Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

The goal is this research to see the symbols of figurative language and to analyze the meaning and significance of symbols figurative language in the wedding ceremony manjapuik marapulai in Paninjauan village, Tanah Datar district, West Sumatera. The research employs qualitative study using content analysis (symbolic) and analysis of Roland Barthes semiology be the significance of the two stages (two orders of signification) denotation and connotation, as well as mythical as the development of connotation. The study found that symbols contained in panitahan at a ceremony manjapuik marapulai conform with values and philosophy of Minang adopted by local community. Symbols are included in the 15 sentences that comes from nature, conform with the philosophy of alam takambang manjadi guru as the sentence Tantangan kato ayam lai barinduak, which is a lesson from nature that chickens need of parent in guiding his life as well as humans who need parents in shows about customs. One sentence that comes to the religious teachings of Islam: Adat badiri di nan patuik, syarak mamakai pado dalil, limbago duduak bajauahan, tarapak sambah ka tangah, taunjuak ka muko rapek, the doctrine greeting to people who attend an event. Then 11 sentences that comes to tradition, philosophy, ideology and ethics of society as a sentence Pusako duduak di nan rapek, kato surang dibulati, kato basamo dipaiyo, direnjeang kato jo mupakat which is the ideology of the people in Paninjauan village that is discussion.

The utilization of state-owned public areas is widespread in various places, not only locally but also nationally. This research examines critically the use of public areas by tiban market traders for the purpose of trading in Warungasem District, Batang Regency, Central Java, Indonesia. In addition, this study explores the perceptions of Islamic scholars (ulama), traders and the government on the use of public areas as trade locations. Public land use is examined through qualitative research, with data collection techniques: interviews, observation and documentation, and analyzed with interactive models. This study finds that trading on the highway is actually not permitted by regulation. Both traders and the government have the same point of understanding. Traders continue to use highways as stalls solely to fulfill clothing, shelter and food needs, because they do not own land. Meanwhile, the scholar's perception of the use of the public arena is polarized into two, which is permissible and not. For those who allow it, the existence of the tiban market is considered to have more benefits than dangers. On the contrary, by referring to the maqasid syari'ah, the scholars allow on the grounds of the tiban market  have fundamental benefits both economically, socially and can prosper the people, in the midst of the country which is less concerned with the growth of economic populism.

The COVID-19 pandemic has had a serious impact on various aspects of Indonesia, especially the economy. The government has made countermeasures by issuing various policies and social programs. However, the implementation of policies is not necessarily followed by the attitude of the people who are not disciplined and indifferent. The role of higher education is very much needed to provide guidance with a humanist approach. Therefore, it is necessary to have a synergy of good cooperation between local governments and universities in facing obstacles in overcoming the COVID-19 pandemic. The research aims to analyze how the synergy between the government and universities is in overcoming the COVID-19 pandemic cases in the community. The research was conducted with a qualitative approach. The data were obtained through literature review and interviews with the Provincial Government of Lampung and the University of Lampung. The results of the study show that the synergy between the government and universities is good. This is shown by interaction and mutual support. Where the government acts as a policy maker and facilitator, while universities act as a support for implementation through community service programs.

The concept of identity in the the era of fundamental rearrangement of the cultural and national map of Europe in the XIX – XX centuries. The threat of losing the identity of entire states, separate regions, and local communities, actualizes the value of cultural specificity and view of identity as a special concept. Regional identity associated with the cultural and natural heritage of a particular region remains most common. Identity alongside cultural heritage overall, is singled out as a special category only in case of its loss. The formation of the concept was related to the process of fundamental rearrangement of the cultural and national map of Europe in during the large-scale socioeconomic processes of the XIX – XX centuries. A sense of losing cultural bonds of the people, region, or local community aroused scientific realization of the value of identity. Determination and translation of regional identity is one of the pivotal stages in socioeconomic development of the regions and formation of attractive image of the territory. Moreover, the professional, age, gender and other types of identity can be distinguished in accordance with unifying characteristics. In light of the aforementioned facts, the author proposes to view the principle of identity as a peculiarity of interpretation of the cultural heritage.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. This paper elaborates on the Papuan People's Assembly Electing Non-Muslim Leaders in Non-Muslim Majority Areas in the Perspective of Mashid Syari'ah in Jayapura City, Papua Province. The results of this study indicate that the Papuan People's Council (MRP) elects leaders in non-Muslim majority areas in the perspective of maqasid syari'ah in Papua, in its role in the process of organizing the selection of prospective leaders in Papua, has taken away the rights of citizens in general. it is decided by the competent authority of the Papuan People's Assembly (MRP) following what has been decided by formal institutions, such as the General Election Commission (KPU) and traditional institutions that have been given authority according to law. In the provisions of Law No. 21 of 2001 on Papua Special Autonomy, there is no room or space for immigrants. As for the recruitment process for prospective leaders such as Governors and Deputy Governors based on Law No. 21 of 2001 The basic matters that constitute the contents of this Law include the arrangement of authority between the Government and the Provincial Government of Papua and the application of this authority in Papua Province which is carried out with specificity. This law places indigenous Papuans and the population of Papua in general as the main subjects. The existence of the Government, Provincial Government, Regency / City Government, as well as the apparatus under them, are all directed at providing the best service and empowering the people.

