The resilient – smart city development: a literature review and novel frameworks exploration

PurposeThis paper aims to develop a framework that could establish and further the terminology of smart city/resilient city discourse in that resilience could support urban “smartness”, a term that is widely argued being not easily measured nor quantifiably assessed.Design/methodology/approachThe qualitative approach was employed, and based on selected keywords, a systematic literature review was carried out to understand the main themes within the smart city and resilient city concepts databases. Upon screening, 86 papers were used and synthesised through the meta-synthesis method using both synthesis approach, meta-aggregation and meta-ethnography that systematically identifies both properties and characteristics, to build an innovative framework as an indicator-based smart/resilience quantification model.FindingsTwo novel frameworks are proposed, smart resilient city (SRC) and resilient smart city (RSC), as guidelines regulatory that establish a city's smartness and resilience.Research limitations/implicationsThe quantitative research phase is not provided as the framework builds on the exploratory approach in which the model is proposed through the postulation of data definitions.Practical implicationsAlthough the study's scope was limited to the city, proposed frameworks may be interpreted for other contexts that deal with the topic of resilience and smart.Originality/valueThe established framework proposal would encourage further exploration in context, serving as an inspiration for other scholars, decision-makers, as well as municipalities to keep strengthening smart city through resilience factors.

Purpose The purpose of this paper is to figure out the impacts of soft innovation in the city hotels in general, whereas the focus is on figuring out if there exists a difference in vitality on the components of soft innovation among the hotel categories, as 4 stars, 5 stars and boutique hotels in Izmir, Turkey. Design/methodology/approach The first part is related to a detailed literature review on the soft innovation components as color, sound, light, scent and decoration. Literature review is followed by a qualitative research where expert information on the research topic is collected. Judgmental sampling is used to identify experts’ views where in-depth semi-structured interviews are conducted with 12 hotel managers in Izmir city. The soft innovation hotel application areas taken into consideration are: lobby and reception, rooms, restaurant, bar and ballroom areas, meeting and congress halls, SPA and pools, gardens and landscape and other exterior hotel architecture. Findings The findings of the research reveal the sample hotel managers’ views as all the soft innovation applications are important for all city hotels regardless of their category, meaning that soft innovation may lead to better marketing results. Thus, according to hotel managers, soft innovation offerings have a potential for better customer satisfaction as positive feedback. However, the vitality degree among components changes according to the hotel’s category. For boutique hotels the most important component is found to be the decoration of the hotel, whereas for 4 stars hotels it is light and for 5 stars hotels it is scent. Research limitations/implications The results of this study give relatively limited information because only managers’ point of view are shown. In the research, customers’ perceptions on soft innovation based interviews with the top management of the hotels studied takes place, indicating which may not be the case to reflect the real perception of customers. Therefore, for further researches, it is recommended for the other researches to take into consideration of customers’ point of views as well. Also, time limitation, sample size and application of only qualitative research may be stated as the limitations for this study. Quantitative research applies to customers on the same topic and problem statement is recommended for further studies related to city hotels’ soft innovation applications. Practical implications Motivation of this study is to understand how soft innovation can change hotels’ atmosphere and make it more attractive from the managers’ perceptions. According to hotel managers’ views, soft innovation applications may lead to higher customer satisfaction, but the level of investment among the components may change according to the city hotel’s category. Research implications indicate that hotel managers may optimize the effectiveness of their soft innovation efforts by taking into consideration their hotel type, application areas and innovation category as decoration, color, scent, sound and light. According to hotel managers, decoration-related soft innovation is more important to boutique hotels, lighting-related soft innovation is an effective investment for 4 stars hotels and scent-related soft innovation is a suitable investment for 5 stars hotels. Originality/value The originality of the study lies in the analysis of the components of soft innovation as a means for effective city hotel marketing and innovative management applications. Though it is a very suitable industry for implementation, improvement and development, there are limited studies on soft innovation applications in the hotel industry.

Purpose This paper aims to discover why such a public partnership project had been successful with a non-profit third-party alliance such as a smart city consortium (SCC) promoting smart city development. Design/methodology/approach This descriptive case study is primarily based on analysing data collected from various texts, public statements, media interviews and three semi-structured interviews with key members involved in the Covid-19 dashboard project. Findings The data and analysis reviews that both interpersonal and interorganisational trust, dedication and proactiveness of the leaders at SCC were major contributing factors to why SCC was able to partner with the Hong Kong Government in the Covid-19 dashboard in the first place and that the success was also a direct outcome of effective mass collaborative knowledge management activities. Research limitations/implications The research in leadership attributes and activities in the non-profit alliance has been few and this collaborative partnership between the alliance and the government is an example of the importance of further research in smart city leadership. Practical implications In deploying projects for mass collaboration and knowledge sharing in smart city development (which is multi-disciplinary in nature). there are still many new and evolving organisational practices and leadership matters that many business leaders and city managers can learn from. Social implications Smart city development projects involve the notion of sharing data in an open environment enabled by software and mediating tools. Successful projects such as this Hong Kong Covid-19 dashboard which serves a diverse audience can further promote the importance of an open data policy regime for the benefit of the public. Originality/value This case study covers a highly original and unique case study with the leaders at the SCC and representatives from the Hong Kong Government.

