Conceptualizing the New West German Sozialstaat

By the late 1950s, three distinction conceptions of the welfare state had formed in West Germany, each with strong connections to a particular world view. Father Oswald von Nell-Breuning, in the tradition of Catholic social thinking, defended social policies as a dialectical combination of solidarity and subsidiarity, which could counter the inequities of capitalism to help integrate workers into society and ensure human dignity. Hans Achinger, with his roots in private charity and social work, by contrast, was skeptical of the institutions of the welfare state and described how programs created a permanent bureaucracy with a popular clientele, manipulated information, and had a series of unintended consequences on state, family, and individual alike. Ludwig Preller, finally, the leading Social Democratic expert on social policy, justified extensive social policies as a way to empower individuals, to give them the tools they needed to shape their own lives.

There has developed an abundant literature on the social and political determinants of social policies, but few have addressed the question of how state policies, once implemented, affect the system of stratification in civil society. This article examines the political consequences of social policy in Denmark and Sweden, countries in which a social democratic labor movement has predominated for decades. Superficially, these two highly developed welfare states appear very similar. Yet, the political and social contexts in which their social policies have evolved differ substantially. I shall demonstrate the argument that the traditional welfare state approach may be conducive to a new and powerful political conflict, which directly questions the legitimacy of the welfare state itself, unless government is successful in subordinating private capitalist growth to effective public regulation. In Denmark, where social democratic governments have failed to match welfare state growth with more control of private capital, social policy has tended to undermine the political unity of the working class. Consequently, the Social Democratic Party has been weakened. Social welfare programs, in effect, have helped create new forms of stratification within the working class. In Sweden, social democratic governments have been quite successful in shifting a decisive degree of power over the private market to the state. This has helped avert a crisis of the welfare state, and has also been an important condition for continued social democratic hegemony and working-class unity. I conclude that social reform politics tend to be problematic from the point of view of the future power of social democratic movements.

Investigates, in Part 1, the effects of West German stagnation in the 1980s following on from the welfare state doctrine of the 1960s and 1970s, which led to an economic and social crisis becoming inevitable. Shows this is not purely a German problem but one that also affects almost all other capitalist countries – either developed or developing. Expresses irony that the former communist bloc countries should also be engulfed in such crises. Proffers explanations and recommendations to offset the problems in Germany. Part II looks at Israel and how it has begun to emerge from its 1974 austerity programme by Rabin. States that Israel must initiate a new system of stable equilibrium to open a new era that is very possible, but involves economic and social thinking to avoid previous mistakes.

The approach of the new millennium appears to signal the demiseof traditional models of social organization. The political core ofthis process of change—the restructuring of the welfare state—andthe related crisis of the industrywide collective bargaining agreementhave been subjects of much debate. For some years now inspecialist literature, this debate has been conducted between theproponents of a neo-liberal (minimally regulated) welfare state andthe supporters of a social democratic model (highly regulated). Thealternatives are variously expressed as “exit vs. voice,” “comparativeausterity vs. progressive competitiveness,” or “deregulation vs.cooperative re-regulation.”

AbstractAlthough an increasing number of studies emphasise migrants’ lack of knowledge about their childcare rights as a crucial barrier to their childcare usage, almost none examines the conditions under which migrant families acquire this knowledge. This study contributes to the literature by exploring potential individual factors determining migrant families’ knowledge about their childcare rights in Germany. I use unique data collected through the project Migrants’ Welfare State Attitudes (MIFARE), in which nine different migrant groups in Germany were surveyed about their relation to the welfare state, including childcare. Analysing a total sample of 623 migrants living with children in their household and by using logistic regression analyses, I find that human and social capital play significant roles in explaining migrants’ knowledge about their childcare rights. Migrants who speak the host language sufficiently are more likely to know about their childcare rights; however, it does not matter whether migrants are lower or higher educated. Moreover, I observe that migrants benefit from their co-ethnic relations only if childcare usage is high among their ethnic group. Based on these results, policy recommendations are discussed in order to increase migrants’ knowledge about their childcare rights in Germany.

