Purpose The purpose of this paper is to report on the findings from a study commissioned by the British Transport Police and the Department for Transport for England and Wales concerning sexual offences and harassment on public transport worldwide. Specifically, it aims to explore the prevalence of such behaviours, through a review of existing survey and interview data regarding women and girls’ experiences. Design/methodology/approach A rapid evidence assessment (REA) was used, the function of which is to: search the literature as comprehensively as possible within given time constraints; collate descriptive outlines of the available evidence on a topic and critically appraise it; sift out studies of poor quality; and provide an overview of the evidence. Findings It was found that prevalence rates range from 15 to 95 per cent, with the UK having the lowest rates. Emerging economies had higher rates of harassment and assault, which may relate to differing cultural and gender norms, where public space is regarded as a male domain. Research limitations/implications A REA is not a full systematic review, differing in the scope and depth of the searches and depending almost exclusively on electronic databases, not accompanied by searching journals by hand. Practical implications More research of high methodological rigour needs to be carried out on prevalence rates of sexual harassment and offending on public transport worldwide. The high prevalence rates found suggest the need for more work around the area of interventions to curtail offending in this setting. The findings suggest that emerging economies, in particular, need to do more to address the problem of sexual harassment and assault on public transport. More fundamentally, cultural norms around women’s roles in society need to be addressed and challenged. Originality/value Women may become “transit captive” and socially excluded if they are afraid to travel on public transport and do not have access to private transport. This would be an unacceptable situation which must be addressed by transport authorities and police.

Purpose The purpose of this paper is to provide first-hand experiences of running a hotel business in Nigeria from the perspective of an entrepreneur. Design/methodology/approach An informal interview was carried out via email. Max Menkiti is an entrepreneur in the hospitality industry with extensive experience in bootstrap start-ups and operations in the UK and Nigeria. He is currently the Director of Millennium Apartments and Studios in Lagos. Before that, he developed and operated the @venue series of boutique hotels. Max has over 11 years experience in the hospitality industry in Nigeria. Findings The interview offers valuable insights for researchers in hospitality industry entrepreneurship so as to understand the rationale for business decisions. Originality/value The backdrop for this paper is the business environment in Nigeria. The transcript makes available an insider’s view of the number and form of issues that entrepreneurs face in emerging economies.

Purpose This study aims to highlight an innovative project, across three European countries, namely, Italy, Sweden and Romania, that used pictorial designs to empower young women to demand the right to live without sexual harassment. Design/methodology/approach Abstract figures in terms of race and gender of young people were produced on cards, which allowed the imagination of the viewer to interpret and discuss these images freely. Other cards had definitions and scenarios. The cards generated discussion and comments both with the young participants and educational professionals. Findings Using the cards produced a rich set of responses from the students. Not all recognised that what was happening between young men and women was sexual harassment. There was a need to develop the concept of empathy and personal responsibility for behaviour and etiquette between the sexes. The response from professionals also varied in terms of sympathy and understanding. Research limitations/implications The three countries had different degrees of openness to addressing sexual harassment of girls in schools. The results may not be generalisable to the UK and researchers would like to use the tool developed in other countries. Practical implications The focus groups with young people in schools highlighted different attitudes towards sexual harassment in girls and young women, between the young women and young men, and the variations in the three countries. There was a need to educate professionals of the long-term impact of sexual violence and harassment. Social implications The research revealed the importance of producing a tool (the cards), which enabled young people to discuss sexual harassment in a focused way. Young women will gain in confidence to challenge sexual and oppressive behaviour. Originality/value This paper gives a voice to young people to discuss an issue, sexual harassment, that is addressed to varying degrees in the countries involved. The competition for young people to produce posters led to some amazing creative ideas.

Purpose Since the UK Companies Act 1981, different reporting standards have developed for different classes of company to reduce the reporting burden on non-listed companies. There are now different regimes for listed, large private, medium-sized, small and micro companies. This strategy raises the issue of whether earnings quality across the different classes of company is comparable. The paper aims to discuss this issue. Design/methodology/approach The paper uses the smoothness of earnings to measure reporting quality across the different types of companies from 2006 to 2013, based on 514,000 observations. Smoothness is an indicator of poor quality. Findings The authors find that listed companies have the highest earnings quality, closely followed by small and micro companies. In contrast, large private and medium-sized companies have much lower earnings quality. Overall, the authors find companies which switch between reporting regimes have lower earnings quality. The authors also find that earnings quality is not affected by the small company exemption from audit. Research limitations/implications Companies filing abbreviated accounts are excluded since they do not file an income statement. The recent revisions to UK GAAP (FRS 102 and FRS 105) are not examined due to insufficient data. Practical implications The Financial Reporting Council’s (FRC) strategy of reducing the financial reporting and auditing obligations for small companies seems not to have significantly affected earnings quality. However, the FRC may need to review the reporting requirements of large private and medium-sized companies and also the option of companies to switch between reporting regimes; in these settings earnings quality appears to be weaker. Originality/value The paper studies the effect of earnings quality across the different reporting regimes in the UK. Novel and important features of the study are that the sample covers a wide variety of small and micro companies which have not been analyzed previously; the results are disaggregated by year, for assurance that the results are not driven by a single rogue year; and the authors also address the small company exemption from audit, and the flexibility of non-listed companies to switch between regimes.


