Encouraging Communities in Taiwan to Define Historic Preservation

In Taiwan, particularly in rural settlements, the temple serves as the religious and social centre. In the past 30 years, as Taiwan experienced rapid economic growth, modernizing temple architecture was something worshipers viewed as the newest and best offering. Many old temples were demolished entirely or in parts to build larger temples using modern materials and construction methods. In the early 1990s, finding the old temple too small to fulfil the large number of worshipers from outside the community, the Chen-An Temple Association proposed to raise funds for a new temple. It commissioned a Japanese architecture firm, well known for several public projects in I-Lan, to design the new temple. The design partially preserved the old temple building, integrating it into the landscape design of the new temple. At the time, the central government cultural bureau was promoting the preservation of community historic spaces, and at first had agreed to give funding. However, after reviewing, funding was refused because the jurors had failed to see community involvement in the design. It was under these circumstances that the Er-Jie community invited our organization to work with them, in hope that by bringing in a new perspective, the original scheme could be altered to satisfy government funding. Through a nine month participation process, the community realized that what meant the most to them about the old temple was the public square defined by the temple building, the large canopy of the Banyan trees, and the social activities that took place there. After much deliberation and numerous design workshops with the architects of the new temple, the resulting design preserved the entire old temple building by moving it to an unused space across from its current location; and to recreate the character of the temple square through attention to design elements. Our work in Er-Jie demonstrated that although language is a vital part of preservation efforts, most community members do not have a grasp of the planning and design language, including words, drawings, body language, and actions. Not having adequate language ability leads to misunderstanding, prevents one’s voice from being heard, and creates obstacles in dialogue. In retrospect, the lack of a common language was the cause of many of the difficulties and issues we confronted during the project. There were five key players in the project -the government, the Chen-An Temple Association, the community, the architects, and us. The participation process was about encouraging a common language. Through the process, we observed a rise in the community’s confidence, as they were increasingly able to share their thoughts with and define their values to the others involved. Accordingly, we were able to draw from the community that the temple square was what they valued most. The end product of the preservation effort is more than a conserved temple building. The revitalization effort also preserved the meaning the public square holds for the community. For the community, temple preservation is about public space because of the cultural and historical attachments the local residents have to that space. Revitalization is about providing the opportunity for the community to redefine the role of the building given the community’s current needs. The success of the conservation effort can be measured by the effect the process has on the community. Following the preservation of the Chen-An Temple, the community led the restoration of a waterway that runs through their community. As the community became more comfortable with the language of participation, preservation, space, and design, there emerges a preservation and environmental design consciousness in the community.

At present the development of technology and information has reached a very rapid level. Technology and information are used as a service media in the government environment which is also known as e-Government, one of which is the service of public information disclosure. The central government through Law No. 14 of 2008 concerning Openness of Public Information, encourages all Public Agencies including the Sleman Regency Government to make transparency in the administration of the state by utilizing information technology. This research is a qualitative descriptive study which aims to describe the reality that occurs. The object of research in this study is the official website of the Information and Documentation Management Officer (PPID) of Sleman Regency with the domain https://ppid.slemankab.go.id then the Sleman Regency Communication and Informatics Office as the organizer of the public information disclosure program. The data collection technique itself is carried out by means of interviews, documentation studies, and field observations (observations). After collecting and presenting data, then the data will be reduced first then analyzed and concluded. From the results of the study, in general the researchers concluded that the Sleman Regency PPID website had reached the level of qualification to become a quality website, however there were still some improvements and evaluations that had to be done by the relevant agencies in order to be better, namely (i) the website was still being assessed as a one-way service (ii) There are still many OPDs that are not ready to implement PPID (iii) data and information are still not updated (iv) lack of responsiveness of services in requests for information.

Abstract Public demonstrations shed much meaning when the precarity of the human body’s standing in the public space is considered. This article seeks to decipher the complex messages such instances communicate through a case study of a one-person protest against a multinational conglomerate on a CCTV pole in Seoul. It describes how the body’s precarity generates transformative social imaginations through interdisciplinary analysis. Starting with a thick description of the protester’s and his community’s history, this article interprets the message conveyed in this particular public space through interdisciplinary analysis. The resulting interpretation allows the formation of an eschatological theological imagination which brews with the possibility to transform the public onlooker into participants in such imagination.

The central government in the UK is determined to employ new surveillance technology to combat the threat of terrorist activities. This chapter contributes to the important debate on the relationship between citizens and the government, by discussing not whether electronic surveillance should be used, but rather, when it is acceptable to the populace. From our analysis, we conclude that a reconciliation of state-interest and self-interest is critical for the success of e-governance; as such, electronic surveillance’s mission has to be about serving the law-abiding majority and their needs, and its scope and benefits must be clearly understood by the visionaries, implementers and the citizenry.

