Objective: to present the development features of the most important geostrategic territory of Russia on the basis of historical understanding, taking into account the ongoing climatic changes and analyzing the initial stage of active entry into the Arctic. Methods: the cognitive and partly debatable nature of the research determined the use of such methods of cognition as historical, which allows us to consider various types of activities over a certain period and draw conclusions about the beginning of the active phase of research and development of the Arctic over the last century; empirical, and logical methods, including analysis, comparison, and data summarization.Results: the tasks of improving the territorial structure of the economy, as well as the ongoing transformation of the national space of the country in order to develop remote regions require practical and scientific understanding in order to maximize their effectiveness. The article analyzes the key regulations in the field of Arctic development, as well as scientific research on this issue. On their basis, the genesis of the most important stages of the modern development of the Arctic is presented, which contributes to strengthening the priority status of this geostrategic macro-region of Russia. It is determined that the economic development of the Arctic should be combined with a strong protection of national interests, as well as with a state support system.Scientific novelty: consists in the formation of a chronology of the main directions of the state’s practical activities over the past decade, which contributed to implementing the main goal of modern transformations in the Arctic, which is to protect national interests, national priorities and involve the remote, hard-to-reach and sparsely populated territories into economic turnover.Practical significance: the study results can be used to develop a strategy for the development of the Arctic regions, and can serve as the basis for further scientific research.

Work on the content of the law on space activities has been going in Poland for several years. So far, the drafters have not directly referred to the issue of space mining in the content of the proposed legal act. In this context, it is worth asking whether it is valuable and permissible, in terms of international space law and EU law, to regulate in the future (Polish) law on space activity the matter of prospecting, acquiring and using space resources, i.e. so-called space mining. If space mining were regulated in the Polish space law, Poland would not be the first country to do so. The discussed issues have already been regulated in the national space legislation of the USA, Luxemburg, UAE and Japan. This paper will analyze the issues of space mining as expressed in the current drafts of the Polish space law and foreign space legislation, of space mining as a means of achieving various goals and of the compatibility of space mining with international space law and EU law.

Abstract In this paper, the ecohydrology measures including water management and interaction of ecological hydrology were considered to take a holistic view on the impact of climate, ecology, environment, and topography on different types of disasters. In the first step, the contents of the grim disaster situation and the information framework of ecohydrology with disasters were evaluated. Nest, the creation of ecohydrology and its work with related disasters were summarized. Three disasters including flood, drought, and geohazard were evaluated and three examples (Dujiangyan Irrigation Project, Karez, and Ecological slope) have been separately discussed for considering the concept of the problem. Depending on the characteristics and potential for an effect in different disasters, there needed to be some challenges and opportunities for ecohydrology facing related disasters in various fields, such as National Space Planning, Sponge City and the ‘One Belt And One Road’ Initiative. Finally, some valuable conclusions were drawn on the application of ecohydrology to disaster prevention and mitigation. Furthermore, the key systemic settings between water management, hydrology, and ecology were described which is of the main importance for social disaster reduction, emergency management, and protection accident prevention.

The transmission and receiving of good quality of signals globally has been impaired due to the internal activities of the troposphere linked to the nonlinear behaviour of the meteorological parameters. This paper focusses on characterizing and investigating the nonlinear behaviour of radio refractivity during the rainy and dry seasons in the coastal region of Nigeria using temperature, pressure and relative humidity data collected over a period of two years by the Centre for Atmospheric Research, National Space Research and Development Agency (NASRDA) from Lagos state. Data obtained were analyzed by False Nearest Neighbour (FNN) and Recurrence Quantification Analysis (RQA). The results show that recurrence techniques are able to identify the periods where there are high predictability and low predictability. The investigation of nonlinear effects of meteorological parameters and the hydrometeors on the troposphere help to avoid fading of radio signals along with the radio communication links.

Cities change. A sudden natural disaster may destroy a city. Spaces that were once important for the citizens and political life may be lost to development. Spaces that survive hold the quirks of history, culture, and society. This article develops a historical account of urban public space that explores the changing relationship between space, political order, identity, and memory. Using Tundikhel, the largest public open space of national significance in Kathmandu, Nepal, the article takes a journey from the ancient era to medieval times, and right through to the modern period to decipher the ways in which the public space has been historically formed, construed, and interpreted. The main body of the paper explores Tundikhel’s evolution through four thematic phases: (1) abstraction, folklore, and mysticism (300–1200 AD); (2) art, mandala and mercantalism (1201–1767 AD); (3) power, visibility, and modernity (1768–1989 AD) and; (4) breaking barriers and emancipation (1990 onwards). The article argues that a postmodern, hybrid nature of the public space today does more to capture the nature of the city’s change as a complex, multi-layered shift in which the history cannot be simply erased, but returns to disrupt contemporary narratives of the national space.

The article analyzes the totalitarian communist anti-religious and anti-clerical rhetoric developed în the context of the utopian project of atheism of the Soviet people. It is shown that the process of asserting atheism in the Soviet space was a component of the monoideologized cultural policy subordinated to the program of training the new man. Along with the analysis of some official reference documents regarding the development of the activity of atheist education of the masses, the work of several researchers from the national space is elucidated who have become remarkable through their approaches to this subject: A.Babii, D.Tabacaru, M.Goldenberg etc.
