This chapter, which focuses on the Israeli electoral system as a prototype of an extreme PR system, has five main sections. First, it uses the 2015 election results to analyze the properties of the electoral system and the nature of its outputs. Second, it reviews the three prominent features of the Israeli electoral system and their origins: its PR electoral formula, its nationwide electoral district, and its closed party lists. Third, it examines the developments that led to the consideration and implementation of reform initiatives. Fourth, it assesses the political consequences of the system for parties and the party system, for government formation and durability, and for the legislature and legislative behavior. Fifth, it addresses the puzzle of increased personalization despite the absence of a personalized electoral system.

This chapter examines the Spanish electoral system, meaning—first and foremost—the one used to elect the lower house (Congreso de los Diputados). After a brief description of its components, the chapter assesses how its scarce proportionality has traditionally led Spanish politics towards a two-party system. The chapter also assesses some other of its alleged outcomes (such as the malapportionment, the weight of the regional parties, or the robustness of democracy) and its prospects for the future. Finally, the chapter also examines the ‘other’ Spanish electoral systems—that is, the ones used to elect the Senate, the local councils, the regional parliaments, and the Spanish seats in the European Parliament.

The Netherlands has one of the most proportional electoral systems in the world. This chapter details the origins, functioning, and effects of the Dutch electoral system. After providing the historical background of the electoral system, the chapter discusses the allocation of seats both to parties and to candidates and gives practical examples. Afterward, the chapter outlines the effects of the electoral system on the party system, the parties themselves, the composition of the parliament, and the government formation. Lastly, the chapter covers historical and more recent electoral reform debates. It turns out that in the Netherlands, electoral reform is a Sisyphean task: because of the low electoral threshold, electoral reform is always on the table, but given the broad coalitions and rigid constitution, reform attempts typically fail, and the reform discussions have to start all over again.

Australia is often characterized as “a democratic laboratory,” where a wide variety of electoral systems have been designed and implemented. Australia gave the world “the Australian ballot” (or secret ballot), and it is one of the few countries to operate an enforced system of compulsory voting. This chapter examines the evolution of the electoral systems in the lower House of Representatives and in the upper house, the Senate. Particular attention is given to the design of the Senate electoral system, and to the changes that were implemented at the 2016 election to eliminate the proliferation of “micro parties.” The development of compulsory voting is also outlined, and its consequences for the party system evaluated. Finally, the chapter discusses the major challenges to reform of the electoral system.

En los veintiséis años que caracterizan a las seis últimas legislaturas italianas (1994-2020) ha habido una intensa actividad político-institucional, acompañada de una fuerte modificación del sistema de los partidos políticos. En este contexto, el sistema electoral y sus continuas modificaciones con nuevas leyes electorales ha influido fuertemente en la forma de gobierno, marcando su dinámica, tanto directa como indirectamente. Sin embargo, el rápido cambio de los diferentes sistemas electorales en los últimos años no ha estado acompañado de reformas parejas en el texto constitucional, produciéndose una asimetría en el funcionamiento de los nuevos sistemas electorales que se iban adoptando gradualmente, que los hacía sustancialmente incompletos, incoherentes y, en definitiva, frágiles. Todo ello ha terminado degradando el sistema a ojos de la ciudadanía. Las presentes notas tienen por objeto poner de relieve las transformaciones que se han producido sobre el sistema electoral, tratando de subrayar las dificultades de su consolidación, en el marco de la llamada Segunda República (1994-2020) y de su nuevo sistema de partidos políticos.In the twenty-six years that characterize the last six Italian legislatures (1994-2020) Italy has seen, from the political-institutional point of view, an intense activity that was accompanied by a very similar vitality of the political party system. In this context, the electoral system and its continuous modifications with new electoral laws has strongly influenced the form of government, marking, by the decisive conditioning factor that represents the party system, its dynamics, both directly and indirectly. However, the rapid change of the different electoral systems in recent years has not been accompanied by an equal change in the constitutional text, so there has been an asymmetry in the functioning of the new electoral systems that were being adopted gradually, making them substantially incomplete, inconsistent and ultimately fragile. Faced with an immutability of the constitutional system, this continuous mutability in the electoral system has not only made the whole political-institutional system very weak, but also degraded it in its function in the eyes of the voters, as it seemed a clearly inefficient tool with respect to the needs of the constitutional system. Therefore, the present contribution aims to highlight the transformations that have taken place on the electoral system, trying to underline the difficulties of its consolidation, within the framework of the so-called Second Republic (1994-2020) and its new system of political parties.

