Domestic Politics and Foreign Policy Analysis: Public Opinion, Elections, Interest Groups, and the Media

Societal factors such as public opinion, interest groups, and the media can influence foreign policy choices and behavior. To date, the public opinion and foreign policy literature has focused largely on data derived from the US, although this trend has begun to change in recent years. However, while much of the scholarly work suggests that public attitudes on foreign policy are both reasonable and structured, significant controversies exist over the public’s general influence on policy as well as the influence of elections on foreign policy. Meanwhile, the study of interest groups as a domestic source of foreign policy is dominated by two points of emphasis: ethnic groups acting as interest groups and the US case. These are most often considered together. This ethnic interest group literature stands largely apart from the literature on trade interest groups, which takes its inspiration from the economics literature. Finally, two aspects of media are specifically relevant to media and domestic sources of foreign policy. The first is the way the media serve as an arena of domestic political competition within democracies, and the second is the communicative role that media play in the formation of public opinions that are specific to and critical to foreign policy decision making.

Despite increased attention to the linkages between domestic politics and international relations in political science literature over the last 20 years, considerable debate remains about how well equipped citizens are to act as informed constraints on governments or how attentive and responsive government actors are to public opinion. Debates about citizens' ability to act as a check on government behavior are not new, of course, and have a long tradition in political philosophy and in public discourse. Yet the proliferation of theories of domestic–international linkages in contemporary IR scholarship has unfortunately been accompanied by incomplete dialogue between public opinion and IR scholars and often by claims of unidirectional or unconditional causality regarding domestic constraints, elite framing and opinion leadership, citizens' informational capacities, and the role of the media. The relationship among these factors in shaping foreign policy is quite complex, however, and fortunately Thomas Knecht acknowledges this complexity and advances a conditional argument about the relationship between public attitudes and presidential decision making.

AbstractAt first sight, French nuclear energy policy offers a textbook example of how technical, constitutional and economic restrictions, powerful interest groups and path dependence constrain democratic responsiveness. This paper uses what might seem to be an unlikely case in order to question explanations of policy choices in terms of technocracy, path dependence and interest groups against the background of an under-estimated factor: party and coalition strategies. The original data collected on public attitudes towards nuclear energy and the attention dedicated to this issue in the media, as well as in the parliamentary and electoral arenas, show that the effect of public opinion is conditioned by party incentives to politicise the issue at stake. In other words, parties and coalition-making constraints act as a mediating variable between citizens’ preferences and policy choices. These findings point to the need to integrate this conditional variable into analyses of responsiveness and models of policymaking.

AbstractInternational relations scholars have found that multilateral approval increases public support for the use of military force and have developed competing explanations for this phenomenon. However, this literature has given little attention to the attitudes of individuals who participate directly in the foreign policy process or shape foreign policy debates. In this research note, we administer a survey experiment to both a cross-section of US foreign policy elites and a nationally representative sample of the US public. We find that US foreign policy elites are more responsive to multilateral approval than the US public, with elites with direct foreign policy decision-making experience valuing it especially highly. These findings point to the importance of considering differences between elites and the public when investigating or theorizing about the impact of multilateral cooperation on domestic politics.

The global reaction to US President Donald Trump's executive order, “Protecting the Nation from Foreign Terrorist Entry into the United States” of January 27, 2017,1 revealed great public sympathy for the fate of refugees and the principle of refugee protection. In the case of Europe, such sympathy has, however, been dismissed by politicians who have read concerns regarding security and integration as reason for introducing restrictive policies on asylum and humanitarian assistance. These policies are at odds with public sentiment. Drawing upon public opinion surveys conducted by Amnesty International, the European Social Survey (ESS), and Pew Global Attitudes Survey across the European Union and neighboring states, this article records a marked divide between public attitudes towards the treatment of refugees and asylum seekers and official policies regarding asylum and humanitarian assistance, and seeks to understand why this is the case. The article suggests that post-9/11 there has been a reconfiguration of refugee policy and a reconnecting of humanitarian and security interests which has enabled a discourse antithetical to the universal right to asylum. It offers five possible explanations for this trend: i) fears over cultural antagonism in host countries; ii) the conflation of refugees and immigrants, both those deemed economically advantageous as well as those labelled as “illegal”; iii) dominance of human capital thinking; iv) foreign policy justification; and v) the normalization of border controls. The main conclusion is that in a post-post-Cold War era characterized in part by the reconnecting of security and humanitarian policy, European governments have developed restrictive policies despite public sympathy. Support for the admission of refugees is not, however, unqualified, and most states and European populations prefer skilled populations that can be easily assimilated. In order to achieve greater protection and more open policies, this article recommends human rights actors work with the United Nations High Commissioner for Refugees (UNHCR) and its partners to challenge the above discourse through media campaigns and grassroots messaging. Further recommendations include: • Challenging efforts to normalize and drawing attention to the extreme and unprecedented activities of illegal and inhumane practices, e.g., detention, offshore processing, and the separation of families through the courts as part of a coordinated information campaign to present a counter moral argument. • Identifying how restrictive asylum policies fail to advance foreign policy interests and are contrary to international law. • Evidencing persecution by sharing information with the press and government agencies on the nature of claims by those currently considered ineligible for refugee protection as part of a wider campaign of information and inclusion. • Engaging with minority, and in particular Muslim, communities to redress public concerns regarding the possibility of cultural integration in the host country. • Clarifying the rights of refugees and migrants in line with the UNHCR and International Organization for Migration (IOM) guidelines and European and national law in order to hold governments to account and to ensure that all — irrespective of their skills, status, nationality or religion — are given the opportunity to seek asylum. • Identifying and promoting leadership among states and regional bodies to advance the rights of refugees.

