ICT in higher education: students perceive increased engagement

Purpose – In general, active participation increases learning outcomes. The purpose of this paper is to explore how: information and communication technologies (ICT) can be used to improve the participation of students during lectures and the effect of ICT on the learning outcomes of students. Design/methodology/approach – The authors tested a specific tool, Soapbox, in a compulsory course of a Masters’ program, at VU University, The Netherlands. During half of the lectures the students were invited to participate using their mobile phone or laptop, for the other half of the lectures, taught by the same lecturer, the tool was not used. The authors compared the two groups of lectures. For the evaluation the authors used observations in the classroom, a questionnaire, in-depth interviews, and focus group discussions with students and with the lecturer. Findings – The results show that the ICT tool facilitated and increased the level of communication and interaction among the students and between the students and the lecturers. Students’ scored lectures with the tool consistently higher on the item “engaging.” Most of the students appreciated the use of the ICT tool and said that they felt more involved. Originality/value – Despite the knowledge about the limited learning effect of lectures on larger groups, most of the teaching at universities is conducted through such lectures. The research shows that the majority of the students felt more involved in the lectures with the ICT tool, and almost half of the students feel that the learning effect of lectures with the tool is higher than the learning effect of lectures without. Although observations could not confirm the perceived enhanced involvement, about 80 percent would recommend using the tool in other classes, providing a case for the use of interactive technology in large-scale lectures.

Purpose – The purpose of this paper is to expose how organizational cybernetics (OC)-related concepts could be used in combination with information and communication technologies (ICT) to facilitate group discussions on complex issues, and to show its impact in a real case. Design/methodology/approach – A software inspired by OC and team syntegrity concepts has been developed with the aim of helping groups of people to deliberate around complex issues through the internet. Two groups of persons with similar backgrounds were chosen to pursue a deliberation process around the same issue. One had the support of ICT while the other did not. The authors used the same questionnaires with both groups, aimed at getting qualitative and quantitative information about the results obtained in each case. Findings – The results obtained show that the group working with ICT support did produce a better output (quality and quantity) than the group not supported with ICT as well as a higher degree of satisfaction in practically all indicators than the second group. Research limitations/implications – The authors are dealing with only one experiment and therefore cannot make a generalization. It would be desirable to repeat the experiment with various groups and in different contexts. Originality/value – An internet-based software inspired by OC concepts was created to facilitate the first phases (generation and aggregation of ideas) of a deliberation process and the authors measured, in an experiment with two groups of people with similar backgrounds, the impact of using it on the quality and quantity of information produced through the process.

Purpose This paper aims to examine the challenges facing fish farmers in the use of information and communication technology (ICT) in information sharing on fish farming. Design/methodology/approach This study used both quantitative and qualitative methods. It involved 240 fish farmers who were randomly selected. Questionnaires, focus group discussions (FGDs), observation and key informant’s interviews were used as methods of data collection. Both descriptive and inferential statistics were used to analyse quantitative data, while content analysis was used for qualitative data. Findings It was found that the most frequently used ICTs by fish farmers in sharing agricultural information were mobile phones, radio and television. Also, the study revealed that major challenges facing fish farmers in sharing information include unfavourable radio or television broadcasting time, high cost of acquiring and maintenance of ICT facilities, lack of training on ICT, poor network connectivity and low level of literacy. Moreover, it was further found that there was negative significant relationship (P < 0.05) between challenges associated with the use and degree of ICT usage by fish farmers. Originality/value The study is original with the exception of areas where citations have been made. Besides, it provides awareness and understanding of the challenges facing fish farmers in ICT usage in information sharing on fish farming, and this will enable improvement of timely provision and access to relevant information and hence improved fish farming production.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

Purpose This paper aims to propose and evaluate a pedagogically sound and innovative strategy to teach a higher education course that prepares future professionals to intelligently use information and communication technologies (ICTs) in their personal and professional lives. Design/methodology/approach The conceptual framework used for the design of the course was the socio-constructivism and activity theories. The implementation of the course was evaluated using the intrinsic case study methodology by including several instruments. Findings The pedagogical strategy proposed proved to be sound, as the evaluation showed that students were able to describe, use and propose innovative uses of a wide range of cutting-edge technologies in their both everyday lives and professional settings; they also had the skills to analyse the opportunities and challenges that these presented. Moreover, students liked this innovative way of learning and ended with a positive attitude towards ICT. Originality/value Although several courses prepare students to be digital citizens or use ICT to enhance the teaching-learning process, millennials are ill prepared to use cutting-edge technologies in an innovative, responsible and critical way in their future professions. The course that was designed is original in that it goes beyond preparing digital citizens to prepare professionals in any domain to use ICT in an informed and responsible way. Moreover, it is a documented, successful example of an undergraduate universal course in a highly important current society dimension. The authors believe that its pedagogical proposal could be transferred to courses dealing with other global issues such as the environment, economy and peace.

