PurposeThe stability maintenance system has played an essential role in maintaining social stability although it also has brought about social problems worthy of attention. Admittedly compensation-based stability maintenance policy can address the appeals of citizens whose rights are infringed and the dissolving effect in the provision of compensation can save the cost of stability maintenance but such stability maintenance system lacks equilibrium.Design/methodology/approachThe establishment of a strict assessment system for stability maintenance performance can encourage the stability maintenance authorities to eliminate the “fuse effect” as much as possible and ensure the effective implementation of the stability maintenance system. However, the rigorous stability maintenance performance assessment also provides the possibility for profit-driven petitions.FindingsDue to the continuous accumulation of social dissatisfaction and the lack of stability maintenance equilibrium in the implementation of the compensation-based stability maintenance policy, public governance will fall into a stability maintenance paradox of “greater instability resulting from stability maintenance”.Originality/valueThe provision of sufficient means for the people to protect their interest by implementing measures such as strengthening the rule of law mechanisms is the key to achieve long-term social stability.

Purpose The problem of ethnic conflicts and unrest is at the forefront in a diverse world today. This paper aims to identify ways of resolving social conflicts and establishing a balanced way of taking into account the diverse interests of a multinational society. Design/methodology/approach Modeling of dynamical ethnic processes in the Republic of Kazakhstan was based on the Parson's sociological scheme and the Nash equilibrium theory. The model consists of differential equations describing the development of four ethnic subsystems: political system, economic system, societal community and Institute of the Assembly of the People of Kazakhstan. This model allows investigating how the interests of various ethnic groups change over time and identifying the states of equilibrium in which the interests of all groups are satisfied. Findings The results of computer simulation showed that one of the solutions to the problem of social stability is establishing social equilibrium. For this, the Institute of the Assembly of the People of Kazakhstan (APK Institute) must take changes that occur within ethnic groups into account. The proposed model can reveal states of equilibrium with respect to positive and negative dynamic processes that exist between different ethnic groups. Originality/value The proposed model can be used to predict changes in social behavior and find balance between ethnic subsystems in the research on ethnic processes in multinational countries to early detect conflicts of interest and crisis situations. Future studies will benefit from expanding the range of subsystems that can affect alterations in the ethnic community.

PurposeAccording to the traditional view of public administration, a critical component of good policy formulation is the provision of frank and fearless advice to elected decision-makers. This advice can be provided by permanent public officials or by the people selected by the elected governments to fill key and continuing posts. However, there are major questions as to whether new Governor-in-Council (GIC) appointment processes rooted in new public governance (NPG) are yielding the expected results promised, such as less partisanism, as a consideration for appointment.Design/methodology/approachThe paper uses a mixed methods approach to examine the GIC process as it is used in Canada. In using these methods, the authors employed interviews with senior officials, governmental documents review and expert validation interviews to triangulate its main findings.FindingsThe paper uses the case of the revised appointment process for GIC appointments in Canada and suggests that the new arrangements do not deliver on merit-based criteria that ensures independence is protected between political executive and senior bureaucratic officials. Although new processes may be more open and transparent than past processes, the paper suggests that such processes are more susceptible to partisan influence under the guise of being merit-based.Research limitations/implicationsThe research was limited to one country context, Canada. As such, it will be necessary to expand this to other Westminster countries. Testing whether manifestations of new public governance in appointment processes elsewhere will be important to validate whether Canada is unique or not.Practical implicationsThe authors are left to wonder if this innovation of merit-based appointments in the new administrative state is obscuring the lines of accountability and whether it forms the basis for good policy advice despite promises to the contrary.Social implicationsTrust in the government is affected by decisions behind closed doors. They appear partisan, even when they may not be. Process matters if only to highlight increased value placed on meritorious appointments.Originality/valuePrevious studies on GIC appointments have generally been to explore representation as a value. That is, studies have questioned whether diversity is maintained, for example. However, few studies have explored appointment processes using institutional approaches to examine whether reforms to such processes have respected key principles, such as merit and accountability.

