Construction companies’ compliance to personal protective equipment on junior staff in Nigeria: issues and solutions

PurposeThe frequent occurrence of hazards, especially on junior staff in developing countries, is a major setback on project delivery. This is because the safety of the construction workers' environment influences their performance. Although a range of literature has addressed safety measures on construction sites, how far is their compliance with personal protective equipment (PPE) on junior staff is yet to receive in-depth studies in Nigeria. Therefore, this study investigated the level of Nigerian construction companies' compliance and proffered possible solutions that intend to improve the implementation of PPE on junior staff.Design/methodology/approachThe data were collected via observation and face-to-face interviews among the selected companies' staff in Lagos and Abuja. The interview is to determine their perceptions regarding compliance with PPE on construction sites.FindingsFindings show that compliance with PPE on junior staff, especially the indigenous construction companies, is poor. This is because monitoring and enforcement are lax by government regulatory agencies. Also, findings show that many international construction companies ensure that junior workers obey site safety measures those mitigate the chance of hazard occurrence during construction as a policy.Research limitations/implicationsThis paper data collection is limited to Abuja and Lagos, and a phenomenology type of qualitative research was employed, but this does not weaken the robustness. Future research is needed to consider adopting a mixed-methods approach.Practical implicationsAs part of this paper's implications, findings recommended that the construction company's safety regulations and policies should be robust and enriched to mitigate site-related hazards via a framework or mechanism, but the government agencies/ministries need to give the enabling direction, strict monitoring and enforcement of PPE on junior staff. This paper intends to stir up the appropriate government authorities for possibly passing the Labour, Safety, Health and Welfare Bill 2012 (updated in 2016) Act into law.Originality/valueThis study demonstrates that the government agencies concern with approval and enforcement of construction site safety needs to reawaken to their responsibilities because of the lax implementation in many sites, especially in indigenous construction sites.

Purpose The COVID-19 pandemic drastically changed safety measures in every industry, including the construction industry. Thus, the construction companies have instituted safety measures at the construction sites to curve the disease’s spread among the workforce. This paper aims to examine the challenges encountered by construction firms in implementing COVID-19 safety measures at construction sites. Design/methodology/approach A qualitative research approach was adopted for this study using open-ended interview questions to solicit data from 19 construction professionals currently working on a construction project in South Africa. Content analysis with the assistance of an Excel spreadsheet was used to analyse the data collected. Findings The findings indicate that there are numerous challenges such as ignorance of COVID-19, the supply of poor personal protective equipment (PPEs) by contractors, lack of compliance, sanitising construction materials, difficulty in sharing tools and equipment, public transport usage by workers, superstition (COVID-19 is for a particular group of people), complying with social distancing rules, among others in the implementation of the COVID-19 safety measure at the construction site to curb the spread of the disease among the workers. These challenges have, therefore, hampered their effort to strictly adhere to the safety measures in accordance with the COVID-19 safety protocol at the project sites currently under construction. Research limitations/implications The interviewees were construction professionals working in the South African construction industry during the COVID-19 period. Practical implications The implication is that, due to the challenges faced in implementing the COVID-19 safety measures, workers on the construction site are not adequately protected from contracting COVID-19. The workers may thus contract the disease at the project sites and transmit it to their families and vice versa, which may have further implications on the spread of the disease within the communities and society. Originality/value The study has identified implementation challenges of the COVID-19 safety measures at construction sites of which the construction stakeholders must institute measures to overcome since COVID-19 has become part of our daily life. The study also recommends some preventive measures to the owners of construction companies to help overcome or minimise these COVID-19 safety implementation hurdles to minimise the spread of the disease among the construction site workers.

The COVID-19 pandemic has caused significant changes to police working practices involving the enhanced wearing of personal protective equipment (PPE), and ways of working inside and outside of police stations. The safety guidance released by the various government agencies has been conflicting, confusing and unhelpfully flexible, and there are significant discrepancies between some of the 43 forces of England and Wales. This article draws on primary interview data with 18 police officers from 11 UK police forces to explore the problems that officers faced in accessing appropriate PPE and the difficulties in obtaining and understanding accurate coronavirus health and safety information.

