At Independence in 1947, India emerged from a century and half of economic stagnation, a radicalized and land-hungry peasantry, chronic food deficit and the spectre of mass starvation and famine looming over parts of the country. Faced with similar challenges, post-war ‘developmental states’ followed the course of economic development based on a template of state-controlled economic designs for growth, investment and trade. However, despite the challenge of resettling millions of refugees following the bloody partition of the country, war against Pakistan, and a violent peasant uprising in the South, the government of India, under the leadership of Jawaharlal Nehru, decided to open up all aspects of politics to democratic consultation. Many specialists of the time, including Barrington Moore and Gunnar Myrdal considered a ‘soft-state’, whose power and legitimacy derived from popular consent, to be ill-equipped to take hard decisions such as land reforms, and industrial growth. Contrary to such pessimistic prognoses, India has held together as a strong, stable, emerging economy. One can infer the strength and ingenuity of the Indian model in meeting the twin imperative of growth and justice from the steady growth of Indian economy and democratic consolidation over the past seven decades since Independence.

Facing the decisive struggle between Nazism and Soviet communism for dominance in Europe, in 1942/43 Polish communists sojourning in the USSR espoused anti-German concepts of the political right. Their aim was an ethnic Polish ‘national communism’. Meanwhile, the Polish Workers’ Party in the occupied country advocated a maximum intensification of civilian resistance and partisan struggle. In this context, commentaries on the Nazi judeocide were an important element in their endeavors to influence the prevailing mood in the country: The underground communist press often pointed to the fate of the murdered Jews as a warning in order to make it clear to the Polish population where a deficient lack of resistance could lead. However, an agreed, unconditional Polish and Jewish armed resistance did not come about. At the same time, the communist press constantly expanded its demagogic confrontation with Polish “reactionaries” and accused them of shared responsibility for the Nazi murder of the Jews, while the Polish government (in London) was attacked for its failure. This antagonism was intensified in the fierce dispute between the Polish and Soviet governments after the rift which followed revelations about the Katyn massacre. Now the communist propaganda image of the enemy came to the fore in respect to the government and its representatives in occupied Poland. It viewed the government-in-exile as being allied with the “reactionaries,” indifferent to the murder of the Jews, and thus acting ultimately on behalf of Nazi German policy. The communists denounced the real and supposed antisemitism of their adversaries more and more bluntly. In view of their political isolation, they coupled them together, in an undifferentiated manner, extending from the right-wing radical ONR to the social democrats and the other parties represented in the underground parliament loyal to the London based Polish government. Thereby communist propaganda tried to discredit their opponents and to justify the need for a new start in a post-war Poland whose fate should be shaped by the revolutionary left. They were thus paving the way for the ultimate communist takeover

This article aims to demonstrate that the transition from the mainstream narrative to the interactional history of concepts promises tangible benefits for scholars of social time in general and temporal comparisons in particular. It is shown that the traditionally close alignment of narration with the production of historical consciousness at various levels hinders the study of time as a semantic variable perpetually contested, amended and upheld across society. Alternatively, the references to time made in public settings, allowing for more or less instant reactions (turn-taking) as well as expression of dissenting opinions (stance-taking), offer a much more representative palette of temporal semantics and pragmatics in a given sociopolitical environment. In a particularly intriguing case, the essentially deliberative venue where contestation is supported by both institutional arrangements and political reasons (British House of Commons) is put to test under circumstances commonly known as ‘the post-war consensus’ – the unspoken convention directing opposing political parties to suspend stance-taking regarding the past actions of the government during WWII, its immediate aftermath and its future prospects. As a reliable indicator of this arrangement, the contestation of temporal comparisons between relevant pasts and futures is tested in oppositions reflecting party allegiances (Conservatives vs. Labour vs. Liberals) and executive functions (government vs. opposition) between 1946 and 1952. It is shown that, notwithstanding the prevalence of non-contested statements aimed at preserving interactional coherence and pragmatic functionality of the setting, the moderately active contestation of the adversary’s temporal comparisons in the House of Commons at that time helped all parties, albeit to a different degree, to shape their own political and institutional roles as well as to delegitimize their respective adversaries.

ABSTRACTThis commentary reviews Maruyama's article ‘Japan's post-war Ainu policy: why the Japanese Government has not recognised Ainu indigenous rights?’ (Maruyama 2013a), published in this journal. Maruyama criticises the government for its reluctance to enact a new Ainu law to guarantee indigenous rights, even after Japan's ratification of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP). However, in actuality, the government is searching for the foundation of new Ainu policies in the existing legal frameworks and trying to guarantee some elements of indigenous rights. Japan's case suggests the possibility of realising indigenous rights without the enactment of a specific law.

The regaining of the country’s independence, and then its revival after the war damages, including itseconomic infrastructure – these were the tasks set by the Polish government in exile, first in Paris and thenin London. The maritime economy was to play an important role here. The Polish government was fullyaware of the enormous economic and strategic benefits resulting from the fact that it had a coast, withthe port of Gdynia before the war. It was assumed that both in Gdynia and in the ports that were to belongto Poland after the war: Szczecin, Kołobrzeg, Gdańsk, Elbląg, Królewiec, the economic structure was to betransformed, and they were to become the supply points for Central and Eastern Europe. Work on thereconstruction of the post-war maritime economy was mainly carried out by the Ministry of Industry, Tradeand Shipping. In London, in 1942–1943, a number of government projects were set up to rebuild the entiremaritime infrastructure. All projects undertaken in exile were related to activities carried out by individualunderground divisions of the Polish Underground State domestically, i.e. the “Alfa” Naval Department of theHome Army Headquarters, the Maritime Department of the Military Bureau of Industry and Trade of the Headof the Military Bureau of the Home Army Headquarters and the Maritime Department of the Departmentof Industry Trade and Trade Delegation of the Government of the Republic of Poland in Poland. The abovementionedorganizational units also prepared plans for the reconstruction of the maritime economy, and theprojects developed in London were sent to the country. They collaborated here and a platform for mutualunderstanding was found.

