Purpose The purpose of this paper is to draw lessons from the important contributions of appreciative inquiry leadership in shaping the future people aspects to police leadership. A practice model of the Zimbabwe Republic Police Women Network (ZRP WN) illuminates how the future of policing in a context of mutually reinforcing confluence of increasing rate of crime, state decay, and economic decline is contingent upon shifting from the current preoccupation of “what works” to “what is important.” Design/methodology/approach Guided by the organising principles of the 4-D cycle involving discovery, dream, design and destiny/delivery, the appreciative inquiry leadership model illuminates a sustainable future-oriented policing. Findings The case study of ZRP WN reveals the resilience and adaptability of female police officers to policing challenges as they constantly designed people-oriented policing operations and activities. Practical implications Of importance is the exponential influence of communis and phronesis in rethinking and redesigning police roles in decades to come. Originality/value The ZRP WN, through its shared vision of values, gives us a leaf on how to respond to the ever-changing values of justice and police leadership altering contexts.

Purpose – Although the private sector has long understood that a customer-focused service is synonymous with success, the concept is less embedded in public agencies such as the Police. Cultural studies consistently argue that police practitioners perceive “citizen focused” or “quality of service” approaches as distant to “real policing”, making the concept difficult to implement. The purpose of this paper is to explore the complex infrastructure required for the implementation of this approach, specifically focusing on senior police leadership. Design/methodology/approach – Using semi-structured interviews across a diversity of police officers and staff it provides a case study of a city Police Force in England, who attempted to introduce a citizen focused approach between 2006-2010. Findings – Senior police leaders were reported to exhibit distinct and consistent leadership styles with a “transformational” style more positively associated with the implementation of this agenda. Practical implications – The study argues specific leadership styles are critical to the delivery of “quality” approaches. Originality/value – No other case studies currently exist that have explored the role of police leadership in the field of quality service/citizen focused approaches.

Purpose In recent years, police leadership integrity and standards have been positioned as central to the professionalisation agenda of the police service England and Wales (College of Policing, 2015). The purpose of this paper is to explore the challenges for developing innovative, more people-oriented approaches to leadership in a command environment like the police. Design/methodology/approach A case study approach in one UK police constabulary was adopted. In all, 38 semi-structured interviews were conducted with senior police officers from chief constable to inspector rank. Interviews were audio recorded, transcribed verbatim and thematically analysed. Findings Police officers drew on managerial and command discourses in their understandings of leadership. Perceptions of the situation, particularly in terms of perceived risk and visibility, influenced leadership practices in the constabulary. Originality/value Current research and policy places emphasis on “what works” in police leadership; the meanings of leadership to police officers is overshadowed by a focus on effectiveness. Through the use of semi-structured interviews, this research captures police leaders’ understandings of themselves and their leadership. The findings reveal that, at a time when police leadership needs to become more innovative and people focussed, the pressures and complexities of contemporary policing mean that police officers retreat to leadership that is command-based and driven by the primacy of business needs.

Purpose This study examines in detail how a new occupational group in a field creates and defines its professional competences. The background of the study refers to a new way of organizing social and health care services that requires new type of expertise. The authors examine the professionals of this new sector – service agents and the competences – they need in a multi-professional networking organization. The goal of this organizational pilot project is to gather both experience and practical knowledge of how the “gatekeeper” model can work between the customer and the service provider. The purpose of this paper is to learn the service agents’ perspective on their own work, namely, how they create their work, what their visions of the future are, and what can be learned from the new organizing model. Design/methodology/approach Qualitative data collection and small-scale exploratory study of a new profession: eight service agents and their two supervisors were interviewed to raise awareness of what professional competences these new job contents require, how service agents can influence the content of their work, and what competence needs will emerge in the future. Findings The key findings indicate that service agents lack the courage to modify their own mission. When a new profession is created, they are uncertain about how to create self-content on their own terms. They assume they need a certain degree and to know something more than they already know. They do not dare define their own new professional territory, but rather wait for that definition to come from their organization or society. However, the results also show that some service agents have a hidden willingness to be creative even when there is a lack of courage. There is a need to take more initiative and for agents to think freely outside the box in this new situation. Research limitations/implications The number of interviewees is small and the context specific. However, the study gives an indication of the factors that need to be taken into account when the dissemination of the model starts. Originality/value The paper describes the results of the pilot project of a new profession and a customer-oriented model in the social and health care sector.

