Connecting visual presents to archival pasts in multilingual California

Linguistic Landscape (LL) research has emerged as an approach to document and analyze language use in public spaces in present-day multilingual California and elsewhere in the world. This paper extends the conceptual and methodological frame of LL beyond the visual, ethnographic present. It seeks to create dialogue between text-oriented archival research into historical contexts of language and identity, and the present-oriented ethnographic focus of LL grounded in current sociolinguistic, applied linguistic, anthropological, and educational research. Building upon research into monuments and memorialization, this paper develops “memorization” to conceptualize the multilayered historicity, intertextuality and materiality that commit to public memory linguistic, political, and educational discourses — with their constitutive ideologies, practices, and policies — designed to “make the past present for the future” in public space. This paper offers an interdisciplinary perspective on the memorization of the colonial Spanish missions in California and the 2015 canonization of their founder, Junípero Serra. Several methodological opportunities and challenges for LL are discussed for critically connecting present and past landscapes of multilingualism, and their future ethical implications.

Public spaces are designed and managed in many different ways. In Hanoi, after the Doi moi policy in 1986, the transfer of the public spaces creation at the neighborhood-level to the private sector has prospered na-ture of public and added a large amount of public space for the city, directly impacting on citizen's daily life, creating a new trend, new concept of public spaces. This article looks forward to understanding the public spaces-making and operating in KDTMs (Khu Do Thi Moi - new urban areas) in Hanoi to answer the question of whether ‘socialization’/privatization of these public spaces will put an end to the urban public or the new means of public-making trend. Based on the comparison and literature review of studies in the world on public spaces privatization with domestic studies to see the differences in the Vietnamese context leading to differences in definitions and roles and the concept of public spaces in KDTMs of Hanoi. Through adducing and analyzing practical cases, the article also mentions the trends, the issues, the ways and the technologies of public-making and public-spaces-making in KDTMs of Hanoi. Win/loss and the relationship of the three most important influential actors in this process (municipality, KDTM owners, inhabitants/citizens) is also considered to reconceptualize the public spaces of KDTMs in Hanoi.

AbstractOver the past two decades Nigeria has become a hotbed of Pentecostal activity. It is the view of this study that Pentecostal visibility in Nigeria has been enhanced not just by Pentecostals’ aggressive utilization of media technology for proselytization as claimed by previous scholars, but also by their appropriation of public spaces for worship. This study not only focuses on the church in the cinema hall, but also on churches in nightclubs, hotels, and other such places previously demonized as ‘abode[s] of sin’ by classical Pentecostals. This paper argues that users’ perception of public spaces having rigid meanings and unchanging usage was responsible for much of the tensions experienced. It would be more useful for academic analysts and various ‘publics’ to construe such spaces as dynamic sites, at once reflecting mutations in the public sphere, responsive to local and global socio-economic processes, and amenable to periodic reinventions and negotiations.

Public spaces that attract and retain diverse people are crucial to foster urbanity and tolerance, and build stronger and livelier communities, especially in big cities. The simple coexistence of similarities and differences in public spaces can, to say the least, validate our own essence and offer us a possibility of growth. Sharing the same space with other people – even without interacting with them – favors social learning. Theory suggests that thought, feeling and behavior can be altered by observation. The search for public spaces that make urbanity viable is desirable in any society (especially in more unequal societies, as one can find in developing countries). However, inspired by ideas built on the critique of great urban agglomerations after the Industrial Revolution, cities around the world have undergone transformations that did exactly the opposite. As a series of lifeless places began to emerge, several researchers tried to figure out why this was happening. These researchers found that just wanting to create a lively place was not enough. It was necessary to scrutinize the behavior of people in public spaces in order to understand the relationship between their configuration and use. The knowledge they have built has been largely responsible for the increasing concern with public spaces and their relation to public life since the 1960s. Cities around the world are realizing that empty places could be full of people, and that not only a place full of people is something positive, but an empty place is not. They are learning to see underused public spaces as social, cultural, environmental, and financial waste. However, even with so much information available, it is still possible to find, in any contemporary city, public spaces that fail to support public life. Frequently, little or nothing is done to make them safer or more attractive, diverse and pleasant. It is even more worrying to realize that such places continue to be created. This is the focus of this paper. It brings together available knowledge and experiences in the area of public space design. It also complements, structures and translates such experiences and knowledge into a Public Space Post-Occupancy Evaluation Method, which stresses the importance of observing people and their activities. As a result, one can better understand, observe, assess and, thus, manipulate the main attributes of a public space that may influence its capacity to attract and retain diverse people on a daily basis. The method is offered as a tool to support those who deal with public spaces at different levels – from academic studies to municipal management. It has been used in Brasilia, Brazil, for the past 7 years, with positive results in governmental decision-making processes. A case study is briefly presented to illustrate its use.

