Determinants of skills demand in a state- intervening labour market

Purpose The purpose of this paper is to improve the understanding of the drivers and determinants of skills demand in South Africa, given the country’s history and its current design as a developmental state. Design/methodology/approach In this study, a mixed methods approach is used. The study draws information from in-depth interviews with transport sector stakeholders including employers, professional bodies, sector regulatory bodies and training providers. Complementary to the interviews, the study also analyses employer-reported workplace skills plans from 1,094 transport sector firms updated annually. A Heckman correction model is applied. Findings The study finds that changes in competition, technology, ageing employees, market conditions and government regulations are among the most frequently stated determinants reported through interviews. Using a Heckman regression model, the study identifies eight determining factors, which include location of firm, size of a firm, occupation type, racial and generational transformation, subsector of the firm, skills alignment to National Qualification Framework, reason for skills scarcity and level of skills scarcity reported. The South African transport sector skills demand is therefore mainly driven by the country’s history and consequently its current socio-economic policies as applied by the state itself. Research limitations/implications Wage rates are explored during stakeholder interviews and the study suggests that wage rates are an insignificant determinant of skills demand in the South African transport sector. However, due to poor reporting by firms, wage rates did not form a part of the quantitative analysis of the study. This serves as a limitation of the study. Practical implications Through this research, it is now clear that the state has more determining power (influence) in the transport sector than it was perceived. The state can use its power to be a more effective enabler towards increasing employer participation in skills development of the sector. Social implications With increased understanding and awareness of state’s influence in the sector, the country’s mission to redress the social ills of the former state on black South Africans stands a better chance of success. Private sector resources can be effectively mobilized to improve the social state of previously disadvantaged South Africans. However, given the economic dominance of the private sector and its former role in the apartheid era in South Africa; too much state influence in a supposedly free market can result in corporate resistance and consequently, market failure which can be seen as result of political interference. Originality/value South Africa has had an unprecedented social and economic trajectory to date. This said, its economic and social policies are unlike what we have observed before. Thus, identification of determinants and understanding of mechanisms of influence, on skills demand in the sector in which an African state plays such a close and active role, is in itself a unique contribution to knowledge and compels us to revisit our traditional assumptions about market behaviour. This study is one of the very few of its kind in the labour market research with a South African context.

Purpose Migrants historically and currently form an integral part of South Africa. Their importance and contribution to the country’s economy and development are undeniable. Yet, life for African migrants in South Africa is becoming increasingly difficult. An analysis of migrants mortality until now has not been conducted. The purpose of this paper is to compare the trends of the cause of death among South African Citizens (RSA) and African migrants from countries that form part of the South African Development Community (SADC), that make up nearly 70% of the migrants in the country. Design/methodology/approach Using Stats SA data of all registered deaths in South Africa (2002-2015), this paper compares all causes of death (COD) between RSA and SADC migrants. This paper studies the patterns in COD among these population groups for the years 2002 to 2015 in deaths due to infectious diseases and unnatural causes. Logistic regression was used to quantify the odds of dying due to infectious disease and unnatural causes for each population group. This paper included a calculation of the odds of dying due to assault, as a sub-group within unnatural deaths. Findings A total of 7,611,129 deaths were recorded for the local South African population and 88,114 for SADC migrants for the period under study (2002–2015). The burden of mortality for both infectious diseases and unnatural causes was higher for SADC migrants as compared to RSA. SADC migrants were 1.22 times more likely to die from infectious diseases than RSA (P < 0.001, 95% confidence interval (CI) (1.12, 1.23). Similarly, SADC migrants were 2.7 times more likely to die from unnatural causes than South Africans (P < 0.001, 95% CI (2.17, 2.23). The odds of dying from assault was the same as that of unnatural causes. Also, it was found that women were more likely to die from infectious diseases (OR = 1.11, P < 0.001, 95% CI (1.11, 1.11) compared to men, regardless of nationality. Research limitations/implications The bias resulting from migrants who return home to die due to illness, described in the literature as the salmon bias, is present in this paper. This paper, therefore, concludes death due to infectious diseases could be higher among migrants. Practical implications The heightened mortality among SADC migrants can be related to the impact of social determinants of health such as living and working conditions and barriers to access to health care. Moreover, the higher probability of death due to unnatural causes such as assaults constitute a proxy to estimate the impact of xenophobic violence observed in the country over the past decade. Policy interventions should focus on migrant health-care systems. Also, programmes to mitigate and curb xenophobic sentiments should be carried out to address the growing disparity of preventable unnatural causes of death. Originality/value This study offers the first quantification of mortality due to infectious diseases and unnatural causes among RSA and SADC migrants.

