Creative economy development aims to develop human resources so that they can compete with reliable quality. Rural areas, especially the Batankrajan Village area, are one of the areas in Mojokerto Regency that have the potential of creative human resources to improve the welfare of the local community. Batankrajan village and is the center of the silver industry which is quite potential as a competitive product and Mojokerto's leading commodity. The aims of this study were (1) to identify the conditions and needs for product development and market development of the craftsmen/performers of the silver craft business in Senta Batankrajan, Mojokerto, East Java, (2) to identify the problems faced by the craftsmen of silver crafts IKM in Mojokerto, East Java, especially in increasing competitiveness, (3) Analyzing the triple helix model in the development of the creative economy as a driving force for Mojokerto silver handicraft products to increase local innovative and creative products that are unique to the region and have high added value and are able to become regional icons. This research also identifies strengths, weaknesses, opportunities and threats that can be used as information to map the strengths and weaknesses of creative industry players so that strategies for developing the right Triple helix model can be formulated for business actors. This research produces an economic/creative industry model with a Triple helix approach that provides a role for stakeholders (government, universities and business actors) in advancing the creative industry in rural areas, especially the silver industry in the center of Batankrajan, Mojokerto. Several recommendations and the framework for developing the Triple Helix model in the development of the creative economy include: Institutional strengthening, through Joint Business Groups, in order to invest in product development and market penetration as well as facilitate the establishment of access to financial sources and market access, the creation and establishment of intensive communication between government, universities and creative industry players, as well as the establishment of community forums that involve the government, universities in the Mojokerto area and do not rule out universities outside Mojokerto as well as industry players that function as communication forums and as a means of coaching and training.

The Triple Helix concept, the government-academics-business relationship, has been established in response to the 2005-2025 Creative Economy Long-term National Development Plan, especially in the mission of economic value creation of creative innovation. This study explores the factors influencing sinergicity of the triple helix model with SMEs' organic product in Malang as its object. This research was conducted with mixed methodology of FGD and survey. Validity and reliability test were performed based on the Cronbach's Alpha value and after being fulfilled, continue with analysis factor. The result of analysis creates 3 factors, namely: 1) variable of creative industry driver subject; 2) variable of organic product's Moslem businessmen characteristic; 3) variable of creative industry supporting.  It concludes that there is a correlation among those variables, but its sinergicity is not optimally done yet.  The finding shows that there is a concept of creative economy product innovation sinergicity of triple helix model modification of Moslem SMEs in Malang.

