Salafism and Libya’s State Collapse

Libya’s post-2011 fragmentation, factionalism, and violent civil have profoundly transformed its Salafi landscape. In contrast to other states where a coherent central government plays a role in co-opting and managing Salafism, Libya’s Salafis have become highly localized, increasingly assertive in politics, and influential in the cultural and social sphere. While much outside commentary has focused on Salafi-jihadism, the most powerful trend in Libya today is a self-described, “quietist” trend that follows the Saudi-based scholar Rabi bin Hadi al-Madkhali. Overlapping with class, ethnic, and tribal boundaries, these so-called Madkhalis are aligning themselves with Libya’s warring factions and are engaged in a contest with other Islamist currents for public space and institutions. Though Madkhalis are unlikely to emerge as a coordinated national power, they will continue as a force in local politics and society.

In his celebrated presidential addresses to the Royal Historical Society between 1974 and 1976 Sir Geoffrey Elton explored three “points of contact” between central authority and local communities: Parliament, the royal council, and the royal court. Parliament, he argued, was “the premier point of contact,” which “fulfilled its functions as a stabilizing mechanism because it was usable and used to satisfy legitimate and potentially powerful aspirations.” Elsewhere Elton, and other parliamentary historians such as Michael Graves, Norman Jones, and Jennifer Loach, have stressed parliament's role as a clearing house for the legislative desires of the governing class. The author of this article has recently drawn attention to the pressures which private legislation placed on the parliamentary agenda and the attempts by the government to control it. All of this supports Elton's contention that parliament, from the perspective of central government, was indeed a vital means of ensuring stability and channelling grievances.However, few studies have viewed parliament from the perspective of the local communities and governing elites who sought parliamentary solutions to their problems or even parliamentary resolutions to their disputes with others. The major exception to this has been London. Helen Miller's seminal study of London and parliament in the reign of Henry VIII and Edwin Green's on the Vintners lobby, have been recently complemented by Ian Archer's on the London lobbies in Elizabeth's reign, Claude Blair's on the Armourers lobby, and my own study of the struggle between the Curriers and Cordwainers. These not only reveal the broader context of such disputes, but emphasize that parliament was only one of many arenas available to participants. This important point has also been stressed by Robert Tittler in his study of parliament as a “point of contact” for English towns.

The paper analyses the concept of space in contemporary art on the example of Suprematist Composition No. 1, Black on Grey by Kristina Leko from 2008. Referring to Malevich’s suprematism, in December 2008 Leko initiated a project of art intervention in Ban Jelačić Square in Zagreb, where she intended to cover in black all commercials, advertisements, signs and names of various companies. This poetic intervention, as the artist calls it, was intended to prompt people to relativise material goods in the pre-Christmas period. However, despite the authorisation obtained from the city authorities, the companies concerned refused to remove their respective advertisements, be it for only for 24 hours, so this project has never been realised. The project, however, does exist in the virtual space, which is also public, and continues to act in the form of documentation. The non-feasibility of the intervention, or rather its invisibility on Jelačić Square, makes visible or directly indicates the ordering of the powers and the constellation of values in the social sphere, thus raising new questions. Indeed, in this way it actually enters the public space, sensitising and expanding it at the same time.

Compared with the gradual and long exploration processes typical of European and American countries, China experienced a period marked by extremely high-speed modernisation and urbanisation, following the Land Reform. This is exemplified by a great number of urban reconstruction projects which have changed the traditional fabric of most cities. Yet, following the trend of cultural consumption since the late 1990s, numerous integrated restoration projects for historic districts were implemented to promote tourism as a promising industry to sustain economic growth. As a consequence of growth-oriented urban entrepreneurship, public spaces in these historic urban areas have also been perceptibly privatised. To a large extent, the capital and the authority of the local government directs the future prospect of the historic urban landscape in Chinese cities. On the other hand, development-oriented urban construction stimulates a rise in awareness of the need for protection strategies to conserve historic urban fabric. On a global scale, the public sector has begun to introspect on urban governance under the spirit of entrepreneurship. The urban renewal has now been extended to urban regeneration and the previous public-private partnership has been substituted with a multi-sectoral cooperative model. In recent years, the Chinese central government has proposed the core concept of “Seeing people, Seeing things, Seeing life”, which is re-orientated towards historic-city regeneration as a way of promoting “Micro-renewal and Micro-disturbance”. Among such activities, the use of exhibitions as a strategy for simultaneous spatial transformation and activation has gradually formed a common path, encouraging many cities to regenerate historic urban areas. This article is based on on this reorientation, taking Quanzhou as an example, making a critical observation on the new form of public space it has produced, and digs into the operational mechanism behind it as well as the possibility for publicness.

