The authors essay summarize the implications of public deliberation scholarship for the study of political communication as it occurs in small social bodies, from dyadic conversations and small groups to structured deliberative bodies, such as Citizens’ Assemblies. They begin by illustrating the growth, impact, and importance of this relatively new area of study in political communication. The heart of the essay contains a review of the findings of key studies relevant to, influenced by, or designed to advance deliberative theories of group behavior. The third section emphasizes one particular subarea of importance in this body of work—the potential power of connecting small group deliberation with large-scale public judgment. In the final section, the authors identify some of the key unanswered questions about group deliberation.

In discussing the legal and political problems connected with exploitation of the inorganic resources of the continental shelf and deep seabed, the author examines the types and amount of resources available. Placing special emphasis on the interests of the developing countries, he goes on to suggest some of the probable consequences of large-scale extraction of offshore fuels and metals. Against this backdrop, the article concludes that, in the short run, the Third World countries are not likely to benefit greatly from the creation of a UN Sea-Bed Regime. In the final section of the article, some significant lines of division in UN Sea-Bed Committee are discussed.

A fundamental weakness of current sociological theory is that it does not relate micro level interactions to macro level patterns in any convincing way. Large-scale statistical, as well as qualitative, studies offer a good deal of insight into such macro phenomena as social mobility, community organization, and political structure. At the micro level, a large and increasing body of data and theory offers useful and illuminating ideas about what transpires within the confines of the small group. But how interaction in small groups aggregates to form large-scale patterns eludes us in most cases. I will argue in this paper that the analysis of processes in interpersonal networks provides the most fruitful micro-macro bridge. In one way or another, it is through these networks that small-scale interaction becomes translated into large-scale patterns and that these, in turn, feed back into small groups. Sociometry, the precursor of network analysis, has always been curiously peripheral—invisible, really—in sociological theory. This is partly because it has usually been studied and applied only as a branch of social psychology; it is also because of the inherent complexities of precise network analysis. We have had neither the theory nor the measurement and sampling techniques to move sociometry from the usual small-group level to that of larger structures. While a number of stimulating and suggestive studies have recently moved in this direction (Bott 1957; Mayer 1961; Milgram 1967; Boissevain 1968; Mitchell 1969), they do not treat structural issues in much theoretical detail. Studies which do so usually involve a level of technical complexity appropriate to such forbidding sources as the Bulletin of Mathematical Biophysics, where the original motivation for the study of networks was that of developing a theory of neural, rather than social, interaction (see the useful review of this literature by Coleman 1960; also Rapoport 1963). The strategy of the present paper is to choose a rather limited aspect of small-scale interaction—the strength of interpersonal ties—and to show, in some detail, how the use of network analysis can relate this aspect to such varied macro phenomena as diffusion, social mobility, political organization, and social cohesion in general.

In an attempt to predict self-disclosure behavior in small groups from a previously administered Self-disclosure Inventory, 68 participants were rated at the end of 20 group sessions on a 9-point scale of self-disclosure (reliability = .69). Inventory score did not predict rated behavior ( r = .13, p < .05). Additional attempts at validation of the inventory are described.

In this paper the need for, and problems associated with, urban planning in the Third World is examined through the consideration of the implementation of a major large-scale planning exercise: the Delhi Master Plan. The main features of the planning exercise are outlined with emphasis placed on the comprehensive nature of the proposals in the plan. The implementation of these strategies is then considered and the failure to realise declared aims of the Master Plan is emphasised. This is attributed in part to the planning agencies failure to implement strategies efficiently and effectively, in part to the erroneous assumptions upon which these strategies are based, and in part to the comprehensive, blue-print approach adopted. In the final section the need for an alternative approach to urban planning is argued, with emphasis placed on the identification of realisable goals, the assessment of priorities, and the need for the involvement of the communities one is attempting to benefit.

This article offers a ‘post-heritage’ reading of both iterations of Upstairs Downstairs: the LondonWeekend Television (LWT) series (1971–5) and its shortlived BBC revival (2010–12). Identifying elements of subversion and subjectivity allows scholarship on the LWT series to be reassessed, recognising occasions where it challenges rather than supports the social structures of the depicted Edwardian past. The BBC series also incorporates the post-heritage element of self-consciousness, acknowledging the parallel between its narrative and the production’s attempts to recreate the success of its 1970s predecessor. The article’s first section assesses the critical history of the LWT series, identifying areas that are open to further study or revised readings. The second section analyses the serialised war narrative of the fourth series of LWT’s Upstairs, Downstairs (1974), revealing its exploration of female identity across multiple episodes and challenging the notion that the series became more male and upstairs dominated as it progressed. The third section considers the BBC series’ revised concept, identifying the shifts in its main characters’ positions in society that allow the series’ narrative to question the past it evokes. This will be briefly contrasted with the heritage stability of Downton Abbey (ITV, 2010–15). The final section considers the household of 165 Eaton Place’s function as a studio space, which the BBC series self-consciously adopts in order to evoke the aesthetics of prior period dramas. The article concludes by suggesting that the barriers to recreating the past established in the BBC series’ narrative also contributed to its failure to match the success of its earlier iteration.

This article is a inquiry about how Barrès (1862-1923) handles the religious rite of pilgrimage. Barrès stages in his writings three successive forms of pilgrimage, revealing what is sacred to him at different times. The pilgrimage to a museum or to the birthplace of an artist is typical for the egotism and the humanism of the young Barrès, expressed in the Cult of the Self (1888-1891). After his conversion to nationalism, Barrès tries to unite the sons of France and to instill in them a solemn reverence for “the earth and the dead” ; for that purpose he encourages in French Amities (1903) pilgrimages to historical places of national importance (battlefields; birthplace of Joan of Arc), building what Nora later called the Realms of Memory. The third stage of Barrès’ intellectual evolution is exemplified by The Sacred Hill (1913). In this book the writer celebrates the places where “the Spirit blows”, and proves open to a large scale of spiritual forces, reaching back to paganism and forward to integrative syncretism, which aims at unifying “the entire realm of the sacred”.

This chapter shifts the focus to the third and final stabilization phase of the political communication cycle (PCC). During the stabilization phase, a new political communication order (PCO) takes shape through the building of norms, institutions, and regulations that serve to fix the newly established status quo in place. This status quo occurs when formerly innovative political communication activities become mundane, yet remain powerful. Much of the chapter details the pattern of communication regulation and institution construction over time. In particular, this chapter explores the instructive similarities and key differences between the regulation of radio and the internet, which offers important perspectives on the significance of our current place in the PCC and the consequences of choices that will be made over the next few years.

The Armani high-fashion example illustrates the importance of adaptive rational methods in his founding and developing of an iconic high-fashion firm. Armani adapted stylistically to fashion’s new times in the 1970–80s by creating a new style catering for the career woman. His stylistic adaptation is compared with that of another famous Italian fashion designer, Versace, who instead modernized haute couture fashion and created a succession of glamourous styles. Both leaders exploited the same opportunity but in different ways. The third section compares these leaders’ legacies in the 1990s–2000s and assesses from a long-term perspective how capably they had used adaptive rational methods. The final section shifts the focus from fashion to the cosmetics industry and from Italy to the UK. Anita Roddick used adaptive rational methods to establish The Body Shop corporation in the 1970s–80s. However, she then abandoned rational methods with dire results for her corporation in the 1990s.
