Achieving the Promise of Oral History in a Digital Age

The phrase “digital revolution” is frequently used in both popular and academic discourse to describe the multiple contexts of our increasingly electronically enriched and computer-dependent society. The essence of this article happens to be achieving the promise of oral history in a digital age. In oral history and other academic areas utilizing the interview as a central methodological element, the “digital revolution” specifically refers to the mainstream integration of digital technologies into all facets of the oral history process—in the field, in the archive, and in the distribution of the interview content. This article explores how digital technologies have significantly impacted and have become integral to the recording of oral history, as well as to the dual archival imperatives of access and preservation. Digital video recording started playing a pivotal role in practices of oral history by the twentieth century. Oral history has always been bound to technology, and technologies will forever change.

Advantages and disadvantages of the use of digital technologies (DT) in mathematics lessons are worldwidedissussed controversially. Many empirical studies show the benefitof the use of DT in classrooms. However, despite of inspiringresults, classroom suggestions, lesson plans and research reports,the use of DT has not succeeded, as many had expected during thelast decades. One reason is or might be that we have not been ableto convince teachers and lecturers at universities of the benefit ofDT in the classrooms in a sufficient way. However, to show thisbenefit has to be a crucial goal in teacher education because it willbe a condition for preparing teachers for industrial revolution 4.0.In the following we suggest a competence model, which classifies– for a special content (like function, equation or derivative) –the relation between levels of understanding (of the concept),representations of DT and different kind of classroom activities.The flesxible use of digital technologies will be seen in relationto this competence model, results of empirical investigations willbe intergrated and examples of the use of technologies in the upcoming digital age will be given.

AbstractThis article examines a subset of multilateral forums dealing with security problems posed by digital technologies, such as cyber warfare, cyber crime and lethal autonomous weapons systems (LAWS).1 It identifies structural issues that make it difficult for multilateral forums to discuss fast-moving digital issues and respond in time with the required norms and policy measures. Based on this problem analysis, and the recent experience of regulating cyber conflict and LAWS through Groups of Governmental Experts, the article proposes a schema for multilateral governance of digital technologies in armed conflict. The schema includes a heuristic for understanding human–machine interaction in order to operationalize accountability with international humanitarian law principles and international law applicable to armed conflict in the digital age. The article concludes with specific suggestions for advancing work in multilateral forums dealing with cyber weapons and lethal autonomy.

The work is aimed at forming a systematic theoretical and practical approach to the development of financial literacy in the format of sustainable development in the age of the digital revolution. For decades, oral historians and their tape recorders have been inseparable, but it has also been an uneasy marriage of convenience. The recorder is both our “tool of trade” and also that part of the interview with which historians are least comfortable. Oral historians' relationship with archivists has been an uneasy one. From the very beginnings of the modern oral history movement in the 1940s, archivists have played an important role. The arrival of “artifact-free” digital audio recorders and mass access via the Internet has transformed the relationship between the historian and the source. Accomplished twenty-first-century oral history practitioners are now expected to acquire advanced technological skills to capture, preserve, analyze, edit, and present their data to ever larger audiences. The development of oral history in many parts of the world was influenced by the involvement of sound archivists and librarians. Digital revolution in the present century continues to influence oral history.

The paper deals with topical issues related to the use of digital technologies in criminal proceedings. The author presents the directions of digitization of the court and the principles of using artificial intelligence, formulated by the bodies of the Council of Europe. The stages of the emergence of individual digital technologies first in the work of arbitration courts, and later — courts of general jurisdiction are shown. Existing and promising digital technologies are considered as the criminal case moves, after its submission in court from the Prosecutor. Considerable attention is given to the order of formation of the court for the consideration of a particular criminal case. The author analyzes the difficulties encountered in the use of an automated information system in this matter, and proposes ways to resolve them. The author considers it necessary to use e-mail to call victims, witnesses and other participants in the proceedings, for which he proposes to make appropriate changes to the current procedural legislation. The article reveals the current procedure and prospects for the use of video conferencing systems, audio and video recording of the trial in the criminal process. The author reports on the experimental development of speech recognition programs for participants in the trial. Special attention is given to the achievements in the implementation of digital technologies in the Moscow courts, implemented in the course of the international project «Support for judicial reform». In this regard, the author describes the creation of electronic copies of traditional «paper» cases in the courts of Moscow, making the proceedings more open.