Purpose The applications of artificial intelligence (AI) in different sectors have become agendas for discussions in the highest circle of experts. The applications of AI can help society and can harm society even by jeopardizing human rights. The purpose of this study is to examine the evolution of AI and its impacts on human rights from social and legal perspectives. Design/methodology/approach With the help of studies of literature and different other AI and human rights-related reports, this study has taken an attempt to provide a comprehensive and executable framework to address these challenges contemplated to occur due to the increase in usage of different AI applications in the context of human rights. Findings This study finds out how different AI applications could help society and harm society. It also highlighted different legal issues and associated complexity arising due to the advancement of AI technology. Finally, the study also provided few recommendations to the governments, private enterprises and non-governmental organizations on the usage of different AI applications in their organizations. Research limitations/implications This study mostly deals with the legal, social and business-related issues arising due to the advancement of AI technology. The study does not penetrate the technological aspects and algorithms used in AI applications. Policymakers, government agencies and private entities, as well as practitioners could take the help of the recommendations provided in this study to formulate appropriate regulations to control the usage of AI technology and its applications. Originality/value This study provides a comprehensive view of the emergence of AI technology and its implication on human rights. There are only a few studies that examine AI and related human rights issues from social, legal and business perspectives. Thus, this study is claimed to be a unique study. Also, this study provides valuable inputs to the government agencies, policymakers and practitioners about the need to formulate a comprehensive regulation to control the usage of AI technology which is also another unique contribution of this study.

Purpose – The purpose of this paper is to study the factors affecting the development of e-government by using a citizen-centric approach. Design/methodology/approach – This paper is a mixed-methods study consisting of qualitative and quantitative research. Data were collected from government agencies using a structured interview and questionnaire about e-government services. The research was collected from the people responsible for the management of an e-government project in 75 government agencies. In addition, the researcher collected data from 1,400 citizens by using an e-Survey questionnaire that grouped participants by age. Findings – By using a citizen-centric approach, the paper identified the factors affecting the development of e-government. There were five factors from the viewpoint of government agencies and citizen groups: quality of e-government services, policy and governance, information technology infrastructure, organization and economy and society. Research limitations/implications – The research covered the development patterns of e-government for services from government to citizens only. Practical implications – Seeing the importance of environmental factors for both service providers and service users would facilitate continuous improvement of e-government service provision by government agencies. Social implications – The results reflect citizens’ need for e-government services; quality is their priority. Hence, government agencies must consider the quality of the delivery of information and e-government services as they relate to the lifestyles and needs of citizens. Originality/value – The creation of knowledge from merging e-government concepts with citizen-centric principles is a modern government sector management theory. This research stresses the need for the government sector to see the need for e-government and to recognize the factors for its successful development. This means the design and development of e-government services should respond to the increasing needs of the citizens.