PurposeThe purpose of this paper is to summarize the key findings of meta-analyses in accounting, auditing and corporate governance research.Design/methodology/approachA structured literature review on 63 meta-analyses related to financial accounting, management accounting, auditing, and corporate governance is conducted.FindingsMost of the previous meta-analyses have been focused on the topic of corporate governance with a clear focus on board composition as an independent variable and by integrating research- and country-specific moderating variables. Meta-analyses in management accounting are rare; furthermore, no meta-analysis in tax accounting has been published yet.Originality/valueMeta-analyses on these topics are expected to become increasingly important in the following years because of the increased number of empirical quantitative research. This literature review gives useful insights for research, practice and regulation.

City Development Planning can be described as a decision-making process to realize economic, social, cultural and environmental goals through the development of a spatial vision, strategies and plans, and the application of a set of policy principles, tools, institutional participatory mechanisms, and regulatory procedures. Connectivity between cities is needed for a Bali island which is the best tourism destination in Indonesia. Good connectivity between cities can contribute greatly to tourism destinations in each city / region. In the future it will be a great work if the development of urban areas on the island of Bali is the integrated tourism industry path connectivity in the Smart City Development system. Smart city is a dream of almost all countries in the world both in the provincial and urban spheres. With Smart City, various kinds of data and information located in every corner of the city can be collected through sensors installed in every corner of the city, analyzed with smart applications, then presented according to user needs through applications that can be accessed by various types of gadgets. Through the gadget, users can also interactively become data sources, they send information to data centers for consumption by other users.

Abstract. ICT is one of the technological enablers of a smart city which facilitates the developments in various sectors of the community such as in governance, transportation, education, safety, tourism, and communication. Development of smartphone applications have directly contributed to areas of smart living, smart people, smart governance, and smart mobility as it provides several features catering digital services in the city and flexible utilization of the city services. However, smart city development is not merely the creation of digital services for the citizens but instead involves a two-way communication between the government and citizen’s collaborative processes and digital participation. The purpose of this paper is to provide a framework for a mobile tool wherein people can easily access the most essential everyday city services and in the same manner provide the city authorities to gather relevant information from the application through review of literature and other relevant documents.

Smart city is a major discussion in metropolitan planning and governance as it involves using technology to create livable spaces for the present and the future; it also considers issues of mobility, governance, economy and energy production. The innovation of smart city initiative can be beneficial to urban planning and policies for house provision. The housing challenge is a prominent issue in Lagos, the economic capital of Nigeria with more than 20 million inhabitants. Despite the attempts by the Lagos state government to create low-cost housing for citizens living and working in the city, there are still enormously high housing deficits because of the city’s overpopulation and limited resources. The city still lacks adequate infrastructures for mobility, networking and affordable housing as some people come from other states to work in the state; this has increased the urban carbon emissions. Yet, emerging discourses on housing infrastructure have rarely engaged the smart city question in urban governance of Lagos. Although there is a plethora of literature interrogating urbanization processes and housing, there are feeble attempts at explaining the notion of the smart city as the panacea for infrastructural inadequacies and urban development. This research examines the concept of smart city and its implication for urban governance structures and affordable housing in Lagos, drawing information and data from interviews and relevant secondary sources. The relevance of this study is to the government, private sector and architectural community is formulating policies through the application of the smart city concept in a megacity in a developing country like Lagos.

