Recent development and regional disparity of the rural industries in China

PurposeRapid development of China's rural industry since 1980s has a massive ripple effect on rural China. However, recent rural industrial development in China has received little scholarly attention. The study aims to investigate the development process and spatial differences of China's rural industry as well as its driving forces.Design/methodology/approachThe study is based on the panel data constituting 30 provinces of China during 1984–2011. The factor analysis is used to identify the most significant factors affecting the growth of China's rural industry. The multiple regression analysis is applied to distinguish the driving forces affecting spatiotemporal variations in China's rural industry.FindingsChina's rural industry developed rapidly at an average rate of 26% per year during the period 1984–2011. The period 1990–2011 was characterized by remarkable increased spatial disparities in China's rural industrial development. Specifically, such development was markedly better in the east coast areas than in the inland areas in the west. Five driving forces of rural industrial development were recognized representing regional economic fundamentals of market, industry foundation, transportation, communication and degree of opening-up.Originality/valueThis paper explores the trajectory of the development of China's rural industry and the related regional economic factors. It suggests that the development of rural enterprises across the regions should be valued by Chinese government as a driving force for reducing regional disparities and future rural revitalization.

The Chinese government has pursued rural land consolidation under the Building New Rural Communities (BNRC) initiative. The consolidation projects aim to address the hollowing village problem, improve the living standards of rural dwellers, and promote urban-rural integration. Rural villages with small populations and poor infrastructure are merged into a centralized rural community, and their inhabitants are resettled. The newly vacated buildings are then converted to agriculture land, which allows cities to expand under the “no net loss” land-use policy. Despite the significance of the initiative, both in terms of the scale of operation and the impacts on the affected households, there are few empirical studies that scrutinize this form of rural restructuring. Drawing on data collected via surveys and interviews, this paper examines the processes of land consolidation and its impacts on villagers. From a development-as-modernization perspective, we outline three main processes of land consolidation: village mergers and resettlement, land circulation to rural cooperatives, and rural industrial development. Overall, the effects of land consolidation on the livelihood of resettled villagers are positive. This system generally improves housing and living conditions through increased levels of off-farm employment and income, but there are a number of barriers that may hinder a villager’s ability to find different employment. Housing and neighborhood characteristics have significant effects on the life satisfaction of villagers.

Purpose China’s experience of industrial growth is noteworthy for several reasons, not least because it has made a massive use of selective industrial policies. The industrial development guidelines set by the Five-Year Plans are extensively based on the choice of “strategic” or “pillar” industries to be promoted and supported. What remains unclear is the way in which such industries are identified among many. The purpose of this paper is to propose a debate on how to improve the government choice of strategic sectors and suggests a methodology to make this choice more transparent and rigorous. Design/methodology/approach The methodology allows ranking the different industries according to their strategic importance in the Chinese economy. The authors employ an uncertainty analysis methodology to verify the robustness of the ranking. Findings The results point to a list of strategic sectors for China. Comparing the ranking of the strategic sectors to the list of strategic priorities described in the Twelfth Five-Year Plan, we find that, by and large, the ranking coincides with the list of strategic sectors of the Chinese government. Social implications The authors argue that improving the transparency and the rigor of the choice of pillar industries can be crucial for the Chinese government to maintain social legitimization in the transition to a “market” economy. Originality/value Very little is known about the choice of strategic sectors in China in the international literature. By addressing the debate on the choice of pillar industries in China, the paper discusses a topic scarcely studied offering a unique and original contribute.

Purpose The purpose of this paper is to assess the links between basic farmland preservation and land transfers in rural China. Design/methodology/approach The Chinese provincial panel data from 2006 to 2016 were analyzed with the use of Arellano–Bond linear dynamic panel data estimations. Findings The basic farmland preservation policy negatively affects the land transfer rate. In addition, this policy is most likely to limit land transfers between local acquaintances in the major grain-producing areas. Further evidence indicates that the basic farmland preservation policy has a negative impact on land rentals in general. Considering that land transfers such as exchanges and take-overs are excluded from rental transactions between acquaintances, the policy’s constraints on land use are likely to hinder land rentals between acquaintances, which are market-oriented. Practical implications Overall, this study’s analysis suggests that the farmland preservation policy’s constraints on land use rights are likely to result in a major diminishment of the rural rental markets. Under this policy, land that is designated as basic farmland cannot be converted to another use. However, it remains possible to improve the productivity of agriculture through other means. These possible avenues for improvement include enhancing the efficiency of production through expanding the scale of farming operations and developing the social services aspect of agriculture (i.e. the basic farmland preservation policy is likely to realize more social revenue than can be gained from land transfers). Thus, the arrangement of the basic farmland preservation policy in China can be managed in a way that is both economical and reasonable. Originality/value To ensure food security, China has enacted several laws and regulations to preserve basic farmland, and it has promoted land transfers to improve farm productivity. Therefore, it is important to understand whether the basic farmland preservation policy restricts land use rights and hinders land transfers that could improve productivity. This study provides empirical evidence showing that the basic farmland preservation policy is actually not conducive to promoting land transfers and that it even discourages the market orientation of land rentals between acquaintances. In dealing with this issue, the Chinese Government should seek to balance the relationship between preserving basic farmland and promoting land transfers.

