Policy and Organizational Termination

In the perspective of a rational policy cycle, termination is the logical end of unsuccessful policy choices. As the deliberate conclusion or cessation of specific government functions, programs, policies, or organizations the termination concept consists of the ending of public policies, as well as public institutions. Its potential as a tool of enlightenment as well as its pitfalls in a world dominated by politics are presented by analyzing five decades of scholarly efforts in the area of policy and organizational termination.

This chapter examines the process related to policy-making as well as potential determinants of policy choices. It begins with a discussion of conceptual models of policy-making, namely: the institutional, rational, incremental, group, elite, and process models. It then considers the policy cycle, which models the policy process as a series of political activities, consisting of agenda setting, policy formulation, policy adoption, implementation, and evaluation. It also analyses the role of institutions, frames, and policy styles in policy-making and concludes with an assessment of the most crucial domestic and international factors shaping the design of policies, focusing in particular on theories of policy diffusion, policy transfer, and cross-national policy convergence, along with international sources that affect domestic policy-making.

This study examines how key stakeholders in agriculture in a number of municipalities in the Brazilian Amazon state of Mato Grosso are incorporating and adapting to public policies on climate change. Fieldwork and semi-structured interviews conducted in 2014 and 2018 with key stakeholders in the region were analyzed to assess the effectiveness of public policies incorporating climate change factors. Data obtained from documents from national institutions complemented these interviews. The results show that although local government claims that its mission is economic, social and sustainable development, and although public institutions and stakeholders repeat internationally recognized protocols and agreements in their communications, in actual fact, these are not reflected by any change in institutional behavior.

Abstract The article delineates the shifting forms of minority governance that took shape after 1989 in solving Roma related affairs and its ambiguous effects on the ground. I argue that, after 1989, the new social and public policies adopted a more neoliberal trend in solving Romani affairs through processes of decentralization, public-private partnerships and mobilization of civil society (Roma) organizations as key tools for empowering and social inclusion of Romani communities, abandoning old governmental programs focused on discipline, control and policing. However, as we will see in the Romanian case, these processes and policies had ambiguous effects and often have gone together with a diminishing of democratic accountability and control of Roma related affairs by state/public institutions and with the devolution of responsibilities to non-governmental and human rights organizations, Roma representatives from public institutions and communities themselves (see also van Baar 2011a).

Everyone This paper aims to present the social and cultural side in Albania, intertwined with the economic aspect, based on the analysis of the changes occurred recently in our country. Considering the happiness as a key daily factor this paper will give an overview of the public policies, including public and family costs. The purpose of this paper is to analyze if the welfare is provided only in conditions of an environment characterized by the economic, political and social stability. The research is based on the data collected by the public institutions regarding the social policies, economic growth, challenges of tourism, as well as the different cultures that exist in Albania. Resumo: a proposta do presente artigo é investigar a problemática da construção e implementação de políticas públicas para o Sistema Penitenciário Brasileiro, em especial, aquela política penitenciária voltada ao direito humano fundamental ao trabalho da pessoa, independentemente das condições em que se encontre. Nesse sentido, ressalta-se inicialmente a importância do entendimento do ciclo das políticas públicas, desde o surgimento do problema social até a implementação da política pública aprovada com posterior avaliação de resultados. Em um segundo momento, constata-se por intermédio de pesquisa de dados secundários, as altas taxas de reincidência penal e aumento dos delitos, de forma que as políticas públicas não estão conseguindo alcançar resultados satisfatórios. A pesquisa fundamentou-se em teóricos sobre o tema políticas públicas, além de colheita de dados secundários extraídos de fontes disponíveis no Conselho Nacional de Justiça – CNJ, Informações Penitenciárias – INFOPEN e no Instituto de Pesquisas Econômicas Aplicadas – IPEA -.Palavras-chave: Política pública; direitos humanos da pessoa presa. Abstract: The purpose of this article is to investigate the problem of the construction and implementation of public policies for the Brazilian Penitentiary System, in particular, that penitentiary policy focused on the fundamental human right to the person 's work, regardless of the conditions in which they are found. In this sense, the importance of understanding the public policy cycle, from the emergence of the social problem to the implementation of the approved public policy with subsequent evaluation of results, is emphasized initially. Secondly, through secondary data research, the high rates of criminal recidivism and increased crime are found, so that public policies are not achieving satisfactory results. The research was based on theorists on the subject of public policies, as well as the collection of secondary data extracted from sources available in the National Council of Justice (CNJ), Penitentiary Information (INFOPEN) and the Institute of Applied Economic Research (IPEA).Keywords: Public policy, human right of the person arrested.

This article argues that although the electronic governance has been institutionalized as a public policy that promotes access to information, transparency, and control of public institutions by citizens, that does not necessarily imply that such progress has generated a positive impact in the reduction of corruption and that, consequently, other complementary actions are necessary for the execution of the electronic government public policies.

Ethnic conflict has become a major challenge facing unified Germany. While anti-immigrant violence has been virulent across the country, it has been especially conspicuous and upsetting in former East Germany, where foreigners had barely exceeded one percent of the total population before unification. Arguments emphasizing economic, socioeconomic and group-identity factors have appeared to explain the rise in intolerance. Here, however, I argue for consideration of the largely ignored effects of public policies. Examining how policy choices and implementation in eastern Germany before, during, and since unification have affected ethnic relations provides lessons about the origins of racism and ways to combat it.

Objectives of this paper are to: locate the study into a conceptual framework by conceptualising and clarifying Tourism and Public administration and management; Constitutional and legislative provisions relevant to the tourism and hospitality industries; National, provincial and local government administration with a view to locating Tourism and the Tourism Provincial Authority. Paper clarifies the intrinsic relationship between Government functions at national, provincial and local levels and the tourism and hospitality industries. The essence of the paper depicts the policy and a legislative framework formulated by government for the purposes of effective and efficient application to relevant structures at central, provincial and local levels. The welfare of the tourism and hospitality industries depend to a large extent on the delivery of services from public institutions at all levels of government.