Ousted as Premier, Jammu and Kashmir, in August 1953 and anointed as Chief Minister in February 1975, the so-called ‘Lion of Kashmir’ Sheikh Mohammad Abdullah was imprisoned, in between these years, ultimately on charges of treason, with brief intermissions. Much has been written about the politics of Kashmir dispute, less so about the Sheikh and his personal troubles especially after the death of his friend Jawaharlal Nehru in May 1964. This somewhat overshadowed decade of his life, in comparison with his hey-days of 1947–1953, shows the kind of settlement in Kashmir that the government of Indira Gandhi was willing to consider. More interestingly, it shows how Sheikh Abdullah was willing to agree to it and provides the context in which he moved from being in a conflictual relationship with New Delhi to becoming, once again, a collaborator in Srinagar in 1975, thereby showcasing the limits of Abdullah’s politics and popularity.

Abstract This article considers the breakdown in discipline in the British Army which occurred in Britain and on the Western Front during the process of demobilization at the end of the First World War. Many soldiers, retained in the army immediately after the Armistice, went on strike, and some formed elected committees, demanding their swifter return to civilian life. Their perception was that the existing demobilization system was unjust, and men were soon organized by those more politically conscious members of the armed forces who had enlisted for the duration of the war. At one stage in January 1919, over 50,000 soldiers were out on strike, a fact that was of great concern to the British civilian and military authorities who miscalculated the risk posed by soldiers. Spurred on by many elements of the press, especially the Daily Mail and Daily Herald, who both fanned and dampened the flames of discontent, soldiers’ discipline broke down, demonstrating that the patriotism which had for so long kept them in line could only extend so far. Though senior members of the government, principally Winston Churchill, and the military, especially Douglas Haig and Henry Wilson, were genuinely concerned that Bolshevism had ‘infected’ the army, or, at the very least, the army had been unionized, their fears were not realized. The article examines the government’s strategy regarding demobilization, its efforts to assess the risk of politicization and manage the press, and its responses to these waves of strikes, arguing that, essentially, these soldiers were civilians first and simply wanted to return home, though, in the post-war political climate, government fears were very real.

This study attempts to explain China’s industrial development with special reference to e-commerce. It argues that in a one-party autocratic regime such as China, the collaboration between government officials and private entrepreneurs in strategic industries can promote industrial growth. Since Internet can jeopardize communist party’s goal of maintaining cohesiveness and absolute political power, the Chinese government has imposed surveillance on private operation in all IT operations. Specifically, in e-commerce industry, through collaborations with private enterprises, the communist party can “kill two birds in one arrow.” On the one hand, party members are able to preserve national security and maintain social and financial stability by closely monitoring the private enterprise operation. Moreover, party members can seize tangible and non-tangible benefits from the growth in e-commerce firms. On the other hand, private e-commerce enterprises, by building close connection with public officials and senior party members, can obtain strong support from the government, and thus boosting its business growth. This argument is applied to explain the miraculous growth of Alibaba Group, a private e-commerce enterprise in China. In particular, the paper attempts to show the relationship between the Chinese government and the private entrepreneur in the e-business development and how their collaboration enhances growth in the Internet market.

During the Second World War, the national camp preached the idea of imperialism in Central Europe. Built peacefully, the Polish empire was supposed to protect the independence and security of countries in Central Europe against Germany and the Soviet Union, and thus went by the name of “the Great Poland”. As part of the empire, nation-states were retained. The national camp was opposed to the idea of the federation as promoted by the government-in-exile. The “national camp” saw the idea of federation on the regional, European and global level as obsolete. Post-war international cooperation was based on nation states and their alliances.

Assessing the application of the liberal consensus idea to postwar foreign policy, this chapter contends that myths about the bipartisan spirit of U.S. foreign policy have too long found ready acceptance from historians. Politics did not stop at the water’s edge, even when bipartisanship was at its supposed zenith during World War II and the early Cold War. While there was unanimity during the post-war era that the growth of international communism was a threat to U.S. interests, this did not mean that foreign policy was free of political conflict, and partisan charges that the government of the day was losing the Cold War were commonplace. Meanwhile, non-elite opinion evinced little support for confrontation with the main Communist powers, reluctance to engage in another land war like Korea, and concern about survival in the nuclear era. The divisiveness wrought by Vietnam was supposed to have brought an end to the “Cold War consensus,” but uncertainty over its meaning was evident well before this.

The Indian industrial policy made a major transition towards liberalization in the mid-1980s with the proponents of liberalization expecting not only a general increase in the efficiency of Indian industry but also improvement terms of innovative performance. Extensive industrial studies, as well as macro-level data, suggest that liberalization in the field of industrial licensing and foreign technological collaborations has resulted in large-scale entry of new firms across different segments of the economy. In this context, this chapter makes an attempt to review the promotion-oriented industrial policies of the Indian Engineering industry and also trace the industrial growth from 1950-51 onwards. It has been observed that there were mainly two breaks (kinked points) during this period, one in 1965-66 and the other in 1984-85. A review of policies suggests that these breaks were associated with major shifts in policies of the government. The study indicates that the first break came through industrial policies of the government with a focus on the heavy industries during the initial phases, while the other break came during 1984-85, which could be attributed to changes in policies from a restrictive one in the mid-'60s and '70s to a liberalized one in this sector in the '80s.
