The development trend and academic patent technology network of laser and optical technologies

Purpose The application of laser and optical technologies in the industry is wide and extensive; the development and application of laser and optical technologies have become a promising research domain. However, most existing studies have focused on the technical aspects or the application aspects; these studies have not highlighted the technology distribution and application development of laser and optical technologies from the big picture. Additionally, the manner in which the research and development (R&D) results of universities correspond to the needs of enterprises and industry has become a topic of concern for the public. Therefore, this study aims to adopt the academic patents as the basis for analysis and to construct a laser and optical technology network. Design/methodology/approach Therefore, in the current study, the researchers have analyzed relevant academic patent technology networks, using academic patents of laser and optical technologies as a basis of analysis. Findings The study results indicated that the key technologies mainly lie in nanostructures, metal-working, material analysis and semiconductor devices. Additionally, these technologies are mainly applied in industries, such as optics, medical technology, pharmaceuticals, biotechnology and organic fine chemistry; this indicated that a large proportion of academia’s R&D outcomes are applied in these industries. Originality/value In this study, the researchers have constructed a technology network model to explore the technical development direction of laser and optical technologies; the results of the current study could serve as a reference for universities and industry for allocation of R&D resources.

Purpose – The purpose of this paper is to add to the analytic toolkit of public sector practitioners by outlining a framework called Public Value Process Mapping (PVPM). This approach is designed to be more comprehensive than extant frameworks in either the private or public sectors, encapsulating multiple dimensions of productive processes. Design/methodology/approach – This paper explores the public administration and management literature to identify the major frameworks for visualising complex systems or processes, and a series of dimensions against which they can be compared. It then puts forward a more comprehensive framework – PVPM – and demonstrates its possible use with the example of Indigenous child nutrition in remote Australia. The benefits and limitations of the technique are then considered. Findings – First, extant process mapping frameworks each have some but not all of the features necessary to encompass certain dimensions of generic or public sector processes, such as: service-dominant logic; external as well internal providers; public and private value; and state coercive power. Second, PVPM can encompass the various dimensions more comprehensively, enabling visualisation of both the big picture and the fine detail of public value-creating processes. Third, PVPM has benefits – such as helping unearth opportunities or culprits affecting processes – as well as limitations – such as demonstrating causation and delineating the boundaries of maps. Practical implications – PVPM has a number of uses for policy analysts and public managers: it keeps the focus on outcomes; it can unearth a variety of processes and actors, some of them not immediately obvious; it can help to identify key processes and actors; it can help to identify the “real” culprits behind negative outcomes; and it highlights situations where multiple causes are at work. Originality/value – This approach, which draws on a number of precursors but constitutes a novel technique in the public sector context, enables the identification and to some extent the comprehension of a broader range of causal factors and actors. This heightens the possibility of imagining innovative solutions to difficult public policy issues, and alternative ways of delivering public services.

PurposeThis paper presents a systematic literature review aiming at analysing how research has addressed performance measurement systems’ (PMSs) ambiguities in the public sector. This paper embraces the ambiguity perspective that PMSs in public sector coexist with and cope with existing ambiguities.Design/methodology/approachThe authors conducted a literature review in Scopus and ScienceDirect, considering articles published since 1985, and the authors selected articles published in the journals included in the Association of Business Schools' Academic Journal Guide (Chartered ABS, 2018). Of the 1,278 abstracts that matched the study’s search criteria, the authors selected 131 articles for full reading and 37 articles for the final discussion.FindingsThe study's key findings concern the elements of ambiguity in PMSs discussed in the literature. The study’s results suggest that ambiguity is still a relevant problem in performance measurement, as a problem that is impossible to be solved and therefore needs to be better understood by researchers and public managers. The analysis allows us to summarize the antecedents and consequences of ambiguity in the public sector.Research limitations/implicationsThe key findings of the study concern the main sources of ambiguity in PMSs discussed in the literature, their antecedents and their consequences. The study results suggest that ambiguity exists in performance measurement and that is an issue to be handled with various strategies that can be implemented by managers and employees.Practical implicationsManagers and researchers may benefit from this research as it may represent a guideline to understand ambiguities in their organizations or in field research. Researchers may also benefit from a summary list of the key issues that have been analysed in the empirical cases provided by this research. Social implicationsThis research may provide insights to limit ambiguity and thus contribute to improve performance measurement in the public sector.Originality/valueThis research presents a comprehensive review on the topic. It provides insight that suggests what future research should attend to in helping to interpret ambiguity, considering also what should be done to influence ambiguity.

