Implementation challenges of COVID-19 safety measures at construction sites in South Africa

Purpose The COVID-19 pandemic drastically changed safety measures in every industry, including the construction industry. Thus, the construction companies have instituted safety measures at the construction sites to curve the disease’s spread among the workforce. This paper aims to examine the challenges encountered by construction firms in implementing COVID-19 safety measures at construction sites. Design/methodology/approach A qualitative research approach was adopted for this study using open-ended interview questions to solicit data from 19 construction professionals currently working on a construction project in South Africa. Content analysis with the assistance of an Excel spreadsheet was used to analyse the data collected. Findings The findings indicate that there are numerous challenges such as ignorance of COVID-19, the supply of poor personal protective equipment (PPEs) by contractors, lack of compliance, sanitising construction materials, difficulty in sharing tools and equipment, public transport usage by workers, superstition (COVID-19 is for a particular group of people), complying with social distancing rules, among others in the implementation of the COVID-19 safety measure at the construction site to curb the spread of the disease among the workers. These challenges have, therefore, hampered their effort to strictly adhere to the safety measures in accordance with the COVID-19 safety protocol at the project sites currently under construction. Research limitations/implications The interviewees were construction professionals working in the South African construction industry during the COVID-19 period. Practical implications The implication is that, due to the challenges faced in implementing the COVID-19 safety measures, workers on the construction site are not adequately protected from contracting COVID-19. The workers may thus contract the disease at the project sites and transmit it to their families and vice versa, which may have further implications on the spread of the disease within the communities and society. Originality/value The study has identified implementation challenges of the COVID-19 safety measures at construction sites of which the construction stakeholders must institute measures to overcome since COVID-19 has become part of our daily life. The study also recommends some preventive measures to the owners of construction companies to help overcome or minimise these COVID-19 safety implementation hurdles to minimise the spread of the disease among the construction site workers.

Productivity in the construction industry is declining in real-time. The decline in productivity is a source of worry for practitioners and researchers. The purpose of this paper is to ascertain major factors influencing productivity in relation to the notion of respects for people (RFP) in construction. The reviewed literature influences the semi-structured questionnaire used to survey construction professionals in Johannesburg, South Africa. The results reaffirm the tension productivity increment and the enhancement of RfP as both ideas appear to be moving in opposite directions on a typical construction site. It was discovered that respect for workers on a construction site is a major concern. The paper argues that ethical reasoning affects productivity. Therefore, an appropriate management system is required to improve the workers' perception of productivity and RfP working on construction sites.

PurposeEmerging construction companies often liquidate due to their inability to institute strategies to handle their business risks. This study investigated the skills and strategies adopted by emerging contractors to overcome business risk factors to make their businesses sustainable.Design/methodology/approachA qualitative research approach was adopted for the study. Semi-structured interview questions were used to solicit information from emerging contractors within the Construction Industry Development Board (CIDB) Grade one (1) to four (4) in the Gauteng Province of South Africa. The data gathered were analysed using qualitative content analysis to identify the main themes.FindingsThe study's findings indicate that emerging contractors face business risk factors that impact their project execution hugely. Thus to overcome these risk factors, they implement various strategies to curtail the risk they encounter in their businesses. These strategies include; human resource management (employing experienced and skilled labour and training of staff); communication management (with other employees about set goals); financial management (effective pricing of tender documents); procurement management (ensuring materials are available as and when necessary in their projects) and quality management (ensuring effective work supervision); among others.Research limitations/implicationsAlthough the study concentrated on the emerging construction firms in the Gauteng Province of South Africa, the findings may be applicable in other provinces and beyond South Africa.Practical implicationsIn order for emerging contractors to prevent the collapse of their businesses, there is the need to be educated on effective project risk management to identify potential business risk, the mirage associated with the notion of the construction business profitability, effective tender pricing and strategic business partnership. These strategies, if well thought, will help sustain their businesses and growth in the construction industry.Originality/valueThe study has identified the management strategies used by emerging contractors to sustain their businesses in the construction industry. Thus, the finding will guide both emerging contractors who are already in the construction business and those planning to enter the construction market.

