The Introduction argues that to understand European politics there are two premises that need to be accepted. Firstly, the interplay between European and national-level politics must be taken seriously. The two cannot be studied independently. Secondly, a theoretical model of politics is necessary to help us to make assumptions about politics explicit and to ensure that the arguments used are logically consistent. Models help us to zoom in on a particular aspect of politics and apply our analysis to real-life examples. It also helps us to spot the similarities and differences across political systems and governments so we can make comparisons. The Introduction answers the question: why focus on Europe? One of the most obvious reasons is that Europe is the home to the largest number and variety of democratic governments anywhere in the world.

The two main approaches to the use of the comparative method in legal research, functional and cultural, have some "predetermined" considerations regarding the results that will (or should) be discovered by comparing various legal phenomena — should the emphasis be on similarities or differences between these phenomena. These considerations are based on the vision of, respectively, the universal or pluralistic nature of law of various societies, and in fact they are able to correct substantially the process of cognition of legal phenomena using the comparative method, adjusting it to the desired result. In the case of similarities, we can talk about artificially narrowing the circle of countries under investigation. In the case of differences, the isolation of systems and the uniqueness of their cultural characteristics are unreasonably exaggerated. The alternative assumptions presented in the theory of comparative law regarding the existence of universal principles of law or the fundamental uniqueness of each legal system require a critical rethinking of constitutional provisions and practice in comparative studies. The use of the comparative method in constitutional law is not reducible to the implementation of the ideas of political philosophy, and objective conclusions should not be replaced by predetermined normative guidelines. The similarities and differences revealed by the researcher of constitutional ideas, norms and practices can be considered as a result of comparison of independent value.Constitutional law is associated with a variety of substantial constructs existing in the world, not excluding, however, their intercommunication. Understanding these constructions requires attention to both the similarities and the differences in specific legal orders (as well as the reasons for their functioning in this, and not another form). The use of the comparative method in the absence of striving for predetermined results is simultaneously aimed at understanding the laws of development of constitutional institutions and maintaining the horizon of their diversity as an important component of this development. Each time, the researcher should distance himself from his prejudices regarding the similarities or differences between the institutes under study, rechecking whether the obtained results are really the results of applying the comparative method, and not the initial constructions.The logic of a comparative study corresponds to the construction of theories of "middle level", aimed at forming the theoretical model of a particular legal in-stitution, taking into account the practice of implementing this institution in specific states. The focus on middle-level theories within the framework of the comparative method allows one to go beyond the description of single systems, formulate conclusions at the level of generalization that ensure the comparability of the studied objects, and at the same time maintain an understanding of the diversity of constitutional models.

Introduction. The students have repeatedly acted as a real political force, participated in solving important social problems. It is obvious that university youth, who sometimes leave a significant mark in history, should become the object of comprehension in the works of literature. Real life is a phrase used originally in literature to distinguish between the real world and fictional or idealized worlds, and in acting to distinguish between performers and the characters they portray. The comparative study of the works of world figures analyzed in the article will have a positive impact on the development of our international literature and will promote the reading literary books and reading culture. Research methods. The role, genesis, national nature, poetic-typological features and the portrait of students, their character’s features, similarities and differences and students’ personages as an object of real life descriptions in the works of world literary writers are analyzed. Background: Number of elderly population is growing very faster all over the world. This growth in elderly population relative to other age groups challenges mostly the existing health services, family relationships and social security. In this article we tried to address the gravity of the issue at family, social and national level. We also examined the parents care scenario in Western World and Asian societies. Observations and conclusions: Our observations revealed that old people from both West and Asia are interested to stay in their home with their children and grandchildren. This is a way to transmit there real life experience to their third generation (grand children) which, however, is very essential for the emotional, humane and psychological development of our future generation of the World. The present day capitalistic attitude is eroding the emotion and affection to the old and a big number of then end up in West and although smaller in Asian countries, but showed increasing trend, end up old homes. There are, however, situations where facilities needed for care of older people who lost their children and sometimes ailing people in native countries where their children living or settled aboard. Taking into consideration of the growing issue and empathic care of those facilities in such situations run following guidelines and ethical rules. The questions of national prejudices, xenophobia and enemy images have been lately popular issues. The creation of the ”Other” has been evident in racial issues, like in the ideologies of imperialism or anti-Semitism. However, it is important to see the same mentality inside the European political culture itself, because the images often did and still do divide the nations into different categories. This mentality gained even more impetus after the collapse of the empires in 1918 and yet again in the discussion about ”Old Europe” and ”New Europe”. My purpose is to study how Finland saw Eastern Europe and its political systems and national peculiarities between the World Wars. Finland formed an interesting hinge between Scandinavia and Eastern Europe. On the one hand it wanted to emphasize how Western its mental heritage was; on the other, it had to fight off assumptions that it was still ”half-Russian” and behaving in a ”Balkan” manner. In the early 1920s there were also ideas of similar interests in European politics and similarities of the social structure. In the longer run, the Finns saw Eastern Europe as an area which was not ready for democracy, because it lacked the elements of national cohesion and basic people’s education. Argumentation resembles the German one, but was not necessarily decided by it – rather by own experience or Scandinavian and sometimes Hungarian information. For the Finns, Hungary formed some sort of exception of the prejudiced view because it was considered to be a kindred nation, but the experts could see little similarities even between Finland and Hungary.

