The Arabs and Gabriel García Márquez

In 2014, newspapers across the Spanish-speaking world covered how the international press paid tribute to García Márquez. Particular attention was given to the extensive eulogies in the Arab press. A special homage was paid to the author’s memory in Saudi Arabia, where the Third South American-Arab Countries Summit was being held at the time. This was not Naguib Mahfuz; this was García Márquez. How was it possible for a Latin American author to become that popular across the Arab world? How was it possible for his novels to be referenced naturally in popular Arab films such as The Embassy in the Building (2005)? Was all this simply due to the fact that in postindependence Latin America, particularly since the 1940s, there has been a growing de-orientalist discourse? Or did García Márquez craft a particular dialogue with the internal and external Arabs? With all this in mind, and by drawing on Latin American (de)orientalism in the works of Kushigian, Nagy-Zekmi, and Tyutina, among others, this article analyzes the dimensions and implications of García Márquez’s depiction of the internal Arab (immigrant in Latin America) in some of his novels as well as his dialogue with the external Arab (the Arab world) in some of his press articles.

García Márquez’s writing is a literary order that will continue to be read, studied, and learned so long as there are practitioners, students, and lovers of literature. One Hundred Years of Solitude, of course, is admired by millions across the world, from high school students to major novelists such as Salman Rushdie and the late Toni Morrison. The Oxford Handbook of Gabriel García Márquez takes a broad overview of the life and oeuvre of “Gabo” (as he is affectionately known throughout Latin America) and examines them thoroughly. The volume incorporates ongoing critical approaches such as feminism, ecocriticism, Marxism, and ethnic studies, as well as signaling such key aspects of García Márquez’s work as his Caribbean-Colombian background; his use of magical realism, myth, and folklore; and his left-wing political positions. Thirty-two wide-ranging chapters by a diverse and international group of experts deal with the bulk of the author’s writings—both major and minor, early and late, long and short—as well as his involvement with film. They also give due attention to the central roles played by romantic love, by his prose style, and by the various kinds of music in his literary art. Particularly worthy of mention are the contributors’ extensive discussions of the worldwide artistic impact of García Márquez—on established canons, on the Global South, on imaginative writing in South Asia, China, Japan, and throughout Africa and the Arab world. More than a Latin American author, he truly qualifies as a global phenomenon. This is the first book on García Márquez that places the Colombian within that wider context.

Abstract Background At the global level and in the Arab world, particularly in low-income countries, COVID-19 remains a major public health issue. As demonstrated by an incredible number of COVID-19-related publications, the research science community responded rapidly. Therefore, this study was intended to assess the growing contribution of the Arab world to global research on COVID-19. Methods For the period between December 2019 and March 2021, the search for publications was conducted via the Scopus database using terms linked to COVID-19. VOSviewer 1.6.16 software was applied to generate a network map to assess hot topics in this area and determine the collaboration patterns between different countries. Furthermore, the research output of Arab countries was adjusted in relation to population size and gross domestic product (GDP). Results A total of 143,975 publications reflecting the global overall COVID-19 research output were retrieved. By restricting analysis to the publications published by the Arab countries, the research production was 6131 documents, representing 4.26% of the global research output regarding COVID-19. Of all these publications, 3990 (65.08%) were original journal articles, 980 (15.98%) were review articles, 514 (8.38%) were letters and 647 (10.55%) were others, such as editorials or notes. The highest number of COVID-19 publications was published by Saudi Arabia (n = 2186, 35.65%), followed by Egypt (n = 1281, 20.78%) and the United Arab Emirates (UAE), (n = 719, 11.73%). After standardization by population size and GDP, Saudi Arabia, UAE and Lebanon had the highest publication productivity. The collaborations were mostly with researchers from the United States (n = 968), followed by the United Kingdom (n = 661). The main research lines identified in COVID-19 from the Arab world are related to: public health and epidemiology; immunological and pharmaceutical research; signs, symptoms and clinical diagnosis; and virus detection. Conclusions A novel analysis of the latest Arab COVID-19-related studies is discussed in the current study and how these findings are connected to global production. Continuing and improving future collaboration between developing and developed countries will also help to facilitate the sharing of responsibilities for COVID-19 in research results and the implementation of policies for COVID-19.

Contemporary political regimes in Venezuela and Bolivia led by late Hugo Châvez (now by his successor Nicolas Maduro) and Evo Morales are considered by foreign and Russian scholars as part of the third wave of populism. In the 20th century Latin America already witnessed two waves of populism which coincided with significant political transitions, namely a transition from oligarchy to mass politics accompanied by implementation of import substitution industrialization policies, and a transition from authoritarian rule to democracy during the third wave of democratization which triggered neoliberal reforms inspired by Washington Consensus. This article presents common characteristics of Latin American populist regimes that emerged in different historical periods which help identify the origins as well as distinctive features of Venezuelan and Bolivian political regimes. It is stated that the Châvez and Morales left populist regimes resemble classic populist regimes in that they rely on incendiary anti-establishment discourse. Therefore, left populist regimes are characterized by high levels of polarization as well as weak institutionalization and class or indigenous orientation. Election of left populist leaders may lead to institutional deadlock, uneven playing field and transition to competitive authoritarianism.

