Purpose – This article aims at providing case-based evidence to support the idea that an integral approach using life cycle costs (LCC) would lead to more in-depth argued adjustments towards sustainable and feasible school buildings. There is a gap between the investment in and the operating costs of public school buildings, caused by the splitting up of responsibility for the financing of the accommodation. Municipalities finance the initial costs of construction, and school boards are responsible for the operating costs. According to architecture-based research on this subject, this split results in higher costs during the lifetime of the buildings. This problem is often referred to as the split-incentive problem. Design/methodology/approach – The research conducted nine case studies of newly built secondary school buildings. The schools were examined with reference to building characteristics, building costs and operational costs. The sustainable performance of these cases is described with the aid of a Dutch sustainability measurement tool. The core of the research is the LCC analysis and the overall perspective on the ratio between initial costs and operations costs. Findings – It is often held in the construction sector that investments in sustainability lead to increased expense. However, studies indicate this is not unequivocally true. The authors study, at least, found no clear evidence that schools with investments in specific sustainable solutions have such undesirable higher investment costs. The authors study found some positive effects of sustainable measurements on the LCC of secondary schools. Originality/value – This study confirms the ratio of Hughes and Ive as defined in office typologies to be true in the school building typology. It is worthwhile for owners and users to keep focus on LCC, as well as for the government as financiers/or funders of school buildings.

Purpose This paper aims to focus on the concept of abolition of black money and the demonetization movement started in India for cleaning black money and its impact on corporate world and Indian economy. It discusses the corporate governance effect of the demonetization scheme and various policy measures taken by the government to unearth and curb the black money in the country. It also states the challenges in its process of implementation and implications for future. Design/methodology/approach It appraises and reviews the concept of demonetization and its process in India since its implementation on November 8, 2016. Findings The biggest positive effects of this move were eradication of stocked and staked up money, cleansing of the financial system and improving governance in India. But its implementation had mix outcomes with its own challenges for future improvement. Practical implications The lessons drawn from the experience are expected to pave way for the countries at large. Originality/value It is an original paper on demonetization in India, and it is hoped that the lessons learnt thereof will pave the way for the world at large.


Significance At its first meeting of 2017, on January 10-11, the COPOM reduced the benchmark Selic interest rate to 13%. The 75-basis-point (bp) rate cut decision, the largest in nearly five years, accelerated the monetary easing cycle that started in October 2016. Economic recession has been relieving inflationary pressures and opening room for more intense cuts in interest rates. Impacts Further reductions of interest rates may contribute to controlling government debt. Private debt renegotiations at lower interest rates may facilitate a recovery in domestic demand and output. Any positive effects of monetary policy on activity may help contain popular dissatisfaction with the government.


Subject Retail sector woes. Significance The trend towards online shopping is progressing fast in the advanced economies at the same time as rising housing, transport, health and utility costs are squeezing incomes and adding to the decline of traditional retailing. Sharply weaker UK consumer spending is putting yet more pressure on retailers’ profit margins, forcing rapid cost cutting, restructuring and the widespread closure of less viable outlets. Job losses and vacant retail premises are rising; the latter adding to urban decay in the worst affected areas. Impacts Retailing job losses dominate headlines but shop closures will have a larger and more pernicious impact on economic and social conditions. If UK regeneration efforts gain momentum and boost the budget and the government popularity, other regions could follow the UK template. Action needs to be taken to find urban redevelopment solutions and to boost public confidence in the positive effects of new technologies.