Abstract Introduction The article presents a historical analysis of the participation of women in Portuguese politics and reveals the positive effects of the introduction of the parity law in 2006. In the 2015 national elections, for the first time one third of the elected the Members of the Portuguese Parliament were women. However, in municipalities there is still a long way to go to reach this level of female political representation. Does the political system limit women’s access only to elected positions? Thus, important questions remain: why are women still a minority in local politics? What obstacles do they encounter? And what can be done to improve the situation? Materials and Methods For this investigation, data were collected on the electronic pages of municipalities and political parties, as well as in the press, to monitor the evolution of the presence of women in Portuguese local government, initially as members of the administrative commissions appointed to manage municipal councils from 1974 to the first elections that took place on December 12, 1976 and then as elected representatives from 1976 to the latest 2017 local elections, comparing this level with central government. Results The study of this group reveals higher educational levels and more specialized jobs among women than among men, particularly in teaching and management. There is also discussion of partisan membership and it is revealed that left-wing parties invest more in women for local government than do right-wing parties. Discussion Although four decades have passed since the democratic regime was established, the representation of women in politics is still incipient. We present some examples of policy actions that can encourage the presence of women in local government and increase their role as active citizens.

Officeholding was a defining ascpect of early modern Welsh gentility and was more prominent in upholding the status and authority of the Welsh gentry than it was for their English counterparts. Using a case study of the Salesburys of Rhug and Bachymbyd, this article analyses the importance of officeholding to the Welsh gentry after the Acts of Union (1536 and 1543). It finds that the Salesburys were effective local administrators who understood how to use officeholding to enhance their status in their community. At the same time, the family were not isolated in the localities and they continually engaged with the agents of central government.

Darren O’Donnell (b. 1965) is a writer, director, actor, playwright, and designer, and the artistic director of the highly decorated Mammalian Diving Reflex. My study is focused on his work in social acupuncture, outlined in his Social Acupuncture: A guide to suicide, performance, and utopia (2006). Social acupuncture is a style of theatre/performance art that “blurs the line between art and life,”impelling people to come together in unusual ways and tap into the power of the social sphere. With social acupuncture, O’Donnell and Mammalian Diving Reflex are striving to create an aesthetic of civic engagement: an avenue through which social edifices like public space, schools, and the media can be used as the armature for the mounting of work that “takes modest glances at simple power dynamics and, for a moment, provides a glimpse of other possibilities.” Mammalian Diving Reflex began their exploration of the form in the summer of 2003 with The Talking Creature, and since then have devised and performed almost two‐ dozen similar “needles” worldwide.Social acupuncture warrants examination not only from a socio‐ political perspective, but through a theatrical lens, as well. It probes the relationship between audience and performer, raises questions about theatre’s ability to keep up with other media in the digital age, and offers tremendous insight into the potential for positive, fruitful intersections between art and civil society.  My project will include theoretical examination of O’Donnell’s work, as well as practical exploration of the form’s potential.