Abstract The bulk of the scholarly literature on city-regions and their governance is drawn from contexts where economic and political systems have been stable over an extended period. However, many parts of the world, including all countries in the BRICS, have experienced far-reaching national transformations in the recent past in economic and/or political systems. The national transitions are complex, with a mix of continuity and rupture, while their translation into the scale of the city-region is often indirect. But, these transitions have been significant for the city-region, providing a period of opportunity and institutional fluidity. Studies of the BRICS show that outcomes of transitions are varied but that there are junctures of productive comparison including the ways in which the nature of the transitions create new path dependencies, and way in which interests across territorial scales soon consolidate, producing new rigidities in city-region governance.

The German council movements arose through mass strikes and soldier mutinies towards the end of the First World War. They brought down the German monarchy, founded several short-lived council republics, and dramatically transformed European politics. This book reconstructs how participants in the German council movements struggled for a democratic socialist society. It examines their attempts to democratize politics, the economy, and society through building powerful worker-led organizations and cultivating workers’ political agency. Drawing from the practices of the council movements and the writings of theorists such as Rosa Luxemburg, Anton Pannekoek, and Karl Kautsky, this book returns to their radical vision of a self-determining society and their political programme of democratization and socialization. It presents a powerful argument for renewed attention to the political theories of this historical period and for their ongoing relevance today.

The chapter argues that whether or not the world is successful in attaining sustainability, political systems are in a process of epoch-defining change as a result of the unsustainable demands of our social systems. This chapter theorizes a framework for analyzing the political “translation” of sustainability norms within national polities. Translation, in this sense, denotes the political reinterpretation of sustainable development as well as the national capacities and contexts which impact how sustainability agendas can be instrumentalized. This requires an examination into the political architecture of a national polity, the norms that inform a political process, socioecological contexts, the main communicative channels involved in the dissemination of political discourse and other key structures and agencies, and the kinds of approaches toward sustainability that inform the political process. This framework aims to draw attention to the ways in which global economic, political, and social systems are adapting and transforming as a result of unsustainability and to further understanding of the effectiveness of globally diffused sustainability norms in directing that change.

COVID-19 spread rapidly across the world, and by March 2020, the first case of COVID-19 was identified in South Africa. Lockdown-related measures such as restricted movement and isolation were implemented to contain the virus. Combined with these measures, factors such as economic decline, job losses, and food shortages can cause numerous mental health sequelae such as depression. Feelings of hopelessness and helplessness as well as cases of suicide have been reported around the world due to the pandemic and the associated feelings of anxiety and depression. The aims of this study were to investigate levels of hopelessness and depression in a sample of health care students. A random sample of students ( N = 174) enrolled in a health sciences programme at the University of the Western Cape completed the Beck Hopelessness Scale, the Center for Epidemiological Studies Depression Scale, and a three-item Resilience Scale. The results revealed high levels of hopelessness and depression compared to previously reported normative data for these scales. In addition, the indirect effects of hopelessness on depression were significant, demonstrating the mediating role of resilience in the hopelessness–depression relationship. These results highlight a call for universities to take proactive measures in providing students with free and easily accessible resources to help them cope and manage stress during a traumatic event. More importantly, at a national level, preventive measures should be implemented to strengthen resilience in young adults.

Artificial Neural Networks (ANNs) have proven to be a powerful tool for solving a wide variety of real-life problems. The possibility of using them for forecasting phenomena occurring in nature, especially weather indicators, has been widely discussed. However, the various areas of the world differ in terms of their difficulty and ability in preparing accurate weather forecasts. Poland lies in a zone with a moderate transition climate, which is characterized by seasonality and the inflow of many types of air masses from different directions, which, combined with the compound terrain, causes climate variability and makes it difficult to accurately predict the weather. For this reason, it is necessary to adapt the model to the prediction of weather conditions and verify its effectiveness on real data. The principal aim of this study is to present the use of a regressive model based on a unidirectional multilayer neural network, also called a Multilayer Perceptron (MLP), to predict selected weather indicators for the city of Szczecin in Poland. The forecast of the model we implemented was effective in determining the daily parameters at 96% compliance with the actual measurements for the prediction of the minimum and maximum temperature for the next day and 83.27% for the prediction of atmospheric pressure.
