Abstract An ageing population is often viewed as a factor that will increase healthcare expenditures (HCE) to unsustainable levels. With nearly half the disease burden in high-income countries arising in older people, there are concerns that caring for a burgeoning older population that is sick and dependent on support will not be possible. The aim of this narrative review is to examine how population ageing is likely to affect future HCE growth. We find that despite the increasing share of older people over the next few decades, the changing age-mix will not be a significant driver of HCE growth. While older people, on average, incur higher per person healthcare spending than younger people, the proportions of the population at the oldest and most costly age groups increase very slowly over time. In the European Union, we estimate the changing age-mix to result in the increase of the average annual growth in per person health spending by no more than 0.6 additional percentage points per year between 2015 and 2050. Therefore, price growth and technological advancements, independent of population ageing, will be the main contributors to future HCE growth.

UN-Habitat’s biennial World Urban Forum (WUF9) took place in Kuala Lumpur, Malaysia this year from 7-13 February.  Following 18 months after Habitat III, its theme appropriately focused on “Cities 2030, Cities for All”.I participated as the co-chair of the General Assembly of Partners (GAP) official civil society group for older persons. Given very limited resources, we organized several panels with others: an official 2 hour Older Persons Roundtable; one with GAP Persons with Disabilities on accessibility and universal design; another representing older women as part of the Women’s Assembly; a fourth contributing the civil society perspective to one by Business & Industry; and a fifth organized by City Space Architecture focusing on the importance of safe and accessible public spaces which can reduce isolation faced by many older urban residents.Urbanisation and population ageing are century defining demographic trends. Over 500 million urban residents are older people. Yet cities everywhere are failing to address the changes brought about by global population ageing with increasing inequality and insecurity. Physical, social and economic barriers prevent older people in particular from fully enjoying their rights and living in dignity and safety in cities. By 2030, older persons are expected to account for over 25 percent of the population in Europe and northern America, 17 percent in Asia, Latin America and the Caribbean, and six percent in Africa. Over half the ageing population, 289 million, currently lives in low- and middle-income countries, and is increasingly concentrated in urban areas. Older persons are the fastest growing population group globally, expected to reach 22% by 2050 (UNDESA 2017). In 2015, 58% of the world’s people aged 60 and over resided in urban areas, up from 50% in 2000.

This report focuses on the concept of the silver economy, which has emerged as a response to population ageing in Europe in recent years. The silver economy refers to all economic activities linked to older age groups. The concept is based on the notion that many older people continue to make valuable economic and societal contributions after retirement, and that older citizens can provide significant economic and societal benefits, particularly if they are healthy and active. This report examines policies and initiatives to promote the silver economy and the closely related concepts of healthy ageing, active ageing and age-friendliness. The report seeks to uncover what are the preconditions for expanding the Nordic silver economy, and how cross-border collaboration can help enhance the potential of the silver economy in border regions.

Ageing population poses new social, technological, and research challenges. It is anticipated that, by 2080, Poland will be in the group of counties that will have one-third of their population aged over 65. Different strategies aim at dealing with the mentioned demographic challenge, including widespread use of humanoids in the care of older people. As this research was the first of its kind in Poland, this article aims to identify the perceived key benefits that could shape positive attitudes toward humanoids in the care of older people. Based on the specific attributes of a humanoid technology, the model hypothesizes that an attitude toward a technology can be directly shaped by four kinds of perceived benefits, namely an impact on the quality of life, functional aspects, ethical problems, and a social impact. Also, a theoretical model assumes that a user attitude toward a humanoid technology is predicted to have an indirect influence on the future intended use. A survey method was used to collect research data. An electronic questionnaire was used to conduct confidential interviews of Polish citizens. All in all, 643 questionnaires were filled. Results received using structural equation modeling confirmed that the most important factor shaping human attitudes was a perceived social impact received from the use of humanoids in the care of the lonely people and making life more enjoyable for the elderly. Results also confirmed that men had a more positive attitude toward humanoids than women. Among different age groups of respondents, people between 26–40 years of age had the most relatively positive attitude toward humanoids.

In response to the ageing population, the need for adult children to care for their older parents is increasing. As reliance on adult children to provide care increases, family agreements are increasingly being entered into. Family agreements are, in essence, arrangements whereby an older parent transfers property to their adult child in exchange for a promise of ‘care for life’. This chapter identifies ways in which the law has responded to population ageing and outlines areas that require further attention. In particular, this chapter explores the emergence of family agreements to better understand whether (if at all) they adequately protect older people and their caregiving adult children from harmful outcomes.

Abstract Despite older people's increasing use of social media (SM), there is relatively little research investigating the impact of SM use on wellbeing in the ageing population. This study investigates the relationship between SM use and life satisfaction, a key dimension of wellbeing, in three age groups. We focus on the Italian case, which is particularly relevant because Italy is one of the countries both with the highest incidence of older people and the lowest uptake of SM in Europe. Applying linear regression modelling techniques, we analyse data from the 2018 Multipurpose Survey – Aspects of Everyday Living, a large probability-based household survey. For two age groups, we find a positive relationship between SM use and life satisfaction which weakens after controlling for older people's demographic and socio-economic characteristics, health conditions and social network characteristics. Given the grey digital divide that still exists in some European countries, we conclude with a call for urgent interventions to remove the hurdles that prevent frail older people from enjoying the benefits of an active ageing, fully exploiting the potential of SM use.

