Everyone This paper aims to present the social and cultural side in Albania, intertwined with the economic aspect, based on the analysis of the changes occurred recently in our country. Considering the happiness as a key daily factor this paper will give an overview of the public policies, including public and family costs. The purpose of this paper is to analyze if the welfare is provided only in conditions of an environment characterized by the economic, political and social stability. The research is based on the data collected by the public institutions regarding the social policies, economic growth, challenges of tourism, as well as the different cultures that exist in Albania. The ecological footprint demand and ecological capacity for the six types of productive land during 2005~2010 are calculated using the ecological footprint model in this paper by taking Dongying City as the example, and the ecological deficit of Dongying City is thereby figured out. Based on this, the indicators such as the ecological footprint of 10k yuan GDP, the ecological pressure index, the ecological diversity index, and the social economic development index, etc representing the sustainable development are calculated and analyzed, to learn that it is not allowed to be optimistic about the ecological environment in Dongying in recent years, as the ecological deficit has increased year after year, and the ecological pressure has become heavier and heavier. However, it is learned through analysis of the ecological footprint of 10k yuan GDP and the social economic development index that under the situation when the ecological pressure on economic growth in the ecological economic system of Dongying is increased, a tendency exists for the consumptive and extensive economic growth pattern to gradually step towards the ecologically intensive pattern, but it is still required to make more efforts in the aspects of reducing the ecological footprint demand and improving the ecological capacity.

The article embraces the thorough analysis of the social-economic space of Poltava Region via administrative-areal reform as well as united areal communities’ formation. Given research has its base in the methodology of spatial analysis of areal systems with different levels of their organization. As a result, the very essence of social-economic growth poles’ forming process was revealed in succession. The fact this growth poles’ formation on depressive territories tends to be the ultimate way to improve their social and economic status has been logically ascertained. The typification of Poltava Region unitedareal communities’ centres as social-economic growth poles was held according to such criteria as their formation and impact extension over the surrounding territory. Actually, the forming peculiarities and the further development of growth poles on the regional level have an urgent necessity under active administrative-areal reform. Therefore, the prerequisites and the forming factors of Poltava Region growth poles were clearly defined. As a result, all the groups’ types of regional social-economic centres, which are already formed social-economic development poles (Poltava, Kremenchuh), development poles under formation (Horishni Plavni, Myrhorod, Lubny, and Hadiach), centres with some prerequisites to transform into growth poles (Karlivka, Pyriatyn, Lokhvytsa, Zinkiv, Hlobyne, and Kobeliaky), and centres with insufficient capacity to transform into growth poles (Velyka Bahachka, Kozelshchyna, Mashivka,Novi Sanzhary, Opishnia, Reshetylivka, Semenivka, Chornukhy, and Shyshaky), have been classified correctly. Those centres that have low formation level, being unable to transform into growth pole (Bilotserkivka, Butenky, Velyki Sorochyntsi, Drabynivka, Zavorsklo, Zasullia, Klepachi, Kolomatske, Krasna Luka, Lanna, Mala Pereshchepyna, Machukhy, Mykhailivka, Nedoharky, Nekhvoroshcha, Novoavramivka, Novoznamianka, Obolon, Omelnyk, Petrivka-Romenska, Pishchane, Pokrovska Bahachka, Pryshyb, Rokyta, Rudenkivka, Sencha, Serhiivka, Skorokhodove, Tereshky, Shcherbani), consolidate into the specific pattern. The results of the research aim to provide the primary, administrative, and social-economic UAC centers’ functions. As a matter of fact, the fundamental prerequisite of the Poltava Region’ area sustainable social-economic development can be efficiently contributed by already formed poles. They are, in fact, able to maintain the conservation of regional ecosystems, the areas’ innovative development achievements, the overcome of poverty, the preservation of national values and traditions, etc. Only the transformation of the described centers or acquiring them the nuclei traits of social-economic development poles should ensure the balanced areal development of the region.

Government interference in the social-economic processes through the implementation of anti-crisis measures and fiscal expansion holds the embodiment of financial risks for economic entities. As a result, government debt and budget gaps at the continuing drop of real disposable household income and companies’ profitability grow. Over a long-term horizon, the decisions made can cause a financial system misbalance and new risk generation, including systemic risks in the sphere of public finance. The author carries out the theoretical research of financial system risks, which can result in a decrease in the system stability in general. The study determines that there is no single theoretical concept of financial risks of the public sector. Within the research, the author analyzed the approaches to systemic risks in various economic sectors and decomposed systemic risk of the public finance sphere. The study specified global factors of influence on the financial system stability, determined the impact factors and common fiscal limitations considering the needs in the execution of state obligations. The pandemic factor – COVID-19 spread is highlighted as an exogenous factor of impact on the formation of financial system misbalances. The main threat to the financial system stability considered in terms of the functional-institutional approach is the deficiency of economic entities’ liquidity. Unprecedented budgetary measures of anti-crisis financial regulation, the deferred impact – tax preferences, and monetary measures had an immediate influence on the liquidity volume during the implementation of anti-COVID activities. Tools of budgetary monitoring, budget expenditures reviews, tax expenditures reviews, and budget consolidation ensure the budget mechanism flexibility. Factors producing financial system risks and the selected measures of state regulation will set the trends for the social-economic development of the country in the coming years.