PurposeThe move toward Industry 4 is accelerated by the availability of affordable sensing technologies and networking infrastructure. Condition-Based Maintenance is the well-suited maintenance strategy to make use of the information available on assets condition to optimize maintenance interventions. However, devising the optimum maintenance policy requires a representative model of the maintenance system. Most of the existing research has been focusing on single-component systems. However, assets nowadays are complex and composed of many components. The modeling of multicomponent maintenance systems presents various challenges, especially if interactions between components, such as stochastic, structural, economic and resource dependencies are considered.Design/methodology/approachIn this paper, we present a detailed modeling approach based on Discrete Event Simulation for nonidentical two-component systems subject to Condition-Based Maintenance considering all four types of dependencies.FindingsThe research has shown that optimizing the maintenance system without considering resource dependence led to different and better solutions. In addition, there is a trade-off between maintenance cost and asset availability, confirming the need for multiobjective optimization.Originality/valueThis paper outlines a modeling approach of CBM for nonidentical two-component systems considering stochastic, structural, economic and resource dependencies. A demonstration on a case study is followed where multiobjective optimization was applied to obtain the optimal maintenance policy while minimizing maintenance cost and maximizing asset availability simultaneously.

Purpose Opportunistic maintenance (OM) policy is a prospective maintenance approach that instigates for a more effective and optimized system. The purpose of this paper is to provide the steps and methods used in model development processes for the application of the OM policy. Design/methodology/approach Dubbed as opportunistic principle toward optimal maintenance system (OPTOMS) for OM policy toward optimal maintenance system, the model is devised as a decision support system model and contains five phases. The motivation and focus of the model resolve around the need for a practical framework or model of maintenance policy for the application in an industry. In this paper, the OPTOMS model was verified and validated to ensure that the model is applicable in the industry and robust as a support system in decision making for the optimal maintenance system. Findings From the verification steps conducted in a case study company, it was found that the developed model incorporated simple but practical tools like check sheet, failure mode and effect analysis (FMEA), control chart that has been commonly used in the industry. Practical implications This paper provides the general explanations of the developed model and tools used for each phase in implementing OM to achieve an optimal maintenance system. Based on a case study conducted in a semiconductor company, the OPTOMS model can align and prepare the company in increasing machine reliability by reducing machine downtime. Originality/value The novelty of this paper is based on the in-depth discussion of all phases and steps in the model that emphasize on how the model will become practical theories in conducting an OM policy in a company. The proposed methods and tools for data collection and analysis are practical and commonly used in the industry. The framework is designed for practical application in the industry. The users would be from the Maintenance and Production Department.

Purpose – The purpose of this paper is to show that maintenance performance is potentially better predictable from recording routines. Design/methodology/approach – An attempt is made to observe an effect of a policy. Maintenance cases seem exceptional because of the efficiently obtainable evidence about policy violations which potentially provides access to the counterfactual reality to be avoided by the decision maker. The approach followed in this work is to use maintenance policy compliance to observe the effect of a maintenance policy. Findings – Conventional maintenance scorecards are not geared to accommodate maintenance performance predictions. The proposed alternative representation of maintenance performance indicators much better accommodates maintenance performance predictions. Research limitations/implications – This work focuses on the operationalisation and the sampling procedure of maintenance performance indicators; the selection of a predictive model is not considered. Practical implications – This work demonstrates that maintenance decision makers have the possibility to observe the effects of their policy, which potentially enables them to better control their objectives. This work provides guidelines to construct performance indicators that much better accommodate maintenance performance predictions than conventional maintenance performance indicators. Originality/value – The approach to make the effects of maintenance policy compliance observable is an original contribution to normative decision theory. To construct a maintenance scorecard that accommodates maintenance performance predictions is an original contribution to the field of maintenance performance measurement.

