Community leadership and the Triple Helix model as determinants of the constitution of science parks

Purpose The purpose of this paper is to analyze and understand the condition that lead to a constitution’s path of Brazilian Science Parks, in the State of Rio Grande do Sul, and consequently to propose a new dimension of analysis to the Triple Helix. Design/methodology/approach A qualitative approach was used to elaborate a descriptive and exploratory research design, where a case study method was applied on six science parks. Findings The use of the Triple Helix model could not explain the Brazilian Science Park development realities. A new element, related to the innovation model, was considered as a determinant in the constitution of the Brazilian parks, and is represented as the community leadership category, as the Fourth Helix. Research limitations/implications Since it is a qualitative study, the results obtained have a strong relation with the local, cultural and historically constructed contexts. Bias from the researchers’ subjectivity in the data collection procedures is present, although the validity and reliability measures were performed. Practical implications The construction of designed and implemented specific “fertile models,” which are capable of developing the necessary conditions for the constitution and the consolidation of science parks in Brazil. Social implications Such empirical contribution comes from data referring to spontaneous and endogenous local community development movements. Originality/value The identification of a new element of the Triple Helix innovation model is represented as the community leadership category and is considered as a key determinant in the constitution of the Brazilian Science Parks.

Purpose This paper aims to explore the role of university in promoting, generating and sustaining social innovation (SI). It aimed to understand how higher education institutions have extended their contribution beyond the traditional function of teaching and research to perform in socio-economic problem-solving. It looks at the kinds of contributions which universities potentially make to SI processes, and the effects that this has on the direction and magnitude of SI, and by implication social development. This was done by drawing lessons from a SI project that the University of the Western Cape has been involved in, i.e. Zenzeleni Networks Project. Design/methodology/approach To address the research question with this framework, the author adopted an exploratory research design using a case study. This research is qualitative, exploratory and descriptive, based on a case study built with secondary data. Findings This paper submits that universities can potentially function as key role players in promoting SI initiatives and fostering social transformations. Universities contribute with different kinds of resources and inputs to foster new SI ideas. Originality/value The paper suggests that socially innovative university projects may contribute to community social sustainability maintaining social cohesion by increasing social capital and providing resources for the empowerment of the marginalised communities. In so doing, they contribute to overcome social exclusion and promote more sustainable forms of development at community level. More research is needed on how universities can build community networks with local community partners, who can use the insights of academic research to replicate interventions and move to scale.

Purpose The purpose of this paper is to explore recent national human resource development (NHRD) practices in China through a literature review focusing on programs and activities that represent the roles and interactions among the government, industry and universities. Design/methodology/approach To effectively consolidate previous work and conceptualize the recent development of the NHRD practices in China, a semi-narrative literature review was used to explore and analyze NHRD-related functions and activities. Findings Findings from the literature review showed that although the central government still plays a predominant role in China, universities and corporations are increasingly playing a critical role in developing an innovative and skilled workforce. At the regional level, NHRD initiatives in China have been increasingly undertaken by universities, industry and government–industry–university collaborations. The authors also found a disparity between developed and underdeveloped regions in terms of NHRD in China. Research limitations/implications This study used the triple helix model as a framework that provides an insightful lens for researchers to examine how various social entities interact with each other and jointly contribute to NHRD. Further case studies are needed to generate evidence-based knowledge to the NHRD literature. Practical implications A more systematic NHRD leadership structure at both the national and local level is desired to unleash the potential of bottom-up development and active government–industry–university collaboration. To counter regional divergence in NHRD in China, intra- and cross-regional collaborations are helpful in improving resources distribution and workforce development. Originality/value Based on open system theory, this study focused on programs and activities that represent the roles and interactions among the government, industry and university in Chinese NHRD through the lens of the triple helix model. In addition, this study offers a conceptual model of Chinese NHRD to help scholars and practitioners understand the transitional efforts in NHRD.

