Abstract In order to limit global warming, remaining carbon budgets have been defined by the IPCC in 2018. In this context translating global goals to local realities implicates a set of different challenges. Standardized methodologies of allocation can support a target-cascading process. On the other hand, local strategies and norms are not currently designed to directly respond to limited carbon budgets in a 2050 horizon. The life cycle assessment of buildings implicates an intricate cross-industry and cross-border carbon accounting. For these reasons, effective and aligned carbon targets are needed to support and guide all actors in the construction sector. This research aims at addressing these challenges by developing a new methodology of allocation of a global carbon budget at different scales using the Swiss built environment as a case study. This approach allows the assessment of current best practices in regards to limited carbon budgets. Results show misalignment of global goals with current practices at all levels and present the magnitude of effort that would be required to have a chance to limit global warming to 1.5°C.

The Italian way of thinking about maintenance is too often one-sided. Indeed, it is considered not so much as a useful practice to prevent the occurrence of a fault (ex ante), but as an intervention to solve it (ex post). Analyzing the legislation relating to the construction sector, it can be seen that it does not clearly define the responsibilities, timescales and methods in which maintenance interventions must be planned and carried out. For this reason, this practice is still very weak compared, for example, to the industrial sector, where it is an established practice. Currently, the complexity of reading the maintenance plans drawn up by designers and the considerable costs associated with maintenance operations discourage owners and managers from even carrying out preliminary inspection operations. This research aims to stimulate these stakeholders to carry out inspection operations regularly, highlighting their costs and benefits. In particular, working on a case study in Piedmont, the costs of visual inspections carried out in the traditional way are compared with those that would be incurred if unmanned aerial vehicles (UAVs) were used. Finally, the collateral benefits of inspections carried out with UAVs are highlighted.

A natural ∼1450-yr global Holocene climate periodicity underlies a portion of the present global warming trend. Calibrated basal radiocarbon dates from 71 paludified peatlands across the western interior of Canada demonstrate that this periodicity regulated western Canadian peatland initiation. Peatlands, the largest terrestrial carbon pool, and their carbon-budgets are sensitive to hydrological fluctuations. The global atmospheric carbon-budget experienced corresponding fluctuations, as recorded in the Holocene atmospheric CO2 record from Taylor Dome, Antarctica. While the climate changes following this ∼1450-yr periodicity were sufficient to affect the global carbon-budget, the resultant atmospheric CO2 fluctuations did not cause a runaway climate–CO2 feedback loop. This demonstrates that global carbon-budgets are sensitive to small climatic fluctuations; thus international agreements on greenhouse gasses need to take into account the natural carbon-budget imbalance of regions with large climatically sensitive carbon pools.

AbstractThe Fifth IPCC Assessment Report estimates the world's ‘carbon budget’, which is the cumulative amount of anthropogenic CO2 emissions limiting global warming below 2°C. We model this carbon budget as a resource asset depleted by annual GHG emissions, and estimate the user cost associated with depletion. For constant emissions, social welfare increases US$3.3 trillion (6 per cent of global GDP) over the business as usual scenario of growing emissions, and the carbon budget's lifetime increases from 18 to 21 years. For declining emissions, the gain is US$10.4 trillion (19 per cent of global GDP), and the budget's lifetime is 30 years. Extending indefinitely the lifetime of the carbon budget would require emissions to fall exponentially by 4.8 per cent or more. Although the Paris Agreement abatement pledges will generate social gains of US$2–2.5 trillion (4–5 per cent of world GDP), they are insufficient to prevent depletion of the 2°C global carbon budget by 2030.

The role of aquaculture systems in the global carbon cycle is poorly understood to date. We investigated the carbon budgets in 2 polyculture systems (PM: swimming crab Portunus trituberculatus with kuruma shrimp Marsupenaeus japonicus; and PMR: crab, shrimp and short-necked clam Ruditapes philippinarum) during the farming season (125 d in total). The main carbon input occurred via water (PM: 55.06%; PMR: 62.50%), followed by that via feed. PM absorbed 21.55 g C m-2 across the air-water interface, accounting for 13.27% of the total input. The carbon output via water was the main output in both PM (89.17%) and PMR (46.43%). PMR emitted 53.00 g C m-2 into the atmosphere during the farming season, accounting for 32.53% of the total output. The carbon output by harvested animals in PMR accounted for 19.48% of the total output, which was much higher than that in PM (5.71%). Carbon accumulation in the sediment was significantly higher in PM than in PMR (p < 0.05), but the value of both represented a small portion of the total output. Clam farming in the polyculture system profoundly altered the carbon budgets by changing the CO2 flux direction, reducing carbon accumulation in water and sediments and increasing the carbon output by harvested animals. In terms of the global warming potential, which was calculated from the results of CO2 and CH4 fluxes across the air-water interface, PM had the potential for mitigating the greenhouse effect on the 20 yr horizon, whereas PMR exacerbated global warming. Our results suggest that PM acted as a net carbon sink in the global carbon cycle, while PMR acted as a carbon source.

This case demonstrates the utility of the 3Es (effectiveness, efficiency, and equity) in examining Reducing Emissions from Deforestation and Forest Degradation (REDD+) project in Nepal. REDD+ offers results-based payments for conserving and managing forests sustainably and enhancing forest carbon stocks. This will benefit communities’ efforts to conserve forest resources and prevent deforestation; conserving integrity of forests in turn benefits the global carbon budget. This case uses the 3Es to examine one case in Nepal of distributing the REDD+ funds among local participants. Of the 3Es, equity is getting attention worldwide but there is still debate on which principle of 3Es should be given priority to achieve overall effectiveness of REDD+. This case finds that equity is a fundamental requirement to achieve the other Es (efficiency and effectiveness) in REDD+ implementation. Further, I find that distributive equity is the most important and understood in three different ways in Nepal: rights, needs, and performance. There is an argument between communities and experts on which equity should be given priority. I recommend that the issue of needs based equity vs. performance-based equity should be solved by formation of guidelines of sharing benefits at two levels. First, the benefit distribution from international sources/markets to community forest user groups should be based on the ownership of carbon and performance of communities participating in REDD+. Second, at community level, communities should decide on the form of benefit distribution according to their needs. The primacy of equity in this case will likely find international echoes in other environmental policies and in other countries.

Abstract This paper focuses on the largely unexamined phenomenon of the developing trans-national suburban area west of Szczecin. Sadly the local communities in this functionally connected area struggle with national planning policies that are unsuitable for the region. The paper examines the impact of those processes on the border region in general and on the localities in particular. The paper investigates the consequences for local narratives and the cohesive development of the Euroregion and what position Polish and German communities took to develop the region, even without the necessary planning support. The region has succeeded in establishing grass-roots planning mechanisms which have helped to create a metropolitan-region working from the bottom up.

Abstract The historical autonomy of the religious community of Medina Gounass in Senegal represents an alternative geographic territory to that of colonial and postcolonial states. The borderland location of Medina Gounass allowed the town to detach itself from colonial and independent Senegal, creating parallel governmental structures and imposing a particular interpretation of Islamic law. While in certain facets this autonomy was limited, the community was able to distance itself through immigration, cross-border religious ties, and smuggling. Glovsky’s analysis of the history of Medina Gounass offers a case study for the multiplicity of geographical and territorial entities in colonial and postcolonial Africa.
