In the mid-nineteenth century, the urban bourgeoisie sought to respond to challenges of city life through the creation of public urban parks in a wide-scale project that has been termed the “park movement.” The park movement involved not only the design and development of parks, but also extensive writings starting in 1840s that depicted the social benefits to be gained by building picturesque rus in urbe (“country in the city”) spaces. The writings of the park movement, dominated by the topic of New York’s Central Park but also encompassing comparisons between European and American public spaces and the broader possibilities of U.S. urban parks, included work by Andrew Jackson Downing, Frederick Law Olmsted, Ralph Waldo Emerson, and even a novel by Sylvester Judd that centered on public park design. This chapter argues that although the park was ostensibly envisioned as an egalitarian instrument of social reform, bringing together the genders and classes in an idealized intimate public sphere, ultimately the literature of the park movement most fully addressed the anxieties of bourgeois men about their authority over female-dominated domestic spaces, as well as seeking to reclaim moral order against working-class men’s domination of the city streets.

Abstract While the Victorian ideal of the public park is well understood, we know less of how local governors sought to realize this ideal in practice. This article is concerned with park-making as a process – contingent, unstable, open – rather than with parks as outcomes – determined, settled, closed. It details how local governors bounded, designed and regulated park spaces to differentiate them as ‘spaces apart’ within the city, and how this programme of spatial governance was obstructed, frustrated and diverted by political, environmental and social forces. The article also uses this historical analysis to provide a new perspective on the future prospects of urban parks today.


This article analyzes the main problems of urban public spaces, because today public spaces can determine the future of cities. It is noted that parks are multifunctional public spaces in the urban environment, as they are an important element of the citywide system of landscaping and recreation, perform health, cultural, educational, aesthetic and environmental functions. The article notes that the need for easily accessible and well-maintained urban parks remains, however, the state of parks in many cities of Russia remains unsatisfactory, requiring reconstruction. A brief historical background of the Park of Culture and Rest of the Soviet period in Omsk is expounded, the analysis of the existing territory of the Park is presented. It is revealed that the Park, being the largest public space in Omsk, does not meet the requirements of modern urbanism, although it represents a great potential for designing the space for the purpose of recreation of citizens. Performed functional zoning scheme of the territory of the Park in question, where its division into functional areas destined for active recreational users of the Park is presented, considered the interests of senior citizens, people with limited mobility, etc. Reconstruction of Parks of the Soviet period can provide the city with additional recreational opportunities, as well as increase its tourist attractiveness.

America’s appeal to Utopian visionaries is best illustrated by the Oneida Community, and by Etienne Cabet’s experiment (Moreana 31/215 f and 43/71 f). A Messianic spirit was a determinant in the Puritans’ crossing the Atlantic. The Edenic appeal of the vast lands in a New World to migrants in a crowded Europe is obvious. This article documents the ambition of urbanists to preserve that rural quality after the mushrooming of towns: the largest proved exemplary in bringing the country into the city. New York’s Central Park was emulated by the open spaces on the grounds of the Chicago World’s Fair of 1893. The garden-cities surrounding London also provided inspiration, as did the avenues by which Georges Haussmann made Paris into a tourist mecca, and Pierre L’Enfant’s designs for the nation’s capital. The author concentrates on two growing cities of the twentieth century, Los Angeles and Honolulu. His detailed analysis shows politicians often slow to implement the bold and costly plans of designers whose ambition was to use the new technology in order to vie with the splendor of the natural sites and create the “City Beautiful.” Some titles in the bibliography show the hopes of those dreamers to have been tempered by fears of “supersize” or similar drawbacks.

This paper explores a renewed problematization of contemporary metropolises' dynamics in the light of speci fic efforts to reclaim the city as commons. Building on Lefebvre's theorizations of the city's virtuality and comparing it to contemporary approaches to the urban condition that emphasize the potentialities of contemporary city-life, it suggests that urban commoning is unleashing the power of collective creativity and collaboration. Struggles to appropriate the city as a crucial milieu for sharing transforms parts of city and produces new patterns of urban living. Examples from Latin American urban movements focused on establishing emancipatory housing conditions are used to illustrate the transformative capabilities of urban commoning.

This paper questions the ‘seeing like a city’ vs. ‘seeing like a state’ opposition through a detailed discussion of urban politics in the city of Paris, France, a prime example of the ways in which the national remains a driving dimension of city life. This claim is examined by a consideration of the shortcomings of Paris’s recent and timid commitment local democracy, lacking recognition of the diversity of its citizens, and the ways in which the inclusion of more women in decision-making arenas has failed to advance the ‘feminization of politics’. A common factor in these defining features of the Hidalgo administration seems to be the prevalence of ‘femonationalism’ and its influence over municipal policy-making.

A city is a complex system that never sleeps; it constantly changes, and its internal mobility (people, vehicles, goods, information, etc.) continues to accelerate and intensify. These changes and mobility vary in terms of the attributes of the city, such as space, time and cultural affiliation, which characterise to some extent how the city functions. Traditional urban studies have successfully modelled the ‘low-frequency city’ and have provided solutions such as urban planning and highway design for long-term urban development. Nevertheless, the existing urban studies and theories are insufficient to model the dynamics of a city’s intense mobility and rapid changes, so they cannot tackle short-term urban problems such as traffic congestion, real-time transport scheduling and resource management. The advent of information and communication technology and big data presents opportunities to model cities with unprecedented resolution. Since 2018, a paradigm shift from modelling the ‘low-frequency city’ to the so-called ‘high-frequency city’ has been introduced, but hardly any research investigated methods to estimate a city’s frequency. This work aims to propose a framework for the identification and analysis of indicators to model and better understand the concept of a high-frequency city in a systematic manner. The methodology for this work was based on a content analysis-based review, taking into account specific criteria to ensure the selection of indicator sets that are consistent with the concept of the frequency of cities. Twenty-two indicators in five groups were selected as indicators for a high-frequency city, and a framework was proposed to assess frequency at both the intra-city and inter-city levels. This work would serve as a pilot study to further illuminate the ways that urban policy and operations can be adjusted to improve the quality of city life in the context of a smart city.