The open collaborative innovation model based on a triple helix proposes a way by which collaborative processes and innovation networks create value. It contains seven components: (1) innovation challenges, (2) internal-external knowledge, (3) paradigm change, (4) leadership, (5) interinstitutional and transdisciplinary teams, (6) communication, and (7) creative solutions; and six principles: (1) identity, (2) agreements,(3) flexibility, (4) commitment, (5) recognition, and (6) trust. This research emphasizes on the importance of Component 5 for programs of open collaborative innovation, since the joint work among the academy, the government, and the industry to create a triple helix consolidates systems of regional innovation that are necessary to improve national competitiveness and productivity.

PurposeBy using the Triple Helix model, the purpose of this paper is to uncover the perceptions of nascent entrepreneurs about a university–industry–government collaboration program, in particular about the role of each agent to foster rural entrepreneurship; the value and effect of this collaboration; and their own contributions to local development.Design/methodology/approachA qualitative case study method is adopted, involving semi-structured interviews with entrepreneurs and secondary data. The text is analyzed using qualitative content analysis.FindingsThe interaction of the Triple Helix partners is perceived as valuable both at the personal and the business levels. One of the most salient results is the value ascribed to the knowledge-rich environment created. Entrepreneurs are aware of their contribution to local development, identifying economic, social and cultural effects.Practical implicationsThe research strengthens the importance of the joint efforts of the Triple Helix partners by uncovering a number of outputs from their collaboration, which affect both the entrepreneurs and local development through entrepreneurship.Originality/valuePrevious studies assume that the Triple Helix fosters technological innovation that favors regional development, mainly by adopting a macro-level perspective. This study makes a contribution by furthering the knowledge on the micro-level dynamics of the Triple Helix, through the view of low tech, rural entrepreneurs, considering their context.

Purpose – The purpose of this paper is to study the incubator policy to support entrepreneurial development. In particular, the study reviews the incubation programs and strategies of technology transfer and commercialization as well as the innovation policies to support innovation commercialization in Thailand, based on the Triple Helix model. Design/methodology/approach – This study employs the use of case study methodology to understand in-depth the operations of major university business incubators (UBIs) and technology business incubators in enhancing the process of technology commercialization. The study examines case studies of leading UBIs (Mahidol University, Chulalongkorn University and King Mongkut's University of Technology Thonburi) and science and technology incubators of the National Science and Technology Agency (NSTDA) and the National Innovation Agency (NIA). The operations and incubating policies are analyzed through the lens of Triple Helix model. The interviews were carried out using the semi-structured questionnaire to understand the views of trilateral parties (the government, university and industry) related to the concept of Triple Helix model. The interviews were carried out with major stakeholders including policy makers, policy analysts, government officials, managers running incubators, incubates, university professors, research managers. Interview data were supported by an examination of secondary data so as to provide a cross check on internal validity. Findings – The results have shown that the incubation program is one of the major policy mechanisms to support innovation and suggested that UBIs should act as an intermediary between the spheres of university and industry to provide interactive linkages and promote effective utilization of university research. The empirical study provides insightful implications on the move toward the entrepreneurial university and the dynamics of the Triple Helix system in stimulating innovation development and diffusion. Originality/value – By focussing on the major UBIs and technology business incubators in one of the Asian Tigers – Thailand, the study offers the model of university technology commercialization which could be applied to other developing economies. The study provides useful lessons and insights on the process of technology transfer and commercialization through the university incubation mechanism (university technology commercialization).

Creative economy development aims to develop human resources so that they can compete with reliable quality. Rural areas, especially the Batankrajan Village area, are one of the areas in Mojokerto Regency that have the potential of creative human resources to improve the welfare of the local community. Batankrajan village and is the center of the silver industry which is quite potential as a competitive product and Mojokerto's leading commodity. The aims of this study were (1) to identify the conditions and needs for product development and market development of the craftsmen/performers of the silver craft business in Senta Batankrajan, Mojokerto, East Java, (2) to identify the problems faced by the craftsmen of silver crafts IKM in Mojokerto, East Java, especially in increasing competitiveness, (3) Analyzing the triple helix model in the development of the creative economy as a driving force for Mojokerto silver handicraft products to increase local innovative and creative products that are unique to the region and have high added value and are able to become regional icons. This research also identifies strengths, weaknesses, opportunities and threats that can be used as information to map the strengths and weaknesses of creative industry players so that strategies for developing the right Triple helix model can be formulated for business actors. This research produces an economic/creative industry model with a Triple helix approach that provides a role for stakeholders (government, universities and business actors) in advancing the creative industry in rural areas, especially the silver industry in the center of Batankrajan, Mojokerto. Several recommendations and the framework for developing the Triple Helix model in the development of the creative economy include: Institutional strengthening, through Joint Business Groups, in order to invest in product development and market penetration as well as facilitate the establishment of access to financial sources and market access, the creation and establishment of intensive communication between government, universities and creative industry players, as well as the establishment of community forums that involve the government, universities in the Mojokerto area and do not rule out universities outside Mojokerto as well as industry players that function as communication forums and as a means of coaching and training.