PurposeThe frequent occurrence of hazards, especially on junior staff in developing countries, is a major setback on project delivery. This is because the safety of the construction workers' environment influences their performance. Although a range of literature has addressed safety measures on construction sites, how far is their compliance with personal protective equipment (PPE) on junior staff is yet to receive in-depth studies in Nigeria. Therefore, this study investigated the level of Nigerian construction companies' compliance and proffered possible solutions that intend to improve the implementation of PPE on junior staff.Design/methodology/approachThe data were collected via observation and face-to-face interviews among the selected companies' staff in Lagos and Abuja. The interview is to determine their perceptions regarding compliance with PPE on construction sites.FindingsFindings show that compliance with PPE on junior staff, especially the indigenous construction companies, is poor. This is because monitoring and enforcement are lax by government regulatory agencies. Also, findings show that many international construction companies ensure that junior workers obey site safety measures those mitigate the chance of hazard occurrence during construction as a policy.Research limitations/implicationsThis paper data collection is limited to Abuja and Lagos, and a phenomenology type of qualitative research was employed, but this does not weaken the robustness. Future research is needed to consider adopting a mixed-methods approach.Practical implicationsAs part of this paper's implications, findings recommended that the construction company's safety regulations and policies should be robust and enriched to mitigate site-related hazards via a framework or mechanism, but the government agencies/ministries need to give the enabling direction, strict monitoring and enforcement of PPE on junior staff. This paper intends to stir up the appropriate government authorities for possibly passing the Labour, Safety, Health and Welfare Bill 2012 (updated in 2016) Act into law.Originality/valueThis study demonstrates that the government agencies concern with approval and enforcement of construction site safety needs to reawaken to their responsibilities because of the lax implementation in many sites, especially in indigenous construction sites.

PurposeThe research was carried out to statistically evaluate the relationship between the safety measures at the construction sites and the actual and perceived knowledge levels of the employees about these measures.Design/methodology/approachFace-to-face surveys were conducted with the workers. The survey included some perception-based questions about preventive measures at the construction site, as well as determining the level of awareness of employees on occupational health and safety (OHS) practices. The data were analyzed with descriptive statistical methods and bivariate correlation analysis.FindingsThe actual knowledge levels of workers on OHS measures in the workplace is significantly lower than their perceived knowledge levels. However, there is a positive, linear and strong relationship between the actual knowledge levels of the employees about some OHS rules applied in the workplace and the general level of knowledge they perceive about themselves. Some protective measures such as occupational safety expert, OHS board, employee representatives, training and information activities at construction sites positively affect the safety awareness of employees. However, low-frequency and documentation-intensive activities such as risk assessment, emergency activities and periodic controls have no or weak correlations.Originality/valuePerception-based opinions of construction site workers on occupational safety issues are transformed into numerical data and analyzed with a quantitative method.

PurposeThe aim of this paper is to assess the safety level of construction sites in Afghanistan following the US Army Corps of Engineers (USACE) safety practices and compare this with other construction sites in Afghanistan that follow local government safety guidelines. The USACE oversees and funds many infrastructure projects in Afghanistan, and these projects are supposed to follow the same standards implemented in the USA, including safety standards. The local government of Afghanistan also funds infrastructure projects in Afghanistan; however, these do not follow USACE best practices. This research explores the question of whether the USACE standards provide a safer construction site. The effect of the USACE standards on safety practices in construction projects is also investigated in the Afghanistan construction industry.Design/methodology/approachA literature review and other safety checklists were used to develop a safety checklist containing 104 items (questions) in 17 categories. Subsequently, the checklist was used to assess the safety performance of 57 construction projects (25 USACE projects, and 32 governmental projects). Utilizing quantitative analysis, the Spearman rank correlation coefficient (Rho) and Mann–Whitney tests were carried out for correlation and statistical disparity between USACE and governmental projects.FindingsThe safety performance level of Afghan government projects was found to be poor in relation to other developing countries, while in USACE projects it was excellent. In addition, fire prevention, safety administration, PPE, heavy equipment, and handling and storage of materials for all types of contractors were the most overlooked aspects of Afghan Government projects.Practical implicationsThe findings clearly demonstrate the deficiencies in construction sites observed during this study and also support the adoption of USACE standards in Afghanistan projects.Originality/valueTo the best of the authors’ knowledge, this study is the first to investigate the safety of construction sites in Afghanistan. The study also demonstrates the benefits of adopting international standards (USACE) to improve the safety of construction sites in a developing country such as Afghanistan. The findings provide evidence of the safety of the Afghanistan construction industry compared to other developing countries. These findings will contribute to the Afghan Government's efforts to track injury statistics.

PurposeConstruction safety has been a long-term problem in the development of the construction industry. An increasing number of smart construction sites have been designed using different techniques to reduce injuries caused by construction accidents and achieve proactive risk control. However, comprehensive smart construction site safety management solutions and applications have yet to be developed. Thus, this study proposes a smart construction site framework for safety management.Design/methodology/approachA safety management system based on a cyber-physical system is proposed. The system establishes risk data synchronization mapping between the virtual construction and physical construction sites through scene reconstruction design, data awareness, data communication and data processing modules. Personnel, mechanical and other risks on site will be warned and controlled.FindingsThe results of the case study have proved the management benefits of the system. On-site workers gradually realized that they should enter the construction site based on the standard process. And the number of people close to the construction hazard areas decreased.Research limitations/implicationsThere are some limitations in the technology of smart construction site. The modeling speed can be faster, the data collection can be timelier, and the identification of unsafe behavior can be integrated into the system. Construction quality and efficiency issues in a virtual construction site will also be solved in further research.Practical implicationsIn this paper, this system is actually applied in the mega project management process. More practical projects can use the management ideas and method of this paper to ensure on-site safety.Originality/valueThis study is among the first attempts to build a complete smart construction site based on CPS and apply it in practice. Personnel, mechanical, components, environment information will be displayed on the virtual construction site. It will greatly promote the development of the intellectualized construction industry in the future.

