Abstract Low-impact development (LID) facilities can not only effectively control rainwater runoff and its pollution, but also enhance the value of urban water resources in water systems. Current studies usually pay more attention to the effect of pollution control indicators, and there are few reports on the evaluation of LID facilities from the perspective of enhancing the value of water resources. Taking the Maluan Bay area of Haicang, Xiamen as an example, an evaluation model of water resource value was established based on the SWMM software and the pollution loss model. From the perspective of economic quantification, the value of water resources brought by three types of LID facilities, such as green roofs, permeable pavement and infiltration gallery, under rainfall conditions in different recurrence intervals was simulated and calculated. In the single rainfall event of 1–10a recurrence interval, the water resource value brought by the green roofs is 679.14–787.49 RMB/hm2, the permeable pavement is 79.07–383.37 RMB/hm2 and the infiltration gallery is 825.45–1,021.79 RMB/hm2. The results show that the value of water resources brought by the three types of LID facilities decreases with the increase of rainfall recurrence interval.

Abstract To analyze the spatial distribution characteristics of water resource value in the agricultural system of the Yellow River Basin, this paper takes the Yellow River Basin as its research object and studies the spatial distribution characteristics and influencing factors of water resource value in the agricultural system using the emergy theory and method, the spatial autocorrelation analysis method, and the spatial regression model. The results show that (1) the value of water resources in the agricultural system ranges from 0.64 to 0.98$/m3, and the value in the middle and lower reaches of the basin is relatively high; (2) the Moran index of the water resource value in the agricultural system is 0.2772, showing a positive spatial autocorrelation feature. Here, ‘high-high (high value city gathering)’ is the main aggregation mode, which is mainly concentrated in the middle and lower reaches of the basin. (3) The spatial error model, moreover, has the best simulation effect. The cultivated land area, total agricultural output value, agricultural labor force, and total mechanical power have a significant positive impact on the agricultural production value of water resources in the Yellow River Basin; the altitude, annual average temperature, and agricultural water consumption have a negative impact. Overall, this study shows that guiding the distribution of water resources according to their value and increasing agricultural water use in the middle and lower reaches of the basin will help improve the overall agricultural production efficiency of water resources in the basin.

This paper applies extension comprehensive evaluation method to evaluate resources value flow (RVF) efficiency of coal-fired power plant (CFPP) in the development of circular economy, analyzes the influence factors of resource value efficiency level, and establishes the matter-element evaluation model of RVF efficiency for CFPP. It also illustrates the application process of extension comprehensive evaluation method through case studies, simply reflecting the efficiency level of RVF in CFPP.

With the rapid development of the social economy, China is suffering from severe water scarcity due to improper management. Evaluation of water resource value is a crucial issue for innovative management in regional water resources. In this paper, in consideration of the complexity and uncertainty of water resources, 15 indicators were selected to establish the assessment system for its value in Wuhan City from the following three aspects, namely the environment, resources, and society. The analytic hierarchy process (AHP) and Entropy Weight Method were combined to calculate the comprehensive weight. An improved set pair analysis (SPA) model was applied to evaluate water resource assets in the period of 2013–2017. For the sake of the dependability of these results, the James Pollution Loss model was utilized to compute loss of water resource value caused by the decline of water quality in the water pollution environment. The results show that the amount of water resource through physical quantitative accounting in Wuhan City fluctuates greatly. The initial change is relatively stable, then surges in 2015 and 2016, but slumps in 2017. The total water resource assets for Wuhan City from 2013 to 2017 are 14.221, 14.833, 28.375, 75.558, and 21.315 billion RMB, respectively. Therefore, water resource value accounting plays an indispensable role in the environmental protection and sustainable development of water, as well as provides a support for comprehensive calculation and management of various valuable natural resources.

As an economic development area, Kashgar’s water resource bearing capacity had become the key of the development on economy and society. In the view of comprehensive systematic theory, this paper, based on the theory of resource factor flow, adopted fuzzy analytic hierarchy process to establish a comprehensive index evaluation model of water resource bearing capacity. Finally, this paper proposed the factors’ extent of the impact on water resource capacity in Kashgar area.

Increasing water scarcity has made it difficult to meet global water demands, so the sustainable use of water resources is an important issue. In this study, the sustainable water resource system (SWRS) operating mechanism is discussed, considering three components: dynamics, resistance and coordination. According to the SWRS operating mechanism, a universal indicator system with three layers, including goal, criterion, and index layers, is constructed for SWRS evaluation. Additionally, considering the fuzziness of threshold values for grading standards, an SWRS evaluation model is constructed based on the set pair analysis (SPA), analytic hierarchy process (AHP) and attribute interval recognition methods. This model is conceptually simple and convenient. An evaluation indicator system is constructed for the SWRS in Beijing, and evaluation standards with five grades are established. The dynamics of the sustainability of the Beijing SWRS and corresponding operating mechanism are analyzed using the SPA evaluation model. The results suggest that the three components of the operating mechanism all have positive effects on the Beijing SWRS state, but the SWRS state has not yet been fundamentally changed. Therefore, considerable improvements can be achieved regarding the sustainability of the Beijing SWRS.

In order to understand the impact of reservoirs to water resource value more scientifically and rationally, and based on expatiating the study of water resource value theory, this paper reveals the mechanism of regulating reservoir changing water resource value, by some physical theory such as momentum and kinetic energy theory, as well as resource scarcity theory. It is that the reservoirs transfer the relative control pivot’s labor value to the flowing water resources, and change the scarcity value of regulating water resources, by dam working on regulating water resources. The paper provides a scientific basis for regulating reservoir obtaining compensation benefits.