In the context of the transition from “Native-rural China” to “Urban-rural China”, suburban villages have undergone rapid reconstruction of format, industry, and function. Aiming to reveal the evolution characteristics and driving forces, this study selected She Village, located in suburban areas of Nanjing, to analyze the changes of both dominant and recessive morphology of land use by employing participatory rural appraisal, remote sensing, and geographic information systems. The results showed that She Village witnessed three stages, including industrial development, ecological restoration, and service industry development, from 1980 to 2018, with more diversified management modes, multifunctional land use, and intensified land fragmentation. The drivers included natural resources, population growth, policy of Grain for Green, urban market demand, etc., the intensity of which showed trends of “increase–increase–increase”, “increase–decrease–decrease”, “periodically intermittent”, and “increase–decrease–increase” in turn. The tourist villages undergo three stages of industrial development, agricultural development, and service industry development, with periodical characteristics driven by top-down policies, the endogenous force of the village, and the radiation and diffusion of the city. This research deepens the understanding of the development process of suburban villages and provides a reference for land policy making and planning in other similar villages.

AbstractSurface deformation has become an important factor affecting urban development. Lanzhou is an important location in the Belt and Road Initiative, an international development policy implemented by the Chinese government. Because of rapid urbanization in Lanzhou, surface deformation occurs easily. However, the spatial-temporal characteristics of surface deformation and the interaction of driving forces behind surface deformation in Lanzhou are unclear. This paper uses small baseline subset InSAR (SBAS-InSAR) technology to obtain the spatial-temporal characteristics of surface deformation in Lanzhou based on 32 Sentinel-1A data from March 2015 to January 2017. We further employ a geographical detector (geo-detector) to analyze the driving forces (single-factor effects and multifactor interactions) of surface deformation. The results show that the central urban area of Lanzhou was stable, while there was surface deformation around Nanhuan road, Dongfanghong Square, Jiuzhou, Country Garden, Dachaiping, Yujiaping, Lanzhou North Freight Yard, and Liuquan Town. The maximum deformation rate was −26.50 mm year−1, and the maximum rate of increase was 9.80 mm year−1. The influence factors of surface deformation in Lanzhou was a complex superposition relationship among various influencing factors, not a result of the single factor. The interaction between the built-up area and land cover types was the most important factor behind surface deformation in Lanzhou. This paper provides the reference data and scientific foundation for disaster prevention in Lanzhou.

Purpose – The purpose of this paper is to investigate the feasibility of creating a declarative user interface language suitable for rapid prototyping of mobile and Web apps. Moreover, this paper presents a new framework for creating responsive user interfaces using JavaScript. Design/methodology/approach – Very little existing research has been done in JavaScript-specific declarative user interface (UI) languages for mobile Web apps. This paper introduces a new framework, along with several case studies that create modern responsive designs programmatically. Findings – The fully implemented prototype verifies the feasibility of a JavaScript-based declarative user interface library. This paper demonstrates that existing solutions are unwieldy and cumbersome to dynamically create and adjust nodes within a visual syntax of program code. Originality/value – This paper presents the Guix.js platform, a declarative UI library for rapid development of Web-based mobile interfaces in JavaScript.

Purpose The purpose of this paper is to provide a better understanding of the driving forces and structural changes of China as a market provider for Korea. This paper gives the answers for the following questions: How do China’s final demands trigger the growth of its imports from Korea? And what’s the impact of China’s final demands on the import in different industries? Design/methodology/approach Based on the Multi-Regional Input-Output model and World Input-Output Table database, this paper constructs the non-competitive imports input-output (IO) table of China to Korea. According to this table, we can calculate the induced imports coefficient and comprehensive induced import coefficients of China’s four final demands for imports from Korea in the 56 industries in China. Findings Among the four driving forces, the strongest one is changes in inventories and valuables. The impact of final consumption expenditure and fixed capital formation is much lower than that of changes in inventories and valuables, but they have a broader impact for the 56 industries. This paper finds out the China’s import induction of the final demands to Korea peaked in 2005 and 2010 and decreased greatly in 2014, so the position of China as market provider for Korea will no longer rise substantially, contrarily it will be in a steady state. Originality/value First, this paper constructs the non-competitive IO table to analyze the market provider issues between two countries and provides practical ways and methods for studies on the issues of imports and market provider. Second, this paper investigates the different roles of four final demands on driving force of China as market provider for Korea and the structural changes of China as a market provider for Korea among 56 industries from 2000 to 2014.

