This chapter assesses victimology, which has become an important sub-discipline within criminology. Victimology includes the study of victimisation as well as the challenges of legal and institutional definitions of the ‘victim’. Discussions include debates concerning victims’ rights and activism and how victimhood has come to be understood and responded to. The chapter then considers both narrow and wider ideas of victimisation, and examines whether and how criminal justice processes and public policy have developed in response to victims’ needs. While victims are really the people who the criminal investigation and trial are meant to serve, they are often not part of the process. The chapter also looks at a key part of victimology, which is the use of statistical evidence on the levels of victimisation.

Node-link mapping, a graphic representation tool, was used to improve mandated substance-abuse treatment in a 4-month residential criminal justice program. Three hundred eighty probationers (residents) were randomly assigned to either mapping-enhanced or standard counseling. Compared to those in standard counseling, residents receiving mapping gave more favorable evaluations to their group meetings, counselors, co-residents, and security staff. They also rated themselves higher on treatment effort and self-efficacy measures than did their counterparts. These findings suggest that mapping-enhanced counseling fosters more effective communication during meetings, promotes stronger therapeutic alliances, and thus enhances the perceptions of the effectiveness of the program and of the people associated with it.

A quarter century and more has passed since the 1970s made its debut. History, always problematic as an objective undertaking, encourages present-mindedness when proximity to events in question governs our perspectives. This article does not pretend to have avoided this pitfall. Today the animus against government dominates political discourse. “Outsiders” who aspire to office boast of that status; “insiders” obscure theirs. All politicians design to show their commonness, their oneness with the people, the beleaguered people, victims of the socially privileged, of haughty bureaucrats, and the sundry occult forces that sustain their misery. Ours, it has been observed, has become a dominantly “populist” culture, its anti-elitism resounding from local Serb Halls in Milwaukee and elsewhere to the very chambers of the Capitol itself.

This chapter addresses the question of whether Americans like to punish. The United States clearly punishes more heavily and for longer periods than other countries, with comparable social and political values. One can land in an American prison for life over minor offenses—a punishment not used for serious offenses in Western Europe. The leading comparativist on criminology, James Whitman, argues that a politics of dignity has instilled mercy and mildness in European systems, while leveling impulses, distrust of authority, and too much power in the people is said to have left the United States with a criminal justice system long in degradation and short on mercy.

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

The Dispute Resolution Council was established as a public institution in the last few decades to reduce the number of cases sent to the judiciary in Iran and strengthen public participation and increase the role of the people in criminal justice policy. Although the activities of this institution in recent years have led to a decrease in the number of cases sent to judicial institutions, but its public aspect was not fulfilled as intended. In addition, the law of this council has many contradictions with the constitution with limitations and problems in the legal and structural field that have affected its functions. However, the role of the people is significant in similar institutions in the legal system of the Common Law and France, while strengthening the participatory aspect. This issue has been an effective measure in strengthening participatory criminal policy in these countries. Meskipun kegiatan lembaga ini dalam beberapa tahun terakhir telah menyebabkan penurunan jumlah kasus yang dikirim ke lembaga peradilan, tetapi aspek publiknya tidak terpenuhi sebagaimana dimaksud. Selain itu, undang-undang dewan ini memiliki banyak kontradiksi dengan konstitusi dengan keterbatasan dan masalah di bidang hukum dan struktural yang mempengaruhi fungsinya. Namun, peran masyarakat cukup signifikan dalam lembaga sejenis dalam sistem hukum Common Law dan Perancis, sekaligus memperkuat aspek partisipatif. Isu ini telah menjadi langkah yang efektif dalam memperkuat kebijakan kriminal partisipatif di negara-negara tersebut. Tujuan dari penelitian ini adalah untuk mengetahui kebijakan kriminal dari Dispute Resolution Council dan lembaga sejenis di Perancis.Kata Kunci: Dewan Penyelesaian Sengketa, Hukum Prancis, Kebijakan Peradilan Pidana Iran Оценка роли и позиции советов по решению спорных вопросов В уголовной политике ирана по сравнению с аналогичными учреждениями во французской судебной системе  АннотацияСовет по решению спорных вопросов был создан как государственное учреждение в последние десятилетия для сокращения количества дел, передаваемых в судебные органы в Иране, и расширения участия общественности и повышения роли общественности в политике уголовного правосудия. Хотя деятельность этого учреждения в последние годы привела к уменьшению количества дел, направляемых в судебные органы, общественный аспект не выполняется должным образом. Кроме того, закон этого совета имеет много противоречий с конституцией с ограничениями и проблемами в правовой и структурной областях, которые влияют на его функционирование. Тем не менее, роль сообщества весьма значительна в аналогичных учреждениях в системе общего права и правовой системы Франции, а также в усилении аспекта участия. Этот вопрос стал эффективным шагом в укреплении совместной уголовной политики в этих странах. “Integration” refers to multiple arenas in German migration politics, including journalistic discourse, public policy, and cultural logics about incorporating immigrants and refugees into the nation. This article examines two non-fiction narratives, Das Ende der Geduld by Kirsten Heisig and Muslim Girls by Sineb El Masrar, to explore how each author characterizes integration from opposite sides of the political spectrum. In integration politics, adolescence is often construed as a problem, which—when improperly managed—leads to the criminalization or radicalization of youth of color. Comparative analysis of these two texts shows that institutions such as the school and the criminal justice system produce adolescence as a problem for integration and as a way to avoid acknowledging institutionalized inequity. These two examples exist as part of a longer genealogy of authors using mass-market paperbacks to comment on integration politics.