Subject Prospects for EU enlargement to the Western Balkans after the UK vote to leave. Significance EU officials and diplomats in the region are publicly trying to send messages that, when it comes to the accession prospects of the Western Balkan countries, everything remains 'business as usual', despite the UK vote to leave ('Brexit'). The familiar refrain is that as long as the countries of the region deliver on the reforms demanded by the EU, the process will continue to move forward. Impacts UK-Balkans trade, investment and remittances flows are too low to inflict any appreciable Brexit 'shock'. Serbia will remain on course for the EU despite Brexit, which will have no major financial or economic impact, the Serbian premier has said. However, the National Bank of Serbia cut its key policy rate yesterday, expecting Brexit to affect emerging economies, including Serbia. Pro-Russian elements in the Balkans will welcome UK withdrawal as removing a perceived obstacle to rapprochement between the EU and Russia.

Purpose – This review paper aims to compare the various dimensions in the finance literature pertaining to the Anglo-Saxon Model (Stockholder Model) prevalent in the USA and the UK with the German Model (Stakeholder Model) of corporate governance prevalent in Germany and continental Europe. The present study identifies different strands of research on the various dimensions of these models, along with aspects of governance in emerging economies and the phenomenon of the convergence of these governance mechanisms. Design/methodology/approach – The literature review on corporate governance models has been carried out on the themes of internal and external governance mechanisms. The review considers agency theory along with principal–principal (PP) conflicts as the fundamental blocks explaining the need for governance structures. Findings – The traditional models of governance, along with the incorporation of PP conflicts, will result in a hybrid model inculcating the best of both the traditional models. However, convergence in the true sense may not be possible owing to fundamental differences pertaining to cultural, economic, legal and socio-economic aspects of the firm. Originality/value – This paper proposes a framework incorporating the interplay of managerial talent and controlling shareholders to understand the governance system that may be applicable for firms in emerging economies.

Purpose The purpose of this paper is to examine corporate social responsibility (CSR) content in the context of four differing national institutional arrangements for welfare. An analysis is presented on how self-reported CSR differs in content across two western welfare states (the UK and Sweden) and two emerging economies in southern Africa (South Africa and Mauritius). Design/methodology/approach This paper is based on a qualitative content analysis of the CSR self-reporting of 40 companies. This involved 10 of the largest companies incorporated in four countries, namely, Sweden, the UK, South Africa and Mauritius. The content is categorised into community involvement, socially responsible production and socially responsible employee relations. For each category, an analysis is provided of the reported issues (the question of what), the geographic focus of reported issues (the question of where) and ways of working with these issues (the question of how), as well as the extent of reporting and level of reporting (the question of how much). Findings The study shows that companies place focus on aspects, issues and localities in ways that differ between countries and can be understood in relation to current institutional arrangements for welfare. The content of self-reported CSR can be both complementing and mirroring the welfare arrangements. Differences in self-reported CSR agendas are particularly evident between the two western welfare states on the one hand and the two emerging economies on the other, as these represent two distinct contexts in terms of welfare arrangements. Originality/value This paper contributes to research on the institutional embeddedness of CSR in three ways: first, by going beyond measures of country differences in terms of extent of CSR to consider differences in CSR content; second, by focusing on the social aspects of CSR and placing these differences in relation to welfare configurations; and third, by contributing with empirical findings on how CSR content differs across national settings and across the established/emerging economy divide.