Purpose While academia, industry and government have made various efforts to ameliorate the impacts of Covid-19, no study has hitherto used an integrative framework to assess the reactions of all three of these sectors to previous multinational epidemics. Such fragmentation ignores the holistic nature of crisis management. To better understand the impacts of health crises on tourism, this study aims to examine the past literature related to academic, industrial and governmental responses to multinational epidemics through the lens of the triple helix model. Design/methodology/approach Based on preferred reporting items for systematic reviews and meta-analyzes and the best-fit approach, this paper conducts a systematic review of the literature published between 2000 and 2020 on five multinational epidemics that had significant impacts on the tourism industry: food and mouth disease, severe acute respiratory syndrome, bird flu (novel influenza A and avian flu), Ebola and middle east respiratory syndrome. Thematic analysis was used to identify major themes in the 63 relevant articles identified. Findings No substantial increase was found in the quantity of multinational epidemic-related studies after 2010. Collectively, the 10 identified themes strongly emphasized economic recovery. Originality/value No existing tourism-related study examines reactions toward multiple health crises by integrating three important sectors: academia, industry and government. This study fills that research gap with a systematic review of past multinational epidemics and proposes an integrative framework. It also provides recommendations for future research and health-crisis management practices.

Purpose The purpose of this study was to compare the evolution of the scientific production of Costa Rica and Panama, from Central America and Paraguay and Uruguay, from South America in the period 2000–2018. To achieve this, first, a bibliometric mapping was performed using the Web of Science (WoS) database. Second, the triple helix model was used to determine whether there are similar patterns or marked differences in the distribution of this type of publications in the helices of government, academia and industry. Design/methodology/approach The steps followed in this study were as follows: design and application of an algorithm to perform WoS downloads; download the publications using the country descriptor; process data using R and VOSviewer; design of a profile of the selected countries based on indicators; and use of the triple helix model to determine the weight of the scientific production. Findings The data found corroborate that the small technoscientific worlds examined do not have the minimum Science & Technology personnel nor the capabilities in infrastructure and technological equipment, and that expenditure in this area is minimal and for these reasons, the production in the WoS is low. Originality/value Studying the small technoscientific worlds from a bibliometric perspective allows generating inputs to diagnose the state of these countries in this area, as no evidence of similar studies in these countries was found in Scopus or the WoS. Likewise, examining scientific production from the triple helix model makes it possible to identify the weaknesses of each actor, and the results can contribute to the design of better public policies.

The Clinton Administration's Technology Reinvestment Project (TRP) 1994–97 introduced new partnering paradigms to foster dual-use (commercial and military) research and development of new technologies, new commercially viable products and new manufacturing processes (including spin-off and spin-on applications). The TRP at Northeastern University enabled the formation of the Consortium for Electromagnetics Research Applications (CEMRA) which seeded eight partnerships. Each partnership involved one or more university researchers with one or more industrial counterparts, as ‘fellows’ or ‘partners’. Each partnership is a variation on the dual-use theme. The CEMRA partnerships are best-practice models for industry–university collaboration. CEMRA is an interesting application of the Triple Helix innovation model. The partnerships constitute dynamic infrastructures with interactive feedback loops between university and industry researchers and managers. The Triple Helix model is also exemplified in a more general sense by the Technology Reinvestment Project as a whole.