Previous research (e.g., Horiuchi, Goldsmith, and Inoguchi, 2005) has shown some intriguing patterns of effects of several variables on international public opinion about US foreign policy. But results for the theoretically appealing effects of regime type and post-materialist values have been weak or inconsistent. This paper takes a closer look at the relationship between these two variables and international public opinion about US foreign policy. In particular, international reaction to the wars in Afghanistan (2001) and Iraq (2003) are examined using two major multinational surveys. The conclusions of previous research are largely reinforced: neither regime type nor post-materialist values appears to robustly influence global opinion on these events. Rather, some central interests, including levels of trade with the US and NATO membership, and key socialized factors, including a Muslim population, experience with terrorism, and the exceptional experiences of two states (Israel, Albania) emerge as the most important factors in the models. There is also a consistent backlash effect of security cooperation with the US outside of NATO. A discussion of these preliminary results points to their theoretical implications and their significance for further investigation into the transnational dynamics of public opinion and foreign policy.

This article argues that the problems identified in the literature on public choice should critically affect our research on public opinion and our understanding of the impact of public opinion on foreign policy. While a robust literature has emerged around social choice issues in political science, there has been remarkably little appreciation for these problems in the literature on public opinion in general and on public opinion and foreign policy in particular. The potential importance of social choice problems for understanding the nature and role of public opinion in foreign policy making is demonstrated through an examination of American public attitudes about military intervention abroad. In particular, drawing on several common descriptions of the underlying dimensionality of public attitudes on major foreign policy issues, it is shown that there may be important intransitivities in the ordering of public preferences at the aggregate level on policy choices such as those considered by American decision makers in the period leading up to the Gulf War. Without new approaches to public-opinion polling that take these problems into consideration, it will be difficult to make credible claims about the role of public opinion in theforeignpolicy process.

Current developments in the world geopolitical arena indicate that the US foreign policy has a strong impact on global and regional scene. At same time, interest representation or lobbying is legally based and professionally legitimized activity, which is under regulatory observation of authorities and general public. In this paper, the author discusses organizational forms of political interest representation, as well as the models of lobbying in the US foreign policy. Moreover, the results of the organized influence on the US foreign policy decisions through the participation of Albanian interest groups in support of the implementation of the so-called ?Republic of Kosovo? project are presented in the paper. The methodology of content analysis and synthesis of conclusions induced the resultant indicators of the effective implementation of the interest representation strategy. Conclusions point to the potentials of organized and strategically planned lob?bying activities toward the US institutions in support of achieving national interest in foreign policy arena.

BACKGROUND The COVID-19 pandemic has imposed a large, initially uncontrollable, public health crisis both in the US and across the world, with experts looking to vaccines as the ultimate mechanism of defense. The development and deployment of COVID-19 vaccines have been rapidly advancing via global efforts. Hence, it is crucial for governments, public health officials, and policy makers to understand public attitudes and opinions towards vaccines, such that effective interventions and educational campaigns can be designed to promote vaccine acceptance OBJECTIVE The aim of this study is to investigate public opinion and perception on COVID-19 vaccines by investigating the spatiotemporal trends of their sentiment and emotion towards vaccines, as well as how such trends relate to popular topics on Twitter in the US METHODS We collected over 300,000 geotagged tweets in the US from March 1, 2020 to February 28, 2021. We examined the spatiotemporal patterns of public sentiment and emotion over time at both national and state scales and identified three phases along the pandemic timeline with the significant changes of public sentiment and emotion, further linking to eleven key events and major topics as the potential drivers to induce such changes via cloud mapping of keywords and topic modelling RESULTS An increasing trend of positive sentiment in parallel with the decrease of negative sentiment are generally observed in most states, reflecting the rising confidence and anticipation of the public towards vaccines. The overall tendency of the eight types of emotion implies the trustiness and anticipation of the public to vaccination, accompanied by the mixture of fear, sadness and anger. Critical social/international events and/or the announcements of political leaders and authorities may have potential impacts on the public opinion on vaccines. These factors, along with important topics and manual reading of popular posts on eleven key events, help identify underlying themes and validate insights from the analysis CONCLUSIONS The analyses of near real-time social media big data benefit public health authorities by enabling them to monitor public attitudes and opinions towards vaccine-related information in a geo-aware manner, address the concerns of vaccine skeptics and promote the confidence of individuals within a certain region or community, towards vaccines

This essay argues that The US policy toward Jerusalem was merely influenced by domestic politics in the sense that to satisfy Trump`s main voters of the Republican Party that is Evangelical Christian base.