Purpose Security is the most important issue in Internet of Things (IoT)-based smart cities and blockchain (BC). So, the present paper aims to detect and organize the literature regarding security in the IoT-based smart cities and BC context. It also proposes an agenda for future research. Therefore, the authors did a statistical review of security in IoT and BC in smart cities. The present investigation aims to determine the principal challenges and disturbances in IoT because of the BC adoption, the central BC applications in IoT-based smart cities and the BC future in IoT-based smart cities. Design/methodology/approach IoT) has a notable influence on modernizing and transforming the society and industry for knowledge digitizing. Therefore, it may be perceived and operated in real time. The IoT is undergoing exponential development in industry and investigation. Still, it contains some security and privacy susceptibilities. Naturally, the research community pays attention to the security and privacy of the IoT. Also, the academic community has put a significant focus on BC as a new security project. In the present paper, the significant mechanisms and investigations in BC ground have been checked out systematically because of the significance of security in the IoT and BC in smart cities. Electronic databases were used to search for keywords. Totally, based on different filters, 131 papers have been gained, and 17 related articles have been obtained and analyzed. The security mechanisms of BC in IoT-based smart cities have been ranked into three main categories as follows, smart health care, smart home and smart agriculture. Findings The findings showed that BC’s distinctive technical aspects might impressively find a solution for privacy and security problems encountering the IoT-based smart cities development. They also supply distributed storage, transparency, trust and other IoT support to form a valid, impressive and secure distributed IoT network and provide a beneficial guarantee for IoT-based smart city users’ security and privacy. Research limitations/implications The present investigation aims to be comprehensive, but some restrictions were also observed. Owing to the use of some filters for selecting the original papers, some complete works may be excluded. Besides, inspecting the total investigations on the security topic in BC and the IoT-based smart cities is infeasible. Albeit, the authors attempt to introduce a complete inspection of the security challenges in BC and the IoT-based smart cities. BC includes significant progress and innovation in the IoT-based smart cities’ security domain as new technology. Still, it contains some deficiencies as well. Investigators actively encounter the challenges and bring up persistent innovation and inspection of related technologies in the vision of the issues available in diverse application scenarios. Practical implications The use of BC technology in finding a solution for the security issues of the IoT-based smart cities is a research hotspot. There is numerable literature with data and theoretical support despite the suggestion of numerous relevant opinions. Therefore, this paper offers insights into how findings may guide practitioners and researchers in developing appropriate security systems dependent upon the features of IoT-based smart city systems and BC. This paper may also stimulate further investigation on the challenge of security in BC and IoT-based smart cities. The outcomes will be of great value for scholars and may supply sights into future investigation grounds in the present field. Originality/value As the authors state according to their knowledge, it is the first work using security challenges on BC and IoT-based smart cities. The literature review shows that few papers discuss how solving security issues in the IoT-based smart cities can benefit from the BC. The investigation suggests a literature review on the topic, recommending some thoughts on using security tools in the IoT-based smart cities. The present investigation helps organizations plan to integrate IoT and BC to detect the areas to focus. It also assists in better resource planning for the successful execution of smart technologies in their supply chains.

Purpose The purpose of this paper is to review and critique the extant body of literature on artisan entrepreneurship and to develop a research agenda for future studies based on the identified trends and themes. Design/methodology/approach A systematic literature review (SLR) was undertaken across 96 journals ranked by the Association of Business Schools. The initial search yielded 86 papers. Further scrutiny of these studies led to the development of exclusion criteria, resulting in a refined list of 32 articles which advance understanding of artisan entrepreneurship. Using an open coding approach, this SLR then identified seven core themes and 16 sub-themes which the extant literature examines. Findings This SLR finds that artisan entrepreneurship research contributes to understanding of entrepreneurial behaviour, context, motivation, development, resources, diversity and classification. It provides timely insights into coopetition practices, the reciprocal relationship between place and entrepreneurship and the coexistence of social and economic goals. It also reveals characteristics which facilitate venture development, discovers the mutability of various forms of capital, highlights the necessity of studying diverse experiences and identifies benefits and limits of typologies. Main elements of the resulting research agenda include calls for more quantitative research, further attention to context and more holistic treatment of a wider variety of stories. Originality/value This paper presents the first SLR of craft and artisan entrepreneurship research. It not only identifies, analyses and critiques the main streams in the literature, therefore providing an overview of the state of the field, but also highlights areas where this scholarship contributes to understanding of entrepreneurship and upon which future research can build. Artisan entrepreneurship is thus established as worthy of investigation in its own right and as an appropriate context in which to explore entrepreneurial processes. Furthermore, this SLR presents an agenda for future research to advance understanding of artisan entrepreneurship.

This paper presents the conceptualisation of the City Data Plan, a data governance policy instrument intended to connect the production and use of urban data in a comprehensive and evolutive long-term strategy aligned with city development goals. The concept of the City Data Plan had been elaborated by taking into account current issues related to privacy and manipulation of data in smart city. The methodological approach adopted to define the nature of a City Data Plan is grounded on the conceptual and empirical parallelism with corporate data governance plans and general urban plans, respectively aimed to regulate decision-making powers and actions on data in enterprise contexts, and the interests of local stakeholders in the access and use of urban resources. The result of this analytic process is the formulation of the outline of a City Data Plan as a data governance policy instrument to support the iterative negotiation between the instances of data producers and data users for instantiating shared smart city visions. The conceptualisation of the City Data Plan includes a description of the multi-stakeholder organisational structures for the city data governance, cooperation protocols and decision areas, responsibilities assignments, components of the plan and its implementation mechanisms.