Globalisasi, sebagai suatu proses integrasi internasional, terjadi karena pertukaran pandangan dunia dalam berbagai sektor. Di Indonesia gelombang globalisasi sudah bergerak lebih dari 25 tahun. Tumbuh dan berkembangnya memberikan pengaruh terhadap berbagai sisi kehidupan bangsa dengan semua  atribut budayanya. Di bidang pendidikan, globalisasi memiliki dampak yang cukup besar bagi perubahan pada sistem atau model pembelajaran dan kurikulum yang diajarkan. Era industri kreatif yang digulirkan oleh pemerintah melalui Menteri Perdagangan RI waktu itu masih dijabat oleh Dr. Mari Elka Pangestu, telah  memberikan peluang seluas-luasnya bagi pendidikan tinggi seni agar dapat berfungsi sebagai salah satu pilar bagi pertumbuhan ekonomi kreatif di Indonesia.Indonesia sudah memiliki kantong-kantong institusi dan perusahaan yang dapat menjadi mitra bagi para lulusan pendidikan seni. Para talenta yang kreatif dan terampil lulusan pendidikan seni adalah sumber daya manusia yang diperlukan bagi sektor industri kreatif di masa mendatang. Karya film dan program acara televisi sebagai karya seni yang memiliki standart estetika, di dalamnya terdapat gagasan, pengolahan artistik, matrialisasi, pengalaman teknik dan manajemen produksi, yang  proses produksinya  membutuhkan sekelompok atau individu sumberdaya manusia berkualitas dengan tingkat  pendidikan setara diploma dan sarjana. Kemudian juga dengan  televisi apabila sudah masuk ke dalam rana industri kapitalis, tentu akan berdampak pada bagi masyarakatnya, seperti yang dijelaskan oleh Redatin Parwadi untuk menciptakan perilaku konsumtif bagi konsumennya inilah, televisi mempunyai peran yang sangat penting baik sebagai media ataupun sebagai alat bagi kaum kapitalis untuk mengkonstruksi pikiran konsumen. Sejalan dengan konsep HAKI yang melindungi kualitas  karya cipta  anak bangsa dari originalitas dan eksistensinya, tentu lembaga pendidikan seni memiliki peran penting di dalam melahirkan sumberdaya manusia yang mampu menghasilkan karya seni  kreatif dan inovatif. Maka dewasa ini, di Indonesia sudah saatnya menerapkan konsep  pendidikan multikulturalisme berbasis budaya lokal yang dapat menjadi salah satu alternatif untuk membangun kearifan lokal menuju kebudayaan dunia. Art Education of Film and Television as Actuation in the Creative Economy Industry for the Lecturers of Television Department, Faculty of Recorded Media Arts ISI Yogyakarta. Globalization, as a process of international integration, occurs because there is an exchange of the world’s view in some sectors. In Indonesia, the wave of globalization has been ongoing for more than 25 years. Its growth and development have given influence to all aspects of nation’s life with its cultural attributes. In education, globalization has a quite big impact for the shift of system or learning model and the taught curriculum. The era of creative industry launchedby the government through the Indonesian Minister of Trade which was once held by Dr. Mari Elka Pangestu, has now given a vast opportunity for higher education in art to be one of the pillars for the growth of creative economy in Indonesia. Indonesia has certain institutions and companies that could be partners for the graduates of art school. Creative talents andskillful graduates from art school are the necessary human resources for creative industry sector in the future. Films and television programs as works of art which has standardized aesthetics, therein we could find ideas, artistic process, materialization, technique and production management experience, whose production processes need a group of people or qualified human resources holding diplomas of bachelor degree and bachelor of honors or those in equivalence. When television is admitted into capitalist’s industry, it will affect the society, as stated by Redatin Parwadi, to create a consumptive behavior for the consumers,television has an important part both as media and as means for the capitalists to construct the mind of the consumers. In accordance with the concept of HAKI (intellectual rights) to protect the quality of copyrights owned by the nations’ generation with their originality and existence, higher education of arts has a very significant role in creating human resources who are able to create creative and innovative works of art. Nowadays, Indonesia has already applied multiculturalism education concept on the basis of local wisdom that could be one ofalternatives to build local wisdom into world’s culture.

Purpose The purpose of this paper is to explore recent national human resource development (NHRD) practices in China through a literature review focusing on programs and activities that represent the roles and interactions among the government, industry and universities. Design/methodology/approach To effectively consolidate previous work and conceptualize the recent development of the NHRD practices in China, a semi-narrative literature review was used to explore and analyze NHRD-related functions and activities. Findings Findings from the literature review showed that although the central government still plays a predominant role in China, universities and corporations are increasingly playing a critical role in developing an innovative and skilled workforce. At the regional level, NHRD initiatives in China have been increasingly undertaken by universities, industry and government–industry–university collaborations. The authors also found a disparity between developed and underdeveloped regions in terms of NHRD in China. Research limitations/implications This study used the triple helix model as a framework that provides an insightful lens for researchers to examine how various social entities interact with each other and jointly contribute to NHRD. Further case studies are needed to generate evidence-based knowledge to the NHRD literature. Practical implications A more systematic NHRD leadership structure at both the national and local level is desired to unleash the potential of bottom-up development and active government–industry–university collaboration. To counter regional divergence in NHRD in China, intra- and cross-regional collaborations are helpful in improving resources distribution and workforce development. Originality/value Based on open system theory, this study focused on programs and activities that represent the roles and interactions among the government, industry and university in Chinese NHRD through the lens of the triple helix model. In addition, this study offers a conceptual model of Chinese NHRD to help scholars and practitioners understand the transitional efforts in NHRD.