This paper conducts an analysis of the implementation of the new electoral system (single-district, two-votes system) in practice in 2008. It is focused on the research of two aspects: first, the voter’s awareness of the new electoral system; second, the impact of the new electoral system on the political party system. In the research methods, this article combines the analysis of an individual survey data and information on the election results, trying to find an answer to the question about Taiwan’s voters knowledge of the electoral system situation, the factors that affect the knowledge of the electoral system, as well as the issues of the new electoral system’s impact on the change and development of the political party system. The research has found out that: Taiwan’s voter awareness of the current electoral system is not high. The further research into the relations between the knowledge of the electoral system and the voting choice, as well as the control of other possible factors of influence, showed that the voters who have a more correct and clear understanding of the electoral system have the tendency to vote for small parties.From the results of the general information, the practice of the electoral system indeed led to the decline in pluralistic views. The number of effective parties in the parliament has significantly decreased to that one before restructuring. The new electoral system has made survival difficult for small parties, while the rate of the wasted vote in the regional constituency increased dramatically, making it more difficult to represent pluralistic views.These possible problems caused by the new electoral system, also triggered reactions and initiatives among the domestic public concerning the reform of the electoral system in 2015.

Taking into proper account the geographic distribution of ethnic groups and the operation of electoral systems within individual countries reveals that the impact of ethnic diversity and electoral systems on the number of parties has been underestimated. Contrary to earlier findings, this study reveals that ethnic diversity spurs party proliferation in countries with both majoritarian and proportional electoral systems, though the effect is stronger in the latter. The insights gained here provide a theoretically derived measure of ethnic diversity that is useful for estimating its effect on specifically political phenomena and generating an improved holistic measure of the impact of electoral systems. More crucially, the results indicate that electoral system designers have a greater capacity to structure electoral outcomes. The results rely on multivariate models created using a new database with election results from 1990 through 2011 in sixty-five free democracies.

As new democracies consolidate, so do their accompanying party systems. A key factor contributing to this process is the establishment of rigid electoral laws that set the rules of the game. With seven reforms since its inauguration in 1974, the Greek electoral system has been an exception to this rule. Although change has been sometimes incremental and other times short lived, it has kept the electoral system in the political agenda. In this article I review the trajectory of the electoral law in Greece and look at the way the discussion over electoral reform developed along the process of party-system maturation. In so doing, I try to shed light on what seems to be an interesting paradox: the electoral system in Greece appeared most robust exactly in the same period in which the party system was most volatile, amidst the debt crisis. The political turmoil which the crisis generated seems to have shaped Greek politics and party competition in many aspects apart from the otherwise fluid electoral system.

Akin to the previous, 2014 event, with no data on voter ethnicity, no exit polls, and few post-election analyses, the 2018 Fiji election results remain something of a mystery despite the fact that there had been a significant swing in voting in favour of Opposition political parties. There have been several studies about the election results, but most of them have been done without much quantitative analyses. This study examines voting patterns of Fiji’s 2018 election by provinces, and rural-urban localities, as well as by candidates, and also compares the 2018 and 2014 elections by spending a substantial time classifying officially released data by polling stations and individual candidates. Some of the data are then further aggregated according to the political parties to which those candidates belonged. The current electoral system in Fiji is a version of a proportional system, but its use is rare and this study will provide an interesting case study of the Open List Proportional System. At the end of the analyses, this study considers possible reasons for the swing in favour of the Opposition.

Efforts to test Duverger’s law in the new democracies of postcommunist Europe have had mixed results. Research argues that mixed systems have an effect on the number of effective parties that is distinct from that of single-mandate district and proportional representation systems. Less attention has been given to the effect of other institutions on the party system, particularly strong presidents. Analyzing election results in postcommunist Europe, the authors find support for Duverger’s law after controlling for the strength of the executive. They argue that strong presidents substantially reduce the incentive for parties to seize control of the legislative agenda. Hence, the restraint that electoral systems exercise on the proliferation of parties and independent candidates is weakened. The authors find that a further consequence of strong presidents is that the incentive for majority control of committees and the legislative agenda is weakened.

Despite the 2020 reform of Germany’s national parliament voting law, the debate about a robust voting system has not ended . Träger and Jacobs have convincingly shown that Naun­dorf’s suggestion to introduce a parallel voting system creates more problems than it solves, and thus more far-reaching approaches have to be considered . One way to stop the Bunde­stag from growing is to reject the two vote-system . Comparable to the system of Thuringia’s local elections, with open lists and three votes per voter, both the standard size of the Bun­destag can be safely adhered to and at the same time a personalized proportional represen­tation can be maintained . Among other advantages, the voters would have greater influence on the personalized composition of the Bundestag . In particular, reservations on the part of the political parties could stand in the way of such a sustainable solution to the ongoing problems with the German electoral system .
