he purpose of the article is to reengineer of the economic transformation management as a basic prerequisite for implementation of the strategic goals of the country’s development. Methodology. The scientific works of scientists in the field of economic transformation management are the theoretical and methodological basis of the study. To achieve the purpose of the article, the following research methods were used: theoretical generalization of the directions of the public administration reform; methods of positive and normative analysis – to develop recommendations for reengineering of economic transformation management as a basic prerequisite for implementation of the strategic goals of the country’s development. Results. The main development trends and the impact of transformational drivers on the state of the national economy are studied. It is proved that despite the rather high potential for the development of innovation, investment, digital technologies and small business in Ukraine, their role in ensuring effective economic transformations remains insufficiently active. The transformation of these processes into powerful drivers of economic development and transformations of the economic system in a given vector requires a consistent public policy and the creation of appropriate economic, legal and institutional conditions. The conceptual matrix model of economic transformation management is substantiated. The model involves that implementation of the projects of national (regional) importance is a process which is carried out in parallel and in relation to the other processes of the socio-economic system functioning. The purpose of identifying priority areas for the transformation of the economy into individual projects is to ensure faster and more effective implementation of reforms, their transparency and controllability. The model will eliminate the problems of establishing effective communications and synchronization of actions between levels of government; allow us to use of resources (including human resources) more efficiently, to increase the level of responsibility and control at each stage of the transformation process. Practical meaning. The directions of the public administration reform that can be used by the executive branch are given. Prospects for further research. The choice of the optimal model of the economic transformation management is one of the basic conditions for ensuring the accelerated development of the economy at all levels.

In the article, the problem of determining the directions of research of the development of the tourist and recreational sphere as an object of public administration acquires further theoretical and methodological substantiation. The directions of improving the mechanisms of decision-making by state bodies for the development of the tourist and recreational sphere are formulated on the basis of the introduction of a systematic approach, digitization and modeling. The efforts of state bodies to form the structure of the market in order to study and analyze the impact of public administration and regulation on the realities of the tourist and recreational sphere and the proposals of tourist and recreational products that affect the public interest in them on the part of consumers of tourist services are a separate area of scientific research in tourism. -recreational sphere as an object of public administration and decision-making mechanisms by state bodies for the development of tourist and recreational territories It is shown that the processes of using tourist and recreational resources and diversification of the economy are positively influenced by the intersectoral nature of the tourist and recreational sphere due to the multiplier effect for related sectors of the economy of the territories, directly involved in the tourist services served by consumers. It has been proved that a city characterized by a significant territorial concentration of labor, consumers, related industries and services is very attractive for the activities of enterprises in the tourism and recreation sector in terms of minimizing costs, and it is expedient in determining the role and mechanisms of government influence on the development of the tourism and recreation sector. and the formation of strategic goals for the development of a regime for promoting their development is the study of the tourist and recreational market of the territory. The development of the regional and local tourist and recreational sphere is greatly facilitated by the transformation in the public consciousness of the concept of free time, i.e. changes in the behavior of consumers of tourism services in relation to specific settlements or the region as a whole. The main goal of the qualitative improvement of state management of the development of the tourist and recreational sphere is to increase its openness, spread goodwill towards the population, accelerate management processes, effectively solve problems, increase the mobility of workers in tourist and recreational enterprises and their satisfaction with work.

The study was conducted to analyze the impact of social opinion towards public administration reform in Ninh Kieu district, Can Tho city. The research data was collected by questionnaire method for 170 people involved in handling administrative procedures at the ward level and relevant organizational units in Ninh Kieu district, Can Tho city. Descriptive statistical methods is mainly used in study to analyze people’s perception about social opinion factors affecting public administration reform activities. The research results identified that local perception’s people habe a good understanding of public administration reform, so, it is necessary to supplement procedures, well organize the implementation of procedures, as well as regular and serious inspection. It is possible to promote their own strength to contribute to building a democratic, clean, strong, professional administration and effective operation to serve the citizen. On that basis, the study proposesd several solutions to contribute to further improving the efficiency of the public administration reform in Ninh Kieu district. The analysis from this study, although the sample number is not comprehensive enough in a wide territory, is expected to be the basis for a deeper and broader analysis of the public administration reform based on quantitative analysis of impact factor.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

The world in its politico-economic aspects is run by policy-makers who have an academic background in law or public administration or other related social disciplines including economics. Only rarely would a majority of the policy-makers be trained in economics. In the making of economic policy, the basic choices before the policy-makers are political and they transcend the narrow concerns of economists regarding optimal use of resources. These considerations in no way downgrade the relevance of economic analysis in economic policy-making and for the training of policy-maker in economics. Policy-makers need economic council to understand fully the implications of alternative policy options. In this book, Wolfson attempts to educate policy-makers in the areas of public finance and development strategy. The analysis avoids technicalities and is kept to a simple level to make it understandable to civil servants, law-makers and members of the executive branch whom Wolfson refers to as policy-makers. Simplicity of analysis is not the only distinguishing mark of this book. Most other books on public finance are usually addressed to traditional public finance issues relating to both the revenue and expenditure sides of the budget and neglect an overall mix of issues dealing with the interaction of fiscal policy with economic development. Wolfson in this book explicitly deals with these issues.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

