This chapter outlines the analytical framework for the larger volume, situating the book’s inquiry of India’s institutional foundations in the larger context of the multiple transformations the country has experienced since 1947. In so doing, it explicitly seeks to build on a 2005 volume by Kapur and Mehta on India’s public sector performance. The chapter then explicates the central themes that characterize the eleven institutions, or institutional clusters, examined in the book. In the penultimate section, it discusses five central elements of the Indian state’s struggle to transition from “old order” to “new order” institutions. It concludes by arguing that serious institutional reform is vital if the country is to build and sustain an Indian state for the twenty-first century.

Cross-gender dance in East Java has captivated me as a strategy that performers use to negotiate multiple ideas about manhood and womanhood as well as tensions between official ideologies and social realities, expectations about performers’ onstage personas and offstage lives, and competing aesthetic sensibilities. Drawing on ethnographic fieldwork in the regency of Malang and analysis of performers’ verbal discourse, I address issues of the body, perception, agency, and senses of self, foregrounding performers’ insights into their practices’ meanings, the cultural impact they have as artists, and reasons behind multiple perceptions of gender. To examine relationships between larger cultural forces and performers’ views, I use generation as an analytical framework. I consider performers in three generations – the 1940s-1960s, the 1970s-1990s, and the 1990s to the present. That these generations correlate closely to three political periods in Indonesian history – Old Order (1945-1965/6), New Order (1966-1998), and Reformation Era (1998-present) – has led me to make three related arguments. First, the political and cultural climate has affected the discourse through which musicians and dancers expressed their perceptions about the performance of gender. Second, performers have rearticulated larger cultural and political discourses in their own ways, thereby asserting their own senses of gender. Third, performers have affected the political and cultural climate by pushing at the boundaries of maleness and femaleness onstage and in their daily lives, making on- and offstage spaces fluid and complementary sites of cultural and ideological production.

The downfall of the New Order Regime in 1998 brought about significant change to Indonesia’s public sector.  Law number 22 of 1999, further refined by Law 32 of 2004, provide legal bases for district governments to administer the public sector. The central government also introduces the notion of good governance through the promulgation of various regulations. For Madrasah however, decentralization policy failed to provide clear legal bases as to how it relates to district government. Law 32 of 2004 verse 10 article 3 retains the centralized management by the Ministry of Religious Affairs. This however does not exclude Madrasah from public demand of implementing the principle of good governance. This study analyses the dynamics of principal-ship both in the Sekolah and the Madrasah in the era of decentralization. By comparing two research sites, this study sought to create better understanding about the context by which the organization climate of two different schools are shaped, and how principals and teachers perceives the notion of school leadership in the light of most recent policy development. To do this, interviews were undertaken and questionnaire-based data collection was also conducted. The study found that in the ground level implementation of decentralization policy, Sekolah developed more rigorous leadership compared to that in the Madrasah. This research recommends the adoption of stronger regulation regarding principal-ship of Madrasahs in order to create an environment that is more in tune with the spirit of public service reforms.

This chapter traces the history of Phoenicia from the advent of Rome in Syria at the beginning of the first century bce to the foundation of the Christian empire of Byzantium in the fourth century ce. It focuses on the establishment of Roman rule and its impact on society, culture, and religion. Special attention is paid to the establishment of Roman rule and its impact on society, culture, and religion. The focus is on provincial institutions and cities, which provided a basis for the new order. However, side trails are also taken to assess the flowering of Hellenism and the revival of local traditions in the light of the Romanization of Phoenicia and its hinterland.

“Kekristenan dan Nasionalisme di Indonesia” membahas mengenai sejarah kekristenan di Indonesia yang diasumsikan sebagai agama yang pro terhadap penjajah dari Barat namun asumsi itu tidak benar sebagai bukti ada banyak tokoh Kristen yang ikut memperjuangkan kemerdekaan Indonesia dengan didasarkan semangat nasionalisme. Kemudian pasca-kolonial Belanda kekristenan ingin menampilkan wajah baru yang sungguh-sungguh keindonesiaan dengan lahirnya organisasi DGI/PGI. Namun seiring waktu ketika berakhirnya era orde baru dan memasuki era reformasi, kekristenan dan masyarakat lainnya di Indonesia menghadapi arus gelombang yang mengatas-namakan agama yang pergerakannya cukup masif dibandingkan di era orde lama diantaranya: kelompok Islam fundamentalis yang ingin menjadikan NKRI bersyariat Islam, adanya gerakan politik transnasional HTI yang ingin menghidupkan kembali kejayaan Islam pada abad ke-6 dan faham Wahabisme yang sarat dengan kekerasan. Persoalan lainnya ialah adanya kemiskinan yang terstruktur akibat dari krisis moneter yang melanda di Indonesia tahun 1997. Melalui masalah ini, setiap agama-agama di Indonesia harus melakukan konvergensi atas dasar keprihatinan yang sama. Abstract: Christianity and Nationalism in Indonesia” discuss the history of Christianity in Indonesia, which is assumed to be a religion that is pro to Western colonialism. Still, this assumption is incorrect as evidence that many Christian figures fought for Indonesian independence based on the spirit of nationalism. Then post-colonial of Dutch, Christianity wanted to be presented a truly Indonesian face with the birth of the DGI / PGI organization. But over time when the end of the new order and entering the era of reform, Christianity and the other societies in Indonesia faced challenges in the name of religion whose movements were quite massive compared to the old order including fundamentalist Islamic groups who wanted to make the Republic of Syariat Muslim Indonesia, a transnational HTI political movement that wanted to revive the glory of Islam in the 6th century and the ideology of Wahhabism which is loaded with violence. Another problem is the existence of structured poverty due to the monetary crisis that hit Indonesia in 1997. Through this problem, every religion in Indonesia must converge on the basis of the same concerns.

Political reform has occurred in Indonesia, namely when the regime transition of power from the old order to new order, and when the transition toward the new order has yet to reform the order form is of very local government councils. Local government councils according to the opinion of the writer has never showed good political performance, they simply just as political actors who seek personal gain or rent seeking, either the status quo as well as rent-seeking hunters.In connection with these conditions the local government councils is a form of democracy at local government level is very importance role in accommodating the aspirations of the community and promote development at the local level. Referring to this idea the authors approach the study of reform as the basic options that can be found those items essential for local government reform towards a quality council. Variables of important reforms that opinion writer are:  minimize the number of political parties; amendment to the constitution need to be rethinking;political education to be a prerequisite determination of local government councils; and scope of work development of local government council.Key words: local government councils, policy reform, political parties