In 1947, BBC produces the first radio drama on Don Quixote to celebrate the 400th anniversary of Cervantes’ birth. Released in Spain and Latin America in 27 chapters, BBC defined it as “the most ambitious project ever carried out.” The goal was to enhance BBC reputation in Spain. The radio play had the participation of actors from Radio Madrid, Spanish exiles in London and Latin American professionals. BBC surrounded with experts to adapt Cervantes narrative to radio language; deal with Spanish accents diversity; and compose music, which accompanied this radio version. The Quixote of BBC spread Cervantes’ work throughout all Spanish-speaking countries and promoted the production of other Quixotes within the radio in Spain. Latin America holds a 200-year-long history of presidential constitutions. The region’s constitutional and democratic experimentation throughout history makes it an interesting laboratory to study the origins, development, and effects of presidential term limits. Based primarily on data from constitutions, this chapter provides an overview of presidential term limits in Latin America from independence until 1985. The chapter shows how term limits have varied across countries and time, and that the implementation of strict term limits often came as a reaction to prior dictatorial rules. Whereas both proponents and critics of consecutive reelection invoked arguments of democracy in their favour, the Latin American experience up until the Third Wave of Democracy shows that stable, republican, and democratic rule has only been possible under a ban on immediate presidential re-election.

Since the beginning of the third wave of democratization in the late 1970s, Latin American party systems have confronted several challenges, and they have frequently been transformed. There have been various types of changes. While some systems collapsed in the 1990s (e.g., Venezuela and Peru), others realigned (Colombia, Chile, and Uruguay), or expanded (Argentina and Mexico), or were able to become consolidated and ensure their stability over time (e.g., Brazil). What factors explain the transformations in party systems during the past three decades, and how can Latin American party systems be classified according to their attributes? In trying to answer these questions, scholars of Latin America have undertaken studies that are both theoretically and empirically rich. Their work has increased our knowledge of the party systems and representative democracies in the region. Different factors have been highlighted in order to explain the changes these systems have undergone since the third wave of democratization. Some works emphasize the importance of institutional reforms introduced by politicians or by constitutional assemblies. The questions they address are the following: What political reforms have been introduced into Latin American political systems, and what effects have they had on the party systems in different countries? The researchers do not limit their attention to reforms of electoral systems. For example, some of them also study decentralization processes and their effects on party systems. From a different perspective, other authors focus on changes in electoral preferences and their effects on the configuration of political power, exploring how regional economic, political, and social changes have affected voter preferences and the political configuration of party systems. Still others consider the crises of democratic representation in these countries, underlining the decline in the programmatic character of parties as an explanatory variable for the crises and noting that the level of institutionalization of a party system declines when parties abandon this distinctive feature and become clientelistic or personalistic instead. On the other hand, in order to describe party systems and to observe the changes they have undergone, academics have proposed a set of concepts and measurements that make it possible to identify their levels of institutionalization (i.e., stability vs. volatility), nationalization, and programmatic structuration, among other aspects. The operationalization of these concepts has provided researchers with useful data for describing, comparing, and analyzing the party systems of the region transversely over time. Understanding the transformation and characteristics of Latin American party systems over time sheds light on both the progress democratic regimes have made and the setbacks they have suffered within specific countries and in the region at large.

The Third General Assembly of the Latin American Episcopate took place last February in the Mexican city of Puebla. Without doubt it will make a profound impact upon the evangelizing action of the Church in Latin America. The documents produced at Puebla, like those produced in Medellin ten years earlier, will give rise to reflections that will find their way into the diverse pastoral plans of each nation.Neither Medellin nor Puebla can be considered isolated phenomenon. On the contrary, each should be seen as fruits of a maturing process in which Christian people, together with their pastors, express both the depths of their anguish and their high hopes and visions. That vision encompasses raising people from subhuman situations to a fuller experience of human life. Such experience should be expected to bring people together in brotherly love and lead naturally to a greater openness to God.

AbstractEDITOR'S NOTE: Luis C. Fontalvo, a Colombian, began to preach in his home-land, but several years ago he moved with his family to Canada, and there he found himself in an altogether different cultural, climatological and economic world, to which he had to adapt. Fontalvo, however, in contrast to most preachers who come from the Third to the First World, did not migrate to Canada in the company of fellow Colombian believers nor with the intention of establishing a Spanish-speaking church, but to preach in French to the people of the province of Quebec and in response to what he interpreted as a specific call. His work crystalized into what is now known as the Eglise des Apôtres de Jesus-Christ, with very different and farther-reaching results than he expected. His work and presence in Canada became an experiment that may, or may not, be repeated in another country or under different circumstances. It leaves open the question as to what will happen if and when the church he founded is totally integrated or if migration to Canada ceases in the future. Fontalvo's experience is simply one instance of the many things that are happening in countries like the United States and Canada, and even on European soil, to which Latin American Pentecostals arrive silently, learn to live many times surreptitiously or anonymously in the country of their choice, and do what is most natural to them: Share the gospel. The results may not be exactly what the preacher expected, they may be as new as a "hybrid" church, as it happened to Montalvo. These hybrid churches may well become the trend of the future in some of the First World cities. Although Montalvo does not say so, the implicit lesson is that the preacher is the key to success and has to begin by becoming a polyglot and not simply the monolingual head of the operation who thinks that one language is enough either for the preacher or for a situation as that described in this article.

