Purpose Time overrun is one of the most significant issues being faced by Ethiopian construction industry today. For effective time performance, the successful execution of construction projects and keeping them within prescribed schedule is very important. The purpose of this paper is to determine the factors responsible for impacting performance of Ethiopian public construction projects. Design/methodology/approach Based on the literature and personal interviews of key construction professionals in Ethiopia, a list of 35 project performance attributes having strong effect on performance of the projects were identified and a questionnaire using these attributes were prepared and administered in Ethiopia. Statistical analysis of responses on the attributes segregated them into distinct sets of success attributes and failure attributes. The attributes were also subjected to factor analysis separately for better understanding and it resulted into six success factors and six failure factors. The relative importance of these factors was established with multiple regression analysis. Findings It is concluded that the success factor “owners’ competence” can significantly contribute to schedule performance of Ethiopian public construction projects. On the other hand, “conflict among project participants,” “poor human resource management,” and “project manager’s ignorance and lack of knowledge” are detrimental to schedule performance of Ethiopian public construction project. Research limitations/implications As with any other opinion-based study, the present study also has some limitations. The majority of respondents have evaluated the projects in their execution stage only and very few have evaluated the performance of projects in planning and operation stages and also the study has been carried out in the Ethiopian context. Hence the study has a limitation in these regard. Originality/value The results presented in this study provide sufficient evidence and useful understanding to researchers and industry practitioners to focus on a few factors than giving attention to all the factors and take proactive measures for the timely delivery of public construction projects.

PurposeIt is well recognized that the construction industry is characterised by inefficient and ineffective service delivery due to various causative factors. Thus this study aims to examine the influential factors affecting public construction project performance in Ethiopia to improve the industry's service delivery.Design/methodology/approachFrom the extensive literature reviewed, 58 potential factors affecting construction project performance have been compiled. Based on the evidence accumulated, the conceptual model of this paper has been developed. By using survey questionnaires, valuable data were collected from the construction industry professionals in Ethiopia; analysed and interpreted with the use of both SPSS and AMOS software.FindingsIt is concluded that failure factors related to the “performance” of the contractor, the “capability” of the owner, the “project design-procurement process,” and project contract management can significantly contribute to the poor performance of public construction projects in Ethiopia. Ten key factors include inadequate contractor capacity, weak project site management and supervision, weak project management skills and capabilities of the owner, additional work orders, delayed payment, lack of comprehensive project plans between parties and incomplete project design, rising material prices, ineffective project schedules, and cost management, rising market prices and devaluation of the currency.Research limitations/implicationsThe scope of this study confined to public projects in Ethiopia. It suggests that further research needs to consider public and private construction from a comprehensive perspective in the developing countries.Practical implicationsIt provides practitioners with information and guidance on the factors that affect the performance of construction projects.Originality/valueIt provides inclusive evidence related to many factors that affect the performance of public construction projects.

Purpose The purpose of this study is to elicit the success factors from empirical evidence, as construction industry requires an improved understanding of factors for managing projects to positive outcomes. Increased stakeholder involvement, including the new technologies, achieving sustainability and safeguarding health and safety, whilst at the same time facing uncertainties, it is crucial to examine whether there are new factors that drive construction projects to succeed, especially from a value-driven perspective. Design/methodology/approach Using a systematic review approach, this research reviewed 172 studies published after 2004. When compared to a comprehensive project success factor framework presented by Chan et al. in 2004, 19 factors are considered new since 2004. Findings Though several scholarly outputs highlighted significant improvements to project operations and innovations in equipment and techniques, there has not been a comprehensive oversight since Chan’s et al. (2004) conceptual framework. This paper investigates 16 years of industry changes and identified two new success factors categories (innovation and sustainability) and 19 new factors that add to Chan’s et al. (2004) study. Consequently, a new framework of factors affecting project success was developed. Originality/value This paper was very specific in its attempt to find the new and additional success factors for managing construction projects. A new conceptual framework, which includes the newly identified factors, was then developed that will create a greater awareness of stakeholders’ concerns and ultimately contribute to significant improvement in developing project objectives and defining success measures.


The global enhancement in the construction of megaprojects during the last few decades has triggered competition in project management. Achieving successful completion of projects is the fundamental need that requires understanding the critical factors that govern the productive accomplishment of tasks within due time and budget, simultaneously maintaining the quality and safety standards. Besides, the cost, time and quality, health& safety and environmental issues, and efficient project use are equally important factors that need special consideration to complete a project successfully. Several projects have demonstrated different barriers, especially in construction projects in the public sector in developing countries, such as Pakistan. Hence, this study investigated the criteria considered by the practitioners for measuring success in the construction project of Pakistan. A questionnaire survey involved 43 construction practitioners identifying the indicators relevant to measuring the success of Pakistani construction projects. The findings obtained through Statistical analysis (SPSS) and MS Excel revealed that the most common success factors of construction projects are the role of government, client capability, and project management. From a significance point of view, the role of government is reported as the most significant success factor. The government requires to exercise strict policy for getting work done successfully.

