While we rightly pride ourselves on great depth and nuance in working with communities as ethnomusicologists, it is harder to claim the same qualities in how many of us regard, approach, and describe power structures. With public-facing ethnomusicology on the rise, there is both room and a need for more insightful approaches to working constructively with those in power, as various forms of structures (public authorities, NGOs, funding bodies, and even businesses) are crucial in turning projects with ambitions beyond academic impact into reality, benefiting musicians, communities, and other stakeholders. This is a critical juncture that distinguishes applied ethnomusicology; in this arena, a project without a clear strategy and support is just an idea. This chapter is based on more than forty years of negotiating spaces between dreams and ambitions of musicians and communities from myriad cultures on one hand, and on the other the ideas, forces and structures that drive those that fund, support, or otherwise enable cultural practices in different countries.

The period around 1900 marks the threshold from “not knowing” to “knowing” about Korea. During this time the first German-language travelogue appeared. The study is based on four selected travelogues written between 1880 and 1915 and analyzes the representational strategies of the text and pictures on their “knowledge of Korea”. The material has hardly been explored to date. It is examined against the background of the complex relationship between travel literature and the generation and transfer of knowledge about the “other culture”, as well as the cultural practices and power structures associated with it. The perspective of the South Korean Germanist on the writings of “the others”, the German-speaking Europeans, about her “own” heritage, the Korean Culture, is extraordinarily revealing.

THE INSTITUTIONAL ARRANGEMENTS REQUIRED FOR THE freedom of expression of beliefs and the representation of intertests and ideals – both of which can be divisive – can function effectively in society if those who use them for their own particularistic ends are at the same time restrained by an admixture of civility. Public liberties are conditions of the proposition, confrontation and persuasion of contending beliefs, of their cultivation in autonomous corporate bodies and of their presentation to public authorities. Representative institutions are the arrangements through which contending beliefs and interests are brought forward, considered and taken into account in the making of laws governing the territorially bounded society. The institutions in which beliefs and desires or interests are proposed and confronted in argument and the institutions in which beliefs and interests are taken into account and digested discriminatingly into law cannot work acceptably without some constituent civility and consensus of the contending parties. If the contending parties are vehemently irreconcilable and if effectively contending beliefs and interests are very widely disparate, one or another of the groups will resist physically or seek to impose its will by coercion and actual violence on the other. The representative institutions cannot moreover work effectively if they have too many tasks to master and if the different contending parties within them are irreconcilable to the point where they deny the legitimacy of the institutions themselves, of the procedures for arriving at decisions and the decisions themselves, should those decisions be uncongenial to their own beliefs and interests.

Archives and the Cultural Heritage The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project “Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory” (no 25257, 2011–2014/2019), University of Turku. In our work with Australian initial teacher education (ITE) students our emphasis is on encouraging students to understand different cultural practices. Drawing on narrative reflection, we discuss intercultural and pedagogical concerns in which ITE students undertake international practicums. We recognise these students have a predominantly Western lens when undertaking practicums in Asian countries. To address this issue a video A Day in the Life… of Tamil School Children (https://youtu.be/vPdiogRR-Ig) in India was produced to change, improve and help students learn about the social and cultural environment of the ‘international student’. Students who took part in previous international practicums agreed that the video was an effective tool for cultural familiarisation. During this time of COVID-19 with travel restrictions abroad, the video resource serves as an effective visual pedagogy to build cultural understanding, embrace diversity, enable perceptual learning and empowering students to cultivate intercultural understandings of ‘the other’.