Purpose Some papers have investigated the complex factors impacting building information modeling (BIM) application in prefabricated buildings (PBs), but few paid attention to their interaction relationships. Ignoring the fact that different factors are not isolated may lead to some key factors being overlooked without appropriate improvement strategies being proposed. This paper aims to analyze those factors and their inter-relationships, with the view to identify the critical factors and their interaction relationships so as to derive constructive strategies that would effectively facilitate BIM adoption in Chinese prefabrication. Design/methodology/approach First, factors influencing BIM application in prefabrication are extracted and collated by literature review, expert interview and analysis of PBs characteristics. Thereafter, an evaluation laboratory (decision-making trial and evaluation laboratory) and interpretive structural modeling are used to explore the relationships and hierarchy among the factors. Based on the degree of cause and centrality, critical factors are extracted and the interaction relationship are investigated. Findings The results show that BIM policies and standards for PBs are the main causal factors. The maturity of BIM software and BIM data interface for PBs, willingness to share data, the strategic goals of the enterprise, BIM law and BIM input and benefit are the main transitional factors while BIM staff and workflow, enterprise attitude, distribution of BIM liability and cooperation of participants are the main direct factors. Originality/value Based on the above findings, corresponding improvement strategies are proposed so as to promote BIM application in prefabrication and the rapid development of China’s PBs efficiently.

PurposeThe digital revolution and the use of big data (BD) in particular has important applications in the construction industry. In construction, massive amounts of heterogeneous data need to be analyzed to improve onsite efficiency. This article presents a systematic review and identifies future research directions, presenting valuable conclusions derived from rigorous bibliometric tools. The results of this study may provide guidelines for construction engineering and global policymaking to change the current low-efficiency of construction sites.Design/methodology/approachThis study identifies research trends from 1,253 peer-reviewed papers, using general statistics, keyword co-occurrence analysis, critical review, and qualitative-bibliometric techniques in two rounds of search.FindingsThe number of studies in this area rapidly increased from 2012 to 2020. A significant number of publications originated in the UK, China, the US, and Australia, and the smallest number from one of these countries is more than twice the largest number in the remaining countries. Keyword co-occurrence is divided into three clusters: BD application scenarios, emerging technology in BD, and BD management. Currently developing approaches in BD analytics include machine learning, data mining, and heuristic-optimization algorithms such as graph convolutional, recurrent neural networks and natural language processes (NLP). Studies have focused on safety management, energy reduction, and cost prediction. Blockchain integrated with BD is a promising means of managing construction contracts.Research limitations/implicationsThe study of BD is in a stage of rapid development, and this bibliometric analysis is only a part of the necessary practical analysis.Practical implicationsNational policies, temporal and spatial distribution, BD flow are interpreted, and the results of this may provide guidelines for policymakers. Overall, this work may develop the body of knowledge, producing a reference point and identifying future development.Originality/valueTo our knowledge, this is the first bibliometric review of BD in the construction industry. This study can also benefit construction practitioners by providing them a focused perspective of BD for emerging practices in the construction industry.

PurposeThe purpose of this paper is to propose and verify the influence mechanism of various kinds of infrastructure investment on farmers' income in rural China. It further analyzes the effect of rural infrastructure investment on rural economic transformation.Design/methodology/approachThis research is used to GMM model to verify the relationship between infrastructure investment and farmers' income; furthermore, the mediating effect model is used to verify the linear conduction mechanism, and panel threshold model is used to verify the nonlinear conduction mechanism.FindingsThe results show that: (1) Rural infrastructure investment can indirectly affect farmers' income by changing land efficiency and land use structure; (2) The impact of infrastructure investment on farmers' income is nonlinear; (3) Increasing infrastructural investment of productivity and transportation will contribute to accelerating the transformation of rural economy.Originality/valueThis paper expands the research on the impact of rural infrastructure investment on farmers' income; it analyzes the inner mechanism and enriches the research contents in this field; the influence of various infrastructure investment on rural economic transformation is further discussed; it provides policy suggestions and theoretical basis for accelerating the transformation of China's rural economy.