Purpose The study of the success factors of a project is a means of improving the effectiveness of the project. Hence, the purpose of this paper is to identify various determinants and validate their effects on the success of public construction projects in Ethiopia. Design/methodology/approach The study uses a questionnaire survey to collect data and structural equation modeling (SEM) to empirically examine the effect of determinants, namely, project manager’s competence, owner’s competence, management support and updates, scope clarity (SC), effective partnering, and monitoring and feedback on success of public construction projects which has been measured by performance on cost, schedule, quality and no-dispute parameters. Out of 407 questionnaires distributed among the selected respondents, a total of 200 completed questionnaires were received. The response rate was 49.1 percent. Findings The results depict that the investigated factors have a significant positive influence on the success of public construction projects with path coefficient of 0.82, the model is substantial in representing the relationship of the factors on the success of public construction projects and the factor “SC” plays a decisive role in the success of a project as it has a path coefficient of 0.98, and it is followed by “effective partnership, and owner’s competency” having equal path coefficients of 0.96. Research limitations/implications The proposed model was validated by collecting data from many senior construction executives in Ethiopia only, hence may induce certain bias in the outcome of the study. Practical implications The significance of six constructs is highlighted to help the project manager in understanding the role of various constructs in public construction projects. The results would enable researchers and industry practitioners to focus on a few factors to take proactive measures and get the optimum result in the successful delivery of public construction projects. Utilization of SEM in the understanding of the significance of various success determinants is an important contribution to the body of theoretical literature in construction management. Since the model includes constructs, SEM has been used for construct validation. Social implications The implications of this study are not limited to researchers and construction industry practitioners alone. The Ethiopian Government could adopt the results of this study to reduce/avoid additional cost incurred due to the poor performance of public construction projects which results in poor utilization and increased social and economic costs. Furthermore, the study may also help the government efforts to enhance efficiency and effectiveness in the use of public funds for construction projects which are an ongoing concern of government and of the international development community. Originality/value This work is original and has neither been published nor under consideration for publication elsewhere. This study can add value to the construction professional in public construction project management as well as the Government of Ethiopia.

Purpose The purpose of this study was to investigate the perceptions of construction professionals relative to factors that affect the delivery of optimum health and safety (H&S) on construction projects during the COVID-19 pandemic. Design/methodology/approach The study adopted a quantitative design which entailed the distribution of a web-based questionnaire among construction professionals, namely, architects, construction/project managers, engineers, H&S managers and quantity surveyors working for contractors and construction consultants in Zimbabwe. The data were analysed with descriptive and inferential statistics. Factor analysis was used to reveal interrelated significant sets of factors affecting the delivery of optimum H&S. Findings Factor analysis revealed nine components/factors: change and innovation-related, monitoring and enforcement-related, production-related, access to information and health service-related, on-site facilities and welfare-related, risk assessment and mitigation-related, job security and funding-related, cost-related and COVID-19 risk perception-related factors as the significant factors affecting the delivery of optimum H&S during the COVID-19 pandemic in Zimbabwe. Research limitations/implications The results highlighted the need for social dialogue among construction stakeholders to support initiatives that will enhance the delivery of H&S on construction projects. Construction stakeholders may find the results useful in highlighting the areas that need improvement to protect workers’ H&S during the pandemic. However, the small sample limits the generalisability of the results to construction sectors in other regions. Originality/value The study investigated factors affecting the delivery of optimum H&S during the COVID-19 to inform interventions to enhance H&S.

PurposeThe coronavirus disease 2019 (COVID-19) pandemic has had major impacts on the performance of construction projects that have adopted social distancing measures. This study examines the effect of social distancing measures on project schedule performance through job reorganization on construction project sites.Design/methodology/approachResponses were obtained through a survey of 154 construction projects and analysed using the partial least square structural equation modeling (PLS-SEM) technique.FindingsThe findings established that social distancing has a negative effect on schedule performance, social distancing has a positive effect on job re-organization and job re-organization has a positive effect on schedule performance. Additionally, the results indicate that job re-organization partially mediates the relationship between social distancing and schedule performance, while social distancing moderates the relationship between job re-organization and schedule performance with low social distancing having the stronger positive effect.Originality/valueThis study contributes theoretically to a greater understanding of the impact of adopting COVID-19 safety measures such as social distancing on the schedule performance of construction projects. The study also shows how social distancing could lead to schedule performance through job reorganization.

