Abstract AL is regulated at the state level. Yet, little is known about the structure and function of state agencies that license and monitor AL. We fielded a 21-question survey among state agents with responsibility for AL in all 50 states. While licensure definitions of AL vary, state efforts appear uniform in regard to administrative alignment with departments of health as well as roles with facility licensing, renewal, and monitoring. However, we observed variability in the approaches used to monitor AL. While 80% of agents reported being able to issue fines for failures to meet regulatory standards, only 40% of states collected information concerning individual resident status. Only 20% issue separate licenses for providing care to persons with dementia, whereas 30% of state agents affirmed that non-licensed AL facilities were operating within their state. We consider how these varied regulatory approaches may shape facility operations and impact resident outcomes.

Contrary to conventional wisdom, which informs us that the reach of the state stopped at the county yamen, in chapter 4 the author argues that state agencies, particularly subcounty officials, yamen staff, and military personnel, actually penetrated deep into local society and played an indispensable role in law enforcement efforts at the grassroots level. Although there were tensions in the relationship, nonetheless it was to their mutual advantage that state agents and community leaders cooperate to rid the countryside of social disorders caused by bandits. Major conduits for this cooperation were the mutual surveillance (baojia) and local constable (dibao) systems, both of which operated in the nebulous space between state and local society. All of these efforts, I argue, had mixed results for local crime prevention.

Purpose The purpose of this study is to examine the impact of program strategy on the implementation of the efficacy of a procurement set-aside program at the state level. Design/methodology/approach This study examines the impact of program implementation strategy across two administrations considering the most compelling alternative arguments for what drives agency purchasing through contracts with MBEs. Findings The results of mixed effects linear regression models on the procurement expenditures of 70 state agencies in Ohio from 2008-2015 show significantly higher rates of procurement expenditures with MBEs under the Kasich administration. Originality/value These results provide support for the argument that changes in program implementation strategy led to substantive increases in the use of MBEs by state agencies in Ohio.

Our sense of sight relies on photoreceptors, which transduce photons into the nervous system's electrochemical interpretation of the visual world. These precious photoreceptors can be disrupted by disease, injury, and aging. Once photoreceptors start to die, but before blindness occurs, the remaining retinal circuitry can withstand, mask, or exacerbate the photoreceptor deficit and potentially be receptive to newfound therapies for vision restoration. To maximize the retina's receptivity to therapy, one must understand the conditions that influence the state of the remaining retina. In this review, we provide an overview of the retina's structure and function in health and disease. We analyze a collection of observations on photoreceptor disruption and generate a predictive model to identify parameters that influence the retina's response. Finally, we speculate on whether the retina, with its remarkable capacity to function over light levels spanning nine orders of magnitude, uses these same adaptational mechanisms to withstand and perhaps mask photoreceptor loss.

The article examines the preliminary ideas that will be part of my Master’s dissertation. The aim of this dissertation is the study of the structure and function of childhood stories in the child’s trajectory from the state of infans to that of subject-speaker. We have identified the children’s story-telling act as a privileged place to board our question. The main focus of this article is on the theme of the myth and authors on Language Acquisition, Anthropology and Psychoanalysis are discussed.

It has been a refreshing experience to me, as a practicing pediatrician, to serve as Liaison Officer from the Academy to the Children's Bureau during the past year, to talk with practitioners of pediatrics, teachers, state and federal employees of the agencies interested in child health and to have the opportunity through this study of sampling the varied experiences and opinions of Academy members. I am impressed with the fact that American pediatrics is by no means static but is wide awake, thinking and acting. It is also encouraging for one who participated on a state and national level in the difficult and controversial Study of Child Health Services conducted by the Academy to learn that, if nothing else had been accomplished, there are almost nationwide evidences of increased interest in child health and stimulated planning to meet its needs. From the present study, I would infer that in most states the relationships between practicing pediatricians and state agencies involved in child health are satisfactory to excellent but there is general recognition, even in these states, that mutual education and understanding is needed and can best be developed by better acquaintance and more frequent consultations between these groups. Statewide planning of this type, trained personnel and enhanced funds will be needed in many states if the numerous programs for improvement of child health, which are already recognized, are to be carried out. There seems to be rather general agreement that planning should proceed on local, state and national levels but that establishment of policies and control of funds should preferably proceed on the state level through consultation between directors of state agencies and practitioners of medicine in the various fields involved. There are evidences that relationships between pediatricians of this country and the Children's Bureau are improving but that old suspicions and present misunderstandings should be discussed very frankly and advantage should be taken of every opportunity which offers better understanding and cooperative action on a fair basis. Many needs in the field of child health are evident which can best be met by coordinated planning and cooperative action between the practitioner, the teacher, the state and federal employee and the general public, but this is only to be accomplished without undue friction if proper fields of endeavor are recognized and if attitudes of suspicion and tendencies to work at cross purposes are eliminated. May I express my sincere appreciation to all Academy officers, officials of the Children's Bureau, State Chairmen and members of the Academy who have so willingly given of advice and help in this study, and especially to the State Chairmen of the Academy who have given generously of their time and whose thoughts are reflected in this report.

Greenland, the world's largest island, stretches some 2 700 km from north to south and about 1 050 km from east to west. It has a total area of 2175 km2, five-sixths of which is covered by an ice sheet. About 40 000 Greenlanders and 7 000 Danes inhabit a coastal ice-free area of about 150 000 km2, most of which is in south-west Greenland. Since 1953, Greenland has been an integral part of the Kingdom of Denmark and is represented by two elected members of the Danish Parliament (Folketing), and it has its own local government. The country is administered from Denmark by the Ministry of Greenland (Ministeriet for Grønland) and, in Greenland, the Governor (Landshøvdingen) is the chief representative of the State.

It has been refreshing, as Liaison Officer of the Academy, to have this opportunity of sampling the varied experiences and opinions of Academy members. I am impressed with the fact that American pediatrics is not static, but is wide awake, thinking and acting. There are evidences that the Academy study stimulated this awareness of pediatric problems among its members. In most states the relationships between pediatricians and state agencies are satisfactory, but generally can be improved by mutual education and understanding, which could be sought by regular consultation. State-wide planning, trained personnel and enhanced funds appear to be primary needs if improved child health is sought on a state-wide basis. There is a prevailing opinion that national planning and consultation are helpful, but that establishment of policies and control of funds should preferably proceed on the state level. There are evidences that relationships between pediatricians of this country and the Children's Bureau are improving, but old suspicions and current misunderstandings should be discussed very frankly. If attitudes of suspicion and tendencies to work at cross purposes are eliminated, and if proper fields of endeavor are recognized, I believe that there exists today an excellent opportunity for the pediatric practitioners and teachers, the state agencies and the Federal agencies to work cooperatively toward their common goal of improved health for infants and children.

The Red Buildings is going to be incorporated into the Marshal Zhang’ Mansion memorial which exhibits as the State-level key cultural relics protection unit. It will be an important component of the whole exhibition. We based the design on the research of design orientation and function conversion. After studied the history of the buildings and analyzed the differences between the old and the new functions, we made a principle of less change. First, we set two different routes for the visitors and the vehicles in the Red Building. And the visitors’ route was connected whit the tour route of Marshal Zhang’ Mansion memorial closely. Second, we set up one tour axis with four landscape nodes and two landscape axes inside the Red Buildings. They will outstanding original condition and show nice scenes of the whole buildings to visitors.