BACKGROUND A novel coronavirus (now termed as SARS-CoV-2) was detected as the causative agent of severe pneumonia in Wuhan, Hubei Province, China, in December 2019. Declared by the World Health Organization (WHO) as a global pandemic in March 2020, it has created profound changes in global economy and healthcare systems. This study evaluates the knowledge and practice with regard to various personal safety measures used by the healthcare professionals. METHODS We conducted a questionnaire study after obtaining approval, from the Institutional ethical committee. An online survey was conducted using a preformatted questionnaire consisting of multiple-choice questions which assessed the knowledge and practices adopted by various healthcare professionals. The survey was done between 1st and 30th of June 2020 and a total of 536 responses was analysed. RESULTS 58.4 % of the participants were females, 66 % of the healthcare workers worked at a private hospital / private medical college with 82.1 % being located in urban areas. Of the 536 respondents, 90.1 % practiced bathing immediately after returning home and 86.8 % sanitized their accessories. 86.9 % of the professionals used frequent sanitization with use of mask and gloves whereas only 12.3 % used full personal protective equipment. 58 % of females had used hydroxychloroquine as prophylaxis whereas only 41 % of males used it (statistically significant, P = 0.005). Healthcare workers in younger age group (23 - 40 years) were more likely to maintain distance with family members, and government doctors were significantly more likely to do so (P < 0.001) as compared to private practitioners. CONCLUSIONS With the medical professionals being at high risk for contracting the infection, the need to provide the healthcare professionals with adequate personal protective equipment is of utmost importance. There is also a need to maintain the well-being of the healthcare professionals as they are the weakest link in the chain. ABSTRAKPetugas TPS atau petugas pengangkut sampah merupakan pekerja yang setiap harinya mengambil atau mengangkut sampah dari rumah ke rumah untuk dikumpulkan kemudian di pilah-pilah di TPS dan akan dikirimkan ke tempat pembuangan yang lebih besar yaitu Tempat Pembuangan Akhir (TPA). Sepanjang hari petugas TPS bekerja dengan sampah sehingga membuat mereka mempunyai risiko tinggi terkena penularan penyakit kulit, baik yang memiliki efek secara langsung maupun tidak langsung. Salah satu upaya yang dapat dilakukan untuk mengurangi resiko terkena penularan penyakit kulit adalah dengan menggunakan Alat Pelindung Diri (APD) Kurangnya kesadaran, kepatuhan dan informasi tentang risiko bahaya, sebagian dari mereka tidak tidak menggunakan APD. APD yang kurang lengkap dapat memungkinkan kontak langsung dengan sampah sehingga mengakibatkan terjadinya gangguan kesehatan salah satunya yaitu menyebabkan penularan penyakit kulit. Jenis penelitian ini adalah analitik korelasi dengan pendekatan cross-sectional. Data diuji dengan Spearman rank test. Pengumpulan data dengan cara observasi, wawancara dan kuesioner. Peneliti menggunakan metode total sampling. Hasil uji statistik menunjukkan p=0.00 (α<0.05) dan r=0.761, sehingga terdapat hubungan yang kuat antara perilaku pemakaian APD dengan penularan penyakit kulit pada petugas TPS. Oleh sebab itu, diharapkan program pemerintah dan petugas kesehatan dapat mendukung penggunaan APD sebagai upaya preventif terhadap penularan penyakit kulit pada petugas TPS.Kata kunci : sampah, petugas TPS, alat pelindung diri (APD), penularan penyakit kulitABSTRACTA garbage worker who take or hauling garbage from house to house and collected and then sorted into the TPS every day and will be sent to landfills larger is the final disposal (landfill). Throughout the day poll workers working with litter so as to make them have a higher risk of skin disease transmission, both of which have the effect of directly or indirectly. One effort that can be done to reduce the risk of skin disease transmission is to use Personal Protective Equipment (PPE) Lack of awareness, compliance and information about the risk of harm, some of them not using PPE. APD incomplete can allow direct contact with garbage, which causes health problems one of which causes the skin disease transmission. This type of research is an analytic correlation with cross-sectional approach. Data were tested with Spearman rank test. The collection of data by means of observation, interviews and questionnaires. Researchers used total sampling method. Statistical analysis showed p = 0.00 (α <0,05) and r = 0.761, so there is a strong relationship between the behavior of the use of PPE with the skin disease transmission at the polling station officials. Purpose – The purpose of this paper is to check an applicability of aluminized basalt fabrics for production of gloves protecting simultaneously against thermal and mechanical factors. Design/methodology/approach – Six variants of protective gloves were manufactured using two different glove constructions: more simple and cheaper with the anatomical thumb arrangement (model A), and more ergonomic one with so called “distance gussets” (model B). Aluminized basalt fabrics were contained in the back side of all variants and in only one variant of palm side. Then the protective properties against thermal and mechanical factors were measured according to the up-to-date standards. Findings – The fulfillment of contact heat requirement was achieved for all glove variants at 100°C. Application of aluminized basalt fabrics in the glove back side allowed obtaining the fourth performance level in the case of resistance to small metal splashes and assuring the highest protection against the radiant heat and small metal splashes. Fulfillment of standard requirements for all examined mechanical parameters was achieved and significantly higher values than reqired for the highest performance level were registered. Research limitations/implications – The further research including upscalling strategy as well as industrial conditions requirements should be taking into account for basalt textiles development. Moreover functionalization of basalt yarns and fabrics seems to be promising feature. Practical implications – The preliminary utility trials were done and registered results are very promising, shows that this kind of gloves will be cheaper than produced so far and could be used in the glass, welder companies. Social implications – The basalt textiles applied for protective gloves or other personal protective equipment can ensure safety at work for end users operating in mechanical and thermal risk scenarios. Originality/value – Up till now the basalt fabrics have not been recognized as a material for the personal protective equipment, they were used mostly for technical purposes.

