The purpose of the article is the analysis of modernization process implementation of the managementsystem of the archival facility on the basis of means and instruments of archival institutions digitization.Methodology. To resolve the tasks of the research were used traditional complex of common scientificprinciples (determinism, imaging, unity of opposites) and methods (analysis and synthesis, systematicand structural, questionnaire, content analysis, observation, statistical). Scientific novelty aims at thedevelopment of theoretical components in the branch of the archival institution management in the context ofdigitalization, which includes the methods of the analysis, synthesis, and systematization for the developmentof the problem of implementing the governing technologies of digitalization in the archival branch. Theprocesses of scientific-technical progress in ХХІth century caused the formation of public strategy for thecommon digitization of the whole state. It is analyzed the elements of archival digitalization in the contextof innovative modernizations of the society and the state. With the implementation of innovative digitalizedtechnologies into the work of archival institutions, the state and society will acquire the opportunity toexpand their informational base access, using modern methods will help to receive the most truthful andauthentic information about the state, society, and scientific management will open the additional resourcesof analysis the informational wealth of archives facilities. Conclusions. The whole way of archival facilitydevelopment shows, that the main contradiction in archival activity is tracing in relation to traditionaland innovational methods of work. The reason is the demand for stable components for the stabilization ofarchival developing processes, which eventually will form compulsory innovations.Keywords: archive, innovation, management, digitization, information, rebranding, technologization, fund

Archives and the Cultural Heritage The edited volume Archives and the Cultural Heritage focuses on archives as institutions and to their tense relationship with archives as material. These dynamics are discussed in respect of the past, the present, and the future. The focus lies in the mechanisms the Finnish archive institutions have utilised when taking part in forming the cultural heritage and in debating the importance of the private archives in society. Within social sciences and history from the early 1990s onwards, the effects of globalisation have been seen as a new focal point for research. Momentarily, the archives saw the same paradigm shift as the focus of the archival studies proceeded from state to society. This brought forth the notion that the values of society are reflected in the acquisition of archival material. This archival turn draws attention to the archives as entities formed by cultural practices. The volume discusses cultural heritage within Finnish archives with diverse perspectives and from various time periods. The key concepts are cultural heritage and archives – both as institution and as material. Articles review the formation of archival collections spanning from the 19th to the 21st century and highlight that the archives have never been neutral or objective actors; rather, they have always been an active process of remembering and forgetting, a matter of inclusion and exclusion. The focus is on private archives and on the choices that guided the creation of the archives and the cultural perceptions and power structures associated with them. Although private archives have considerable social and research value, and although their material complements the picture of society provided by documentary data produced by public administrations, they have only risen to the theoretical discussions in the 21st century. The authors consider what has happened before the material ends up in the archive, what happens in the archive and what can be deduced from this. It shows how archival solutions manifest themselves, how they have influenced research and how they still affect it. One of the key questions is whose past has been preserved and whose is deemed worthy of preservation. Under what conditions have the permanently preserved documents been selected and how can they be accessed? In addition, the volume pays attention to whose documents have been ignored or forgotten, as well as to the networks and power of the individuals within the archival institution and to the politics of memory. The Archives and the Cultural Heritage is an opening to a discussion on the mechanisms, practices and goals of Finnish archival activities. It challenges archival organisations to reflect on their own operating models and to make visible their own conscious or unconscious choices. It raises awareness of the formation of the Finnish documentary cultural heritage, produces new information about private archives and participates in the scientific debate on the changing significance of archives in society. The volume is related to the Academy of Finland research project “Making and Interpreting National Pasts – Role of Finnish Archives as Networks of Power and Sites of Memory” (no 25257, 2011–2014/2019), University of Turku. Project partners Finnish Literature Society (SKS) and Society of Swedish Literature in Finland (SLS).