In this chapter, the author reflects on her long personal association with the Society for the Protection of Science and Learning (SPSL)/Council for Assisting Refugee Academics and many of its South African grantees. The academic refugees who came to the SPSL's notice in the 1960s, specially the South Africans, bent the ‘rules’ and signalled the new ways in which the SPSL was going to have to work in a very changed social and educational environment in Britain, and equally great changes in the nature of the academic refugees. Before the rise of Hitler, German scholars had advanced the frontiers of knowledge in the sciences, the social sciences, and the humanities. And in many of these fields the Jews of Central Europe had played a crucial role. Increasingly from the 1960s, however, many of the refugee academics to the UK were from the so-called ‘third world’, especially Latin America and countries just emerging from colonialism in Africa. Academic refugees from South Africa formed something of a bridge between the old and the new. While most of the South African grantees were white and from institutions modelled on British universities, they were on the whole younger and less highly qualified than the earlier generation of grantees. The very small number of Africans assisted at this time were in fact far more eminent; significantly, however, they were the very first Africans to be assisted by the Society.

PurposeThe purpose of this study was to investigate the state of appraisal with regard to compliance with archives and records management legislations (ARML), the archives and records management policy (ARMP), reappraisal of records, capacity building, archives building and electronic records management (ERM) and to make a recommendation based on the research findings.Design/methodology/approachThis study was based on the qualitative research technique. The research approach was a multiple case study comparing the previously advantaged and disadvantaged universities in South Africa.FindingsThe study found that ARML, ARMP, reappraisal of records and capacity building are essential for the appraisal of university records. The lack of appropriate appraisal theory/strategy led to a loss of institutional memory.Research limitations/implicationsThis research was limited to the University of the Witwatersrand (WITS) and the University of Venda (UNIVEN). These two institutions are representatives of the state of archiving in South Africa.Practical implicationsThis research will serve a benchmark for other South African universities, intending to implement systematic disposal of records in compliance with legislations and policies.Social implicationsFailure by universities to appraise records will lead to the loss of institutional memory. This implies that history of institution will be lost if necessary measures are not taken.Originality/valueThere is very little, if any, research on the appraisal of South African universities’ records. The outcome of this research will benefit universities that are seeking to develop and implement appraisal strategies.

This paper focuses on the clinical and social diagnostics of stroke-like symptoms in Limpopo Province, South Africa. The research questions addressed here are: what are the lay understandings of strokelike symptoms and what are the health-seeking behaviours of Tsongan Mozambican refugees and South Africans in this area? The study site is ten villages in the Agincourt sub-district of Limpopo Province which are within the health surveillance area of the Agincourt Health and Population Unit (AHPU) of the University of Witwatersrand. The population are Tsongan who speak Shangaan and comprise self-settled Mozambican refugees who fled to this area during the 1980s across the nearby border and displaced South African citizens. The latter were forcibly displaced from their villages to make way for game reserves or agricultural development and moved to this area when it was the former ‘homeland’ of Gazankulu. The team collected data using rapid ethnographic assessment and household interviews as part of the Southern Africa Stroke Prevention Initiative (SASPI). The main findings are that stroke-like symptoms are considered to be both a physical and social condition, and in consequence plural healing using clinical and social diagnostics is sought to address both these dimensions. People with stroke-like symptoms maintain their physical, mental and social well-being and deal with this affliction and misfortune by visiting doctors, healers, prophets and churches.

General issues of industrial health are raised in relation to the production of asbestos and asbestos-related diseases in South Africa. A historical analysis of these diseases and their control in Britain demonstrates some general problems of occupational diseases with long incubation periods and their implications for capital and labor. In order to understand the role of the research establishment, an attempt is made to situate the state in the conflict between capital and labor. The terms and weapons of this ideological arena are investigated. The South African situation is then discussed. Its evident weaknesses—the lack of statutory limits on exposure, capital's responsibility for monitoring exposure and health, the inefficiency of the state inspection, and the meagerness and racial disparities in compensation—are related to the weakness of organized labor. These weaknesses are linked to the movement of certain industrial processes, finally acknowledged as unsafe by most academic research, away from the developed countries. In these countries, the strength of labor and environmental organizations has caused a decline in capitalist productivity.

