Abstract As the age-friendly movement grows in its second decade, urgent questions of initiative sustainability have taken hold in the academic literature and among advocates implementing age-friendly changes. The creation of authentically age-inclusive environments requires not just the continuation of the initiative itself, but that its principles become embedded in formal and informal organizational processes, across sectors and beyond familiar networks focused on older populations. This paper argues that sustainability of age-friendly initiatives is enhanced by “spillover” effects, in which a behavioral or policy change in one environment spurs change in another environment. Evidence for such spillover and an understanding of how and when it occurs is currently limited in the context of age-friendly environments. This paper draws on the experiences of Age-Friendly Boston, which has been working towards age-friendly goals for more than five years. Based on Boston’s experience, we identify, describe, and exemplify three pathways to positive spillover across environments: 1) branding positively; 2) publicizing successes; and 3) embarking on new relationships, while strengthening existing ones, in pursuit of shared goals. We also draw conclusions about what positive spillover means for the sustainability of age-friendly environments.

Abstract What is the effect of violence on political mobilization? Taking the repression-mobilization nexus debate as a starting point, we study the effects of police interventions on political participation, focusing on the Spanish police crackdown on Catalonia's independence referendum on 1 October 2017. We analyze the effect of police actions on turnout using detailed aggregate data, as well as a survey conducted a few days after the referendum. The two empirical approaches show that police interventions had both deterrent and inverse spatial spillover effects. Although police raids had a local negative impact on turnout, they induced positive spillover effects in the surrounding areas. Our findings also indicate heterogeneity in the spatial dynamics, with police actions encouraging people to go to vote in nearby areas, but also mobilizing residents in neighboring areas to participate, especially those individuals with fewer incentives to turn out to vote.

Abstract Background Public health advocacy strategies facilitate policy change by bringing key health issues to the forefront of public and political discourse, influencing decision-makers and public opinion, and increasing policy demand. The Victorian Salt Reduction Partnership (VSRP) was established in 2014 in response to inadequate government action to improve population diets in Australia. This study aimed to evaluate the success of the VSRP’s advocacy strategy in achieving policy change. Methods Documentation of VSRP activities and outputs were collected, and semi-structured interviews conducted as part of a comprehensive process evaluation. For this study, the Kotter Plus 10-step public health advocacy evaluation framework was used to guide data extraction, analysis, and synthesis. Results A sense of urgency for salt reduction was generated by producing evidence and outlining the potential impact of a state-based salt reduction programme. This enabled the creation of a coalition with diverse skills and expertise, which facilitated the development of an innovative and collaborative advocacy action plan. A clear change vision was established, but communication of the vision to decision-makers was lacking, which reduced the impact of the programme as decision-makers were not provided with a clear incentive for policy change. As a result, while programme outputs were achieved, these did not translate to achieving broader strategic goals during a limited-term intervention in a political climate unconcerned with salt. Conclusions The Kotter Plus 10-step framework was a useful tool for evaluating the success of the VSRP advocacy strategy. The framework enabled the identification of key strengths, including the creation of the guiding coalition, and areas where efforts could be improved in future similar strategies, such as effective communication within partnerships and to decision-makers, to better influence policy and improve public health impact.

AbstractThis research examines the mixed work-to-family spillover effects of unethical pro-organizational behavior. Drawing on conservation of resources theory and the work–home resources model, we develop a dual-pathway model to explain such effects. Based on a three-wave field study involving 214 respondents in China, we find engagement in unethical pro-organizational behavior to be positively associated with employees’ organization-based self-esteem and stress at work, which in turn, leads to work-to-family positive spillover and work-to-family conflict, respectively. We also find that performing tensions moderate the mixed effects of unethical pro-organizational behavior on organization-based self-esteem and work stress and the indirect effects of unethical pro-organizational behavior on work-to-family positive spillover and work-to-family conflict. Our findings have theoretical implications for business ethics scholars and practical implications for managers.