Education In The Arab Gulf States And The Arab World: An AnnotatedBibliography is divided into six parts. Each part contains between one toten chapters according to the topic. In the preface, the author mentions thatshe includes all references found in US libraries and the Libraryof Congress and does not include references from Arab countries. Shealso mentions that she was "selective" in her choices of what to includeand what not. For example, literature from the social sciences thatcontained a lot of stereotyping and biased information about Islam, Arabsand Arab society in general was excluded. Unpublished works alsowere not included. The author then describes her method of listing thebibliography: when there was literature available on the Arab world ingeneral, she included that, and then she would list the seven Gulf States inalphabetical order. If there were no references for a country, then thecountry is not mentioned and she jumps to the next country in that order.Part One contains only one chapter, which is the introduction. ElSannbarypresents an historical overview of the Gulf States, which is herfocus: Bahrain, Iraq, Kuwait, Oman, Qatar, Saudi Arabia and the UnitedArab Emirates. A map of the region is presented on page four. She surveysthe history and the present conditions of the seven states economically,politically and educationally. The rest of the chapter includes a one-pagesummary on all the topics, which are mainly the chapters that follow.Part Two comes under the heading "General Background andResources", and consists of three chapters. Chapter Two, "Context ofEducation", contains 165 entries. It starts with the Arab World (entry 1-52)followed by Bahrain (52-60), Iraq (61-76), Kuwait (77-95), Oman (96-102), Qatar (103-108), Saudi Arabia (109-154), and the United ArabEmirates, (155-165). This is the system followed throughout the wholebook. When there is no literature available on a country, it is notmentioned. Chapter Three, "Bibliographies and References", starts withgeneral references (166- 215), and then is followed by Iraq (216), Kuwait(217), Oman (218-2190, Qatar (220-223), United Arab Emirates (224)and finally educational references (225-259). Resumen. Este artículo presenta un estudio de las figuraciones del “homosexual” en América Latina. Se inspira en el trabajo de Cynthia Weber sobre teoría queer en Relaciones In­ternacionales y en el análisis latinoamericano queer de Carlos Figari. Se propone una manera plural de contestar a tres interrogantes: ¿quién es el “homosexual” en América Latina?, ¿qué es el Estado-nación moderno que se presupone “soberano”? y ¿cómo el “homosexual” participa en la construcción del Estado-nación “soberano”? Las dos primeras preguntas no se contestan, pero se explora su potencial para los estudios “queer” y de Relaciones Internacionales.Para contestar la tercera pregunta se introduce una figuración plural del “homosexual” que rompe con la dicotomía entre normal y perverso en el contexto latinoamericano: Juan­Ga/Aguilera. Se justifica por qué JuanGa/Aguilera crea un Estado-nación soberano plural que complica (quizá hasta hace imposibles) las nociones tradicionales dicotómicas de soberanía. Se utiliza este resultado para dar una serie de perspectivas de investigación que abre el en­tendimiento de las figuraciones plurales como hombre soberano, tanto en los estudios lati­noamericanos de teoría queer como en los de Relaciones Internacionales.Palabras clave: Queer, Relaciones Internacionales, sexualidad, homosexualidad, sober­anía, política internacional.Abstract. This article presents a study about Latin American figurations of the “homo­sexual”. It was inspired by the work of Cynthia Weber in Queer International Relations (Queer IR) and the Latin American Queer analysis of Carlos Figari. It proposes a new pluralistic way to answer to three interrogatives: who is the “homosexual” in Latin America?, what is the modern nation-state that is assumed to be “sovereign”? and, how does the “homosexual” participates in the construction of the “sovereign” nation-state? The first two questions are not answered, rather they are explored for their potential to produce new insights to Queer and IR theories.To answer the third question, it will be introduced a new plural figuration of the “homo­sexual” that breaks apart with the either normal or perverse dichotomy: JuanGa/Aguilera. It is justified why JuanGa/Aguilera creates a plural “sovereign” nation state that makes more difficult (even impossible) to sustain traditional binary understandings of sovereign. This last result will be used to give new research possibilities that can be achieved in Latin American Queer Studies and International Relations through the understanding of plural figurations of sovereign man.Keywords: queer, International Relations, sexuality, homosexuality, sovereignty, inter­national politics.