This article is based on a pilot study that investigated the Swedish people’s awareness of the Swedish Public Sector Information (PSI) directive, their understanding of the difference between the PSI-directive and the Public Access Act and whether they had the prerequisite skills required for the use of the Public Sector Information (PSI). Sweden has a long tradition of readily access to official documents which could have delayed the implementation of the European PSI-directive that was enacted in 2003. Sweden implemented its Public-Sector Information (PSI) directive in 2010. The Directive focuses on the commercialization of government information to create an information market and to promote innovation. In Sweden, the PSI directive is intrinsically linked to the e-Government development policy. The study applied a literature review and interviews as data collecting techniques. Sixteen interviews were conducted with varying occupations such as students, a personnel manager, a head of a unit, a doctoral student, a pensioner, a clinical research associate, a workers’ union employee, a web designer, two archivists, a head of an archival institution, an associate professor, a receptionist, and two shoemakers. The conclusion is that there is a need to create awareness about the PSI directive, offer training, and to create an IT infrastructure and projects to promote information about the PSI to avoid a societal a digital divide. The reviewed literature confirmed that PSI usage is still concentrated in the hands of a few citizens that is, those that are already digitally empowered. The study had limitations since it based on a limited number of respondents which means that the results cannot be generalized.

The article covers the issue of displaying archival documents on the Internet as part of the anniversary events timed to the anniversary of the Victory over Nazism which took place in 1945. The authors focus on exhibitions by the Ukrainian central state archives and use them to analyse the role of the modern archival institution as an object and subject of politics of memory and as a collec - tive memory institution that somewhat historicizes the past events (in this case, these events are the Second World War and the Great Patriotic War, beginning and final victory in them) through preserved and exhibited historical documents. The authors provide insight into the structure and concept of each exhibition and try to understand the exposition chronography, symbols and nomenclature which were used to prepare a particular exhibition. The authors of the publication pay special attention to the floral symbols of the expositions (the scarlet poppy or Remembrance poppy in particular). The analysis of its use cases within the exposition devoted to the Great Patriotic War and World War 2 and the dates associated with them has special place in the paper. The authors emphasize the historical, political and symbolic significance of the war “beginning” and “end” as valuable elements of the modern Ukrainian historical narrative.

The phenomenon of political, social, economic, and cultural life in Indonesia in the figth against the pandemic COVID-19 leaves historical records in various forms and media (paper, maps, pictures, infographics, photos, audio, video, and digital) called COVID-19 pandemic archives. The COVID-19 pandemic archives is crucial for historical evidence, sources of knowledge, continuous innovation, and material for national liability for the life of society, nation and state. The archival institution as a static archival management institution in Indonesia as mandated Law of Number of 43 of 2009 on Archival has the responsibility of saving the COVID-19 pandemic archives produced by state institutions, regional governments, companies, political organizations, social organizations, and individuals as nation's collective memory. The study of saving the COVID-19 pandemic archives aims to examine the problem of the right strategy for archival institutions in saving the COVID-19 pandemic archives as the nation's collective memory. The analysis result showed that the strategy of saving the COVID-19 pandemic archives as a collective memory was carried out through policy making, applying strategic acquisition methods and documentation strategies, optimizing resources, and increasing COVID-19 pandemic archives access.

Abstract:This article examines the digitization policy of Archives du Maroc (AdM), Morocco’s national archival institution, which was set up in 2011 and opened in 2013. Given its recent creation, the AdM lead us to question the particularity of digitization in archiving policies when included from the start rather than retroactively. Through an analysis of the creation and development of AdM as a public policy connected to national efforts at transparency and “good governance,” I argue that digitization has served as a way of performing modernity through technology and international standards, thus reinforcing the legitimacy of a nascent institution.

The archive is both an object and a practice where history and memory converge. Yet this French site of memory is also defined by what it leaves out, i.e. the colonial past. This article examines two sites – that is, two forms and practices of document conservation and management along with their public and didactic uses – that define the postcolonial context in France. The first is represented by former colonial archives (Musée national de l’histoire de l’immigration; Archives nationales d’outre-mer) whose relocation and renaming reflects public attitudes and state policies of obfuscation rather than disclosure of the colonial past. The second site is literature (novels by Condé, Monénembo, Chamoiseau and Sebbar), which operates as an intermediate space between memory and history and a realm of living memory that assumes the responsibility of remembering by fulfilling the three tasks incumbent upon the archival institution: managing public recollections, salvaging private memories, as well as conserving, selecting, organizing, and transmitting unrecorded or unacknowledged phenomena and events for social, political, and cultural purposes. The article also considers the lacunae in metropolitan literary history that constitutes, in the post-Lansonian French culture, a nation-building archival genre.