Purpose With the US unemployment rate at 50-year lows and the increased use of automation expected to force organizations to replace or retrain over 25 per cent of their workforce, enterprises need new ways to re-skill employees to prepare for future needs. Design/methodology/approach The authors spoke with HR leaders of different enterprises to see how they will adapt to the future of work with the combination of automation in the workplace. After gaining insights from multiple sources, they were able to come to some conclusions on how the future of work is shaping up to be. Findings After gaining insights, they were able to find that companies that seek to combine the best of human ingenuity, empathy and change resilience with the prudent use of automation and re-skilling will be leading the workforce of the future. Originality/value This paper from ISG was created to give insights into Strategic HR Review from real customers and research conducted. This paper gives valuable insights on how enterprises are actually re-skilling employees to adapt to the rise of automation and IT skills gap.

Purpose The purpose of this paper is to examine the prevalence of purposeful and ethical leadership in a UK county police force – referred to by the pseudonym PoliceOrg. The paper also evaluates the extent to which officers feel their values fit with those of the organisation, and the outcomes achieved by purposeful and ethical leaders. Design/methodology/approach A questionnaire survey, interviews and focus groups were conducted at PoliceOrg. The findings are compared with those from a public sector case study and with a representative sample of the UK working population. Findings Purposeful leaders at PoliceOrg have a positive impact on important outcomes for their direct reports and provide a sense of direction and guidance to those who do not feel a strong fit between their values and those of their organisation. Research limitations/implications The study focuses on a new construct (purposeful leadership) that has not previously been explored in the academic literature. Consequently, the findings cannot be directly compared with those of other studies. The survey focused on the views of police sergeants and constables, and only one police force participated as a case study; hence, the generalisability of the findings is limited. Practical implications Police organisations should nurture and sustain workplace environments where leaders can translate their personal moral code and ethical values into their role behaviours to address the policing challenges of the future. Originality/value This study elucidates the concept of purposeful leadership in the context of a police force.

Title – Resort-based or resource-based tourism? A case study of Jamaica. Subject area – This case study can be used in the following subject areas: tourism management; tourism policy; tourism planning and development; destination marketing and management; hospitality and tourism management; special event planning and management; and attraction management. Study level/applicability – This case study is useful to both undergraduate and graduate students specializing in hospitality and tourism management. Case overview – This case study explored the nature of two forms of tourism development; resort-based and resource-based, and aimed to determine which is the more viable and sustainable option for the future of tourism in Jamaica, an island destination in the Caribbean which depends highly on the tourism industry. The literature established that both forms of tourism are challenged by several and varying factors and so their synergistic integration appears to be the most functional option for sustainable tourism development in Jamaica along with the involvement of the relevant stakeholders. Expected learning outcomes – The students should be able to: Distinguish between resort-based tourism and resource-based tourism by identifying the elements and attributes that make them different. ▪Explain the usefulness and drawbacks of both types of tourism model. ▪Discuss the nature of culture and heritage tourism and eco-tourism. ▪Analyze Jamaica's tourism model from the nineteenth to the twenty-firstst century by assessing the changes and developments. ▪Discuss the role of government in facilitating the development of a “wholisitic tourism model” that will facilitate the synergy of resort-based tourism and resource-based tourism. ▪Assess the role of the private sector in encouraging and facilitating resource-based tourism. Social implications – This case study conceptually and empirically analyzed the tourism model in Jamaica to ascertain whether or not the future of Jamaica's tourism should remain dependent on resort-based tourism or should it opt for resource-based tourism as a more viable and sustainable option. The discussion however, indicates that resort-based tourism can synergize with resource-based tourism to achieve sustainable development along with the involvement of all the relevant stakeholders including the government, hotel operators and the residents. The case synopsis likewise presented a concise summary of the literature reviewed regarding the concepts of resort-based tourism and resource-based tourism; and the case of Jamaica's tourism.The learning outcomes are intended to guide the teaching- learning process and stimulate students' understanding of the concepts of resort-based tourism and resource-based tourism and their specific implications in terms of tourism development in Jamaica. This knowledge can also be generalized to other destinations with similar historical background and tourism resources. The applied questions will guide the discussions and provide additional resources for assessment purposes. They will also help the students to critically assess the dynamics of tourism development.The case synopsis is consistent with the learning outcomes, corresponding applied questions and course recommendations. A total of two to three-hours teaching session can be used to discuss the constructs, analyze the case in point and answer the applied questions.

This study examines Appreciative Inquiry, a relatively new approach to organizational change and growth, as a method for institutionalizing retention activity. Appreciative Inquiry looks for what works best in an organization in order to determine what might be possible. Its strength lies in the consensus building embedded in the process. The results of a case study in a college of arts and sciences suggest the method to be effective in creating a shared vision for the organization, energized participants, improved morale, and increased general awareness of retention issues.