As an academic field, knowledge management has concentrated on the creation, storage, retrieval, transfer, and application of knowledge within organizations, while underexposing external knowledge (e.g., Alavi & Leidner, 2001). Although the importance of external knowledge is well recognized (e.g., Cohen & Levinthal, 1990), there remains a need for a better understanding of the organizational processes through which external knowledge is integrated (Grant, 1996; Ranft & Lord, 2002). In particular, we believe that a holistic view on knowledge integration (KI) is both important and lacking. In this article, we address this lacuna in the literature by proposing a process model of KI consisting of three stages¾identification, acquisition, and utilization of external knowledge. Our objective is to propose a model consisting of modular subprocesses that parsimoniously reflect the variety of KI concepts in the literature. This model is useful to scholars and practitioners because it provides a better understanding of the various KI subprocesses by putting them together in a coherent way. Such understanding serves as bedrock for solving KI problems and for designing KI solutions (cf. Markus, Majchrzak, & Gasser, 2002).

The design of enotourist routes represents an opportunity for the sustainable development of rural territories. This qualitative study was structured in three parts to reach a cohesion model representing the academic literature, visitors, and winemakers. This research focused on the region of La Axarquía in Málaga (Spain) because of its wine and tourist tradition. In relation to the methodology, this study used content analysis techniques for the analysis of both the relevant literature and the questionnaires completed by all the winemakers of the territory, 60 tourists who visited the wineries, and the 10 most representative agents linked to the tourist development of this region. The findings provided a model with the elements to be taken into account in the creation of a wine route or itinerary in any destination of the world. The application of this model will contribute to the creation of new tourist policies that can move towards efficient progress of the region.

International and inter-regional trade in China has been promoted, the economic and environmental impacts of which are significant in regional development. In this paper, we analyzed the evolution of inter-regional spillover of carbon emissions and employment in China from 2007 to 2012 with structural decomposition method and multi-regional input-output tables. The index of carbon emission per employee (ICE) is designed and compared to indicate positive or negative spillover effects. We find that carbon emissions grow much more rapidly in interior regions than in coastal regions, due to spillover effects and own influences. Spillover effects rarely reduce the ICE of destination regions, but the own influences can decrease it in most regions. Although spillover may contribute to economic development in most regions, it is hardly a driver of efficiency improvement in destination regions. Based on these empirical findings, we put forward specific suggestions to improve the positive spillover effects on different kinds of regions.

AbstractWhy do repressive states create human rights institutions that cost them money and political capital but fail to silence international criticism? The academic literature assumes that states engaging in disingenuous human rights behavior are hoping to persuade (or deceive) liberal Western states and international advocates. But if human rights promoters in the West are the target audience for the creation of these half measures institutions, the strategy appears puzzlingly miscalculated. It reveals that the repressive state is sensitive to international opinion, and often results in increased pressure. The author argues that states engaging in human rights half measures are playing to a different, previously overlooked audience: swing states that can act as veto points on multilateral efforts to enforce human rights. The article illustrates these dynamics with a case study of Sri Lanka’s response to international pressure for postwar justice. The author shows that although the creation of a series of weak investigative commissions was prompted by pressure from Western governments and ngos, it was not an attempt to satisfy or hoodwink these actors. Instead, it was part of a coalition-blocking strategy to convince fellow developing states on the UN Human Rights Council to oppose the creation of an international inquiry and to give them the political cover to do so.

Abstract How are neighboring firms affected when a bank learns more about a given firm? We analyze exchange-rate-induced movements of Peruvian firms across a threshold that governs their regulatory treatment by banks. Firms that cross the threshold supply more information to their banks and experience a substantial increase in financing. We find positive spillover effects: the neighbors of the above-threshold firms also experience increased financing. These spillovers are confined to neighbors sharing a bank, and the performance of new loans to these neighbors improves, suggesting that the bank has become better informed about other local firms. Significance The conflict alarmed Tehran, which sent out mixed signals and found its offer of mediation ignored. Senior clerics voiced sympathy for Azerbaijan's cause, but this did not translate into substantive foreign policy change. Impacts After Syria, Azerbaijan becomes a second zone of Iranian rivalry with Turkey and alignment with Russia. Tehran will remain alert to signs of domestic unrest and spillover effects from the conflict zone. There is little likelihood of substantial shifts in Iran's bilateral ties with Armenia and Azerbaijan. Territorial changes make a longer-term restoration of Armenian-Turkish ties theoretically possible; this would benefit regional trade.
