Which Government’s Policy Style is More Conducive to Prevention?

We have demonstrated that many governments face the same ‘prevention puzzle’, caused partly by universal drivers associated with multi-centric policymaking. Further, they face contradictory pressures to share power for pragmatic reasons or centralize power to seem in control. However, what if policymakers in different political systems try to solve these dilemmas in fundamentally different ways? For example, are some systems more conducive to long-term planning and more likely to facilitate central governments trying to ‘let go’ and encourage localism? This question is often central to comparative political studies involving the UK. The UK’s Westminster model often represents the archetype of a ‘majoritarian’ democracy with a top-down policymaking style and adversarial political culture. Lijphart contrasts it with ‘consensus’ democracy characterized by coalition-building between parties and political culture built on ‘inclusiveness, bargaining and compromise’. In theory, this distinction could guide our analysis of UK and Scottish preventive policymaking, since some ‘architects of devolution’ envisaged ‘new Scottish politics’ as the antidote to ‘old Westminster’, to produce a consensus democracy with greater emphasis on pragmatic policymaking. However, their reputations are inaccurate caricatures that provide a misleading way to compare UK and Scottish prevention policy.

The issue of migration bridges the divide between short-term and long-term explanations of Brexit.Short-term explanations stress the drift toward a referendum in British politics, the opportunistic miscalculation by a playboy prime minister, and the manipulation of the referendum vote by a grotesquely biased press and some of the same conspiratorial forces which secured Trump’s election. Longer-term explanations point to historical differences between the UK and (the rest of) Europe; the fact that the UK escaped defeat and occupation in World War Two; the distinctive legal system shared by England, Wales, and Northern Ireland (though not Scotland); and the UK’s majoritarian political culture. The SNP has moved from the fringes of Scottish politics to being a strikingly successful electoral force, keeping the constitutional status of Scotland at the top of the political agenda. In the twenty-first century, the SNP has been a long-term party of government but one of opposition in the UK, balancing the different facets of its identity as a political party seeking governmental office and as an important actor in a wider movement for Scottish independence. The SNP’s ability to adapt to devolution has been key to its success, and has involved transformation of the party on a scale few political organizations experience. Yet success brings new challenges and dilemmas, related to the straddling of governance and campaigning for Scottish independence. Enhanced powers for the Scottish Parliament increase the stakes for SNP governments—public policy problems cannot easily be blamed on state-wide governments—and being situated within a movement for change creates opportunities to build support for independence but the SNP’s vision of an independent Scotland is contested by others.

Abstract This article analyzes individuals’ preferences for a consensus or a majoritarian type of democracy. We theorize that variation in these preferences is a function of both institutional learning (long term) and individuals’ position as a political minority or majority (short term). First, as a result of institutional learning, we expect that individuals living in democracies characterized by coalition governments will favor consensus democracy. Conversely, those living in countries characterized by single-party executives will favor majoritarian democracy. Second, we expect that individuals’ position as an electoral minority or majority will affect these beliefs. Those who vote for small parties will favor a consensus democracy, while those who vote for large parties will support a majoritarian system. However, whether institutional learning or individuals’ position as a political minority or majority prevail in influencing these preferences about the ideal model of democracy will be a function of the democratic trajectory of each country. We test these arguments drawing on data from the European Social Survey.

The Scottish Government faces the same ‘prevention puzzle’ as the UK government, but often argues that it deals with it in different ways. Some of this potential distinctiveness relates to a Scottish ‘policy style’ or ‘approach’, in which it encourages relatively consensual policy consultation and delivery. However, as Chapter 4 suggests, a lot of the ‘Scottish approach’ is aspirational. Further, many policymaking differences relate to the size of the Scottish Government, its responsibilities, and the scale of its task. If we account for such differences, the Scottish and UK governments often seem to respond in similar ways to the dilemmas posed by multi-centric policymaking and Westminster-style accountability. In the absence of clear and systematic differences between them, we need to produce empirical analysis of how each government: (a) makes sense of prevention policy, and (b) produces models of preventive policymaking. In that context, the Scottish Government experience provides a rich source of case study evidence on how governments address policy problems, and how territorial governments act while operating within wider multi-level systems.

AbstractThe international practices takes into account the question of women's participation in the political life of modern Ukraine. The selection of the state was due to the dynamic process of democratic transformation - the separation of powers, the formation of multi-party competition among political actors in the electoral process, the activity women in the various institutions of civil society. The position was claimed on the basis of empirical data range of academic institutions and reputable sociological centers, and also interviews with experts who said that the creation of real conditions for self-realization by women's interest in politics is only possible for long term. The process is controversial and caused by political culture, traditions and interests of the ruling class represented mainly by men.

Physical activity (PA) is considered essential to overall health yet it is consistently reported that children are failing to meet the recommended levels. Due to the bidirectional relationship between affective states and PA, affective responses are a potential predictor to long term engagement. Since late March 2020 the UK government enforced ‘lockdown’ measures to help control the spread of Coronavirus (COVID-19); however, this has impacted children’s PA. Using online resources at home to support PA is now common. The primary aim of this research was to investigate the use of the Change4Life 10-minute Shake Ups to support PA by examining the effects of Disney branding upon children’s (n=32) post activity affective responses and perceived exertion. The secondary was to investigate the effect of the lockdown on PA habits. Children had similar positive affective responses and perceived effort to activities; however, branding was considered to be a key contributing factor based upon qualitative feedback from parents. Children’s PA levels dropped slightly since ‘lockdown’ was imposed; though online resources have been utilised to support PA. The use of immersive elements such as characters and narrative in PA sessions, as well as utilising online resources during ‘lockdown’ appear potentially promising for future research.

The Armani high-fashion example illustrates the importance of adaptive rational methods in his founding and developing of an iconic high-fashion firm. Armani adapted stylistically to fashion’s new times in the 1970–80s by creating a new style catering for the career woman. His stylistic adaptation is compared with that of another famous Italian fashion designer, Versace, who instead modernized haute couture fashion and created a succession of glamourous styles. Both leaders exploited the same opportunity but in different ways. The third section compares these leaders’ legacies in the 1990s–2000s and assesses from a long-term perspective how capably they had used adaptive rational methods. The final section shifts the focus from fashion to the cosmetics industry and from Italy to the UK. Anita Roddick used adaptive rational methods to establish The Body Shop corporation in the 1970s–80s. However, she then abandoned rational methods with dire results for her corporation in the 1990s.

Objective Concussion is a common injury in ice hockey, and previous research suggests some misconceptions and unsafe attitudes amongst players. The purpose of this study was to assess sport concussion knowledge, attitudes and the effect of sport concussion history in UK-based male ice hockey players across three levels of competition: professional, semi-professional and amateur. Methods Sixty-one participants across a number of UK ice hockey teams completed the Rosenbaum Concussion Knowledge and Attitudes Survey and reviewed a series of statements to assess knowledge (concussion knowledge index), attitudes (concussion attitude index) and misconceptions of concussion. Results Level of competition and concussion history had no significant effect on concussion knowledge index or concussion attitude index. A positive significant relationship exists between playing experience and concussion knowledge index and concussion attitude index. Statements identified common misconceptions and areas of accurate knowledge regarding concussion symptoms suggesting that male ice hockey players have a higher level knowledge compared to a sample of the UK general public. Playing experience was associated with increased knowledge and increasingly safe attitudes towards concussion. Conclusion Despite knowledge relating to loss of consciousness and correct management of symptoms being generally accurate, there are worryingly unsafe attitudes regarding aspects of concussion. Such attitudes may well pose significant threats to players’ safety and long-term health.