PurposeThe purpose of this paper is to make an overview of 474 publications and 512 patents of FTL from 1987 to 2020 in order to provide a conclusive and comprehensive analysis for researchers in this field, as well as a preliminary knowledge of FTL for interested researchers.Design/methodology/approachFirstly, the FTL algorithms are classified and its functions are introduced in detail. Secondly, the structures of the publications are analyzed in terms of the fundamental information and the publication of the most productive countries/regions, institutions and authors. After that, co-citation networks of institutions, authors and papers illustrated by VOS Viewer are given to show the relationship among those and the most influential of them is further analyzed. Then, the characteristics of the patent are analyzed based on the basic information and classification of the patent and the most productive inventors. In order to obtain research hotspots and trends in this field, the time-line review and citation burst detection of keywords carried out by Cite Space are made to be visual. Finally, based on the above analysis, it draws some other important conclusions and the development trend of this field.FindingsThe research on FTL algorithm is still the top priority in the future, and how to improve the performance of SSD in the era of big data is one of the research hotspots.Research limitations/implicationsThis paper makes a comprehensive analysis of FTL with the method of bibliometrics, and it is valuable for researchers can quickly grasp the hotspots in this area.Originality/valueThis article draws the structural characteristics of the publications in this field and summarizes the research hotspots and trends in this field in recent years, aiming to inspire new ideas for researchers.

Purpose The purpose of this paper is to investigate the relationship between distributive justice, procedural justice, and turnover intentions for Millennial employees working in the public accounting environment. Design/methodology/approach Data collection utilized an online survey sent to members of a regional certified public accountant organization (n=75). Findings Lower levels of both distributive and procedural justice predicted higher turnover intentions, controlling for gender and job tenure. Procedural justice was found to have a stronger relationship with turnover intentions than distributive justice for Millennial public accountants. Practical implications The public accounting industry is facing a crisis based on the shortage of staff and senior level accountants, which are primarily Millennial employees. The study results have practical implications for public accounting firms. The findings suggest that the fairness of organizational processes could impact Millennials’ turnover intentions more than the fairness of organizational rewards. Employers could use this information to manage levels of procedural justice, which could reduce turnover intentions, actual turnover, and other byproducts of the staffing shortage. Originality/value This study examined the relationship between organizational justice and Millennial turnover intentions in public accounting. The study replicated the findings of some prior studies in a purely Millennial sample in the public accounting context and addressed some of the contradictory results seen previously related to organizational justice. As the public accounting industry has an abnormally large percentage of Millennial employees, these findings may be applied to other environments as the Millennial population in the workforce increases.

PurposeThe outbreak and continuation of COVID-19 have spawned the transformation of traditional teaching models to a certain extent. The Chinese Ministry of Education’s guidance on “keep learning and teaching during class suspension” has made OTC and learning (OTC) become routinized, and the public’s emotional attitudes toward OTC have also evolved over time. The purpose of this study is to segment the emotional text data and introduce it into the topic model to reveal the evolution process and stage characteristics of public emotional polarity and public opinion of OTC topics during public health emergencies in the context of social media participation. The research has important guiding significance for the development of OTC and can influence and improve the efficiency and effect of OTC to a certain extent. The analysis of online public opinion can provide suggestions for the government and media to guide the trend of public opinion and optimize the OTC model.Design/methodology/approachThis paper takes the topic of “OTC” on Zhihu during the COVID-19 epidemic as an example, combined with the characteristics of public opinion changes, chooses Boson emotional dictionary and time series analysis method to build an OTC network public opinion theme evolution analysis framework that integrates emotional analysis and topic mining. Finally, an empirical analysis of the dynamic evolution of the communication network for each stage of the life cycle of a specific topic is realized.FindingsThis paper draws the following conclusions: (1) Through the emotional value table and the change trend chart of the number of comments, the analysis found that the number of positive comments is greater than the number of negative comments, which can be inferred that the public gradually accepts “OTC” and presents a positive emotional state. (2) By observing the changing trend of the average daily emotional value of the public, it is found that the overall emotional value shows a stable development trend after a large fluctuation. From the actual emotional value and the fitted emotional value curve, it can be seen that the overall curve fit is good, so ARIMA (12, 1, 6) can accurately predict the dynamic trend of the daily average emotional value in this paper. Therefore, based on the above-mentioned public opinion, emotional analysis research, relevant countermeasures and suggestions are put forward, which is conducive to guiding the development direction of public opinion in a positive way.Originality/valueTaking the topic of “OTC” in Zhihu as an example, this paper combines Boson emotional dictionary and time series to conduct a series of research analyses. Boson emotional dictionary can analyze the public’s emotional tendency, and time series can well analyze the intrinsic structure and complex features of the data to predict the future values. The combination of the two research methods allows for an adequate and unique study of public emotional polarization and the evolution of public opinion.

Purpose – The purpose of this paper is to propose that to survive and thrive the library needs to aim for a more active role in people’s lives and in the communities that surround them. Public libraries are places of learning. They strive to enrich, empower and inspire people to support their full participation in society. But our fast-changing society (Pink, 2005) requires people to develop new competencies, such as creativity, empathy, collaboration and big-picture thinking. However, current processes of the public library are still primarily aimed at providing and improving access to information produced by others. Although of great importance, these processes are fundamentally passive and do not actively stimulate people to share knowledge and insights or to engage in conversations. It explores how this can be done and what effect this change might have on library space based on the ideas and perspective of the Dutch Ministry of Imagination. Design/methodology/approach – The Ministry, a cooperation between architect Jan David Hanrath and librarians Rob Bruijnzeels and Joyce Sternheim, conducts research and realizes new types of libraries and library architecture. To turn the public library into a more dynamic and active social setting, the Ministry has developed a new work process supported by matching criteria for the layout of library space. Findings – The new concept has been brought into practice in the Chocolate Factory in Gouda, The Netherlands, which since then has become a permanent testing ground for new library work. Originality/value – This paper is a thought piece that will be of interest not only to those concerned with public libraries, but also to everyone who is searching for ways to turn the library into a learning environment in which a continuous process of knowledge creation takes place, through interaction with the collection, but – most importantly – through interaction between people.