Abstrak: Studi Kasus Penyusutan Arsip di Universitas Negeri Semarang. Tujuan dari penelitian ini adalah (1) Untuk mengetahui penyusutan arsip secara peraturan perundang-undangan, (2) Untuk mengetahui cara penyusutan arsip di Universitas Negeri Semarang, (3) Untuk mengetahui prosedur penyusutan arsip di Universitas Negeri Semarang. Metode yang digunakan dalam penelitian ini adalah studi kasus, dimana peneliti menyelidiki secara cermat suatu program, peristiwa, aktivitas, proses atau sekelompok individu. Penyusutan arsip di lingkungan Universitas Negeri Semarang menggunakan prosedur penyusutan arsip menurut UU No. 43 Tahun 2009 Tentang Kearsipan,  diantaranya (a) Pemindahan Arsip Inaktif dari unit pengolah ke unit kearsipan. (b) Pemusnahan arsip yang telah habis masa retensinya dan tidak memiliki nilai guna dilaksanakan sesuai dengan ketentuan peraturan perundang-undangan. (c) Penyerahan arsip statis oleh pencipta arsip kepada lembaga kearsipan. Cara penyerahan arsip dari unit kerja ke lembaga kearsipan Universitas Negeri Semarang meliputi (a) Melalukan pemeriksaan dan penilaian arsip yang akan diserahkan, (b) Pembuatan Daftar Arsip yang akan diserahkan ke UPT Kearsipan, (c) Pembuatan berita acara serah terima arsip, (d) Pelaksanaan penyerahan arsip. Prosedur penyusutan arsip di Universitas Negeri Semarang adalah Pembuatan Daftar Pertelaan Arsip, Pemindahan Arsip, Pemusnahan Arsip yang sudah tidak bernilai guna, dan Penyerahan arsip ke UPT Kearsipan yang bernilai guna permanen/ sejarah. Abstract: Case Study of Archive Depreciation at Universitas Negeri Semarang. The purpose of this study is (1) To find out the depreciation of the archive by statutory regulations, (2) To find out how to shrink the archive at Universitas Negeri Semarang, (3) To find out the procedure of shrinkage of records at Universitas Negeri Semarang. The method used in this research is a case study, where researchers investigate carefully a program, event, activity, process or group of individuals. Depreciation of records in the Universitas Negeri Semarang environment uses the procedure of depreciation of records according to Law No. 43 of 2009 concerning Archives, including (a) Transfer of Inactive Records from the processing unit to the filing unit. (b) Destruction of archives that have retired and which do not have a value for use are carried out in accordance with statutory provisions. (c) Submission of a static archive by the creator of the archive to the archival institution. How to submit archives from work units to the archives institute of Universitas Negeri Semarang include (a) Conducting examination and evaluation of archives to be submitted, (b) Making Archive List to be submitted to the UPT Kearsipan, (c) Preparation of minutes of archive handover, (d) ) Implementation of submission of archives. On the basis of a large array of archival documents and historiographical base, the activity of Klymentii Sheptytskyi as abbot of the Holy Assumption Univ Lavra is highlighted. The analysis of this suggests that the abbot Klymentii not only contributed to the restoration of the model of the convents of the Studio Charter, but thanks to the author’s messages and works became the charismatic law-maker of this model. The author found out that the monasteries of the studio, headed by the abbot Klymentii, were able to: consolidate the Ukrainian emigrants, resist the denationalization from both the Russian and Polish sides; to spread education among young people and children, which has influenced the process of education in the religious-patriotic spirit of the Eastern Galician society; to create religious and ecclesiastical periodicals and a network of monastic libraries, which played a significant role in the development of Christian and national ideas among the local population; revive sacred art, which greatly enriched the national culture; support and care for the vulnerable, including orphans, the sick and the poor. In the article it is proved that the activity of abbot Klymentii (Sheptytskyi), first, became an important factor and criterion of moral and spiritual enrichment of Ukrainians, secondly, is a clear statement that the GCC stood on the principles of Christian morality, national and cultural tolerance and upholding — religious interests of Ukrainian, and the monasteries of the Studio Charter became one of the greatest expressors, the guarantor of the realization of national and cultural interests of Ukrainians in Eastern Galicia.The paper deals with organizational