This article aims to elucidate the tradition of Japan’s public administration emphasizing the civil service system. A number of studies explain the impact of the tradition (norms, values, and institutions), in shaping the process and result of public administration reform. By applying the historical institutionalism perspective, this study reveals how the legacy of the past, the tradition promoted by the Meiji Restoration, creates the new tradition of public administration. This study selects Japan as a typical case representing Asian developmentalists. The remarkable Meiji restoration marked the process of adoption and adjustment of the Germanic traditions in the bureaucracy modernization. Norm institutionalization has established the new norms and civil service system. The basic norms consist of legality, consensus, and seniority. It develops the "kyaria" denoting recruitment, selection, and promotion influenced by seniority, long term performance, and prestigious university recommendation and produces competent and dominant mandarins in the policy process. However, the parliament continuously initiates the reform to reduce the mandarin's domination and heighten political control over the bureaucracy. The reform has not yet changed the power balance of two institutions since the ”kyaria's” embeddedness in Japan's polity produces two consequences. First, it contributes to public administration modernization. The mandarin’s outstanding performance increases political legitimacy and social acceptance to the "kyaria"system. Second, the parliament cannot drastically reduce the mandarin’s role since the lifetime employment model enriches them with knowledge and experience of the government affairs. Conducting cautious reform and, at the same time, working closely with the mandarin are the primary reform strategy of the parliament.

he purpose of the article is to reengineer of the economic transformation management as a basic prerequisite for implementation of the strategic goals of the country’s development. Methodology. The scientific works of scientists in the field of economic transformation management are the theoretical and methodological basis of the study. To achieve the purpose of the article, the following research methods were used: theoretical generalization of the directions of the public administration reform; methods of positive and normative analysis – to develop recommendations for reengineering of economic transformation management as a basic prerequisite for implementation of the strategic goals of the country’s development. Results. The main development trends and the impact of transformational drivers on the state of the national economy are studied. It is proved that despite the rather high potential for the development of innovation, investment, digital technologies and small business in Ukraine, their role in ensuring effective economic transformations remains insufficiently active. The transformation of these processes into powerful drivers of economic development and transformations of the economic system in a given vector requires a consistent public policy and the creation of appropriate economic, legal and institutional conditions. The conceptual matrix model of economic transformation management is substantiated. The model involves that implementation of the projects of national (regional) importance is a process which is carried out in parallel and in relation to the other processes of the socio-economic system functioning. The purpose of identifying priority areas for the transformation of the economy into individual projects is to ensure faster and more effective implementation of reforms, their transparency and controllability. The model will eliminate the problems of establishing effective communications and synchronization of actions between levels of government; allow us to use of resources (including human resources) more efficiently, to increase the level of responsibility and control at each stage of the transformation process. Practical meaning. The directions of the public administration reform that can be used by the executive branch are given. Prospects for further research. The choice of the optimal model of the economic transformation management is one of the basic conditions for ensuring the accelerated development of the economy at all levels.

The article considers the informal institute of economic culture of society and the author offers indicators for measuring its manifestation. It is substantiated that within the framework of digital globalization the paradigm of searching for the foundations for economic growth is changing, where informal institutions, one of which is the economic culture of society, are taking over. The process of transformation of economic culture of Ukraine has signs of ambivalence, and requires the dialectical participation of both society and the state, through the implementation of appropriate public policy in the field of education, competitive entrepreneurship, and public administration reform. The state, as an institution, which is basically also in a state of constant movement, as external factors such as globalization, informatization, digitalization, must build its activities to not just catch up with these changes, but to anticipate and direct the movement in the right direction. The formation of a competitive culture in the economic environment of the country allows for various reforms in the system approach and to learn the vector of economic development of the country, which significantly increases the investment attractiveness of the country and determines economic partnership in the international arena. Attention is focused on the essence of the changes taking place, the directions of the vectors of transformation of the economic culture of society. Particular attention is paid to the presentation of indicators of economic culture on economic processes and identification of possible problem areas, with the ability to track their change over time, set the necessary influence from the state for the necessary direction of its transformation and the impact of current processes on European integration. Some approaches to raising the level of economic culture are proposed. It is concluded that increasing the level of economic freedoms in the country, the formation of competitive entrepreneurship, and the transformation into adaptive state regulation is the embodiment of the state of economic culture in society, which determines the state policy of its formation.

This paper examines the socio-political process by which an ensemble of such calculative practices and techniques as accounting came to be developed, adopted, and justified within turn-of-the-century public administration. We are particularly concerned with examining the influence of John R. Commons and other early institutional economists during this Progressive era. Using primary and secondary archival materials, our purpose is to make three main contributions to the literature. First, the paper explores Commons' contribution to the debates over “value” which seems to be somewhat unique in that he explicitly recognized that there exists no unproblematic, intrinsic measure of value, but rather that it must be socially constituted as “reasonable” with reference to common law. To illustrate this point, this paper explores Commons' role in the historical development and implementation of rate of return regulation for utilities. Second, the paper describes the contradictory role accounting played during this period in ostensibly fostering administrative objectivity while accommodating a more pragmatic rhetoric of “realpolitik” in its development and deployment. The third contribution is to establish a linkage between current work in economics and accounting concerned with utility regulation and the debates of ninety years ago, noting that Commons' contribution has not been fully explored or recognized within the accounting literature.
