Police BWCs as ‘Neutral Observers’: Perceptions of public defenders

Abstract The research on police body-worn cameras (BWCs) has rapidly expanded to evaluate the technology’s impact on a range of police outcomes. Far fewer studies have addressed the various effects on downstream criminal justice actors, and those that do have focused almost entirely on prosecutors. Thus, public defenders have remained on the periphery of the police BWC discussion, despite playing an important role as an end-user of the technology. This study draws on qualitative data from focus groups with public defenders in the Commonwealth of Virginia to discuss the perception of BWCs as neutral observers in a police–citizen encounter. We then provide implications and recommend avenues for future research.

This article explores the development of heteronormativity and the construction of masculinities at a township primary school in South Africa. In this study, boys and girls chastise homosexuality yet maintain their male-to-male and female-to-female social bonds. Homosocial or male-to-male social bonds have a bearing on the construction of male identity. It is argued that homosocial relationships serve as a means through which certain boys negotiate and exhibit their masculinity in a process of identity formation in which heterosexuality is a key component. Qualitative data from focus groups and diary research with Grade 7 students (male and female) in a primary school are used. Boys engage in a number of games and acquire resources for themselves; hence, as a social unit, they portray themselves as heteronormative. Their solidarity plays a role in maintaining their power in relationships even though privately some of them expressed preference for more flexible constructions of masculinity.

This chapter provides an overview of the literature examining the role of religion and military service in the desistance process. It also identifies outstanding issues and directions for future research. It first presents an overview of research examining the role of religion in desistance and highlights measurement issues, potential intervening mechanisms, and a consideration of faith-based programs as criminal justice policy. Next, this chapter covers the relationship between military service and offending patterns, including period effects that explain variation in the relationship, selection effects, and the incorporation of military factors in criminal justice policy and programming. The chapter concludes by highlighting general conclusions from these two bodies of research and questions to be considered in future research.

Abstract This article contends that prior research on the behaviour of Chinese local cadres pays limited attention to their motivation for avoiding blame. Using qualitative data from three field studies conducted in Guangdong province, the study focuses on blame avoidance in the cadre responsibility system, which is recognized as an important instrument for state capacity building. Our analysis uncovers three major discursive strategies used by grassroots cadres to manage blame either before or after it is apportioned: de-legitimating performance standards, re-attributing blame and transferring blame risk. We find that local cadres have a role as blame makers in shifting blame and accusations. This finding challenges the conventional view, which typically sees local officials as blame takers. The article concludes by elaborating on the wider implications of this finding and proposing avenues for future research.

In this study, we continue to explore the junior-to-senior transition process in Swedish ice hockey by validating the empirical model ‘Phases in the junior-to-senior transition of Swedish ice hockey players’ created in our previous study.1 More specifically, we collected opinions and critical reflections of 15 senior professional players and expert coaches about the empirical model as a whole and about the content of each junior-to-senior transition phase and then converted the original empirical model into its validated version. Professional ice hockey players and first league coaches formed three focus groups, while three senior coaches were interviewed individually. All were encouraged to critically reflect on the empirical model. The data from all sources were analysed following guidelines of the thematic (deductive) analysis complemented by quantitative measurements of the participants’ agreement with the content of the empirical model. Results supported the sequence and designations of the junior-to-senior transition phases (i.e. preparation, orientation, adaptation and stabilization), as well as duration of the junior-to-senior transition (i.e. up to four seasons) outlined by the empirical model. We were also able to validate the psychological content (perceived demands, resources, barriers, coping strategies and outcomes) of each transitional phase. Accordingly, five themes were reformulated, 17 new themes were added and some themes were re-ordered during the conversion of the original empirical model into the validated model. To improve the readability of the validated model (from the bottom to the top), we also re-ordered sub-categories describing the psychological content of each junior-to-senior transition phase. We conclude by discussing the validated model in relation to theoretical frameworks and previous research and providing some methodology, future research and practice-oriented reflections addressed to researchers, coaches and sport psychology practitioners.