Resumen: Distintas intervenciones desde prácticas activistas y culturales en torno al VIH escenifican poéticas y políticas del resto corporal en las que se juegan, por un lado, una reorganización de los modos en que se dramatiza en umbral entre lo vivo y lo muerto en lo público –redefiniendo así el tejido mismo de lo que llamamos “comunidad”—; y por otro, indican los modos en que estos activismos impulsan una disputa sobre los “marcos de temporalización” desde los cuales lo viviente se vuelve reconocible políticamente y donde la noción de supervivencia adquiere una centralidad decisiva. Combinando materiales heterogéneos el artículo busca iluminar los modos en que los activismos y las culturas en torno al VIH configuran un terreno decisivo para pensar políticas de la supervivencia del presente. Palabras clave: VIH, ACT-UP, Supervivencia, Temporalidades, Biopolítica. Abstract: Different interventions from activist and cultural practices around HIV staged poetics and politics of the body remmant. They implie, on the one hand, a reorganitzation of the dramatization of the threshold between the living and the dead in the public space; and on the other, they indicate the ways in which these activisms mobilize a dispute over the “frames of temporalization” from which the living becomes politically recognizable and where the notion of survival acquires a decisive centrality. Combining heterogeneous materials, the article seeks to illuminate the ways in which activism and cultures on HIV constitute a decisive ground for thinking about the present policies of survival. “The children of Eve”: poor children and teenagers in the shadow of delinquency and abandonment in Florianópolis – 1900-1940 This book analyzes the discourses of intellectuals, jurists, and public authorities about poor children and teenagers in Florianópolis in the first four decades of the twentieth century. In the country’s pedagogical knowledge in that century, childhood had a “natural plasticity”, therefore susceptible to molding. Thus, shaping the child and adjusting it to the ideals of a “civilized” society became the pivot of passionate discourses in State Chambers and Federal Congress, as well as in the intellectual environment. In those, poor children and adolescents became synonyms of “abandoned” and/or “perverted. The discourses ranged from defending those children and adolescents, to protecting society against them, since they also “represented” a threat to the nation’s “order and progress”. When analyzing the experiences of those children we penetrate in a world of the “pitiful” and the “dangerous”, as well as in a network of intrigues. In it not only the “minors” were subject to a project of exclusion under the aegis of differentiated inclusion, but everyone that represents “the other”, the one that does not fit the normative system which, in that moment, was regarded as “universal and absolute”.

The article is devoted to the problems of the legal organization of public authority in the context of ensuring social interest. Given the idea of constitutionally limited power, the study considers two key elements of the mechanism for ensuring social interest - organizational and legal. The content of these elements is considered in the logic of their relationship with one another. Conclusions are made about their complementarity, on the one hand, and a certain degree of competition, on the other hand, and the problems of collisions between the elements under consideration are also revealed.

Law and classical music are both performative disciplines. Both became concerned with practices of textual interpretation, and with questions of the authority of those texts and the legitimacy of those interpretations. But exactly how did that happen, and with what social consequences? The relationship between law and music across the centuries shows striking parallels and echoes. If we study them carefully each can illuminate the other, binding them together so that we can see them as two aspects of the same process and the same histories. The insights we gain from the novelty of their conjunction help us to understand these social changes better and differently. This conjunction will also help us see how much our disciplinary blinkers prevent us from observing the far-reaching social forces which these cultural practices at each moment both echo and animate.

AbstractThe Society of Jesus established an extensive range of measures designed to ensure uniformity in natural philosophical questions. These culminated in the Ordinatio pro Studiis Superioribus of 1651. Such measures did have significant effects on the teaching and publishing of physics among the Jesuits in Germany; it was impossible for Jesuits to openly adhere to atomism, the Cartesian view of body or heliocentrism, for example. But many Jesuits did not agree with all the provisions governing censorship and attempted to mediate their implementation in several ways which this study identifies. The most important of these was the use of terms such as true, probable or false. Provided that Jesuit authors identified the orthodox opinions as true or most probable, they could discuss alternative views in great depth. The essay culminates in two case studies from Germany, one from the mid-seventeenth century, the other from the first half of the eighteenth century, which illustrate the interaction of censorship and physics in actual practice.

Purpose The purpose of this paper is to consider the challenges, advantages and limits of ethnographical approaches to the study of parliament. Challenges in the study of political institutions emerge because they can be fast-changing, difficult to gain access to, have starkly contrasting public and private faces and, in the case of national parliaments, are intimately connected to rest of the nation. Design/methodology/approach Ethnography usually tends to be difficult to plan in advance, but especially so when parliament is the focus. Findings Research in parliament requires clear questions but an emergent approach for answering them – working out your assumptions, deciding on the most appropriate methods depending on what wish to find out, and continually reviewing progress. Its great strengths are flexibility, ability to encompass wider historical and cultural practices into the study, getting under the surface and achieving philosophical rigour. Rigour is partly achieved through reflexivity. Research limitations/implications One implication of this is that not only will each study of parliament be different, because each is embedded in different histories, cultures, and politics, but the study of the same parliament will contain variations if a team is involved. Originality/value Ethnographical research is a social and political process of relating; interpreting texts, events and conversations; and representing the “other” as seen by observers.