This chapter addresses the challenges of providing necessary, but politically sensitive, Western support to a tribunal overtly designed to be an African mechanism. Two principal elements motivated Switzerland's actions in Senegal: Switzerland's commitment to promoting international criminal justice and its longstanding engagement with Chad. It is within this context of strong and active engagement in Chad, along with the direct repercussions for the people of Chad of the trial of Hissène Habré, that it became apparent that Switzerland should actively engage with the Extraordinary African Chambers (EAC). Concretely, this engagement entailed making a range of technical assistance available and facilitating relations and communications among the various stakeholders, rather than financing the EAC as a donor. This choice was made in light of the ongoing concern of ensuring that actions in Senegal could also have a positive impact for Chad. Switzerland additionally participated in the Steering Committee for the financing of the EAC as an observer.

As part of a prospective study which tracked 183 child sexual abuse cases referred to two Child Protection Units in Sydney, NSW, a search of court records was conducted to obtain criminal justice outcomes. Of the 183 cases, there were 117 cases where the name of the offender was known. Forty-five cases reached trial. Thirty-two cases resulted in a conviction. A sub-cohort of 84 of the children and their families was interviewed in detail to determine reasons why many cases did not proceed down the track of criminal investigation and prosecution and why other cases dropped out of the criminal justice system. Among this sub-cohort of 84 children, there were 67 cases where the offender was identifiable and could have been charged. There were 25 convictions. Reasons for not proceeding to trial included: the offence was not reported to police; parents wished to protect children, the perpetrator or other family members; evidence was not strong enough to warrant proceeding; the child was too young; the offender threatened the family; or the child was too distressed. The implications for criminal prosecution as a child protection strategy are considered in the light of this evidence of attrition.

This special issue of Practicing Anthropology includes seven papers which cover a broad spectrum of anthropological practice in Alaska, but share a common orientation toward public policy. We have chosen to focus on anthropology and public policy in Alaska for several reasons. First, there appears to be a high level of anthropological involvement in and impact on Alaskan public policy compared to other regions of the United States. Second, that involvement and influence is not limited to one or two topics but ranges over a variety of issues. Finally, we feel that because of the nature of contemporary Alaska—its size, small population, ethnic diversity, present economy, and youth as a state—public directions taken at this time will be crucial to the future of the people who are presently residents of Alaska. A sense of that urgency as well as of the powerful forces at work comes through in a number of the articles.