O  presente artigo articula dois fenômenos aparentemente  distintos, o Urbicídio e o Juvenicídio, enquanto expressões da crise estrutural do capital., que se agrava no Brasil e nos demais países dependentes no atual quadro. A cidade é palco de um modelo neoliberal que segrega a classe trabalhadora dos direitos acessados nos grandes centros urbanos, sendo as periferias desprovidas de equipamentos públicos. As juventudes, mesmo que legalmente reconhecidas comosujeito de direitos, são vítimas da  ausência  de políticas sociais, principalmente nas periferias, territórios violados pelo Estado Penal. As políticas públicas até então constituídas promovem ações limitadas focadas no recrutamento de jovens no mercado de trabalho desassociadas de políticas públicas de proteção social básica, cada vez mais precarizadas. No entanto, as juventudes, plenas de potencialidades, podem protagonizar movimentos de resistência a este projeto societário, que exclui, encarcera e mata.Palavras-Chave: Juventudes, Território, Juvenicídio, Urbicídio THE TWO SIDES OF THE SAME COIN: Urbicide and Youthicide in Brasilian Reality.Abstract: The present article discuss two apparently distinct phenomena, Urbicide and Youthicide, as expressions of the structural crisis of capital, which is aggravated in Brazil and in the other dependent countries in the present conjuncture. The city is the stage of a neoliberal model that segregates the  working class, without right to the city  and  the social services.The youth, even if legally recognized as subject of rights, are victims of the absence of social policies, mainly in the peripheries, territories violated by the Criminal State. The public policies e promote limited actions focused on the recruitment of young people in the labor market disassociated with public policies of basic social protection, increasingly precarized. Abstract: Introduction: The scarcity and inequalities in the geographical distribution of physicians challenge the consolidation of the right to health and create migratory flows that increase health inequities. Due to their complex and multidimensional characteristics, they demand multisectoral political approaches, considering several factors related to the availability and area of practice of medical doctors, as well as the social vulnerability of local populations. Objective: This study aimed at analysing results of the “Mais Médicos” (More Doctors) Program Educational Axis in Brazil. Methodology: A documental research was conducted, highlighting the location and the public or private nature of new undergraduate medical school vacancies between the years 2013 until 2017, which were then compared to the goals and strategies outlined in the official Program documents. Results: The Educational Axis reached important milestones despite the resistance of some institutional actors. The Program extended its undergraduate vacancies by 7696 places, 22.48% of that in public institutions and 77.52% in private ones. Vacancy distribution prioritized cities in rural areas of Brazil, at the same instance bringing forward significant regulatory changes for undergraduate medical courses. However, political disputes with representatives of medical societies and stakeholders interested in favouring the private educational and healthcare sectors surface in the official discourses and documents. These factors weakened the program normative body, creating a hiatus between its core objectives and respective implementation. Evidence related to the concentration of vacancies in the Southeast regions allow the maintenance of a known unequal workforce distribution, despite a proportionally bigger increase in the Midwest, North and Northeast regions. Conclusion: The predominance of vacancies in private institutions and the weakening of the new undergraduate courses monitoring instruments can compromise changes in the graduate students’ profiles, which are necessary for the fixation of physicians in strategic geographic areas to promote Primary Healthcare.

ABSTRACTThe work is part of studies for the Get the degree of PhD in Mexico. Thereof are intended widen the theoretical and practical relations between the design of graphic communication and health communication. What else a through observation of the graph of the disease posters diabetes health . In this sense, figurative relationships found in the historical, artistic and social expression of diseases of different cultures and eras are studied; as these may influence or clashing in the figuration of contemporary mexican cartels Health. To analyze the correlation, is important to place attention on six works of art. Related to diseases in different contexts; as well as, three health posters diabetes. Released by the Ministry of Health (SSA) and the Alliance for Health Food. In the samples, figurations of the phases of individual and social life, being experienced people to suffer diseases are compared, by authors such as: Schumann (1965), Sontag (2003) and the "Law for the Promotion of Personal Autonomy and Care for people in situations of dependency (BOE, 2006; SEPAD, 2006). The results exhibit various groups of social, economic, sense of life and adaptation to different conditions in the general expression of the disease in art. Some of these are taken up by the design of images of health, to testify guilt and dependence on other subjects, to developing a disease. While others, far from attempting the rejection as unnatural disease of humans.RESUMENEl trabajo forma parte de estudios para obtener el grado de doctorado en México. Estos tienen como objeto, ampliar las relaciones teóricas y prácticas entre el diseño de la comunicación gráfica y la comunicación de salud; a través de la observación de la gráfica del miedo en motivaciones de miedo de carteles de salud para la diabetes. En este sentido, parte de la tesis corresponde al estudio de relaciones gráficas encontradas en la expresión histórica, artística y social de las enfermedades en diversas culturas y épocas, que pudieran influir o contraponerse en la figuración de carteles contemporáneos de salud mexicanos.Para analizar las correspondencias, es importante colocar atención en seis obras de arte que figuran enfermedades en diversos contextos; así como tres carteles de salud de diabetes, difundidos por la Secretaría de Salud (SSA) y Alianza por la salud Alimentaria. En los dos grupos de imágenes, se compara ciertas figuraciones con las fases de convivencia individual y social, por las que atraviesan las personas al padecer enfermedades. Según autores como Schumann (1965), Sontag (2003) y la “Ley de Promoción de la Autonomía Personal y Atención a las personas en situación de dependencia (BOE, 2006; SEPAD, 2006).

This article aims to discuss the dismantling that the neoliberal proposals have been making in relation to social policies, which the State, in fulfillment of its duty, should provide for the wellbeing of the population, in a democratic way. It was sought to clarify that the public-private relationship is nothing more than a major strategy of capital to create and expand new market niches to overcome the cyclical crisis of capitalism, always presented with new clothes in the mutations that are processed, to reduce the effects of the inevitable in the social asphyxiation that eventually generated great revolutions recorded in its historical process. This article is of bibliographic character, where information was sought in doctrines, periodicals, specialized magazines, official websites and others. Finally, it was a brief diagnosis of the current situation of the Brazilian public education that, from the third way, has been incorporating new forms of action based on the logic of the market.
