Abstract There are frequently calls to increase local government control over forests in the US. Minnesota’s county forests contain approximately 30% of all local-government-managed forests in the United States. These forests are managed in ways that protect public access while providing a stable timber supply to mills. This happens because of the intersection of law, markets, and local politics. County forests are legally obligated to provide revenue to local tax districts while paying for management from money earned from timber sales. This pushes counties towards managing with the goal of providing a stable revenue stream from their lands, a goal that is supported by local politics in timber-dependent counties. The result is that counties are more production-oriented than other public forestland managers; however, they provide more consistent public access than private forest owners. Study Implications There are frequent discussions in the US on whether to either turn over public lands to local governments or purchase private land to be managed by local governments for public benefits. We show that local governments can manage forests professionally, providing a consistent timber supply to local mills while maintaining recreational benefits to the public. Other benefits and costs of local management are difficult to evaluate. This outcome is dependent on the availability of robust timber markets, which may not exist in other parts of the country, and makes county land management dependent on fluctuating commodity prices.

Background Actionable Intelligence for Social Policy (AISP) is an initiative of the University of Pennsylvania that focuses on the development, use, and innovation of integrated data systems (IDS). We convene a network of IDS across the United States and provide technical assistance to support developing sites as they build the technical and human capacity to integrate and use administrative data across agencies. Main AimIn late 2018 and early 2019, AISP conducted a national survey of integrated data efforts to better understand the landscape and how it’s changed since the last national scan was completed in 2013. The survey also served to document who is leading data sharing efforts, what data they are linking, and how linked data are currently being used. This information was used to create a centralized data matrix and contact list in order to support cross-site learning and facilitate future projects and analyses. Methods/ApproachThe survey was disseminated to AISP Network Sites, Learning Community sites, and others by AISP staff and partner organizations, including the National Neighborhood Indicators Partnership Network and Arnold Policy Labs initiative. Survey responses were analyzed by AISP in spring 2019. ResultsThe survey yielded 39 responses from state and local governments and their research partners. The most common uses of integrated data among those surveyed are informing policy, program evaluation, and research. Integrated case management and resource allocation are also increasingly informed by integrated data. The most commonly integrated data sources are early childhood, child welfare, and K-12 education. Medicaid, TANF, SNAP, and UI Wage Records have also been integrated by over 50% of sites surveyed. The most common lingering challenges reported by sites related to sustainability. ConclusionSurvey results document the purposes and sources of data currently integrated by jurisdictions across the US and have major implications for the field both nationally and internationally.

The paper focuses on analysing the controlling local governments in some countries, thereby giving reference values for Vietnam.

In 2015, the local government of the city of Madrid (Spain) introduced an electronic participation system. This initiative stemmed mainly from the social movements that had occupied the squares of many Spanish cities since 2011. As a result of the local elections in 2015, many of those same activists gained institutional power, took citizens’ participation very seriously, and decided to use the possibilities offered by the internet for political and administrative participation. In this article, we seek to assess the impacts of the Madrid city government with the e-democracy experiment – based mainly on establishing an online platform to facilitate citizen participation in political and administrative decision processes. Drawing on qualitative and documental data, our research indicates that whereas the overall aim of the project was to give citizens a say in local policy and decision making, our case study shows that participation was very low since most of the population does not feel concerned by these processes. Indeed, one of our findings showed that citizens’ involvement offline surpassed in some cases their online participation. To identify who is politically active online and offline is a great challenge, to which the promoters of the project did not pay much attention. Although e-participation was meagre in relation to the electoral turnout, the case study also shows that many proposals from the public were incorporated into the local policies, indicating that from a qualitative point of view, e-participation influences decision-making processes. Perhaps local governments should use a more strategic and integrated approach towards the use of electronic technologies to foster and motivate citizens’ involvement in local politics and administration. This more integrated approach should be less dependent on ideological incentives, more institutionalized, and must incorporate citizens’ perceptions and inputs before the introduction of new technologies.

As the American right wing’s control of national (and local) politics implodes in the United States, there is the inevitable hope wafting in the air as policy specialists and other political activists on the other side of the divide anticipate capturing the US presidency at the end of 2008 to go with the center-left’s majorities won in the US Congress at the end of 2006. And so, health care reform is once again on the march! Alas, if Max Weber was wise to have observed that ideas run upon the tracks of interests, implying clearly that some good ideas die their death because they do not find the right track of interests, while some tracks of interests go nowhere for lack of the right idea, the health policy debate still provides a Technicolor demonstration that the mish and mash of this and that is not yet pointing the country in any particular direction, regardless of election outcomes in 2006 and 2008. Worse yet, in spite of the great sociologist Reinhard Bendix’s demonstration in his masterwork Kings orPeople (1978) that non-incremental transformations often occur at critical junctures of a nation’s history due to the diffusion effects of ideas from abroad, there is no evidence in the current (or past) American debate that the country has ever learned anything at all or thinks it has anything at all to learn from the way these problems are grappled with, and more successfully, elsewhere. (Oh, let’s just take Japan, France, Germany, Spain, Canada, the UK, and a handful of other countries as quick examples.)