A austeridade permanente e a disputa de quem ganha o quê, quando e como, lógica intrínseca às políticas públicas, colocam as políticas sociais brasileiras em constantes testes. O universalismo tentativo iniciado com a Constituição de 1988 pareceu caminhar para uma ampliação da cidadania social no país, mas tem sofrido constantes ataques por falta de um compromisso de classes em torno de um projeto de país mais ou menos homogêneo. Diante dessa falta de precisão no estabelecimento Estado de Bem-estar brasileiro, em especial, pelo encolhimento no investimento público previsto para os próximos anos e com os governos mais alinhados a maior mercadorização dos serviços sociais, torna-se importante revisitar a trajetória do Welfare State em suas origens e objetivos, a fim de compreender como chegamos até aqui, o que podemos esperar do futuro e quais a intervenções necessárias para que nos aproximemos de uma inclusão sensível do grande contingente de pessoas ainda sujeitas a uma cidadania de segunda classe no Brasil. Para atender a esse objetivo, este trabalho realizou uma revisão bibliográfica convencional sobre o Estado de Bem-Estar Social, elencando a partir dela as razões históricas de seu surgimento, a tipologia de Esping-Andersen, a noção de funcionamentos e capacitações de Amartya Sen e os períodos constitutivos do bem-estar no Brasil.   PALAVRAS-CHAVE: Proteção social. Direitos sociais.     ABSTRACT The permanent austerity and the dispute over who wins what, when and how, logic intrinsic to public policies, puts Brazilian social policies in constant tests. The tentative universalism that began with the 1988 Constitution seemed to be heading for a broadening of social citizenship in the country, but it has been under constant attack for the lack of a class compromise around a homogeneous country project. Given this lack of precision in the establishment of the Brazilian Welfare State due to the shrinking public investment expected in the coming years and with the governments most aligned to the greater commodification of social services, it is important to revisit the trajectory of the Welfare State in its origins and objectives, in order to understand how far we have come, what we can expect from the future and what interventions are needed to bring us closer to a sensitive inclusion of the large contingent of people still subject to second class citizenship in Brazil. To meet this objective, this paper has carried out a conventional bibliographical review of the Welfare State, listing from it the historical reasons for its emergence, Esping-Andersen's typology, Amartya Sen's notion of functioning and capabilities and the constitutive periods of welfare in Brazil.   KEYWORDS: Social protection. Social rights.     RESUMEN La austeridad permanente y la disputa sobre quién gana qué, cuándo y cómo, la lógica intrínseca a las políticas públicas, pone a las políticas sociales brasileñas en pruebas constantes. El tentativo universalismo que comenzó con la Constitución de 1988 parecía dirigirse a una ampliación de la ciudadanía social en el país, pero ha estado bajo ataque constante por la falta de un compromiso de clase en torno a un proyecto de país más o menos homogéneo. Dada esta falta de precisión en el establecimiento del Estado de bienestar brasileño, en particular, debido a la reducción de la inversión pública esperada en los próximos años y con los gobiernos más alineados con la mayor mercantilización de los servicios sociales, es importante revisar la trayectoria del Estado de bienestar en sus orígenes y objetivos, para comprender cómo hemos llegado hasta ahora, qué podemos esperar del futuro y qué intervenciones son necesarias para acercarnos a una inclusión sensible del gran contingente de personas aún sujetas a una ciudadanía de segunda clase en Brasil. Abstract In this article, we analyse the striking resilience of for-profit care and service provision in what has often been seen as the archetypical social democratic welfare state: Sweden. We focus on the strategic discursive activities of private companies and their business organizations as they try to influence perceptions, organize actors and facilitate communication to defend profit-making in the welfare sector in the face of increasing conflict and opposition. We argue that taking such organized action into account changes dominant perceptions about the characteristics of the Swedish political economy, and carries important lessons for analyses of changes in the organization of the welfare state in general.

Contrary to its conventional image as a social-democratic paragon, the Danish welfare state has, in recent decades, been undergoing significant changes as a response to the intrusion into the social sphere by self-regulating markets and a final departure from Keynesian politics of universalism and solidarity. This article examines the evident decline of the Nordic model as a result of neoliberal globalisation and establishes an association between the erosion of the welfare state and the emergence of fascist political sentiment in Denmark. An analysis of the Danish People's party and its growing public support among the disenfranchised working class communities in Denmark demonstrates how those overlooked by the free market and unrepresented by the liberal left become increasingly more receptive to the proposed social agendas of the far right campaigns.
