Behavioral Public Administration

Behavioral public administration is an interdisciplinary research field that studies public administration topics by connecting insights from public administration with psychology and, more broadly, the behavioral sciences. Behavioral public administration scholars study important public problems such as discrimination, corruption, and burnout. Various public administration scholars—including Herbert Simon—have stressed the importance of connecting psychology and public administration. Yet until the early 2010s, public administration did not work systematically on this connection. This has changed profoundly with the development of various overview articles, dedicated special issues in general public administration journals, and development of new journals. Behavioral public administration has several uses. First, behavioral public administration tests and extends theories and concepts from psychology in political-administrative settings. Examples include tests of prospect theory and the choice overload hypothesis in public-administrative settings. Second, it tests and extends the micro-foundations of public administration theories and concepts, such as concerning co-production and isomorphism. Third, behavioral public administration scholars develop new theories and concepts. This has probably been less widespread than the previous two uses, but is nonetheless already apparent in, for instance, concepts such as public service motivation, policy alienation, and administrative burden. Fourth, behavioral public administration can help in tackling practical public problems. Insights from behavioral public administration have been used to increase diversity within public organizations and reduce burnout. The field of behavioral public administration can develop further. The field could move beyond one-shot single studies and aim to build cumulative knowledge. This can be done via large-scale collaborations and replications. In addition, it is also beneficial if behavioral public administration scholars broaden their methodological toolkit to answer different kinds of research questions. It should not only focus on causal inference questions but also on questions concerning description of societal problems (e.g. via representative surveys) or concerning prediction (e.g. by using machine learning).

Contemporary Nigeria is plagued with the problems of widespread poverty, large-scale unemployment, technological backwardness, low capacity utilization, inadequate and decayed social and physicalinfrastructure, high incidence of diseases, high crime rate, among others. These disturbing socio-economicindicators in Nigeria are among the worst in the world. Ironically, these unpleasant indicators exist side-byside the country’s great national wealth and potentials, with an enviable stock of human resources whopossess knowledge, expertise and skills especially in the public service. Unfortunately, it appears these knowledgeable public servants are unable to serve as catalysts in the development of the nation. This situation makes the Nigerian case paradoxical. The objective of this study therefore is to identify the challenges preventing Nigerian public administration from playing its catalyzing role in the development of the country as well as to proffer possible solutions. One of the findings is that bribery and corruption are a bane of Nigerian public administration. In fact, they constitute a serious impediment to national development. The paper recommends, inter alia, the empowering of the anti-corruption institutions and introduction of information and communication technology in public governance. The paper submits that the label of poor performance and absence of excellence in the public service has the tendency to undermine development and good governance in Nigeria.

Work engagement refers to an active energetic state of mind that is characterized by vigor, dedication, and absorption. Despite practitioner’s attention for work engagement, few public administration scholars have studied public servants’ work engagement empirically. The goal of this study is to extend the job demands–resources (JD-R) model of work engagement using insights from the public administration literature. The analysis of a large-scale survey ( N = 9,465) shows that (a) work and personal resources, including public service motivation, are positively related to work engagement; (b) red tape moderates these relationships; and (c) work engagement mediates the relationship between JD-R and job outcomes. In conclusion, public organizations can potentially increase work engagement and inherently employee outcomes by increasing work-related resources (autonomy, cooperation with colleagues) and selecting personnel with a proactive personality and high levels of public service motivation.

Summary Objective: The OECD countries are facing a set of core challenges; an increasing elderly population; increasing number of chronic and lifestyle-related diseases; expanding scope of what medicine can do; and increasing lack of medical professionals. Pervasive healthcare asks how pervasive computing technology can be designed to meet these challenges. The objective of this paper is to discuss ‘pervasive healthcare’ as a research field and tries to establish how novel and distinct it is, compared to related work within biomedical engineering, medical informatics, and ubiquitous computing. Methods: The paper presents the research questions, approach, technologies, and methods of pervasive healthcare and discusses these in comparison to those of other related scientific disciplines. Results: A set of central research themes are presented; monitoring and body sensor networks; pervasive assistive technologies; pervasive computing for hospitals; and preventive and persuasive technologies. Two projects illustrate the kind of research being done in pervasive healthcare. The first project is targeted at home-based monitoring of hypertension; the second project is designing context-aware technologies for hospitals. Both projects approach the healthcare challenges in a new way, apply a new type of research method, and come up with new kinds of technological solutions. ‘Clinical proof-of-concept’ is recommended as a new method for pervasive healthcare research; the method helps design and test pervasive healthcare technologies, and in ascertaining their clinical potential before large-scale clinical tests are needed. Conclusion: The paper concludes that pervasive healthcare as a research field and agenda is novel; it is addressing new emerging research questions, represents a novel approach, designs new types of technologies, and applies a new kind of research method.

The connection between public administration and behavioral economics goes back to Herbert Simon, who recognized the tension between the institutional demands of rational efficiency and the reality of individuals’ alternate objectives. There is now a concentrated research push at the intersection of behavioral economics and governance, following recently publicized evidence of favorable synergies. Public administration can use behavioral economics in a variety of implementations, from boosting public service motivation to improving policy compliance. This article reviews the current discourse on the development of behavioral public administration, describes some dominant concepts currently being applied, and then offers a framework with propositions for a theory of behavioral public administration in order to enable further experimental inquiry and inform better governance. Points for practitioners Behavioral public administration is a developing theory that may enable practitioners to employ alternative approaches to policy design and implementation. Using concepts of behavioral economics that describe individual decision-making with alternative objectives to traditional utility maximization, behavioral public administration shifts the reliance on traditional causal models away from rational ideals and toward actual behaviors that inhabit empirically evident biases.

The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

Mary Follett was both a woman in public service in myriad roles from social worker to presidential advisor and a female public intellectual giving voice to what would later be called a feminist perspective. Based on a forthcoming book, this paper summarizes the fullness of Follett’s thinking and discusses the manner in which she is frequently misinterpreted in the literature, arguing that these misunderstandings are due to a lack of awareness of, or ability to grasp, her underlying relational process ontology. Misinterpretations in both the management and public administration literature are considered, ending with a call for scholars in both specializations to reconsider their interpretations from a more in-depth understanding of her work.

Relying on a survey of members of the American Society for Public Administration, servant leadership is examined through the lens of Christian spirituality.  Findings indicate that citizens can have confidence in the dedication and committment of public servants.
