Today, in the global world economic crisis and the Covid / SARS-19 pandemic, the development and functioning of business companies are more relevant than ever. In addition to the global pandemic, the Covid-19 crisis has dealt a devastating blow to the economy and business of the company, and enterprises have suffered severely financially. Development within the framework of proactive management of companies is based on following the required level of their competitiveness. This approach is adapted for business companies and connects together the dynamics of the external and internal business environment, the level of competitiveness of the organization, the level of innovative development, the system of goals of the business organization and the system of goals of business development programs. The conceptual model of content management of the business development program is analyzed, which establishes the compliance of the program objectives with the main factors of the competitiveness of companies and determines the value of projects as ensuring the achievement of these goals, takes into account the possibility of each project’s contribution to the achievement of several goals, as well as the influence of systemic effects in shaping the value of the program and justifying the necessary the amount of resources to provide it. Methods for assessing the values ​​of companies as the degree of compliance of their results with the set business goals. The method is based on the operations and properties of companies, allows to take into account the uncertainty of the conditions and results of the implementation of business companies, forming a two-parameter assessment of the value of the project - the business contribution to the achievement of each goal and the degree of this contribution. This approach, in contrast to the existing ones, makes it possible to take into account the achievement of goals to a greater extent in the following procedures for determining the content of the business. It has been established that synergy in business development programs is manifested in cost savings and an increase in the final value of projects by companies. Authors identified the main sources of the formation of the effect of business synergy associated with costs. Formalized the formation of the synergistic effect in terms of the theory of companies’ projects, arising from the joint implementation of projects within the program, allows with a greater degree of reliability to assess the achievement of the goals of business companies and the necessary resources in conditions of uncertainty.

AbstractFrom a design perspective, this paper offers a response to the impact, value, and application of a manuscript published by Philipsen et al. (Improving teacher professional development for online and blended learning: A systematic meta-aggregative review. Educational Technology and Research Development, 67, 1145–1174. 10.1007/s11423-019-09645-8, 2019). Philipsen et al. (2019) reviewed what constitutes an effective teacher professional development program (TPD) for online and blended learning (OBL), with our response focusing on its value and application in light of an emergency shift to digital to address a global pandemic. This paper also proceeds to examine limitations in previous research into the subject and future research opportunities to investigate important components that inform the design of a resilient and scalable TPD for OBL.

Aim. The presented study aims to produce a set of tools for modeling the development of internet companies.Tasks. The authors show the competitive advantages of small and medium enterprises; identify the main features of the modern business environment; determine the structure of modern e-business; identify Internet factors affecting a company that implements Internet technologies in its commercial activities; identify the main factors that make the Internet market attractive for small and medium enterprises and determine their readiness to implement e-business; provide an overview of government support for small and medium enterprises in the context of a pandemic.Methods. This study uses general scientific methods of cognition to analyze the problems of e-business development among small and medium enterprises in Russia.Results. The development of e-business has produced new functions and business processes, adding fundamentally new qualities to the companies’ commercial activities. The ultimate goal of modeling e-business development is to create a set of tools for the formation of an efficient development program for Internet companies that involves building adaptive economic and mathematical models for managing the development of an Internet company as a complex system.Conclusions. The formation and rapid expansion of the national market of computer technologies and software, the growing number of Internet users, and the creation of electronic payment systems in Russia facilitate the introduction and spread of e-commerce among small and medium enterprises. At the same time, doing business online involves solving many problems under conditions of risk, uncertainty, and certain restrictions.

Institute of Innovation and Entrepreneurship Development (LPIK) ITB is established as a hub to commercialize the innovation as well as an entrepreneurship development for ITB academic community. Many organizations including LPIK still deny how Industry 4.0 can influence businesses or struggle to find the talent or knowledge how to adopt it. LPIK applies change and prepares a future where intelligent machines improve their business goals. One of them is the existence of mobile applications to create value co-creation. This study using service science perspective to portray LPIK ITB. The methodology used is using a mix methodology. First, quantitative survey is conducted to measure the service quality (SERVQUAL) then qualitative study is conducted by exploratory approach using in-depth interviews and FGDs. Using service science approach, we identify the failed points using blueprints method and design thinking to create for product innovation features. The result of this study is proposed four development programs to improve IES LPIK ITB services, i.e, IES Shop along with the UI/UX features of the standalone service system and as a liaison between the Customers, Mentors, Industries, Investors, and Employees at LPIK involved (Proposed Prototype), Design Service Blueprint (Customer Oriented), Integrated People Development Program, and Digital Experience Development Program. The construction of public participation has paid his dues. This is that in realizing development projects readily undergoing a failure that empowers people. The rural infrastructure development program (PPIP) is development programs community empowerment. Where people have got to dive headlong in village development, especially physical development he purposes of this research is to find how the participation of the community in the Rural infrastructure development program (PPIP), Ngranget Village, Dagangan District, Madiun Regency. The kind of research is qualitative descriptive. In research, this is the population is the number of household heads involved in the delivery rabat concrete development in Ngranget village which consisted of 95 KK. The majority of informants interviewed in this research was 12 people. Was used in the study data collection method that is Technical Documentation interviews and data available for analysis namely described the results of research or data with a form of what is he got writer whether it is the results of the interviews, or result in appreciating documentation then investigated and the studies of the issue and. The result that the community participation in development in the village of rabat concrete Ngranget mind (planning), low participation in the form of energy high, participation in the form of expertise, quite low in the form of goods low, the form of money and participation is very low.

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

The study of replanting models for smallholding oil palm plantation analysis is focus on smallholders and cooperatives' readiness assessment involves in replanting and business development program. The research objects are four oil palm plantantion cooperatives (KPS) in Ophir, West Pasam: KPS Perintis, KPS Indah, KPS Maju and KPS Makmur. Smallholders readiness in replanting and business development program was assessed through three criterias, which are ability to repay of debt, good faith to join community, and cooperative capacity. The results showed that smallholders in KPS Ophir are basically ready and feasible in obtaining financing and follow the oil palm replanting program, but access to financing and regulations that requires avalis become constrains for the smallholders.

This study investigates how venture development programs such as private incubators, university incubators, and accelerators influence the success of participating nanotechnology startups. With the recent growth in such programs, empirical work is needed to compare their impact on participants across programs and with nonparticipants. Using data on firm bankruptcies, liquidation, government grants, and venture capital, we find benefits, but the influence of each venture development program varies greatly. We further investigate the influence of program services and resources to clarify program heterogeneity beyond existing typologies. The results clarify the role of these programs and ecosystem intermediaries.

Queensland Transport has responded to the demand from its employees for career development tools and resources by committing to the development and implementation of a departmental Career Development Program. This paper outlines the Queensland Transport Career Development Program with a particular emphasis on how it came about, what it entails and the challenges faced. Various initiatives have been implemented to date, yet many challenges lie ahead.

A previous paper by the authors drew on existing research on e‐business and the smaller firm, developed a conceptual model and a set of research propositions. This paper analyses a series of qualitative, in‐depth interviews of owner/managers of smaller firms in central Scotland in order to test the research propositions. Results indicate that industry and sectoral factors play an important role in the level of e‐business development achieved. In many cases the customer determines the need for e‐business adoption, rather than any internally planned programme of adoption. Other important factors include the degree of entrepreneurial orientation of the key decision maker and the ability to exploit appropriate competencies. Recommendations for encouragement of e‐business development are made and suggestions for future research are included.