Purpose This paper aims to explore the supplier perspective on competitive tendering processes and build on an increasing and developing interest in supplier satisfaction with public sector procurement activities. Design/methodology/approach Qualitative data was collected from 20 interviews with a variety of suppliers to the UK public sector, which was then analysed using Nvivo and a series of empirically supported propositions developed. Findings The findings are combined into an integrated supplier satisfaction model, which explains how a multi-layered set of expectations (past and ideal) and quality dimensions (fairness, ambiguity, unnecessary information, tender focus, relationship irrelevance, unresponsiveness, outcome success) lead to dissatisfaction. This paper also establishes the implications of these judgments (non-response, poor quality and relationship impact) and that they are impacted by comparison to alternatives. Practical implications Supplier dissatisfaction can have serious ramifications for public sector buying organisations by reducing the pool of applicants, creating relationship barriers and a disconnect between the tender and the eventual services provided. This paper gives empirically derived advice to managers and policymakers on how to avoid these issues. Social implications Ensuring that as wide a pool of possible suppliers can respond to tender requests, means that the services that are provided by the public sector can make the most effective and efficient use of available resources. In addition, small to medium-sized enterprises may be encouraged to overcome their feelings of dissatisfaction and respond more frequently and readily to tender requests. Originality/value This paper contributes to the field of public sector procurement and in particular that which looks at increasing supplier satisfaction, by developing a supplier satisfaction model based on supplier generated data, which uses disconfirmation theory to explain the dynamics of how individuals make judgments by comparing perceptions of performance with a multi-layered set of expectations. This paper identifies service quality dimensions that influence satisfaction judgments and the implications of these judgments.

Purpose – The purpose of this paper is to report on the findings from a study commissioned by the Office of the Children’s Commissioner (OCC) in England, concerning intrafamilial child sexual abuse (IFCSA)/incest. Specifically, it aims to explore the evidence about child protection and criminal justice responses to victims of IFCSA in the UK and where the gaps in these approaches lie. Design/methodology/approach – A Rapid Evidence Assessment (REA) was used, the function of which is to: search the literature as comprehensively as possible within given time constraints; collate descriptive outlines of the available evidence on a topic and critically appraise it; sift out studies of poor quality; and provide an overview of the evidence. Over 57,000 documents were scanned, and 296 ultimately systematically analysed. Findings – It was found that children may be re-victimised by various aspects of “the system” and professionals within it, including social workers, police officers, and lawyers. Research limitations/implications – A REA is not a full systematic review, differing in the scope and depth of the searches and depending almost exclusively on electronic databases, not accompanied by searching journals by hand. Originality/value – The findings of this research provide the evidence-base for a new two-year inquiry into the subject of IFCSA by the OCC.

PurposeThe cultural imperative for public buildings in countries like Australia to maintain their intrinsic “openness” – physically and symbolically – faces particular challenges in the context of current global terrorism concerns. Building regulations and counter-terrorism guidelines coexist uneasily, with implications for both public amenity and safety. This is particularly evident in the context of current approaches to hostile vehicle (HV) mitigation.Design/methodology/approachBased on a review of comparative literature, this multidisciplinary project assimilates design aesthetics and security expertise to assess the advantages and limitations of current counter-terrorism design approaches in Australia, the UK and the USA. The research focusses on public buildings of high cultural symbolic value (e.g. concert halls) in the context of HV mitigation.FindingsTwo key recommendations emerge. The first presents the benefits of adopting a layered security strategy tailored to a building's security and symbolic profile mix. The second proposes enhancements to the existing counter-terrorism guidelines based on a model that accounts for both symbolic value and openness.Originality/valueThe research presents new strategies for urban design and security stakeholders to balance openness and security in the design of publicly accessible buildings. While existing research addresses the challenges of terrorism in the design of public space, a literature (and practice) gap exists in Australia, the UK and the USA regarding current approaches to the design of public buildings. Using Australia as a case study, the findings will inform government and industry practitioners seeking more complementary approaches to public amenity and safety in comparable counter-security design contexts globally.

Purpose Fire setters who have an intellectual disability (ID) are often identified as posing a particular danger to the community although relatively little is known about their characteristics, treatment and support needs. The paper aims to discuss this issue. Design/methodology/approach This study describes the characteristics of 134 residents of low, medium and high security ID facilities in the UK who have either an index offence of arson, a violent index offence or a sexual index offence. Findings Index arson offenders who had an ID had multiple prior convictions, a history of violent offending and a high likelihood of having a comorbid mental disorder. There were many shared characteristics across the three groups. Practical implications The current study suggests that offenders who have ID who set fires have treatment needs that are similar to those of violent and sex offenders. It follows that fire setters who have an ID may also benefit from participating in more established offending behaviour treatment programs, such as cognitive behaviour therapy programs, developed for other types of offender. Originality/value This study is one of the few which has investigated the characteristics and treatment needs of persons who have an ID who set fires. In particular, it is one of the first to compare the characteristics and treatment needs for persons with ID who set fires, to those who have committed violent and sexual offences.