principles and practical work of the «Union history archive» (UHA), its functions, ways and dynamics of additions, structure and thematic policy of archival and library funds, personnel issue. The role of UHA founder Galician Metropolitan Andrey Sheptytskyi (1865‒1944) remains an uninvestigated issue in the context of interwar archival institution studies. The research based on newly discovered primary sources and materials of Vasyl Stefanyk National Scientific Library of Ukraine in Lviv, Central State Historical Archive of Ukraine in Lviv, and State Archive of Lviv oblast. Having a set of newly discovered archival documents: 381 «books of introductions», reports on expeditions, financial receipts, etc., as well as the correspondence of Metropolitan Andrey Sheptytskyi, director and staff of UHA, a unified image of UHA in its historical development is reproduced. In particular, the main aspects of the current work of the UHA, the role of the Metropolitan and director Ivan Shendryk in coordinating the processes of acquisition, monetary evaluation, purchasing of rarities with the participation of freight forwarders O. Tsynkalovsky, B. Olkhivsky and other individuals in searching for historical (church) written and printed monuments, as well as art and archaeological exhibits; establishing contacts with residents of Volyn, Kholm, Polissya, Podlasie, as well as Lithuania, Belarus, Russia and others. One of the well-established forms of UHA acquisition has been studied — the purchasing of cultural monuments in bookstores, antique shops, «on the market» and auctions that allows tracing the dynamics of UHA acquisition. The organizational activities of Metropolitan A. Sheptytskyi and the archival research works financially provided by him in the archives of the Vatican, the Peremyshl Chapter, the Archive of Ancient Acts in Warsaw, the Ossolinski National Institution in Lviv and others institutions have been studied. The structure and thematic palette of UHA components are revealed: the archive of ancient acts (before the 1917 revolution) and the archive of new acts (from 1917), book collections, including the «archival library». The initiatives of the founder of the Union History Archive, Metropolitan Andrey Sheptytskyi, on the reorganization and inclusion of UHA funds in the archive-library complex of the «Studion» book collection as an integral part of the Byzantine library and archive are highlighted. The activity of Metropolitan Andrey Sheptytskyi in preventing the destruction of the whole layer of culture and enrichment of the national treasury of Ukraine is presented on the example of coverage of the work of UHA. RESUMO Pontua algumas relações entre os campos da arquivologia e das humanidades digitais. Expõe a noção da literacia arquivística como um meio de reconceitualização dos arquivos e a interação entre as instituições arquivísticas e a comunidade, a partir da partilha de um conhecimento arquivístico, com o objetivo de oferecer aos usuários de um arquivo um conjunto de competências que o auxiliem em potencializar as formas de pesquisa e acesso às informações. Caracteriza-se como uma pesquisa de natureza exploratória, com caráter qualitativo e que utiliza como procedimento a revisão bibliográfica para cumprir os seus objetivos. Os resultados apontam para a existência de pontos de relacionamentos entre a arquivologia e as humanidades digitais, tendo a noção de literacia arquivística uma importante função no acesso e uso dos arquivos.Palavras-chave: Arquivologia; Humanidades Digitais; Literacia Arquivística; Literacia Informacional; Instituição Arquivística.ABSTRACT It points out some relations between the fields of Archival Science and the Digital Humanities. It exposes the notion of archival literacy as a means of reconceptualizing the archives and the interaction between archival institutions and the community, through the sharing of archival knowledge, in order to offer archival users a set of skills that will help to empower research and access to information. It is characterized as a research of exploratory nature, with a qualitative character and that uses as a procedure the bibliographic revision to fulfill its objectives. The results point to the existence of points of relationship between Archival Science and the Digital Humanities, with the notion of archival literacy as an important function in the access and use of archives.Keywords: Archival Science; Digital Humanities; Archival Literacy; Information Literacy; Archival Institution.