Based on the statistical evaluation of accidents, the construction industry on an overall basis is full of dangers and risk oriented. The natures of the activities involved become hazardous when compliance with the safety rules and regulations are not properly followed, as a result high rates of accidents occur on the construction sites. In the metropolitan city of Karachi, Pakistan, a poor safety record has been observed in the construction industry. The primary reason existing for this situation is a non-preventive construction safety practice during execution of the projects. The secondary causes are dependent on the lack of resources, skills and interest of the concerned public sector agencies in enforcing the safety protocol regulations for the construction sites. In-addition, this situation also arises due to the lack of training in construction practices, child labor and a minimum awareness about the safety rules and regulations concerned with working on the construction sites. This necessitated a need to embark on a program of collecting data in connection with the accidents occurring on construction sites in Karachi; a six months program involving Construction Site Accidents (CSA) was accomplished. This involved different districts of Karachi region to be included in this study. In particular, CSA contributory factors relating to skilled, semi-skilled, and non-skilled labors were evaluated and marginalized. Through this study, it will be shown how by properly implementing the safety and operational measures, based on statistical conclusions, the rate of accidents can be significantly reduced.   Index Terms— Construction, Construction Site Accidents (CSA), Safety, Labor, Construction Industry.

The construction industry, as one of almost every economy’s major generators of environmental impact, can contribute in large measure to achieving the goals of sustainability. However, most publications in this field deal with sustainability with reference to selecting construction materials and improvements in the operating phase of buildings. When considering ecological sustainability the focus has to be extended from the finished building to the building pro­cess. Therefore the actors of the construction sector who are responsible for the production process have to be studied: the construction companies. The goal of this paper is to study the state of ecologically sustainable corporate business management in construction. The state of application of elements of environmental management systems (EMS) is used as an indicator of the current situation in German construction companies. EMS can help continuously to environmen­tally improve the operating processes of the firms. A broad survey about the extent of EMS has been conducted consid­ering the barriers and drivers. In general, a relatively low interest in EMS and a lack of knowledge is noticeable within the sector. As a result, strategic recommendations are made on how to promote environmental management to foster sustainable thinking in the German construction industry.

Purpose – The purpose of this paper is to examine the implementation of quality management systems (QMSs) of Grade 7 (G-7) Indonesian construction companies. This includes the initial motives that have driven the development of QMSs, barriers to effective QMS implementation, the current practice and integration of QMS-ISO 9001 principles and elements, and the performance of contractors implementing such QMSs. Design/methodology/approach – A survey was conducted involving 403 respondents (Quality Management Representatives, Managers, and Project and Site Engineers) from 77 G-7 as well as ISO 9001 certified Indonesian construction companies. Findings – The main motive for G-7 contractors in establishing and implementing ISO 9001 based QMSs are identified as being to effectively and efficiently control project activities. Respondents apparently do not often experience problems related to QMS implementation. However, issues of management attitude and purpose are identified as barriers that may affect effective QMS implementation. The study highlights the ISO 9001 principles and elements that still require to be more critically applied by G-7 contractors in order to fully implement and improve their current QMS effectiveness. The findings also suggest that, although certified, many G-7 contractors have not yet achieved a satisfactory level of performance to be truly competitive in global markets outside Indonesia. Originality/value – To date, only limited research has been conducted into the application of ISO 9001 in the Indonesian construction industry. The research findings reinforced the value of pursuing more effective QMS implementation. They also support current attempts to introduce ISO 9001 QMSs to a much wider base of Indonesian construction companies, particularly small and medium sized contractors and builders.

Purpose Over the past decade, the United Arab Emirates (UAE) introduced several green regulatory guidelines, federal decrees, and a considerable number of environmentally friendly initiatives. Hence, the purpose of this paper is to investigate the top green materials and systems used currently in the UAE construction industry as per the new laws dictate as well as see if professionals are switching over to incorporate more green materials, systems, and/or designs. Design/methodology/approach The work involved reviewing internationally popular green materials and systems for construction, developing a questionnaire based on the literature review, surveying professionals in the seven UAE emirates, and ranking the findings based on the relative importance index. Findings Findings found the top used green materials and system in the UAE’s construction industry. As well as identified that there is a communication gap between the design and implementation phases that is possibly hindering the use of more green materials and systems. Originality/value This study sets a baseline to measure the UAE’s progress over the coming years in terms of integrating more green construction materials, systems, methodologies, and trends.