PurposeTaking motivation from South Africa's ranking of 50 out of 50 countries who participated in the Progress in International Reading Literacy Study of Grade four learners in 2016, this paper examines the social and economic outcomes of literacy in South Africa.Design/methodology/approachUsing unemployment, income and crime rates as proxies for social and economic outcomes, the effect of literacy is examined by employing the fixed- and random-effects techniques to estimate a panel data covering nine provinces in South Africa from 2008 to 2017.FindingsThe results show that literacy rate worsens unemployment but improves crime rate and income per capita across South African provinces.Practical implicationsPolicymakers need to consider an expanded view of literacy by extending investments to cover financial and technology literacy in addition to functional literacy to fully maximise the benefits of education.Originality/valueTo the authors’ best knowledge, this is the first empirical assessment of literacy outcomes in South Africa.

The constitutional and political negotiations in South Africa have reached an advanced stage and elections for a government of national unity might take place within the next twelve months. For the millions of South Africans who have waited, fought, sacrificed and suffered the end appears to be in sight. While they will have every right to celebrate the results of their hard-fought battles to achieve a democratic and just society, they equally have a solemn duty to ensure that they proceed to build the future on a solid base, not only to guarantee the protection of democracy and justice but more importantly to ensure that no other South African is ever again the victim of the types of human rights abuses that have for the past decades become synonymous with the country. There will only be one opportunity to rebuild the nation. If it fails it will be a great disservice to South Africa's countrymen and women and to the generations that will follow. Even as a South African one has difficulty in fully comprehending the enormity of the social and human destruction caused in the name of apartheid. It has brutalized and dispossessed its people; robbed children of their youth and their innocence; widowed and orphaned thousands and destroyed the dreams and hopes of decent men and women. The 18 million people gaoled in terms of the pass laws and the 15.5 million people uprooted by forced removals bear testimony to the brutality and savagery with which apartheid was applied. The legacy of those policies will remain for many years to come.

Purpose The purpose of this study is to determine whether the factors once identified through literature and compared to the current situation in South Africa could predict the possibility of a tax revolt in South Africa. South Africans are experiencing frequent increases in taxes on already overburdened taxpayers, corruption, a lack of service delivery by the government and high unemployment rates. South Africa has seen an increased amount of protests relating to taxes, corruption and a lack of basic services. Design/methodology/approach In total, 12,000 Twitter feeds were collected from 14 February 2017 to 1 March 2017, the period before, during and after the South African National Budget Speech on 22 February 2017. The feeds were analysed using a thematic analysis. The emerging themes were identified as factors present in South Africa that may predict a possible tax revolt. Findings The factors found to be present in South Africa are: F1-failure of government to address the imminent collapse, F2-significant number of people with substantial debt, F3-onerous tax systems, including many different types of taxes, F4-high number of unemployed people, F5-education frustration, F6-increase in tax rates on citizens already overburdened by current taxes, F7-poor quality of governors, and performance of the country’s leaders and administration, including fraud and F8-wastefulness. Originality/value The value of the study is, first to contribute to the existing academic literature examining the factors that are likely to indicate a tax revolts. Second, the study uses an innovative data source, namely, tweets, to examine the climate for a possible tax revolt in South Africa.

In light of the unfavorable way in which many white South Africans have reacted to black majority rule in contemporary South Africa, there has been a tendency to read J.M. Coetzee's 1999 novel <em>Disgrace</em> as a condemnation of the social disruption that has characterized South African life since 1994. While the novel certainly expresses a degree of unease over the politically precarious situation of whites in the new South Africa, such readings tend to ignore the complexities of both the novel and the politics of life after apartheid. Rather than an attack that describes white life as now essentially impossible, I try to understand <em>Disgrace</em> as a meditation on the meaning of whiteness in the new South Africa, one that seeks to leave behind the racist and imperialist discourses that previously defined whiteness as a social identity. <br />

Many scholars and South African politicians characterize the widespread anti-foreigner sentiment and violence in South Africa as dislike against migrants and refugees of African origin which they named ‘Afro-phobia’. Drawing on online newspaper reports and academic sources, this paper rejects the Afro-phobia thesis and argues that other non-African migrants such as Asians (Pakistanis, Indians, Bangladeshis and Chinese) are also on the receiving end of xenophobia in post-apartheid South Africa. I contend that any ‘outsider’ (White, Asian or Black African) who lives and trades in South African townships and informal settlements is scapegoated and attacked. I term this phenomenon ‘colour-blind xenophobia’. By proposing this analytical framework and integrating two theoretical perspectives — proximity-based ‘Realistic Conflict Theory (RCT)’ and Neocosmos’ exclusivist citizenship model — I contend that xenophobia in South Africa targets those who are in close proximity to disadvantaged Black South Africans and who are deemed outsiders (e.g., Asian, African even White residents and traders) and reject arguments that describe xenophobia in South Africa as targeting Black African refugees and migrants.
