Policy barriers to sustainable construction practice in the Nigerian construction industry: an exploratory factor analysis

Purpose Sustainable construction practice is structured on regulatory and non-regulatory policies in developed and most developing countries. With the gradual uptake of sustainability concerns in the construction industry, this paper aims to identify the strategic need for clear-cut policies to improve sustainable construction practice. Previous studies have harped on the need for regulatory and industrial/organisational policies on improving sustainable construction practice within the Nigerian construction industry. Design/methodology/approach A questionnaire survey was used to evaluate the perspectives of construction professionals on the policy barriers for sustainable construction practice in Nigeria, and 46 policy barriers were identified. A total of 249 questionnaires were returned and useable for analysis. Findings Factor analysis revealed four clusters in the policy barriers to sustainable construction practice in the following order of significance: implementation strategies for sustainable construction practice, owners/client inputs for sustainable construction practice, stakeholder’s policy barriers and governmental and regulatory policy barriers. Practical implications Mitigating the identified barriers through effective policies will require adequate inputs from all relevant policymaking stakeholders and ensure improved sustainable construction practice among stakeholders and policymakers in the industry. This will in turn set a high standard and promote the practice of sustainable construction. Originality/value This study goes a step further in identifying the policy issues needed to ensure a smooth implementation of sustainable construction practice. The research findings will serve as a guide for policymakers in developing countries that through mitigation of the identified barriers, sustainable construction practice will be promoted.

Purpose The purpose of this paper is to differentiate between sustainable and green construction and significantly contribute to empirical investigations related to the impact of green construction factors on sustainable performance and to test the theory of planned behavior in the construction context and empirically assess green construction factors and the performance model. The model incorporates green construction factors that link construction activities with suppliers and customers to support environmental sustainability. Design/methodology/approach Data collected from 120 construction industry respondents were analyzed using exploratory factor analysis, which identified seven green construction factors. Two conformity factor analysis models were created to test the relationship fitness of the components and measure the impact of green construction factors on the sustainable performance of the construction. Findings The results provide substantial evidence that shows that the adoption of green construction factors by construction firms leads to improved sustainable performance. The overall perspective of respondents within the construction industry, according to the questionnaire survey, shows that the benefits, such as an improved corporate image and sustainable competitive advantage, increase compliance with customers’ expectations within the construction industry. Research limitations/implications This study covered private construction companies and measured the construction industry professional’s feedback without including the clients. Practical implications The results of this study will support the future success of ecological sustainability and green construction initiatives, mainly on enforcement and incentives; moreover, the results of this study will ensure that regulations will cover green practices for all types of projects and will be formally monitored for compliance. Originality/value The originality of this paper stems from drawing boundaries between green and sustainable construction and exploring the impact of green management on the sustainable performance of the construction industry. Most of the related previous works have used the concepts of green and sustainability interchangeably, and there is a lack of studies in this regard, particularly in the construction industry.

Purpose This paper aims to present the result of an assessment of the challenges of sustainable construction (SC) in two developing countries (Nigeria and South Africa). This was done with a view to improving sustainable project delivery, which is a problem among most developing countries. Design/methodology/approach The study adopted a quantitative survey approach with questionnaire used as the instrument for data collection from quantity surveyors, construction and project managers from both countries. Data analysis was done using a four-step analysis approach and relevant descriptive and inferential statistics were adopted. Findings The study revealed a considerable level of awareness of SC and involvement in the use of the same among the assessed professionals. Also, it was discovered that SC materials are mostly used in the aspect of surface finishing and masonry construction. Further findings revealed that resistance to change, client’s preference, fear of the increased cost of investment and inadequate knowledge and understanding of the concept of sustainability are some of the major challenges of SC in these countries. Originality/value The strength of this study lies in the assessment of happenings from two developing countries and its recommendation can to a large extent promote improved SC in developing countries particularly in Africa were construction activities are similar.

