crucial for their early diagnosis and pathogenetic treatment (primarily aimed at eliminating the primary link of disorders). At the same time, in medicine there is a more general holistic (functionally oriented) approach, forming a different stereotype of clinical thinking. Within this framework, any pathology is due to the lack of adaptive functions of the organism in the changed conditions of existence. Usually the complex nature of functional interactions makes it impossible to describe them on the basis of the current characteristics of the material components of the system, especially when external pathogenic factors influence the organism. It is external actions that can initiate a primary deficit of adaptive mechanisms with known secondary structural changes, which allows us to stop treating «functional diseases» as a fundamentally wrong concept. The primary deficit of functions is most evident in information pathology, the ideal nature of which is not reduced to the corresponding material carriers. All this calls into question the possibility of detecting the primary structural markers of certain diseases, especially if they are based on information pathology (neurosis, anorexia nervosa, mental amenorrhea, seasickness, some forms of phantom pains, etc.).

The process of determining the rules in the Rough Set method starts from processing the Microsoft Excel database, and continues testing with the Rough Set method. December 14, 1960 marks the 60th anniversary of the adoption on the initiative of the USSR of the Declaration on the granting of independence to colonial countries and peoples by the XV Session of the UN General Assembly (GA). The author analyzes the significance of this act for the subsequent process of liberation of peoples from colonial rule from the perspective of the historical developments of the next six decades. The author comes up with a new interpretation of the diplomatic tactics chosen by the Soviet Union at the UN as well as in the confronting imperialist countries elsewhere on the timing of granting independence, ensuring the territorial integrity of the emerging young states, the presence of foreign bases and zones of extraterritorial jurisdiction on their land. The article provides a comparative analysis of the texts of the declaration proposed for consideration by the GA by the Soviet Union and the adopted version of the Declaration of the UN GA Resolution 1415 (XV). The author analyzes the situation in the world after the dismemberment of the USSR, from the perspective of the degree of completion of the decolonization process. He comes to the conclusion that in place of traditional colonialism, a project of a new global coloniality is being introduced, which preserves the fundamental and essential characteristics of actual colonial rule: external dependence and economic exploitation.
