Although known as “Mr. Clean” for his longtime environmental advocacy, Edmund Muskie had little knowledge of the American hazardous waste grid until 1978. A congressional sponsor of the landmark Clean Air and Clean Water Acts, the senator from Maine epitomized environmental politics. In fact, a few months before the Love Canal crisis unfolded, Muskie proposed yet another federal environmental law: a “comprehensive scheme to assure full protection of our national resources” in the wake of oil drilling disasters, tanker spills and toxic train derailments. Yet Muskie soon realized that his plan omitted something important: hazardous waste dumps. Love Canal had illuminated the toxic perils many Americans faced in their own neighborhoods. With an EPA study showing that tens of thousands of old toxic sites had yet to be contained, it was clear that the everyday landscape of homes, playgrounds, and schools needed environmental protection too. “In our society,” Muskie told an interviewer in the late 1970s, ...we are discovering almost every day, in almost every day’s newspaper, new hazards that have been released into the atmosphere over the period of our industrial revolution. [They] suddenly crop up in Love Canal, up in New York State … to create enormous hazards to public health, property values, to people. So we are constantly dealing with problems that [we] were not anticipating, which suddenly create almost insoluble problems for people and communities … [A]ll of these poisons and toxic materials were buried in landfill sites here, there, and elsewhere and sadly begin leaking in underground water, or into lakes and rivers, streams[,] only to rise up to hit people in the face with disease, with cancer, declining property values so on.... For Muskie, Love Canal was revelatory. It showed that federal law lagged behind the mounting problem of hazardous waste. After hearing Love Canal residents’ testimony, he believed that the time had come for a national statute governing toxic waste remediation—what he would refer to as a “clean land” law.

Abstract This paper examines the right to freedom of thought in the European Convention on Human Rights against the background of technological developments in neuroscience and algorithmic processes. Article 9 echr provides an absolute right to freedom of thought when the integrity of our inner life or forum internum is at stake. In all other cases, where thoughts have been manifested in some way in the forum externum, the right to freedom of thought is treated as a qualified right. While Article 9 echr is a core focus of this paper, we argue that freedom of thought is further supported by Articles 8, 10 and 11 echr. This complex of rights carves out breathing space for the individual’s personal development and therefore supports the enjoyment of freedom of thought in its fullest sense. Charged with ‘maintaining and promoting the ideals and values of a democratic society’ as well as ensuring that individual human rights are given ‘practical and effective protection’, this paper predicts that the ECtHR will make greater use of the right to freedom of thought in the face of the emerging challenges of the Fourth Industrial Revolution.

The digital revolution, also called the fourth industrial revolution, constitutes another era of change, caused by the development of computerisation and modern technologies. It is characterised by rapid technological progress, widespread digitisation and an impact on all areas of life, including the provision of work. The changes affecting this area are so significant that there are proposals to remodel the definition of the employment relationship in the Labour Code. New forms of employment, which do not fit the conventional definition of an employment relationship, are emerging and gaining importance. An example could be employment via digital platforms. At the same time, there are also employment forms that do fit that definition, but deviate from the conventional understanding of the terms and conditions for performing work, which have undergone modification due to the use of new technologies. Teleworking, or working outside the employer’s premises, are examples of that. Employers get further opportunities to organise and control work, which often raises concerns due to the employee’s right to privacy, the protection of personal rights and personal data.

The New York State Department of Environmental Conservation (DEC) and the New York City Office of Environmental Remediation (OER) manage and coordinate brownfield cleanup programs. These are intended to promote environmental restoration and redevelopment of underutilized or abandoned properties that have been affected by the presence or discharges of oil or hazardous substances. This paper seeks to determine whether these programs have achieved the goals and objectives sought by decision makers and if the cost of those achievements in terms of public money subsidies and forgone tax revenue have been commensurate with the realized benefits.The DEC brownfield program offers financial incentives, such as tax credits, as well as regulatory benefits (limited liability protections) to promote alternatives to greenfield development. OER efforts are New York City centric with incentives divided into three sectors: procedural, legal, and financial with a major goal of reducing remedial (cleanup) timeframes. To evaluate the effectiveness of the New York City Brownfield program changes in property values over time were evaluated. The five New York City counties experiencing the two highest percent increases in property values also claimed the highest brownfield credits. Queens and Brooklyn received most brownfield credits during this period but also experienced the most redevelopment. These and other data illustrate a return on the brownfield investment (ROBI) credit of about one to six; or one dollar in brownfield credit stimulating six dollars in project spending. New York City counties’ ROBI is consistent with all other New York State County ROBI’s: roughly six dollars in redevelopment activity being stimulated by one dollar in brownfield credit. The roughly $6 ROBI presented here is similar to ROI’s for other public services such as disease prevention and incarceration intervention.

The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

The history of streams and rivers is as much a social and technological history as it is a scientific one. Rivers are the lifeblood of nations and the control of their waters has been fundamental to the building of human civilisations. The control or regulation of rivers embodied the advancement of institutions, administration and co-ordination; it was a manifestation of military and economic power. Yet the history of human development is also characterised by the degradation of the basic resource - polluted water, increased flooding, and the loss of biological diversity. Many early civilisations collapsed in the face of environmental degradation, manifest by flood, drought, famine and plague. The Industrial Revolution upon which modern societies are founded was based upon a short-term vision that has left rivers in crisis, marked by a legacy of pollution, slums, a loss of confidence in civic life, and a loss of ownership of places and spaces - once seen to be at the heart of civilised society. Within this global or international context of water management, this paper examines the impacts and future of rivers and water within the United Kingdom, establishing some principles for such management in other settings.

This paper is based on data compiled in the course of developing, for InterAmerican Development Bank (IDB), a WTE Guidebook for managers and policymakers in the Latin America and Caribbean region. As part of this work, a list was compiled of nearly all plants in the world that thermally treat nearly 200 million tons of municipal solid wastes (MSW) and produce electricity and heat. An estimated 200 WTE facilities were built, during the first decade of the 21st century, mostly in Europe and Asia. The great majority of these plants use the grate combustion of as-received MSW and produce electricity. The dominance of the grate combustion technology is apparently due to simplicity of operation, high plant availability (>90%), and facility for training personnel at existing plants. Novel gasification processes have been implemented mostly in Japan but a compilation of all Japanese WTE facilities showed that 84% of Japan’s MSW is treated in grate combustion plants. Several small-scale WTE plants (<5 tons/hour) are operating in Europe and Japan and are based both on grate combustion and in implementing WTE projects. This paper is based on the sections of the WTE Guidebook that discuss the current use of WTE technology around the world. Since the beginning of history, humans have generated solid wastes and disposed them in makeshift waste dumps or set them on fire. After the industrial revolution, near the end of the 18th century, the amount of goods used and then discarded by people increased so much that it was necessary for cities to provide landfills and incinerators for disposing wastes. The management of urban, or municipal, solid wastes (MSW) became problematic since the middle of the 20th century when the consumption of goods, and the corresponding generation of MSW, increased by an order of magnitude. In response, the most advanced countries developed various means and technologies for dealing with solid wastes. These range from reducing wastes by designing products and packaging, to gasification technologies. Lists of several European plants are presented that co-combust medical wastes (average of 1.8% of the total feedstock) and wastewater plant residue (average of 2% of the feedstock).