Although not entirely clear with regard to definitions and delimitations, the article by Savitch and Adhikari opens up for a comparative research agenda of considerable importance for better understanding the preconditions for how the metropolis can be governed. Their suggestion that public authorities are important for solving collective problems in the metropolitan areas is also relevant in a European context. There is already a tradition in Europe to establish cooperative arrangements between metropolitan local governments for tasks that requires a larger territorial scale, but Savitch and Adhikari direct our attention to private law arrangements, i.e. inter-municipal corporations. Also in Europe, these have become increasingly common, which may be understood in the light of the increasing marketization of local government. Although lacking in democratic legitimacy, they provide more flexibility and may also include private businesses in their governing body. However, knowledge about their occurrence and functions is limited, which calls for further, systematic and comparative research. In particular, it should be investigated whether they, as in the US, are more common in the metropolitan areas with the strongest resources.


Subject Developments on transparency in the extractives sector. Significance Transparency legislation on the extractives sector progressed in December 2015 when the US Securities and Exchange Commission published a revised proposal to enhance the transparency of extractive (ie, mining and oil and gas) industries' payments to governments in producing countries. The aim is to provide information on financial transfers which can then be used by civil society, media and other stakeholders to hold those governments to account. The United States was a pioneer in this area, but litigation against its original initiative delayed its progress. Impacts Low commodity prices shift the balance of power from producing countries to consuming ones. That makes producer countries more susceptible to pressures for reform and may be a good time to push for greater transparency. However, opaque and inaccessible power structures in producer states could still limit NGO capacity to use more data to reduce corruption. A test of this will be whether the issue of resource transparency gains traction within the G20.


Subject PROSPECTS 2018: Global economy Significance Global GDP growth is likely to edge higher in 2018 as trade, investment and employment expand. However, monetary policy is gradually tightening, fiscal expansion is limited and there is little chance of a repeat of the surprise boost from trade seen in 2017 or a recovery in productivity. Inflation may remain obdurately low in the United States, Japan and the euro-area but not sufficiently to deter the US Federal Reserve (Fed) and the ECB from gently reeling in their bond-buying programmes. Modestly higher commodity prices should support economic recovery in resource producers. Impacts The timing of elections in the United States, Canada and Mexico may prolong the NAFTA trade talks into 2019 or beyond. China will battle any US attempts to constrain its innovation and access to technology, which it sees as key to its rebalancing. Technological progress and more open markets exacerbate the unpredictability of jobs and wages, but policy will increasingly address this. Automation means the job intensive low-cost industrial growth engine is now less effective; developing countries must consider new models. A better balance of power between multinationals, international organisations and governments will be key to global tax cooperation.

In resource-dependent regions, work camps have reshaped workforce recruitment and retention strategies and relationships with communities as they are increasingly deployed within municipal boundaries. This has prompted important, but controversial, questions about local government policies and regulations guiding workforce accommodations to support rapid growth in resource regions. Even as mobile workforces become more prevalent, however, few researchers have examined the development, operations, and decommissioning of these work camps. Drawing upon the experiences of local governments in Australia, Canada, Scotland, and the United States, this research examines how mobile workforces are shaping the opportunities and challenges of planning and local government operations through work camps integrated in mature staples-dependent resource regions. Our findings reveal that while some industries have taken the initiative to implement new protocols and operating procedures to improve the quality and safety of work camp environments, local governments have underdeveloped policy tools and capacities to guide the development, operations, and decommissioning of work camps. Failure to purposefully address work camps as a land-use issue, however, is significant for mature staples-dependent towns that ultimately fail to capture taxation revenues while incurring the accelerating costs for infrastructure and services associated with large mobile workforces.

Women are underrepresented in most elected and appointed positions in local government in the United States. This essay details what we know about women’s representation in cities and counties, with a discussion of the factors associated with women’s higher or lower levels of representation. The effects of women’s lack of parity are then discussed including policy attitudes, the policy process, and policy outcomes. In sum, this essay organizes knowledge on women in local government, identifies gaps in what we know, and promotes future investigations to expand our knowledge of gender politics, local politics and governance, and public policy.

Using four consecutive International City/County Management Association alternative service delivery arrangement surveys, this study explores the determinants of service shedding by local government in the United States. Our findings indicate that service shedding is fairly common, with almost 70% of jurisdictions experiencing at least one termination between 1992 and 1997. With regards to why jurisdictions shed services, we find that prior delivery mode is very influential. Specifically, services that were contracted out in the previous time period are much more likely to be dropped than are those that were produced in-house. We also find that the behavior of neighboring jurisdictions matters—if your neighbors tend to provide a service, you tend to continue to do so as well. We find little support for the idea that either budget stress or ideology is impactful in the decision to drop services.