In the early 1990s, the Central and Eastern European countries (CEE countries) saw the collapse of communist regimes and an unprecedented political and economic transformation that resulted in the establishment of democratic, law-governed states and market economies. Administrative reforms, which became an important milestone in this transformation, were considerably influenced both by administrative legacies predominant in the countries and by the Europeanization processes associated with their accession to the European Union. The administrative legacies, which combine elements of various traditions (e.g., German, Napoleonic, and Anglo-American) are still strongly affected by what is left of the communist era. Conversely, the impact of Europeanization processes on public administrations in CEE countries has proved to be much weaker than initially expected. The process of building a professional and apolitical civil service in CEE countries has been plagued by discontinuity and inconsistency, owing to the specific administrative culture of the region, the weakening pressure to modernize EU institutions, and the consequences of the 2008 financial crisis, as well as growing populist tendencies in the region. All these factors encouraged the belief that political control over public administration needs to be tightened in order for the effectiveness and quality of governance mechanisms to be improved. The quality of governance and public management varies widely across the CEE countries. What they have in common—at least to some extent—is the fairly high dynamics of change, including the reversal of the effects of previously implemented reforms. The latter factor may be interpreted as a search for country-specific reform paths, partly due to disappointment with the values and models prevailing in Western Europe, and somewhat as a consequence of growing populist tendencies in the region.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. This study aims to analyze and critically evaluate the implementation of the management of public ownership (Milkiyah 'ammah) and State ownership (Milkiyah Daulah) in Indonesia. This study descriptively describes the implementation of both ownerships that are currently practicing in Indonesia. Theoretical approaches used is the Islamic Economic System Madzhab Hamfara (Hadza Min fadzli Rabbi) who critically evaluate the implementation of the public wealth management and state wealth in Indonesia. This research used secondary data that was obtained from Madzhab Hamfara books, literature, journal and information relating to the Indonesian State assets management system. A comparative analysis was conducted to understand the difference between the public wealth management and state wealth management in Indonesia. Findings show that the management of both, public and state ownership are not in accordance to the ownership management approach of Madzhab Hamfara Islamic Economic System. The evidence suggests that both public and state ownership are not fully managed by the Government of Indonesia. The fact shows that public ownership in the form of water, fire and pastures are managed by individuals and institutions as well as foreign parties who have fund to privatize the public ownership. Consequently, it has the impact on unequal distribution of income that cause poverty in Indonesia. This research suggest that government should implement Islamic Economic System Madzhab Hamfara in managing public and state ownership in Indonesia. =========================================== Kajian ini bertujuan untuk menganalisis dan mengevaluasi secara kritis penerapan pengelolaan kepemilikan umum (Milkiyah 'Ammah) dan kepemilikan negara (Milkiyah Daulah) di Indonesia. Studi ini menjelaskan secara deskriptif tentang implementasi pengelolaan kedua kepemilikan tersebut yang sekarang dipraktikkan di Indonesia. Teori yang digunakan dalam penelitian ini adalah Sistem Ekonomi Islam Madzhab Hamfara (Hadza Min fadzli Rabbi) yang secara kritis mengevaluasi implementasi pengelolaan kepemilikan umum dan negara di Indonesia. Kajian ini menggunakan data sekunder yang berasal buku-buku madzhab Hamfara, literatur, artikel jurnal dan informasi lainnya yang terkait dengan pengelolaan aset di Indonesia. Analisis perbandingan juga dilakukan untuk memahami perbedaan pengelolaan kepemilikan umum dan kepemilikan negara. Hasil kajian menunjukkan bahwa pengelolaan kepemilikan, baik kepemilikan umum maupun negara di Indonesia, tidak dijalankan sesuai dengan sistem ekonomi Islam Madzhab Hamfara. Bukti-bukti menunjukkan bahwa pengelolaan kepemilikan publik dan negara tidak sepenuhnya dilakukan oleh negara. Fakta juga menunjukkan bahwa kepemilikan tersebut lebih banyak diserahkan kepada lembaga-lembaga privat bahkan lembaga-lembaga asing. Akibatnya, kesenjangan pendapatan yang menjadi pemicu kemiskinan terus terjadi. Kajian ini menyarankan agar pemerintah mengimplementasikan sistem ekonomi Islam Madzhab Hamfara dalam pengelolaan kepemilikan umum dan negara di Indonesia.

Public administration reform, better known as the New Public Management - NPM, which began in the mid-1970s, had a key impact on the development of modern public administration. The NPM emphasizes the economic values of public administration, to the detriment of its other values. Public Private Partnership- PPP is one of the basic elements of NPM doctrine. PPP is a partnership between the public and private sector that aims to provide a service traditionally provided by the public sector. An integral part of every PPP is the Value for Money methodology. The “Value for money”- VfM method emerged in this process of public administration reform, first in the UK. The document of the British Government Private Finance Initiative (PFI) from the year 1992, presented the basis for the creation of a new so-called “Venture”, which at that time was called a joint venture, and which is today known as PPP. PPP is a relatively new institute that has existed in the Republic of Serbia since 2011. In this paper, we will deal with the application of the VfM methodology in PPP projects related to street lighting in the Republic of Serbia, and try to give answer about social and economic justification of PPP and potential economic savings that can be achieved in the public sector through the implementation of PPP. At the present time, when there is more and more talk about the need for environmental protection, sustainable development and energy efficiency, PPP projects can have an increasing importance in this area. For this reason, we have limited the application of VfM methods in PPP projects in the Republic of Serbia only to street lighting projects which provide the mentioned goals.