Purpose This study aims to discuss what prompted this organization to embark on the journey of transformational change, challenges faced strategies adopted to overcome challenges, leadership role and outcomes. Design/methodology/approach The descriptive approach is used to comprehend the transformational change process in this gigantic public sector undertaking (PSU). To have an idea of the effectiveness of the change process, the pre- and post-change performance of the company was taken into account through collection and analysis of physical and financial parameters. However, focus of this paper is concentrated on the transformation process and its chronological sequence only. Human resource productivity trend and organization development interventions adopted over the years were also observed along with conducting a sentiment analysis of the employees who lived through this entire change process in the organization. Findings The case study describes how this Indian PSU went through the process of transformational change management and leaves the reader to assess the degree and extent of success of the approach and strategy of the company in this regard. There may be many what-if situations and contingencies in this case for readers to explore for suggestions and solutions and finding new possibilities. Originality/value Change management is not a new exercise for the Indian corporate sector. What makes this case unique is the pro-active action initiated by a traditional high-performing and well-protected PSU to anticipate the future challenges and initiate action to overcome these. Change agents must “rewire” the plane while it is flying if the organization hopes to survive and perhaps prosper in the future. This case study is a first-hand account of the change process happening in a gigantic Indian PSU with Maharatna status.

Purpose The purpose of this paper is to provide an argument supporting the growth of online outsourcing, which will exponentially increase in the coming years with the spread of internet availability to the less-developed regions of the world. In addition, this paper stresses the role of human decision-making in fostering this growth, rather than promoting inhibitory policies because of nationalism or fear of change. Design/methodology/approach First, globalization and the three “waves” of outsourcing are discussed. Next, the economic principles guiding online outsourcing (disintermediation, the rise of global internet connectivity and the benefits of output-based pay over input-based pay) are discussed. After explaining how artificial intelligence will complement rather than replace human laborers, a case study and evidence are provided. Then, suggestions for government policies going forward, including skill development and education are provided. Finally, the debate that will inevitably emerge regarding online worker benefits is introduced. Findings Evidence points toward the growth of online outsourcing and the resulting increased efficiency and gains through this type of trade. The increase in freelance workers and their earnings, the investments of Google and Facebook to develop internet capabilities in less-developed regions and the reducing costs of technology (such as laptops) provide support for this argument (Elance, 2013; Forbes, 2014; Pofeldt, 2015). Finally, a case study provides evidence illustrating how individuals may gain from these advances. Originality/value This paper contributes to the literature by providing a compelling argument for the upcoming transition to increased efficiency in work through online outsourcing. Technological advances will allow the modern worker to delegate his/her mundane tasks so that he/she is free to focus on more pressing issues. This shift will multiply the domestic and foreign labor markets, creating opportunities that have not been available to this point. As this transition is not inevitable, this paper further outlines suggestions for policymakers to ensure maximized gains in the future.

PurposeThis paper develops a novel user-acceptance model for circular solutions to housing design. The model has been systematically developed from a case study of an upcycled plastic bottle building in a low-income community in Nigeria. It is common practice to use participatory approaches to consult end users in communities, typically after design concepts have been proposed and conceptualised. However, this often leads to critical socio-cultural or usability elements being overlooked and the design being substandard. Therefore, this paper develops a robust model for designers, specialists and activists involved in construction that can be used during all phases of a project. This approach demonstrates that user needs should be considered before building designs and plans are generated, providing a greater frame of reference for practitioners, consultants and end users. Enabling the integration of holistic needs of the community and the development of circular design solution.Design/methodology/approachA case study methodology has been employed to develop this model, uses appreciative inquiry methodology. This includes multiple methods to capture end users’ perception: focus groups, interactions with the local community and self-recorded comments. This case study is part of a broader research project to develop replicable low-cost self-sufficient homes utilising local capacity using upcycled, locally available materials.FindingsThe findings identify the challenges associated with designing circular solution housing without a robust understanding of interrelated factors, which ensure sustainability and user acceptance. The conclusions demonstrate why essential socio-cultural factors, usually unrelated to technical development, should be understood and contextualised when designing sustainable solutions in low/middle-income communities. The authors argue that without this holistic approach, undesirable consequences may arise, often leading to more significant challenges. Instead of referring to multiple frameworks, this distinctive model can be used to evaluate user acceptance for low-cost housing in particular and other dimensions of circular solution design that involve end-user acceptance. The model blends circular solution dimensions with user-acceptance concerns offering a guide that considers essential features that are both user-friendly and pragmatic, such as utility, technological innovation and functionality as well as their intersectionality.Research limitations/implicationsThe research relied on a single case study, which focussed on end-user engagement of upcycling waste materials as an application of circular solutions. The model will contribute to developing socially accepted circular solutions taking into consideration local context factors.Originality/valueThe paper is proposing a model for user acceptance of circular construction materials relevant to low- and middle-income countries (LMICs).