Purpose The purpose of this study is to assess the effects of financial management practices of small-scale building contractors on the technical performance of the contractors in the northern part of Nigeria with international best practices. Previous studies argued that the technical performance of small-scale building contractors in developing countries is poor because of insufficient cash to acquire strategic resources at the outset of a project. This continues to pose a challenge to the sustainable development of the construction industry, particularly in developing countries like Nigeria. There is, therefore, a need to identify, assess and compare the effects of financial practices of the contractors with technical performance best practices. Design/methodology/approach The technical performance of each contractor was evaluated using a five-point Likert scale. This is used to obtain the mean technical performance levels of the contractors. A questionnaire survey was administered to the professionals in the industry who were selected by using a proportionate stratified random sampling technique. The contractors’ performance was compared using ANOVA with post hoc, and the effects of contractors’ financial management practices were determined using multiple regression analysis. Findings The results of this study indicated that the contractors in Nigeria were average technical performers and there were large effects of financial management practices on the technical performance of contractors in building projects. Research limitations/implications This study is limited to small-scale building contractors in northeast Nigeria. One of the implications of this study is that it provides the criteria for an evaluation of small-scale building contractors’ technical performance in Nigeria and other developing countries that faced similar problems. Practical implications The practical implications of this study are that it establishes the current level of contractors' technical performance and serves as an awareness of contractors' current financial practices. Social implications This study created bases for self-evaluation of contractors’ technical performance and competition among small-scale contractors in Nigeria for the enhancement of productivity particularly in rural areas for national development. Originality/value This study emanated from the government reports and past studies in the area of performance management based on the persistence of poor technical performance of small-scale contractors in the construction industry.

Purpose Innovation is a fundamental element for developing countries’ development. For instance, the innovation process should be integral to a country’s development plan for it to achieve high standard socio-economic development. For this reason, the global development agenda in the contemporary era underline innovation as a crucial issue to be addressed within development assistance programs. The Global North as traditional donors predominantly contend that innovation should be supported by high private sector development (PSD), and therefore, emphasizes this agenda to be delivered through their foreign aid schemes. However, this character differs considerably as compared to new emerging donors with insufficient PSD capacity, such as Indonesia. This paper aims to examine Indonesia’s technical assistance (TAC) to Timor-Leste and scrutinizes whether or not it supports the innovation development of the receiving country. Design/methodology/approach This study used a qualitative method by conducting a literature review, document tracing and depth interview with Indonesia’s South–South Cooperation National Coordinating Team. Findings Based on this study, it can be proven that Indonesia’s TAC has the ability to support innovation development in Timor-Leste as a least developed country. This is because Indonesia’s TAC is directed toward knowledge sharing and technology transfer that are needed by Timor-Leste. Other supporting conditions, such as similarity in the process of development, shared principles and solidarity ties among developing countries, have also created a more decent environment for aid delivery. Thus, aid initiatives among developing countries must remain to be supported as key to attain mutual progress and collective self-reliance. Originality/value This study shows that Indonesia as an emerging economic has the capability to support innovation development of other developing countries. It was a new area of study but has a lot of potential to be explored such as effectiveness and interests.

Purpose The state of the different practices in construction industry determines its performance level. Hence, improving performance of construction industry needs assessing state of the practices in the industry and devising improvement intervention. The purpose of this paper is to measure improvement requirement level of different construction management practice areas and to identify the underlying improvement dimensions in Ethiopian construction industry. Design/methodology/approach Questionnaire survey was developed for data collection based on a thorough literature review which yielded 28 construction management practice areas. Purposive sampling method was used to select respondents for the survey. Mean score was used to identify the required improvement level, and one sample T-test was carried out to identify significance of improvement requirement. Factor analysis was conducted to identify the underlying dimensions of the construction management practice areas. Findings Findings indicate 27 areas need significant improvement. This shows the low level of adoption of good construction management practices in Ethiopian construction industry. Factor analysis resulted in the areas being grouped to four broad improvement dimensions, namely, project management, organization management, knowledge and risk management and project development and contract management. Originality/value The findings provide information for appropriate action by the stakeholders to raise standards of adopted construction management practices. It also show areas of construction management which require more focused research in the context of Ethiopian construction industry. Considering the similarity of nature of construction industry problems in developing countries, the findings can be extended to similar countries.

Purpose – The purpose of this paper is to evaluate the waste occurrence level in the construction industry. It includes: first, identifying the mean value of frequency of waste occurrence according to respondents’ characteristics; second, identifying the main predictive factors for waste occurrence based on latent relationships between initial waste factors; and third, identifying the waste occurrence-level indicator (WOLI) for the construction industry based on the main waste measurement factors. Design/methodology/approach – A total of 19 waste factors were sorted from the literature review. A structured questionnaire was adopted to carry out the survey. The respondents are professionals who have much experience in construction and management of project. Shapiro-Wilk test of normality, Levene’s test, ANOVA test, and factor analysis technique were used to analyze the collected data. Findings – Frequency of waste occurrence in construction projects is quite high. There was no statistically and practically significant difference in means for waste occurrence between selected population categories. Based on factor analysis technique, there were five principal components extracted with 56.7 percent of total variance. The WOLI in the construction industry was found as 61.55 per the scale of 100. Research limitations/implications – The non-probability sampling was applied to collect data because of several certain limitations and difficulties. The number of data sets is relatively small. This study has only examined the frequency of waste occurrence without quantitative information. Practical implications – This is another study of waste factors in the construction industry, which is different from traditional waste studies. Originality/value – The contribution of this study to the practical project management is that a proposed evaluation sheet for WOLI could be applied for any construction firm.