Purpose – The purpose of this paper is to investigate women-owned businesses from a life cycle perspective and with a qualitative growth approach. Building on previous research that has identified qualitative growth platforms, this paper takes into account the time aspect and investigates perceived barriers and support needs inside different qualitative growth platforms. Design/methodology/approach – The study took place in Sweden and is based on 191 women entrepreneurs in a first survey and 101 women entrepreneurs in a follow-up questionnaire three years later. To answer the research questions, descriptive frequency analysis and logistic regression analysis techniques have been used. Findings – The motivation of growth changes throughout the life cycle, and women entrepreneurs move between different qualitative growth platforms when required building blocks of previous platforms have been established and secured. In this transfer of growth ambition, a significant correlation between business age and intrinsic growth aspiration was identified. Initially, growth is extrinsically motivated and later on in the life cycle, it is intrinsically motivated. In the late life cycle, the motivation is extrinsically motivated again. The results discern barriers to growth that hinder movement from extrinsic to intrinsic business platforms, and the author argues that the transfer of growth ambition from one growing platform to another requires different types of advice and support from the surrounding community. Research limitations/implications – By broadening the view of growth to include both a quantitative and qualitative approach, it is possible to identify a widespread growth ambition in women-owned businesses which experience various barriers and supportive needs. Business programs that encourage exchange of experience among entrepreneurs in various growth platforms might be a way to overcome the perceived barriers. As women’s businesses only receive a low proportion of the government funding, they are prevented from developing their growth ambitions. To ensure that all forms of growth are stimulated, different measures are required depending on which stage in their life cycle the women-owned businesses belong to. Originality/value – By considering business growth from a qualitative perspective, barriers and needs that the traditional approach may overlook can be highlighted. For example, growth aspiration in terms of more employees will not be considered until the previously, qualitative growth platforms are established and secured. The support system, however, is designed to only favor growth in terms of employment, which results in difficulties to qualify for financial support.

Purpose – The purpose of this paper is to explore how to use social media in e-government to strengthen interactivity between government and the general public. Design/methodology/approach – Categorizing the determinants to interactivity covering depth and breadth into two aspects that are the structural features and the content features, this study employs general linear model and ANOVA method to analyse 14,910 posts belonged to the top list of the 96 most popular government accounts of Sina, one of the largest social media platforms in China. Findings – The main findings of the research are that both variables of the ratio of multimedia elements, and the ratio of external links have positive effects on the breadth of interactivity, while the ratio of multimedia features, and the ratio of originality have significant effects on the depth of interactivity. Originality/value – The contributions are as follows. First, the authors analyse the properties and the topics of government posts to draw a rich picture of how local governments use the micro-blog as a communications channel to interact with the public. Second, the authors conceptualize the government online interactivity in terms of the breadth and depth. Third, the authors identify factors that will enhance the interactivity from two aspects: structural features and content features. Lastly, the authors offer suggestions to local governments on how to strengthen the e-government interactivity in social media.

The paper discusses issues related to life cycle costs in construction. Life cycle cost is a key element in the assessment of environmental sustainability in construction and it provides a tool for the economic evaluation of alternative sustainability options exhibiting different capital, operating costs or resource usage. The authors reviewed selected models of estimating life cycle costs in construction, drew attention to the complex mathematical models developed so far, namely those which take into account only financial risks and those which involve the possibility of the influence of other risk factors and described the main assumptions accompanying the original model for estimating the whole life costs of buildings, including: reasons for choosing theory of possibility, division and parametrization of input data. The aim of this paper is to confirm the validity of the model structure assumptions adopted by the authors by comparing the originally selected fuzzy approach to calculating life cycle costs taking into account the risk with the probabilistic approach, as well as indicating the domain in which the probabilistic approach will complement the fuzzy approach chosen by the authors. The paper presents a comparison analysis of two approaches used in the authors’ model, a fuzzy and a probabilistic approach, recommended by the ISO standard 15686-5:2008. The authors used the Oracle Crystall Ball software in their simulations.

Abstract:Whether or not the government will be able to set the right incentives for the newly founded Infrastrukturgesellschaft (Infrastructure Company), especially for minimizing life cycle costs, remains an open question. During the first few years, human resources that are inevitably tied up in establishing the company are then not available for the management of road works. Beneficial highway projects should not be excluded through a debt limit, but realized by means of Public Private Partnerships. Therefore, even though the Infrastrukturgesellschaft may ultimately improve its ability to build efficient highways in Germany, in the meantime, especially large projects should be achieved through Public Private Partnerships.