The cost of world-wide accidents represent ≈4% of global Gross Domestic Product each year, which could be minimized or prevented by using adequate Personal Protective Equipment (PPE). Although wearing adequate PPE are mandatory in a number of occupations where workers are exposed to risks, experience show-us that supervision is necessary to ensuring it. The traditional supervision was proved not to be effective enough, making it necessary to turn on technological solutions. The objective of this work was to investigate if RFID technology is a feasible solution for monitoring the usage of PPE on construction sites, giving suggestions which tags to use and characteristics of RFID portals for field applications. The results of laboratory tests show that four antennas with correct disposition on the RFID portal are enough to ensure readability of the worker when passing through it. While six passive tags were tested, two of them were found to be ideal for this purpose: the Web Lite Wet Inlay with a rubber wrap due to its protective characteristics, and the SmartTrac Dog Bone due to its size. In conclusion, the RFID technology was found to be a feasible solution for automatically control the wearing of PPE on construction sites. There is a need for further research on construction sites.

COVID-19 pandemic raises various challenges faced by health workers in hospitals. This study explored strategies for overcoming challenges in caring for COVID-19 patients at hospitals in Indonesia based on healthcare workers’ experience. In-depth interviews were employed with 28 healthcare workers (physicians and nurses) who were purposively sampled. Data were collected via phone and analysed using the Colaizzi method. Five following challenges were found: difficulties in working with personal protective equipment (PPE), offline training for handling Covid and using PPE not being implemented evenly for all health workers, physical and psychological fatigue, difficulties in carrying out health education and assessment towards patients and families, and limited resources to cope with the COVID-19 pandemic. Meanwhile, some barriers require support from the government, public and hospital managers. The information gained from research on the strategies for caring for COVID-19 patients can contribute to better preparedness for hospitals and health workers facing the COVID-19 pandemic.

Construction sites generate high levels of dust typically from concrete, silica, asbestos, cement, wood, stone, and sand. Workers who are exposed to the said environment are faced with the risk of inhaling particulate materials that might lead to adverse respiratory problems. The lack of publication on the awareness of construction workers on the risk associated with silica dust exposure was the basis of the study. This study assessed the level of awareness of construction workers on the risk associated with silica dust exposure and the safety practices to minimize it. Purposive sampling was used in the selection of 65 respondents from different construction sites located in Baguio City, Philippines. A survey questionnaire containing four point Likert scales were used to determine the level of awareness on the health effects, mode of transmission, and sources of silica dust. The study further assessed the level of safety practices in mitigating the effects of silica dust exposure. The respondents were moderately aware (M=2.52) of the health effects, moderately aware (M=2.69) of the mode of transmission, and moderately aware (M=3.08) of the sources of silica dust. The results further showed that the respondents moderately practiced (M=2.84) activities to mitigate the health effects of silica dust exposure and moderately practiced (M=3.17) the use of personal protective equipment in the construction site. The results suggest that construction workers must be made more aware of the health effects of silica dust exposure and, mitigation activities and utilization of personal protective equipment must be strictly imposed in the construction site.