Research exploring gender differences in public attitudes toward parole is limited, despite a large body of literature showing that men and women have diverging views on other criminal justice issues, including capital punishment and offender rehabilitation and treatment. Drawing on an Australian national survey of community views on parole, the current study examines whether men and women differ in their support for the release of prisoners on parole. The results indicate that gender does predict parole attitudes, with Australian women significantly more likely to hold nonsupportive views on parole than Australian men. The results also reveal that women are more likely to take a neutral position toward parole, rather than supporting it. Together, these findings indicate there may be something about being a woman in Australia that prevents one from being willing to support the early release of prisoners. The implications of these findings for future research are discussed.

This study is an attempt to assess the impact of small farms (SF) on the regional food product circulation of specific key products in selected, fragmented, agrarian regions in Poland and Portugal. The empirical study is based on the analysis of food product maps which were developed based on data from a survey conducted among owners of small farms and small food businesses at focus group meetings and workshops organized in 2017 and 2018 in the Nowotarski and Nowosądecki subregions in Poland and in the Alentejo Central and Oeste subregions in Portugal. Qualitative data analysis was conducted using uniform methodology. In each of the subregions, focus groups helped to confront the assumptions resulting from surveys and corroborate the flows and fluxes described in the developed food product maps. Data collected during focus groups were enriched by data gathered during regional workshops that focused on food system governance. It was concluded that food product maps indicate interesting relationship flows of small farmers’ products along the food system, highlighting the role of fluxes connecting small farmers with other actors regarding specific key products. Several similarities and disparities between regional KP production flows in the Portuguese and Polish subregions, based on the type of key product, the various distribution channels and farming capacities present in each subregion were observed.

ObjectiveTo gain exploratory insights into the multifaceted, lived experience impact of COVID-19 on a small sample of ethnic minority healthcare staff to cocreate a module of questions for follow-up online surveys on the well-being of healthcare staff during the pandemic.DesignA cross-sectional design using two online focus groups among ethnic minority healthcare workers who worked in care or supportive roles in a hospital, community health or primary care setting for at least 12 months.ParticipantsThirteen healthcare workers (11 female) aged 26–62 years from diverse ethnic minority backgrounds, 11 working in clinical roles.ResultsFive primary thematic domains emerged: (1) viral vulnerability, centring around perceived individual risk and vulnerability perceptions; (2) risk assessment, comprising pressures to comply, perception of a tick-box exercise and issues with risk and resource stratification; (3) interpersonal relations in the workplace, highlighting deficient consultation of ethnic minority staff, cultural insensitivity, need for support and collegiate judgement; (4) lived experience of racial inequality, consisting of job insecurity and the exacerbation of systemic racism and its emotional burden; (5) community attitudes, including public prejudice and judgement, and patient appreciation.ConclusionsOur novel study has shown ethnic minority National Health Service (NHS) staff have experienced COVID-19 in a complex, multidimensional manner. Future research with a larger sample should further examine the complexity of these experiences and should enumerate the extent to which these varied thematic experiences are shared among ethnic minority NHS workers so that more empathetic and supportive management and related occupational practices can be instituted.

Both the interviewing and focus group processes have been around and in use as tools for gathering information for decades. For someone who is interested in learning more about people and their experiences, what better way to accomplish this than by speaking directly with an individual or group of individuals? Individual as well as group interviews are windows to an understanding of the behaviors of those being interviewed. Focus groups, specifically, are viewed as a window into the human condition and human interaction. Although, the individual interview is one of the most widely used methods for collecting qualitative data, focus groups have recently gained more popularity among qualitative researchers as a method of choice.

Purpose The purpose of this paper is to make a case for more process-based theorizing in the field of organizational change. Design/methodology/approach To emphasize the importance of a process perspective on organizational change, this paper challenges the prevalent theorizing approach that treats organizational change as entity and argues that process-based theorizing can help researchers gain a better understanding of organizational change. Findings To direct future research toward more process-based theorizing, this paper proposes a systematic four-step procedure for the analysis of qualitative data that helps researchers theorize organizational change from a process perspective. Originality/value Overall, this paper contributes to theorizing efforts in the field of organizational change by offering a reflective account on the challenges that entity-based theorizing entails, strengthening the position of process-based theorizing in light of these challenges and providing an outlook on how scholars can develop theoretical insights on organizational change from a process perspective.