The open collaborative innovation model based on a triple helix proposes a way by which collaborative processes and innovation networks create value. It contains seven components: (1) innovation challenges, (2) internal-external knowledge, (3) paradigm change, (4) leadership, (5) interinstitutional and transdisciplinary teams, (6) communication, and (7) creative solutions; and six principles: (1) identity, (2) agreements,(3) flexibility, (4) commitment, (5) recognition, and (6) trust. This research emphasizes on the importance of Component 5 for programs of open collaborative innovation, since the joint work among the academy, the government, and the industry to create a triple helix consolidates systems of regional innovation that are necessary to improve national competitiveness and productivity.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

New stage of economy development requires from universities implementation of new function, providing acceleration of interaction among main actors in national innovation system. The main factors of activity and efficiency of higher schools are sufficient funding and stimulating policies of the government. We have reviewed last world indicators of R&D financing and the structure of such financing. Also we have examined the existing approach to interpreting the new integration function of universities, offered our vision and showed the location of such function in a triple-helix model. In the end we have described the practical example of carrying out integration function by high school. It could be proved that the universities should be considered as the logistics integral providers acting as coordinating of both the government and the business agents in economic relations.

  Ekonomi kreatif merupakan salah satu sektor yang diharapkan mampu menjadi kekuatan nasional dan provinsi Banten dengan kontribusi terhadap PDB meningkat dari tahun ke tahun. Diperlukan pemetaan terhadap potensi dan prioritas sektor industri kreatif di provinsi Banten untuk menentukan rencana aksi dan strategi pengembangan. Penelitian ini bertujuan untuk menganalisis potensi dan prioritas industri kreatif skala kecil dan menengah di Provinsi Banten melalui indikator indikator yang bersifat kualitatif. Penelitian menggunakan metode diskriptif kualitatif dengan melakukan survei terhadap pelaku industri kreatif di provinsi Banten. Data primer diperoleh dengan metode wawancara, dan kuisioner sedangkan data sekunder diperoleh dari data yang relevan dari sumber lain seperti BPS, Disperindag dan studi literature. Analisa data menggunakan Analytical Hyrachy Process (AHP) merupakan pendekatan pengambilan keputusan yang dirancang untuk memberikan solusi dari permasalahan yang menyangkut kriteria yang bersifat komplek, menentukan prioritas pilihan-pilihan dengan banyak kriteria, dan menentukan model alternatif untuk menyelesaikan bermacam-macam masalah. Hasil perhitungan AHP dengan penyilangan Kriteria Prioroitas dengan Prioritas Subsektor Ekraf, didapatkan angka 0,496243386 pada posisi pertama untuk Kriya, 0,404603175 untuk subsektor Fesyen pada posisi kedua dan 0,099153439 untuk Subsektor Kuliner pada posisi ketiga. Ketiga Subsektor Ekoomi kreatif ini menjadi Sub sektor yang paling dominan dipilih oleh responden dan posisi peringkat diatas menjadi gambaran bagi pemerintah untuk memberikan stimulus lebih pada subsektor yang ada dan menjadi kekuatan utama sektor industri kreatif skala kecil dan menengah di Banten.   The research objective is to mapping the potential and priority of small and medium the creative industry in Banten Province through indicators with qualitative approach.  Research used qualitative descriptive methods by conducting a survey of creative industry actors in Banten province. Primary data was obtained by interview method, and questionnaire while secondary data was obtained from relevant data from other sources such as BPS, Disperindag and literature study. Data analysis using the Analytical Hyrachy Process (AHP) is a decision-making approach designed to provide solutions to problems involving complex criteria, determine priorities with multiple criteria, and determine alternative models to solve various problems. AHP calculation results by crossing the Priority Criteria with the Subsector's Priority Ekraf, obtained the number 0, 496243386 in the first position for Kriya, 0.404603175 for the Fashion sub-sector in the second position and 0.099153439 for the Culinary Subsector in the third position. The three subsectors of this creative economy become the most dominant subsector chosen by the respondents and the ranking position above becomes a picture for the government to provide more stimulus to the existing sub-sector micro, small and medium creative Industry sector in Banten Province.