The article analyzes the phenomenon of modern post-crisis protests. The frame theory is the most effective method for evaluating the modern protest movement, which allows analyzing any action from the point of view of its context, its representation in the public space, its organization and original worldview. The article examines the European specifics of the protests and possible ideological divisions within the framework of mass demonstrations. It is concluded that the post-crisis protests in Europe are characterized, first of all, by a more or less clear division into supporters of neoliberal ideology and traditionalists (identists). The neoliberals opposed the traditionalism of the leadership of Poland, Hungary, and Russia, but the traditionalists more often protested against strict quarantine measures and uncontrolled immigration. Secondly, one of the widespread factors was distrust of the government, which, while proclaiming democratic norms to which does not follow. From this point of view, both the identists and the neoliberals alike demanded more democracy and justice during the protests

As digital technologies develop, a new form of relations between the state and the public is developing as well. Additional opportunities for the expression of public interests and the establishment of values preferred by the society arise, new mechanisms of political mobilization develop, new forms of public organization and self-organization emerge, the social media gain more power, and local and general public narrative develop on a number of online platforms. With the digitization of the public space, the state is forced to change its communication strategies and improve the dialogue between the government and the society based on deliberative democracy principles. After analysing the architecture of public communication emerging in new conditions the paper concludes that Russia is making certain efforts to adapt for the new digitized reality. However, current state priorities are shifting towards e-government and the digital economy. On the one hand, it seems justified, as it allows to bring the public services to a completely new level, reduce corruption risks, and simplify state management of economic processes. On the other hand, the lack of due attention to the issues of openness of public administration and involvement of citizens in making public decisions results in accumulation of contradictions in the public area of public administration, as well as increasing mutual misunderstanding and distrust between the state bodies and the civil society, which may entail bursts of social discontent and protests.

Fiscal deficit, one of the widely acclaimed and internationally accepted measures of fiscal imbalance, is faced with a lot of conceptual and accounting issues in India. The definition of deficit has been changing and therefore there is no consistency in the official series of deficits published by the government of India. Since 1991, budgets were being framed in the context of the New Economic Policies (NEP) consisting of the Stabilization Policies and the Structural Adjustment Policies (SAP). While, the fiscal austerity in the form of expenditure reduction and revenue enhancement as a corollary to NEP has hardly worked out in India. However, the Central government has undertaken several measures to show a reduced fiscal deficit in India. One of the ways practiced was to implement some changes in the accounting practices over the years. This was by including some additional elements in the definition of deficit and excluding some other items. The second practice was to transfer the deficit of the Centre to other layers of the government. In a broad fiscal policy regime framework following Prof. Arun Kumar’s modified National Income Identity (1988), a total government or public sector comprising of the Centre, State/UTs and local-self-governments as well as the Public Sector Enterprises (PSEs) at the Centre and State levels. The problem of deficit shifting can be automatically avoided by taking the whole public sector into the analysis, which makes the empirical results on interrelationship between fiscal deficit and various macroeconomic variables more realistic and convincing. Still, there is a paucity of white economy data, because of the existence of substantial black economy in India. Its non-inclusion in analysis results in a partial understanding of the economy and often incorrect policy pronouncements. The need to incorporate the black economy is not simply an empirical matter, but a theoretical necessity. This paper in general tries to bring the aforementioned issues on data reliability, accounting flaws and missing variables into the discussion and attempt to correct the fudges in the official deficit series published by the government and also tries construct a compiled series of deficit for the public sector in India. The empirical section of the paper explains the significance of black economy as a variable to be included in the analysis to get better understanding of the economy.

In the last decades, the occupation of the pedestrian routes and in general of the public space in the city center of Cali Colombia, have been evidencing diverse phenomena, which to a great extent respond to the accelerated growth of the urban population, where the migrations that have occurred in the interior of the country (fruit of the social conflicts of the last decades), have particularly marked the realities. In Cali, on 10th and 15th streets, near the Government Building, the Palace of Justice and the Municipal Administrative Center - CAM, the public space in general terms has been stressed in a particular way, which has generated conflicts in the surfaces designed for the pedestrians, since they are occupied by vendors in the midst of the informality routines, forcing the pedestrian to use the automobile tracks being a notorious and interesting phenomenon, when observing the factors that produce it and using them as parameters in the design of architectural spaces that contribute to improvement.

Financial institutions, Banks, primary dealers and individuals are allowed to deal with financial securities. 182 Days Treasury Bill is also one of the instrument which cater the needs of deficit of the government.  This paper deals with   182 days treasury bills for  analysing the real return and trading of  182 days treasury bills in the secondary market and the impact of  monetary policy rates on average yield  on 182 days treasury bills and concluded that monetary policy rates have impact on 182 days treasury bills in India.

Buildings alone do not matter, it is only the ensemble of streets, squares, and buildings and the way they fit together that comprises the true principles of good urbanism and place making. One of the main rules of good urban design is the quality of the public space. This paper analyzes the importance of creating & maintaining a true public square in contemporary urban condition, as one of the built environments' pillars for sustaining social and cultural identity. Criticism has been posed towards the (neo) romanticizing the importance of European squares (as some critics would call it “Postcard Squares”) in everyday life and contemporary town planning. Movements such as New Urbanism, which promote good urban design have not put squares that high on their urban design agendas. Also the usage of the historic European city's public realm model - the square - as the important ingredient for all urban places has not been forthcoming. To investigate this phenomena, and facilitate the discourse, The Square of the St. Blaise Church (Luza Square) and the Gunduliceva Poljana Square in the Old City of Dubrovnik, are analyzed and reflected upon through various data collection, theory reflections and urban design evaluation methods, such as Garham's Sense of Place Typology-Taxonomy. If cities have livable and vibrant social spaces, do residents tend to have a stronger sense of community and sense of place? If such places are lacking, does the opposite happen?. This paper seeks out to answer these questions. Finally the paper also looks at how the phenomenon of creating good social spaces through creating ‘third places’ is achieved and confirmed in the squares of Dubrovnik.
