The study of replanting models for smallholding oil palm plantation analysis is focus on smallholders and cooperatives' readiness assessment involves in replanting and business development program. The research objects are four oil palm plantantion cooperatives (KPS) in Ophir, West Pasam: KPS Perintis, KPS Indah, KPS Maju and KPS Makmur. Smallholders readiness in replanting and business development program was assessed through three criterias, which are ability to repay of debt, good faith to join community, and cooperative capacity. The results showed that smallholders in KPS Ophir are basically ready and feasible in obtaining financing and follow the oil palm replanting program, but access to financing and regulations that requires avalis become constrains for the smallholders.

The research objectives were to analyzed the family food security and its factors of the participants in the community empowerment program at rural area. The research design was crossectional study and the data collection technique used a survey method toward 300 families, and their specification were 140 families from the National Program of Community Empowerment (PNPM), 107 families from The Keluarga Harapan Program (PKH), 31 families from the Raksa Desa Program and 22 families from The Business Development Program of Rural Agribusiness (PUAP). The highest percentage (52.0%) of the family categorized into food vulnerable and as many as 37.3 percent was insecure category. It was found 10.7 percent families categorized into secure category. Base on the program, more than a half families of PKH group (50.5%) and PUAP (63.6%) are insecure category. Food vulnerable category is in PNPM group (60.0%) and Raksa Desa group (61.3%). The highest percentage (15.0%) thar categorized into secure category is in PNPM group. The factors which influence significantly toward the family food security are the income per capita, the family size and the asset.

The purpose of this work is to provide seminar needs (seminar kit) as compliments of seminar or symposium held by university including Universitas Sumatera Utara (USU). Method of this activity included launching of our main products, namely eco-print both on paper and on fabric. In this work, eco-print products on recycle papers was used as exclusive block-note covers while eco-print products on fabric were used as tote-bag materials. There were two advantages of using these products, firstly: they were made of natural ingredients without chemical synthetic materials; and secondly the products were designed specifically; one product was not similar with the others. This activity involved two partners, namely a recycle-paper producer and a tailor who make tote-bag. Result on progress of this activity was an order for seminar kit through exhibition. During the evaluation of this project it was found that Nauli Apik USU, as a seminar kit’s producer, still depends on workers whom working manually and having individual skill. In the future, management of production should be improved.

Today, in the global world economic crisis and the Covid / SARS-19 pandemic, the development and functioning of business companies are more relevant than ever. In addition to the global pandemic, the Covid-19 crisis has dealt a devastating blow to the economy and business of the company, and enterprises have suffered severely financially. Development within the framework of proactive management of companies is based on following the required level of their competitiveness. This approach is adapted for business companies and connects together the dynamics of the external and internal business environment, the level of competitiveness of the organization, the level of innovative development, the system of goals of the business organization and the system of goals of business development programs. The conceptual model of content management of the business development program is analyzed, which establishes the compliance of the program objectives with the main factors of the competitiveness of companies and determines the value of projects as ensuring the achievement of these goals, takes into account the possibility of each project’s contribution to the achievement of several goals, as well as the influence of systemic effects in shaping the value of the program and justifying the necessary the amount of resources to provide it. Methods for assessing the values ​​of companies as the degree of compliance of their results with the set business goals. The method is based on the operations and properties of companies, allows to take into account the uncertainty of the conditions and results of the implementation of business companies, forming a two-parameter assessment of the value of the project - the business contribution to the achievement of each goal and the degree of this contribution. This approach, in contrast to the existing ones, makes it possible to take into account the achievement of goals to a greater extent in the following procedures for determining the content of the business. It has been established that synergy in business development programs is manifested in cost savings and an increase in the final value of projects by companies. Authors identified the main sources of the formation of the effect of business synergy associated with costs. Formalized the formation of the synergistic effect in terms of the theory of companies’ projects, arising from the joint implementation of projects within the program, allows with a greater degree of reliability to assess the achievement of the goals of business companies and the necessary resources in conditions of uncertainty.

Aim. The presented study aims to produce a set of tools for modeling the development of internet companies.Tasks. The authors show the competitive advantages of small and medium enterprises; identify the main features of the modern business environment; determine the structure of modern e-business; identify Internet factors affecting a company that implements Internet technologies in its commercial activities; identify the main factors that make the Internet market attractive for small and medium enterprises and determine their readiness to implement e-business; provide an overview of government support for small and medium enterprises in the context of a pandemic.Methods. This study uses general scientific methods of cognition to analyze the problems of e-business development among small and medium enterprises in Russia.Results. The development of e-business has produced new functions and business processes, adding fundamentally new qualities to the companies’ commercial activities. The ultimate goal of modeling e-business development is to create a set of tools for the formation of an efficient development program for Internet companies that involves building adaptive economic and mathematical models for managing the development of an Internet company as a complex system.Conclusions. The formation and rapid expansion of the national market of computer technologies and software, the growing number of Internet users, and the creation of electronic payment systems in Russia facilitate the introduction and spread of e-commerce among small and medium enterprises. At the same time, doing business online involves solving many problems under conditions of risk, uncertainty, and certain restrictions.