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.

Rusunawa built by the Ministry of Public Works (PU) is still not fully functioned because it is still waiting for the inauguration of the provincial government development that has not been oriented to the interests of the community and the potential that still looks minimal in the knowledge of the apparatus in managing the existing resources that make terkendalanya in the management of the rusunawaAbstrakOtonomi daerah sebagai hak dan wewenang serta kewajiban suatu daerah otonom untuk mengatur dan mengurus suatu wilayah atau daerah tertentu yang mana otonami daerah ini di lakukan untuk memajukan kesejahteraan masyarakat setempat dengan di landaskan pada peraturan perundang-undangan UU No. 23 Tahun 2014 tentang pemerintah daerah (Revisi UU No.32 Tahun 2004) pemerintah daerah menyelenggarakan urusan pemerintah menjadi kewengan daerah.. Pelaksanaan dari kegitan yang mengarah pada pembangunan yang mendukung Otonomi daerah yang seharusnya sangat membantu dalam kesejahteraan rakyat namun kini masih berbanding terbalik seperti halnya pada pembangunan rusunawa berdiri tegak di Jalan Yos Sudarso, Kecamatan Rumbai, Pekanbaru, Senin (16/11/2015). Rusunawa (rumah susun sederhana sewa) yang dibangun Kementerian Pekerjaan Umum (PU) tersebut hingga kini masih belum juga difungsikan seutuhnya karena masih menunggu peresmian dari pihak pemprov pekanbaru pembangunan yang belum berorientasi kepada kepentingan masyarakat dan potensi yang masih terlihat minim pada pengetahuan aparatur dalam mengelola sumber daya yang ada yang menjadikan terkendalanya dalam pengelolaan rusunawa tersebut.

Religious Tourism Development of Gus Dur Sanctuary in Jombang Regency: Community Based Tourism Approach Community based tourism is the concept of tourism development by involving the people or community in its activities and management. This study aims to determine priority factors that may affect community based tourism and development strategy of Gus Dur sanctuary religious tourism in Jombang Regency. The analytical method used in this case is Analytical Hierarchy Process (AHP) and Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis. Based on the results of AHP analysis, it was found that the activity of the organization or society groups (0.382), increased cooperation government and society (0.269), the addition of facilities and infrastructure (0.182), and manufacture of regulation (0.167), factor activity of organizations/communities are considered most important in determining the priority development of religious tourism of Gus Dur sanctuary. The results SWOT analysis obtained, six development strategies, namely to involve the local community in tourism development and empowerment activities, to facilitate the development of business/industry through microcredits that can support people’s economy, to optimize the role of the government to increase the planned development targets, to facilitate development of home business/industry through courses and training institutions, improve cooperation with private sector to support tourism development, and improve cooperation between community and government or private sector in developing local economy.

This thesis research the topic of The Role of Information Commission Central Kalimantan province. Information Commissioner of Central Kalimantan is one of the institutions established by the Regional Independent Regional Head in Central Kalimantan province, has the main function of helping people resolve problems related to Public Information. This research was conducted at the Central Information Commission Kalimantan city of Palangkaraya using descriptive qualitative method. The purpose of this research is to know What is the Role of Information Commission Central Kalimantan in order to help people resolve problems related to public information in Central Kalimantan and the factors that support and hinder the performance of Central Kalimantan Information Commission in carrying out their duties and functions. The results of this study explained that the Information Commissioner of Central Kalimantan as regional institutions to help resolve disputes of public information in the province of Central Kalimantan is already functioning as it should, but not Optimal. Not optimal role of the Information Commissioner of Central Kalimantan which is becoming the main problem is the lack of attention factor Provincial Government of Central Kalimantan on the existence of the Information Commission itself in Central Kalimantan. The lack of attention is evidenced by the lack of budget APBD given to sustainability and the future existence of this institution. The lack of budget to make these institutions less able to move mainly socialize existence for the people of Central Kalimantan.