Public space in the city is being continuously contested. The most compelling of these challenges comes from the recent terrorist attacks on cities across the world. While the awareness of the need to ‘design against terrorism’ and a demand for greater safety in public spaces has entered into citizen’s consciousness -given the perception of fear due to recent attacks- drastic security and surveillance measures usually go against a more open and inclusive public realm.

This article is the result of the research carried out by the author in creating new public spaces and shaping contemporary urban-forming trends in the conditions of globalization. In his research (through literature criticism and in situ field research) the author analyzes selected contemporary architectural realizations in Poland over the last decades, comparing them with similar works around the world, assessing their impact on shaping the cities’ build environment. The comparison is made through the analysis of such factors as: the construction of the form, elements of architecture and construction affecting the location, visibility, perception and created relations between the building and the surroundings.

In this article, I expand a category of linguistic landscapes, the signs by individuals in public spaces, to include another form of linguistic landscape even more transgressive in nature and intent: the panoply of protest signs produced and mobilized by the Occupy Movement during the Fall of 2011 at Los Angeles City Hall Park. My data are drawn from the photographs I took of these signs at the Park and the near vicinity, a YouTube video of a protest sign, a blog commenting on this sign, and a political cartoon using the same image featured on two other signs. I explore how social actors drew upon and mediated specific discourses in their protest signs that became transportable across time and space, the role of these signs in transforming public space, and this linguistic landscape’s ensuing mobilities in its mediated relocations to online social media sites and blogs.

Timor-Leste is a nation where three exogenous languages (Portuguese, Bahasa Indonesia, English) and one of many endogenous languages (Tetun) compete to be heard in public spaces. The constitution names both Tetun and Portuguese as co-official languages, and English and Bahasa Indonesia as working languages in the civil service; but official and de facto language policy are not necessarily the same. One mechanism that can mediate between ideology and practice, both as a way of imposing and of resisting official policy, is language in the public space. This paper demonstrates the insights that examining language in the public space can provide on language policy debates. It reports on the investigation of a linguistic landscape in Dili, the capital of Timor-Leste, and finds considerable difference between official language policy and language practices.

This article explores the tension between women’s efforts to find time for themselves and traditional culture’s strong directives against women spending any time alone. Drawing on twenty-one contemporary legends from the Snopes website (http://www.snopes.com) that feature solitary female protagonists, it argues that the narratives demonstrate a gendered contestation of public space. Set in cars, hotels, shopping malls and in cyberspace, locations that sociologist Marc Augé (1995) describes as “non-places,” these legends warn of the dangers that await women if they venture into the world alone. In addressing the question of where women belong, the texts speak of female challenges to male domination of public spaces at the same time they reveal powerful male defenses.

What is it? The Linguistic Landscape (LL) is a relatively new field which draws from several disciplines such as applied linguistics, sociolinguistics, anthropology, sociology, psychology, and cultural geography. According to Landry and Bourhis (1997), “the language of public road signs, advertising billboards, street names, place names, commercial shop signs, and public signs on government buildings combines to form the linguistic landscape of a given territory, region, or urban agglomeration” (p. 25). More recently, the type of signs that can be found in the public space has broadened to include the language on T-shirts, stamp machines, football banners, postcards, menus, products, tattoos, and graffiti. Despite this wider variety of signs, Landry and Bourhis’s (1997) definition still captures the essence of the LL, which is multimodal (signs combine visual, written, and sometimes audible data) and can also incorporate the use of multiple languages (multilingual).

Abstract This article examines the role that monumentality—and efforts to critique it—have played in shaping the experience of public space in post-socialist Albania. It considers artistic and architectural strategies often labeled ‘counter-monumental’ because they were first developed as a way to challenge authoritarian and nationalist monumental structures from the past, and it argues that in Albania these counter-monumental strategies have become wedded to centralized state power. In the conditions of neoliberal capitalism, projects that aim to undo traditional monumentality can effectively obfuscate political agendas. In Albania, where Edi Rama—the current Prime Minister—is also a practicing artist, the discourses of contemporary art have served to increase the centralization of political authority, and the work of architecture and design firms such as the Brussels-based group 51N4E have reinforced the symbolic power of the state at the same time that they claim to open public spaces up for citizen participation.