PurposeWith the development of Web2.0 and publishing digitalization, traditional libraries and evaluation citation system can no longer indicate academic paper influence validly. Therefore, it is necessary to construct smart library and find the evaluation effect of Internet metrics-Usage.Design/methodology/approachThis study puts forward four indexes of scholars’ evaluation based on Usage (total Usage (U), average Usage rate (U/N), hu-index and pu-index), which refer to citation indexes, takes the 35 high-output scholars in the field of library and information science in the WoS database as examples, analyzes performance of different scholars evaluation indexes based on Usage and compares the differences and correlations between “citation indicators” and “usage indicators.”FindingsThis study results show that pu-index is the strongest index to evaluate scholars. Second, there is a high correlation and strong mechanism based on time dependence and interactions between Usage and citation. Third, compared to “citation indicators”, the “usage indicators” has a larger numerical value and wider measurement range, which can break the time limitation of citation, and scientifically evaluate young scholars and newly published paper by scholars.Originality/valueThis paper proposes the pu-index – a relatively superior mathematical model for Usage and provides reference for the scholars’ evaluation policy of the smart library. This model can not only provide fair evaluation conditions for young scientists but also shorten the evaluation effect of the time lag of cited indicators. In addition, the “usage indicators” in this paper are new scientific evaluation indicators generated in the network environment. Applying it to the academic evaluation system will make the research papers widely accepted by the public and will also encourage scientists to follow the development of the Internet age and pursue research with equal emphasis on quantity and quality.

Purpose The successful and commercial use of self-driving/driverless/unmanned/automated car will make human life easier. The paper aims to discuss this issue. Design/methodology/approach This paper reviews the key technology of a self-driving car. In this paper, the four key technologies in self-driving car, namely, car navigation system, path planning, environment perception and car control, are addressed and surveyed. The main research institutions and groups in different countries are summarized. Finally, the debates of self-driving car are discussed and the development trend of self-driving car is predicted. Findings This paper analyzes the key technology of self-driving car and illuminates the state-of-art of the self-driving car. Originality/value The main research contents and key technology have been introduced. The research progress as well as the research institution has been summarized.

PurposeThis study aims to provide researchers a holistic approach for comprehensive understanding of the Bitcoin-related research by discovering its trends, subjects, relations, keywords and concepts.Design/methodology/approachAn integrated approach of bibliometric analysis, network analysis and concept linking analysis was proposed for exploring Bitcoin-related studies from 70 countries in the Scopus database.FindingsThe bibliometric analysis shows that electronic money and blockchain are the mainstream issues of Bitcoin, and the domain distribution of the literature is mainly in engineering-related fields. Through the network analysis of cocitations, co-occurrences and cowords, research clusters were discovered respectively from different perspectives. The authors also have mastered a multilevel concept linking diagram for six related major concepts.Originality/valueThe major contribution of this research is about providing an integrated and comprehensive approach to extract the mainstream issues that can help researchers conduct Bitcoin-relevant research. This study shows the development trend, context and clusters of Bitcoin-related studies from various perspectives networks and produces a visual concept linking diagram that will enable researchers to quickly understand the contextual relationship between Bitcoin keywords during literature analysis. In addition, the most crucial studies in the main topics are extracted to save the considerable time and labor that would be required to manually read all the literature and summarize the issues.

Purpose The purpose of this paper is to examine public market functions in three different continents (Europe, North America and Asia) and to identify a set of planning implications for their use in contexts of urban regeneration. Design/methodology/approach The paper presents a comparative analysis of four downtown market functions based on the LABiMAAM framework: [L]ocation; [A]ccessibility; [B]uilding; [i]nternal structure; [M]ain trading area; [A]menities and services; [A]nimation program; and [M]anagement structure. Findings The lessons learned suggest that centrally located public markets possess: social functions aimed at guaranteeing food security, urban development goals that prevent the leap-frog suburbanization of the territory, walkability goals that reduce automobile dependence and welfare goals that support disenfranchised, usually minority, populations. Research limitations/implications Positive and dire implications are identified. The former are structured in terms of these five categories, namely, social, financial, macro-spatial, environmental and public space; while the latter tend to result mostly from the abandonment of the public good orientation associated with having a public market function in a central location. Originality/value This study results from the realization of increasing developmental pressures and widespread tendencies to multiply specialized retail offers in both traditional, and especially, innovative commercial formats. The findings comprise the identification of public policies aimed at augmenting the relevance of commercial urbanism and urban regeneration strategies.