In Taiwan, particularly in rural settlements, the temple serves as the religious and social centre. In the past 30 years, as Taiwan experienced rapid economic growth, modernizing temple architecture was something worshipers viewed as the newest and best offering. Many old temples were demolished entirely or in parts to build larger temples using modern materials and construction methods. In the early 1990s, finding the old temple too small to fulfil the large number of worshipers from outside the community, the Chen-An Temple Association proposed to raise funds for a new temple. It commissioned a Japanese architecture firm, well known for several public projects in I-Lan, to design the new temple. The design partially preserved the old temple building, integrating it into the landscape design of the new temple. At the time, the central government cultural bureau was promoting the preservation of community historic spaces, and at first had agreed to give funding. However, after reviewing, funding was refused because the jurors had failed to see community involvement in the design. It was under these circumstances that the Er-Jie community invited our organization to work with them, in hope that by bringing in a new perspective, the original scheme could be altered to satisfy government funding. Through a nine month participation process, the community realized that what meant the most to them about the old temple was the public square defined by the temple building, the large canopy of the Banyan trees, and the social activities that took place there. After much deliberation and numerous design workshops with the architects of the new temple, the resulting design preserved the entire old temple building by moving it to an unused space across from its current location; and to recreate the character of the temple square through attention to design elements. Our work in Er-Jie demonstrated that although language is a vital part of preservation efforts, most community members do not have a grasp of the planning and design language, including words, drawings, body language, and actions. Not having adequate language ability leads to misunderstanding, prevents one’s voice from being heard, and creates obstacles in dialogue. In retrospect, the lack of a common language was the cause of many of the difficulties and issues we confronted during the project. There were five key players in the project -the government, the Chen-An Temple Association, the community, the architects, and us. The participation process was about encouraging a common language. Through the process, we observed a rise in the community’s confidence, as they were increasingly able to share their thoughts with and define their values to the others involved. Accordingly, we were able to draw from the community that the temple square was what they valued most. The end product of the preservation effort is more than a conserved temple building. The revitalization effort also preserved the meaning the public square holds for the community. For the community, temple preservation is about public space because of the cultural and historical attachments the local residents have to that space. Revitalization is about providing the opportunity for the community to redefine the role of the building given the community’s current needs. The success of the conservation effort can be measured by the effect the process has on the community. Following the preservation of the Chen-An Temple, the community led the restoration of a waterway that runs through their community. As the community became more comfortable with the language of participation, preservation, space, and design, there emerges a preservation and environmental design consciousness in the community.

In Bangladeshi student politics, political performances in public spaces play an essential role in establishing patronage relationships and determining local authority structures. As Thomas Blom Hansen has famously argued, “visibility means everything” in such a context. With the emergence of social networking sites like Facebook, new digital public spaces have appeared. Focusing on ruling-party student activists at Rajshahi University, this article examines how student politicians in Bangladesh utilize Facebook to become visible in their everyday politicking. It shows how longstanding performative repertoires in the nondigital public space have gained a new salience through performances in the digital public space. It is those digital spaces that allow the performer to rearticulate even mundane everyday events as political performances. As these new digital public spaces impact the politics of visibility, it is crucial to integrate them in our efforts to understand local politics in South Asia and beyond.

Purpose This paper aims to show that tourism is one of the most perfect creations of the capitalist mode of production insofar as not only does it consume places and territories and perpetuate dependency relations, but in the expressive dimension, it also produces feelings and meanings and generates a new relationship of the past with the present and future (chronotope). Design/methodology/approach The study was carried out using a socio-anthropological approach with participant observation over several decades. Findings The modes of time are described and how the tourism chronotope shapes the historic centre of a consolidated tourist destination. The case study, analysed with the model of the “conversion of place through the mediation of tourism space”, illustrates the prevalence of instrumental and commercial values over one’s own aesthetic-expressive values in tourism contexts. This fact encourages the emergence of local political projects and the incorporation of uniformities outside the local place. These processes end up uprooting the anchors from collective memory. The definition of territories according to visitors’ imaginaries and expectations encourages the abusive occupation of public space and the adoption of new aesthetic attributes of urban space. Research limitations/implications Because of the chosen research approach and methodologies, the research results may lack generalisability. Therefore, researchers are encouraged to test both the model and the propositions further. Originality/value This study approaches the relationship of the idea Tourism with the idea Development based on the anchors of memory.