PurposeInnovation strategy and its outcomes may be different for agricultural input firms in developing countries than those operating in developed countries; hence, a study of developing economy should be an important addition to the literature which has earlier focussed mainly on developed countries. Indian firms which were previously catering to domestic demand are now the exporters of major agricultural machinery such as tractors and pesticides.Design/methodology/approachRapid growth in demand for the agricultural inputs and improvement in technology implementations have led us to study the performance and transformation of these input industries. An empirical analysis was performed on the listed agricultural input firms during 2001–2019 to investigate the relationship between the R&D efforts and growth of firms in the seed, pesticide, fertiliser and agricultural machinery industries using the system-generalised methods of moments (GMM) technique on the panel of 1,320 firm-year observations.FindingsThe findings reveal that investments in innovations have a positive and lagged effect on the growth of firms in the Indian agricultural inputs industry. A further analysis reveals that younger firms grow faster when they invest in R&D. More specifically, the author finds evidence in the case of the agricultural inputs industry that import of raw materials negatively affects the firms' growth (FG) and export intensity (EI) positively affects the growth in the case of R&D firms. Investments in R&D are also seen to enable firms to reap benefits from externalities present in the industry.Research limitations/implicationsThis study suggests that the government should encourage the industries to invest optimally in R&D projects by providing favourable fiscal treatments and R&D subsidies which are observed to have positive effects in various developed countries.Originality/valueThere are very few studies that have explored the impact of R&D expenditure on the firm performance in agricultural inputs industry, especially in an emerging economy context like India.

Purpose This study aims to analyze those factors affecting the rural resident’s willingness to adopt solar photovoltaic (PV) which is important for accelerating the popularization of clean energy in China. Design/methodology/approach This study contained a sample of 653 households in 8 provinces/regions by stratified, and random sampling in rural China. Descriptive analysis, exploratory factor analysis and confirmatory factor analysis techniques have been used for analytical purposes. Findings The empirical results indicate that financial incentive and social interaction have positive effects on rural residents’ adoption willingness, while village leaders’ engagement can indirectly influence their adoption willingness through social interaction and residents’ cognition. Research limitations/implications This study mainly considers external and internal factors but ignores the effect of technical factors. In addition, the samples are just selected from the residents who have adopted solar PV. Practical implications This study is expected to be useful for the government, regulators, village leaders, village leaders and other institutions. Originality/value This study conducts a systematic analysis and clarifies the relationship between factors (external and internal) and rural residents’ adoption willingness. The village leaders’ engagement is first added to the conceptual model as an external factor, which is very essential in rural residents’ adoption in China.

Purpose The modern helicopters are designed with maximum serviceability and long life expectancy to ensure minimum life cycle cost. The purpose of this paper is to present a framework to incorporate the customer requirements on reliability and maintainability (R&M) parameters into the design and development phase of a contemporary helicopter, and to discuss the way to capture operational data to establish and improve the R&M parameters to reduce life cycle cost. Design/methodology/approach From the analysis, it is established that the reliability and maintainability cost is the major contributor to the life cost. The significant reliability and maintainability parameters which influence R&M cost are identified from analysis. The operational and design data of a contemporary helicopter are collected, compiled and analyzed to establish and improve the reliability and maintainability parameters. Findings The process depicted in the paper is followed for a contemporary helicopter and substantial amount of life cycle cost reduction is observed with improvement of R&M parameters. Practical implications The benefits of this methodology not only reduce life cycle cost but also improve the availability/serviceability through less failure and less time for scheduled maintenance. The methodologies also provide the reliability trends indicating potential area for design improvement. Originality/value The proposed approach assists asset managers to reduce the life cycle costs through improvement of R&M parameters.