Purpose The purpose of this paper is to identify the key drivers for adopting electronic bidding (e-bidding) systems in public construction projects located in Saudi Arabia. Design/methodology/approach Literature review was undertaken to identify the drivers of e-bidding practices. Nine drivers, classified under four categories, were identified. A questionnaire survey was developed to assess the significance of the identified drivers. Responses were obtained from 20 large contractors, classified as Grade I and II contractors in Saudi Arabia, and 12 governmental authorities, representing owners of construction projects. The drivers were ranked according to their respective significance index (SI) values. Finally, a Spearman’s rank correlation coefficient was employed to ascertain the extent to which the two parties agreed on the significance level of the drivers. Findings Analysis of the identified drivers revealed that the most significant driver was “reduction in the physical storage requirements of bidding paperwork.” Further, a consensus was observed with regards to the significance of the drivers. The findings of the present study highlight the strong potential of widespread e-bidding adoption in Saudi Arabia. It demonstrates the key drivers for the implementation of e-bidding through the perspective of professionals within the context of Saudi Arabia. Originality/value Prior to this study, no previous research has endeavored to assess the drivers of e-bidding adoption in Saudi Arabia. The adoption of e-bidding will benefit organizations through improved efficiencies, which could potentially lower construction costs, thereby contributing to economic growth and benefitting the society at large.

Purpose The decentralisation of information and high rate of mobile content access in the construction industry provides an ideal scenario for improvement of processes via the implementation of the paradigm of the Internet of Things (IoT). Smart devices are considered as the objects interconnected in the IoT; therefore, they play a fundamental role in the implementation of digital solutions during the execution of construction projects. The purpose of this paper is to assess the critical factors for a successful implementation of smart devices in the construction industry. Design/methodology/approach An empirical study was performed in the Dominican Republic. This country, located at the heart of the Caribbean, presents an economy that strongly relies on the construction industry. Following a systematic approach, a qualitative data collection and analysis was performed based on semi-structured interviews and content analysis to professionals of construction companies in the Dominican Republic, enquiring the concept of smart devices and critical success factors for implementing the devices in the industry. Findings The key success factors obtained from the contestants were leadership, technology awareness, company size, usability of proposed solution, cost of implementation and interoperability. Originality/value This paper provides information to clients of the construction sector regarding the benefits of embedding smart devices into their business activities. Furthermore, this study provides a better understanding of the key factors to be considered by construction organisations when embedding smart devices into their projects. This study also provides recommendations for distinct stakeholders of the construction sector, such as policy makers, clients and technology consultants. Policy makers should especially consider factors such as technology awareness and leadership to develop the right policies for the integration of the IoT in construction projects. Technology consultants should be aware of the latest case studies of successful implementation of smart devices and IoT systems in the world in order to adapt and implement smart devices and IoT in their projects.

Purpose Tender price remains an imperative parameter for clients in deciding whether to invest in a construction project, and it serves as a basis for tender price index (TPI) manipulations. This paper aims to examine the factors affecting tender price in the construction industry. Design/methodology/approach Based on the literature review, nine independent constructs and one dependent construct relating to tender pricing were identified. A structured questionnaire survey was conducted among quantity surveyors in Ghana. Partial least squares structural equation modelling (PLS-SEM) examined the influences of various constructs on tender price development (TPD) and the relationships among TPD and TPI. Findings Results showed that cultural attributes, client attributes, contractor attributes; contract procedures and procurement methods; consultant and design team; external factors and market conditions; project attributes; sustainable and technological attributes; and TPI have a positive influence on tender price, whereas fraudulent attributes exert a negative influence. Practical implications The findings offer construction professionals broader understanding of factors that affect tender pricing. The results may be used in professional decision-making in the pricing of construction projects, as they offer clearer causal relations between how each construct will influence pricing. Originality/value This study adds to the body of construction pricing knowledge by establishing the relationships and degree of influences of various factors on tender price. These findings provide a valuable reference for practitioners.

Purpose The purpose of this paper is to analyze and evaluate bidding competitiveness and success rate of contractors bidding for public construction projects (PCPs). Additionally, this research determines the effect of work sector, contractor’s classification category (experience), project size and number of bidders on contractors’ bidding competitiveness, and the influence of work sector and classification category on their success rate. Design/methodology/approach The data were collected through 2,296 bidding attempts for 289 tender projects that were announced by the Government Tenders Department in Jordan between 2013 and 2016. The research uses bid competitiveness percentage (BCP) to evaluate contractors’ bidding competitiveness. Pearson correlation is used to investigate the correlation among variables. Hypothesis testing using ANOVA was conducted to evaluate the effect of the abovementioned factors on contractors’ bidding competitiveness, and their success rate. Findings The results of the analysis indicate that contractors’ average BCP and success rate in Jordanian PCPs are 83.8% and 13.3%, respectively. The analysis also reveals that work sector, contractor’s classification category, project size and number of bidders significantly affect contractors’ bidding competitiveness, whereas classification category and work sector do not affect bidding success rate. Therefore, experience of contractors affects their bidding competitiveness, but does not affect their success rate. Originality/value The present research uses contractors’ bidding success rate as a measure to evaluate their bidding competitiveness for PCPs. The novel model of this research can be applied in any country, after considering local regulations, to measure and evaluate contractors’ bidding competitiveness, and success rate when bidding for PCPs. Also, contractors cannot depend on their experience (i.e. classification category) or increasing bidding attempts to win bids and improve bidding success rate, rather than enhance their bidding strategy.