AbstractThe Fractional Cycle Bias (FCB) product is crucial for the Ambiguity Resolution (AR) in Precise Point Positioning (PPP). Different from the traditional method using the ionospheric-free ambiguity which is formed by the Wide Lane (WL) and Narrow Lane (NL) combinations, the uncombined PPP model is flexible and effective to generate the FCB products. This study presents the FCB estimation method based on the multi-Global Navigation Satellite System (GNSS) precise satellite orbit and clock corrections from the international GNSS Monitoring and Assessment System (iGMAS) observations using the uncombined PPP model. The dual-frequency raw ambiguities are combined by the integer coefficients (4,− 3) and (1,− 1) to directly estimate the FCBs. The details of FCB estimation are described with the Global Positioning System (GPS), BeiDou-2 Navigation Satellite System (BDS-2) and Galileo Navigation Satellite System (Galileo). For the estimated FCBs, the Root Mean Squares (RMSs) of the posterior residuals are smaller than 0.1 cycles, which indicates a high consistency for the float ambiguities. The stability of the WL FCBs series is better than 0.02 cycles for the three GNSS systems, while the STandard Deviation (STD) of the NL FCBs for BDS-2 is larger than 0.139 cycles. The combined FCBs have better stability than the raw series. With the multi-GNSS FCB products, the PPP AR for GPS/BDS-2/Galileo is demonstrated using the raw observations. For hourly static positioning results, the performance of the PPP AR with the three-system observations is improved by 42.6%, but only 13.1% for kinematic positioning results. The results indicate that precise and reliable positioning can be achieved with the PPP AR of GPS/BDS-2/Galileo, supported by multi-GNSS satellite orbit, clock, and FCB products based on iGMAS.

This article explores translational literary Web 2.0 practices and user-generated cultural creations on the Internet, focusing on video poetry that re-creates canonical poets’ bodies of work. It will be argued that the use of for-profit platforms like YouTube and Vimeo by indie creators and translators of video poetry favours the emergence of new translational attitudes, practices and objects that have positive but also contentious effects. One the one hand, these online mediators explore new poetic expressions and tend to make the most of the potential for dissemination of poetic heritage, providing visibility to non-hegemonic literatures. On the other hand, however, these translational digitally-born practices and creations by voluntary and subaltern mediators might reinforce the hegemonic position of large American Internet corporations at the risk of commodifying cultural capital, consolidating English as a lingua franca and perhaps, in the long run, even fostering a potentially monocultural and internationally homogeneous aesthetics.

Purpose – There is a widely held stereotypical view that accounting is structured, precise, compliance-driven and repetitive. Drawing on social psychology theory, this paper aims to examine how accountants may contribute to these stereotypical perceptions. Design/methodology/approach – Individual perception data were collected through questionnaires and interviews with accountants from the corporate, public practice and not-for-profit sectors, along with “Chartered Accountants” who no longer work as accountants. Findings – These findings suggest that, contrary to results from an earlier study, the targets of the accounting stereotype contribute to the stereotype formation and maintenance and that increased exposure to accountants may serve only to confirm and reinforce the accounting stereotype. Research limitations/implications – There are a small number of participants in this study, and this limits the ability to generalise the findings. Practical implications – These findings have important implications for the profession in how it communicates and promotes the role of the accountant in society. Failure to address the issues identified may lead the stereotype to become self-fulfilling. This may result in the recruitment of future accountants who lack the required skills and capabilities. This could lead to the loss of non-compliance-related accounting work to other business professionals. Originality/value – This study responds to criticism that little is known about how and why the accounting stereotype is formed and how contact with an accountant may increase stereotypicality. Additionally, this paper proposes a strategy to reduce stereotypicality through contact with accountants.

Purpose The purpose of this paper is to predict the concrete pouring production rate by considering both construction and supply parameters, and by using a more stable learning method. Design/methodology/approach Unlike similar approaches, this paper considers not only construction site parameters, but also supply chain parameters. Machine learner fusion-regression (MLF-R) is used to predict the production rate of concrete pouring tasks. Findings MLF-R is used on a field database including 2,600 deliveries to 507 different locations. The proposed data set and the results are compared with ANN-Gaussian, ANN-Sigmoid and Adaboost.R2 (ANN-Gaussian). The results show better performance of MLF-R obtaining the least root mean square error (RMSE) compared with other methods. Moreover, the RMSEs derived from the predictions by MLF-R in some trials had the least standard deviation, indicating the stability of this approach among similar used approaches. Practical implications The size of the database used in this study is much larger than the size of databases used in previous studies. It helps authors draw their conclusions more confidently and introduce more generalised models that can be used in the ready-mixed concrete industry. Originality/value Introducing a more stable learning method for predicting the concrete pouring production rate helps not only construction parameters, but also traffic and supply chain parameters.