Purpose The purpose of this paper is to compare the performance levels of small scale local government contractors (SSLGCs) in northern part of Nigeria with international practice. Previous studies focused attention primarily on benchmarking the performance of contractors, but were mostly conceptual rather than from empirical findings. This continuous to pose a challenge to the sustainable development of the construction industry, particularly, in developing countries like Nigeria. There is therefore a need to identify, assess and compare performance practice levels of small scale contractors. Design/methodology/approach The performance of each contractor was evaluated using a five-point Likert scale used in obtaining mean performance levels in respect to three classes of performance practices. A questionnaire survey was administered to major parties in the industry; clients, contractors and consultants who were selected by using a proportionate stratified random sampling technique. The contractors’ performance was compared by using ANOVA with post hoc. Findings The results indicated that the SSLGCs in Nigeria were average performers and there were effects and differences among the various contractors’ levels of performance with international practice. Research limitations/implications The study is limited to SSLGCs in northern part of Nigeria. Practical implications The study provided the criteria for evaluation of SSLGCs’ performance in Nigeria and other developing countries that faced similar problems. Purpose – Sustainable construction project delivery should be supported by committed and inspirational leadership, with a clear understanding of the sustainability challenge. Construction organizations need intra-organizational leadership that provides the collective vision, strategy and direction towards the shared common goal of a sustainable future. The purpose of this paper is to examine the role of intra-organizational leadership within UK construction organizations charged with the promotion of sustainability practices. Design/methodology/approach – The study adopts a mixed method approach with qualitative data collected through semi-structured interview with 15 leaders, followed by an industry-wide survey of 200 intra-organizational leaders in contractor and consultant organizations in the UK construction industry. Findings – The analysis of the data revealed that, the most important role of intra-organizational leadership in promoting sustainable construction practices is to formulate policies, implement procedures and disseminate best practices throughout the organization . Originality/value – Nothing has been written on intra-organizational leadership role in promoting sustainability practices in the construction industry. Although leadership and sustainability has been widely covered as separate issues this study provides the empirical evidence of the link between leadership and sustainability in construction.

Purpose – Adopting sustainable construction practices minimizes the overall environmental impact of the built asset throughout its whole life. Currently, there is demand from key stakeholders in the construction industry for organization to deliver sustainable built environment, however, leaders/champions within construction organizations charged with the adoption of sustainable construction practices face many challenges. The purpose of this paper is to present the results of an investigation into the challenges facing intra-organizational leaders charged with the promotion of sustainable construction practices. Design/methodology/approach – Qualitative data were collected through semi-structured interview with 15 leaders, followed by an industry-wide survey of 200 intra-organizational leaders in contractor and consultant organizations in the UK construction industry. Findings – The results revealed that increased capital cost is the most significant challenge facing construction organizations in attempt to adopt sustainability practices in the delivery of construction projects. Originality/value – This study provides the empirical evidence linking leadership within construction organizations and sustainability; filling the gap in literature and serving as a source of reference material for higher education programmes in the built environment.

Purpose The purpose of this paper is to determine the barriers to the adoption of value management (VM) in the construction industry of developing countries with a view to providing possible measures in avoiding these barriers and increasing the usage of the system within the construction industry. Design/methodology/approach The level of knowledge and adoption of VM practices, as well as the barriers to its adoption in the construction industry were assessed through a survey design. Construction professionals were sampled from the six geo-political zones in Nigeria through the use of a structured questionnaire. Factor analysis was conducted on data gathered on the barriers of VM. Findings The study revealed a moderate level of knowledge of VM among construction professionals. This implies that the problem of VM is not that of awareness, but readiness to adopt the system. The study also reveals that the barriers to the adoption of VM can be categorised under the general stakeholder’s barriers, training and education barriers, client barriers and government/top management barriers. Practical implications This study was conducted across the six geo-political zones of the country as against common practice of selecting a particular region or states to represent the entire country. The findings therefore show a true reflection of the barriers to VM adoption in the country and its recommendations can to a large extent promote the adoption of VM in the country and also other developing countries where construction projects are executed through similar method, style and approach. Originality/value This paper highlights the possible barriers to the adoption of VM in Nigeria construction industry and provides ways to avoiding these barriers in order to achieve better quality construction and value for money.