One of the characteristics of millennials is being creative. However, this creativity has not been utilized fully due to the absent of spare rooms to be used, whilst the main drive of creative industry is millennials themselves. The government begins to realize the importance of the emergent creative industry that can play a big role in the overall economy of the country. So, the government is currently trying to provide various spaces to accommodate them, likewise supporting them to open up to possibilities and innovation that drives them towards the creation of start-up companies. Millennial Hub that is situated at Grogol functions as a space for millennials to co-share, co-develop, open up ideas and creativity in order to assemble start-up companies or innovative produces that can increase the creative economy on a nationwide or global scale. Here, there are two main programs: millennial hall and creative hub. Both spaces support each other – creative hub functions as a space for the millennial generation to develop their creativity, meanwhile millennial hall functions as a space for them to exhibit their own creative innovations so as to be acknowledged by the public that can help in the investment on the nation or global scale.AbstrakSalah satu karakteristik millennial adalah kreatif, di mana kreativitas millennial ini belum tersalurkan secara maksimal dengan adanya wadah-wadah yang dapat menampungnya, sedangkan pendorong utama industri kreatif utama saat ini adalah generasi millennial tersebut. Pemerintah pun mulai menyadari akan pentingnya industry kreatif ini untuk mendorong perekonomian negara. Oleh karena itu maka pemerintah mulai membuat wadah-wadah untuk menampung dan juga mendorong generasi millennial ini untuk menyalurkan hingga akhirnya membentuk perusahaan-perusahaan baru dalam bidang industri kreatif. Pusat Kegiatan Kaum Millenial atau Millennial Hub yang terletak di Grogol ini difungsikan sebagai wadah bagi generasi millennial untuk saling berbagi, mengembangkan dan menyalurkan ide dan kreativitas mereka hingga akhirnya mereka dapat membentuk dan menghasilkan perusahaan start-up maupun sesuatu yang berguna untuk meningkatkan ekonomi kreatif baik skala nasional maupun internasional. Di dalam Pusat Kegiatan Kaum Millenial ini terdapat 2 program utama yaitu Balai Millennial dan Pusat Kreativitas dimana kedua program ini saling mendukung satu dengan lainnya dimana Pusat Kreativitas difungsikan sebagai wadah bagi generasi millennial untuk menyalurkan dan mengembangkan kreativitasnya, sedangkan Millennial Hall difungsikan sebagai wadah bagi mereka untuk menunjukkan hasil dari kreativitasnya tersebut hingga diketahui dan diakui oleh masyarakat dan dapat dibantu kembangkan hingga skala nasional maupun internasional.

The creative economy industry is currently starting to develop rapidly in some cities in Indonesia, including Kendari City. Although relatively young, the development of the creative economy in Kendari City is supported by the increasing enthusiasm of young people in this industry. Therefore, to support the interests and talents of the people of Kendari City, especially young people, this study aims to create a place in the form of a Creativity Center Building with the theme of Expressionism. This theme is considered in accordance with the existing conditions in this city which can describe the expression of building users which is reflected in the appearance and interior of the building. This research uses qualitative descriptive and quantitative methods. Based on the analysis of location and site determination, this building is planned to be built in Kadia District with a total area of ​​± 4.34 Ha. The design of the facade /in this building is taken from the form of Kalosara which is a symbol of unity and peace from the Tolaki Tribe, as well as from the logo of the Creative Economy Agency. This form is the result of a study of the theme of Expressionism Architecture. The results of the planning of this building are expected to be a reference for the government in creating a place that can support the economy, especially in the creative industry of Kendari City.

In Sidomulyo Village there is a weaving craft industry that has the potential to be international. This weaving industry is AJZ's weaving industry, owned by Mrs. Asih Tri Tanti, a full-time female worker. According to the results of an interview with Ms. Asih Tri Tanti on April 13, 2017, it is known that her weaving skills are currently acquired while working as a migrant worker in Brunei Darussalam. Then in 2013, this craftsman returned to Sidomulyo Village to develop the potential of weaving craft in his village. However, there were many obstacles. Finally, from 2013 to 2017, Bu Asih worked with businessmen from the Sultanate of Brunei Darussalam and had been contracted for 10 years by this country. Each sheet, this woven fabric is sold at Rp. 5,000,000. The potential of Asih bu is very likely to be developed. The development of these handicrafts can open employment opportunities from local residents and certainly improve the welfare of the community, especially vulnerable women and women with disability. This service aims to (1) increase the availability of human resources from diffable groups and vulnerable women, (2) shape the mindset of the people who have the character of independence, (3) establish coordination between the government and the community regarding the development of weaving potential, and (4) provide a place for people with disabilities who are members of PPDI to develop their skills. The method of implementation is carried out through seminars and weaving training for vulnerable women and women with disabilities. The results show that UB's community service activities in this weaving training are able to (1) improve Human Resources (HR) (disabled and vulnerable women) in Sidomulyo Village, Blitar Regency, (2) improve the mindset of the people who have the character of independence, and (3) able to change the mindset of the local community to not be ashamed to work in weaving in their own neighbors.