<p>With the rise in the number of people aged 65+ in New Zealand, it seems increasingly important that there is a supply of appropriate housing so they can remain in their communities and ‘age in place’ for as long as possible.  Evidence from both literature and statistics showed a mismatch between current and projected household characteristics and the existing housing supply in New Zealand. Therefore, this research investigated the potential for converting existing dwellings to address the housing shortfall and ageing in place in New Zealand. The aim was to make the selected houses both smaller and more age-friendly, as a means of achieving ‘ageing in place’ in well designed, and easy to heat and maintain homes.  Two New Zealand housing types were investigated (villa and state house). Using the New Zealand Lifemark 3-star standard, both were redesigned with different degrees of shared space. Three designs were produced for each house, ranging from subdivision (conversion to two smaller units), to having some shared spaces such as a guest bedroom, to private en-suite bedsitting-rooms and all living spaces shared. Using a mixed methods approach, the schemes were evaluated by client and expert participants in three steps.  1. The aim of the questionnaire-based survey was to obtain comments on the conversions, particularly regarding the levels of sharing. Following the two pilot surveys and subsequent revisions, a web and paper-based questionnaire survey was undertaken by 441 respondents aged 55-85.  2. To assess the designs and specifically whether they incorporated appropriate housing standards for people aged 55+, they were evaluated by five built environment and ageing population experts.  3. To probe the reasons behind the survey results, two rounds of client focus groups of 17 participants aged 55+ were conducted.  What was clear from the results, and which aligns with other studies, was that a high proportion of older people would prefer to age in place, either in their existing house or in a more suitable dwelling within their community. However, the cost of house conversions was perceived as problematic, as people felt that they would not be in a position to afford to do this, even if they could sell or let the new unit they would not occupy. On the other hand, the significant benefits of upgrading a house for older people include reduced energy bills through effective design strategies, such as thermal insulation and double-glazed windows, and incorporation of future-proof design features such as the installation of assistive devices like stair lifts.  Generally, schemes with higher degrees of sharing were not attractive to many respondents and those aged 75-85 were more likely to dislike these than the younger age groups. However, both expert and client groups agreed the acceptability of sharing depends on people’s personal preferences, culture, and background. Findings from this research also show that having a spare multi-purpose room, a private deck and a good-sized dwelling with plenty of sunlight are features most people wanted.  This research suggests that people aged 55–85 have very specific housing needs when it comes to ageing in place. Therefore, to ensure their requirements are met and dwellings are usable, engaging potential users in the design process at an early stage is essential.</p>

The ageing population has become one of the major issues, with manifold consequences upon the economic welfare and elderly living standards satisfaction. This paper grasps an in-depth assessment framework of the ageing phenomenon in connection with the labor market, with significant implications upon economic welfare, across the European Union (EU–27). We configure our research on four distinctive groups of the EU–27 countries based on the Active Ageing Index mapping, during 1995–2018, by acknowledging the different intensities of ageing implications on economic well-being from one group of countries to another. The methodological endeavor is based on Structural Equation Modelling. Empirical results highlight that the ageing dimensions and labor market productivity notably shape the socioeconomic development of EU countries, visibly distinguished across the four panels. The economic development induced remarkable positive spillover effects on the welfare of older people, under the influence of the ageing credentials and dynamic shaping factors. Our research advances the literature underpinnings on this multifaceted topic by investigation made on specific groups of the EU countries and distinctive strategies proposed for each group of countries, as effective results for improving the well-being of older people. Constant policy rethinking and adequate strategies should be a top priority for each specific group of EU countries, to further sustain the ageing phenomenon, with positive implications mostly on elderly welfare.

The region of Oceania describes a collection of islands scattered throughout the Pacific Ocean between Asia and the Americas. The region is vast and largely covered by ocean. There are four subregions of this region including Australasia (Australia and New Zealand), Melanesia (Papua and New Guinea, Fiji, Solomon Islands, Vanuatu, and New Caledonia), Micronesia (Federated States of Micronesia and Guam), and Polynesia (includes French Polynesia, Samoa, Tonga, Tokalau, and Niue). Australasia is relatively affluent and developed with an ageing population, whereas the other nations are of a developing nature with relatively younger populations but will face dramatic population ageing over the next 40 years. Australasia has well-developed services for older people. The Indigenous populations of Australasia have worse health outcomes than the non-Indigenous populations. However, outside Australasia there is an urgent need to develop health and community services for older people in the remainder of the region.

The aim and scope of this paper is to isolate the effects of population ageing in the context of potential Scottish independence. A dynamic multiregional Overlapping Generations Computable General Equilibrium (OLG-CGE) model is used to evaluate the two scenarios. The status quo scenario assumes that Scotland stays part of the UK and all government expenditures associated with its ageing population are funded on a UK-wide basis. In the independence scenario, Scotland and the rest of the UK pay for the growing demands of their ageing populations independently. The comparison suggests that Scotland is worse off in the case of independence. The effective labour income tax rate in the independence scenario has to increase further compared with the status quo scenario. The additional increase reaches its maximum in 2035 at 1.4 percentage points. The additional rise in the tax rate is non-negligible, but is much smaller than the population ageing effect (status quo scenario) which generates an increase of about 8.5 percentage points by 2060. The difference for government finances between the status quo and independence scenarios is thus relatively small.