Purpose – The purpose of this paper is to propose a methodology for the engineering of E-maintenance platforms that is based on a value-driven approach. Design/methodology/approach – The methodology assumes that a value-driven engineering approach would help foster technological innovation for maintenance management. Indeed, value-driven engineering could be easily adopted at the business level, with subsequent positive effects on the industrial applications of new information and communication technologies solutions. Findings – The methodology combines a value-driven approach with the engineering in the maintenance scope. The methodology is tested in a manufacturing case to prove its potential to support the engineering of E-maintenance solutions. In particular, the case study concerns the investment in E-maintenance solutions developed in the framework of a Supervisory Control and Data Acquisition system originally implemented for production purposes. Originality/value – Based on literature research, the paper presents a methodology that is implemented considering three different approaches (business theories, value-driven engineering and maintenance management). The combination of these approaches is novel and overcomes the traditional view of maintenance as an issue evaluated from a cost-benefit perspective.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

Abstract: Through in-depth interviews with Taiwanese newspaper workers, this paper illustrates the “de-skilling” effects of information and communication technologies (ICTs) on journalists. In recent years, Taiwanese reporters have experienced an increase in workload and an intensification of managerial control due to the introduction of new technologies in the newsroom. Using ICTs in the workplace consequently has harmed journalists’ working conditions and autonomy. Moreover, ICTs have led to a trivialization of reporting tasks and devaluation of reporters’ experience and knowledge. The degradation of reporting work resulting from the use of ICTs has enabled managers at Taiwanese newspapers to hire young employees to fill the jobs of experienced reporters and to reduce salary costs. Résumé : En se fondant sur des entretiens en profondeur menés avec les employés de quotidiens taiwanais, cet article illustre la déqualification de journalistes causée par les technologies de communication et de l’information (TCIs). Depuis quelques années, les reporters taiwanais ont subi une augmentation de leur charge de travail et du contrôle administratif exercé sur eux à la suite de l’introduction de nouvelles technologies dans les salles de nouvelles. Ainsi, les TCIs au travail ont porté atteinte aux conditions de travail et à l’autonomie des journalistes. En outre, les TCIs ont banalisé les tâches des reporters et ont dévalué leur expérience et leur savoir. La dégradation du travail journalistique résultant de l’introduction des TCIs a permis aux dirigeants des quotidiens taiwanais d’engager de jeunes employés à la place de reporters expérimentés et de réduire les salaires.

Purpose The widespread use of information and communication technologies (ICTs) has had a significant effect on various groups and communities of people including micro, small and medium enterprises (MSMEs) and their owners/managers. The current study aims to analyze recent literature regarding adoption of ICTs by MSMEs. Further, it tries to locate gender within this broader context of diffusion of ICTs among MSMEs. Design/methodology/approach Using the thematic analysis approach, the research articles pertaining to six leading journals on ICTs, gender and entrepreneurship published during the time period from 2011 to 2019 are reviewed. Findings The literature selected for the study has been discussed under two primary categories, viz. “adoption of information and communication technologies for development (ICT4D) for business purposes” and “insights on gender in ICT4D use by MSMEs.” Research limitations/implications The context-dependent nature of ICT use can enable future entrepreneurs to assess the scope of specific ICTs in given areas of operation. The gendered nature of ICTs helps to evaluate as well as question the empowerment potential of ICTs. The study emphasizes the need to account for historical specificities and transnational linkages in understanding access, adoption and use of ICT4D by women MSME entrepreneurs. Originality/value The study bridges together literature on ICT4D use by MSMEs and the role of gender in ICT-mediated entrepreneurial environments. While unraveling the interplay of power dynamics in such environments, the scope for future research in terms of tapping into the content of information exchanges and exploring the implications of “dark side of internet” for women MSME entrepreneurs is also indicated.

Purpose The purpose of this paper is to explore the current state of logistics practices in healthcare organizations in Bogota, Colombia. Design/methodology/approach The assessment is based on case study research using open interviews, focused interviews, a questionnaire and direct observations as sources of evidence. Seven Colombian health care settings are analyzed: four public hospitals and three private clinics. Cross-case analysis allows the identification of patterns regarding supply management, inventory management, replenishment and use of information and communication technologies. Findings Manual procedures, poor planning, little recognition from top management and a lack of specialized personnel characterize the current situation. Innovative practices with a potential to improve the efficacy of logistics activities are rare, particularly in public hospitals. Research avenues Future research could replicate this study in other Colombian cities, in order to generalize the results to the whole country. It could also be interesting to document successful and less successful implementations of innovative logistics practices in Colombian hospitals to guide and promote their adoption. Research limitations/implications The small number of cases considered, and the fact that the research is concentrated in one city, limits the generalizability of the results. Originality/value To the best of the authors’ knowledge, this research is the first to explore the state of healthcare logistics practices in Colombia.
